TITLE: IMPROVING PRODUCTIVITY AND PRODUCT


SAFETY IN MARICULTURE ZONES

PROPONENT: BFAR RO 8, TACLOBAN CITY

TOTAL PROJECT COST: Php 54.6M

PROJECT DURATION: 3.0 Years

INTRODUCTION:

Food is one of the basic needs of man and the country faces quite the
challenge of feeding a burgeoning population that will reach 109M by the end of
2019 according to the Commission on Population. At the beginning of his term,
President Rodrigo Roa Duterte committed to provide food security for every
Filipino family and ensure that they would have access to affordable food.

However, Government realizes that its responsibility goes beyond just


providing adequate food for every Filipino because after all the food ingested
may actually pose a health risk and be a source of harm.

The past several years have seen a growing awareness and demand for
food safety as people are now more health conscious than before. Republic Act
10611 otherwise known as the Food Safety Act of 2013 was enacted to
strengthen the regulatory system in the country. RA 10611 aims to achieve food
safety to protect human life and health in the production and consumption of
food. It also seeks to protect consumers through fair trade practices.

Although super typhoon ‘Haiyan’ wrought so much havoc and destruction


in Eastern Visayas, it has provided us the opportunity to BUILD. BACK. BETTER.
This project proposes the establishment of a toll processing facility at the
Bureau of Fisheries and Aquatic Resources Region 08 Complex in Barangay Diit,
Tacloban City in compliance with the prescribed requirements of FAO 117, series
of 1975 on the Rules and Regulations Governing the Operation of Processing Plants
for Fish and Fishery/Aquatic Products and Prescribing/Requiring Standards,

Quality Control and Inspection of Processed Fish and Fishery/Aquatic Products and
FAO 117-1 – Amendments to Sections 3, 4 and 5 of FAO 117, series of 1975. It will
also conform to Administrative Order No. 153, series of 2004 – Revised Guidelines
on Current Good Manufacturing Practices in Manufacturing, Packing, Repacking or
Holding Food and other relevant national and international regulations.

Also, the Bureau will apply for the issuance of a License To Operate with
the Food and Drug Administration so that all fish and fishery products processed
in the facility will be guaranteed safe and compliant to food safety requirements
and be acceptable to both local and international markets.

The toll processing facility will provide support to the mariculture zones
in the region with the appropriate mechanism to enhance product value and
mitigate post harvest losses..

A satellite processing plant with depurating facility will also be set up in


Leyte, Leyte to do primary processing like shucking and cleaning before their
transfer to the Diit plant. Mariculture products such as bangus, mussels, oysters
will be transported to the facility by reefer vans to undergo final processing.

The toll processing facility will also cater to the many small household
fish processors who cannot afford to establish their own FDA accredited
facilities. They will bring their raw materials to the plant for processing under
the supervision of BFAR personnel. They also agree to adhere to the protocols
and guidelines on the use of the processing plant.

A minimal amount will be collected from the stakeholders for the upkeep
and maintenance of the facility.

STRATEGY OF IMPLEMENTATION.

1 Consultation with Potential Fisherfolk Associations and


Fisherfolk

BFAR Region 08 will spearhead the conduct of consultations with


potential users of the toll processing facility to inform them of the
project and how they may avail of the project.

2 Procurement of the Toll Processing Facility and Equipment

Procurement will be compliant and adhere to the provisions of RA


9184 or the Government Procurement Act of 2016.

3 Orientation on the Protocol, Guidelines and Operation of the


Facility

The Bureau will orient the potential clientele of the facility - fisherfolk
associations and individual fisherfolk – on the Protocol and Guidelines
on the Operation of the Facility and their responsibilities.

4 Launching and Operation of the Toll Processing Facility

5 Monitoring and Evaluation

Regular monitoring and evaluation on the plant’s operations will be


done to ensure the quality its products and services.
