Project Title: Community-Based Monitoring System

II. PROJECT OVERVIEW

DILG Memorandum Circular No. 2012-142 enjoins Local Chief Executive to


utilize the Community-Based Monitoring System (CBMS) in Planning and Project
Development.

The Community-Based Monitoring System is a mechanism that establishes data


showing the socio-economic profile per household, per barangay, and collectively for the
local government unit. It is data gathering and profiling, the upgraded CBMS covers the
Sustainable Development Goals (SDG) that has 17 areas.

The data generated by CBMS can be used in Planning and Budgeting, Disaster Risk
Reduction and Management (DRRM) and Climate Change Adaption (CCA). The CBMS
is also important for evidence-based legislation.

Tuguegarao City conducted its first CBMS in 2008 covering component barangays
of the city. The CBMS at that tie covered 7 areas of the Millennium Development Goals
(MDG).

After 10 years, it is time for the city to undertake the CBMS based on the
Sustainable Development Goals 17 areas.

III. OBJECTIVES

The conduct of the Community-Based Monitoring System aims to upgrade the


database of Tuguegarao City.

Specifically, the conduct of the CBMS in Tuguegarao City is intended to:

1. Upgrade population statistics in the 49 barangays of Tuguegarao City.


2. Updated total number of households data.
3. Establishes an updated socio-economic profile of the 49 barangays.
4. Provide basis for evidence-based policy-making, planning and budgeting and
local legislation.
5. Enhance good governance at the barangay level and city level.

IV. EXPECTED OUTPUTS

Upon completion of the project, the Tuguegarao City Government shall have
the following outputs:

1. Improved data banking system at the barangay level and city level.
2. Socio-economic profile per household, per barangay and collectively the
city.
3. Updated population statistics.
4. Updated total number of household data.
5. Updated Socio-economic data that can be utilize for evidence-based local
legislation, planning, and budgeting.

V. ROLES AND RESPONSIBILITIES

The CBMS shall have the following roles and responsibilities.

1. Project Consultant
i. Project Consultant shall act as adviser and help resolve technical
issues and concerns encountered during the duration of the project.

2. Project Head
i. Shall oversee the progress of the project,
ii. Shall plan and organize the work and see to it that everything is
conducted efficiently and completely within the prescribed time.
iii. Shall serve as the link between the team and higher officials.

3. Focal Person/ Alternate Focal Person


i. Shall act as the overall supervisor on the ground.
ii. Shall cat as the property custodian of all materials relative to the
project.
iii. Shall monitor the day-to-day accomplishment of each team.
iv. Shall monitor the transmittal of materials to each team.
v. Shall closely coordinate with each team and shall address
immediately issues and concerns encountered by the teams
throughout the project.
vi. Shall report directly to the Project Head anything that hinders
the implementation of the project.

4. Field Editors
i. Check daily inputs of enumerators.

5. Field Coordinator
i. Shall be responsible in coordinating all activities to be undertaken
in the barangay.
ii. Shall serve as the link between the team and the barangay.
6. Field Enumerators
i. Ensure the credibility of all information supplied to the
Household Profile Questionnaire (HPQ)
ii. Completely interview all households in the assigned barangay.

VII. RECCOMENDATION

In as much as the Tuguegarao City Government has committed to undertake the


Community-Based Monitoring System to update its database, the undersigned earnestly
