The inspection was conducted at Finolex Cables ltd., Pune, India on 07-09-2017 started at 8:30 AM.
The inspection was conducted for the purpose of assessing Health & Safety Standards and
compliance with legal requirements.
It is the flagship company of the Finolex Group, established in 1958. Finolex Cables Ltd is India's
largest and leading manufacturer of electrical and telecommunication cables with a turnover in excess
of Rs.26 Billion (about US$ 400 million).
The company started its operation with the manufacture of PVC insulated electrical cables for the
automobile industry. Since then, the Company has constantly endeavored to augment its product
range to include PVC Insulated Industrial Cables , FR-LSH PVC Insulated Industrial Cables, PVC
Insulated Single Core and Multicore Flexible Industrial Cables, Rodent Repellent Multicore Flexible
Industrial Cables, PVC Insulated Winding Wires and 3 Core Flat Cables, XLPE 3 Core Flat Cables,
Power and Control Cables, High Voltage Power Cables (Up to 33 kV), Polyethylene Insulated Jelly
Filled Telephone Cables, Auto & Battery Cables, Co-axial and CATV cables, LAN Cables,
Switchboard Cables, Fibre Optic Cables, Solar Cables and others.
The company has manufacturing facilities at Pimpri and Urse in Pune as well as at Goa &
Uttarakhand. It has around 1900 + employees all over India.The company has received the IS/ISO
9001 Quality Management Systems Certification across all product lines and plants. Also IS/ISO
14001 -Environmental Management Systems Certification has been accorded to its plants in Urse and
Goa.
The plant which I was inspecting has the workforce of 300 members and about 130 contractors
working 24*7. The shift pattern is basically morning and afternoon. There were few general shifts
workers as well. The conductors manufactured by the use of machines such as rod breakdown
machine, rigid stranding machine etc. Sections of the plant inspected : 1)Tool Room ; 2)Production
Line ; 3)Maintenance department 4)Quality Department ; 5)Logistics Department.

Executive Summary
I have observed that general condition of the plant is well maintained and impressive. The plant has
maintained its safety record since 2005 in accident free category and lower severity rates since 2007
as per state safety report. Inspite of all positive appearance and safety records, there are serious
issues which may transform into serious accidents and ruin all hard earned credits over past years.
Housekeeping : Scraps accumulated all over and fire exit door blocked due to unwanted boxes,
bobbins, etc. can be addressed by improving housekeeping, bins for scrap disposal, more
housekeeping staff and regular inspection required.
Machinery : not adequately guarded and absence of safety devices. Can be controlled by providing
new machine guards and safety devices.
Contract Management : Contract workers not wearing proper personal protective equipment and lack
of supervision can be dealed by adequate contractor selection and discussion with contractor on strict
compliance by laws.
Welfare facilities : Inadequate space to accommodate contract worker in canteen and drinking water
facilities near toilet can be addressed by extending existing canteen area and relocation of drinking
water facilities.
Fire Hazards : Fire hazards due to absence of flashback arrestor in gas cutter kit, workers smoking in
premises and no sign boards in gas & diesel storage areas can be controlled by safety survey, routine
inspection, provision of flashback arrestors, signboards and no smoking zones.
The issues discussed above will reduce the risk of accidents by following outlined recommendations.
In return it will benefit the organization in maintaining safety records, reduce sickness rate, promoting
effective and positive safety culture.
It will enhance productivity, prevent enforcement actions, cost cutting i.e decrease in compensation
cost, reduction in down time. It will also help in preserving the business reputation and public image.

Main Findings
Housekeeping
The housekeeping was not adequate in workplace. The scrap was accumulated all over the
workplace areas. The scrap could hamper evacuation in case of emergency. In addition the scrap can
also lead to slip, trip and fall hazard which can lead to serious injuries, product damage and spoiling
the workplace condition. Emergency evacuation door/ fire exit door was blocked by boxes, empty
bobbins which could also hampers the emergency evacuation.
The breaches of provision contained in Article 16 of ILO Convention C-155 & ILO Recommendation
on Employer Article 10(a) of R-164. It also violates Factory Act 1948 Section 11 and Section 12.
Article 16 of ILO C-155 states : “Employers shall be required to ensure that, so far as is reasonably
practicable, the workplaces, machinery, equipment and processes under their control are safe and
without risk to health.”
Article 10(a) of ILO R-164 states : “The obligations placed upon employers with a view to achieving
the objective set forth in Article 16 of the Convention might include, as appropriate for different
branches of economic activity and different types of work, the following:
(a) to provide and maintain workplaces, machinery and equipment, and use work methods, which are
as safe and without risk to health as is reasonably practicable.”
In short term ensure good housekeeping by cleaning all scraps, empty bobbins and boxes etc. from
workplace and emergency exits.
In long term provision of scrap collecting bins, periodically i.e routine scrap removal, appointing
additional housekeeping staffs.
The cost Rs.10,000 for provision scrap collection disposal bins. Rs.10,000 for each additional
appointed housekeeping staff, This will improve workplace condition, environment and ease at
workplace for employees.

Main Findings
Machinery
The machinery used in cable manufacture operation such as rod breakdown machine and conveyor
belt. The guard existing presently are tempered and not giving complete protection. Absence of safety
devices such as trip bars and trip cables are not present. This could lead to serious injuries, disabling
injuries, trapping, entanglement in rotating machine parts. Apart from injuries they can hamper the
work activity going on. It will simply affect the production.
The breaches of provision contained in Article 16 of ILO Convention C-155 & ILO Recommendation
on Employer Article 10(a) of R-164. It also violates Factory Act 1948 Section 21 and Section 30.
Article 16 of ILO C-155 states : “Employers shall be required to ensure that, so far as is reasonably
practicable, the workplaces, machinery, equipment and processes under their control are safe and
without risk to health.”
Article 10(a) of ILO R-164 states : “The obligations placed upon employers with a view to achieving
the objective set forth in Article 16 of the Convention might include, as appropriate for different
branches of economic activity and different types of work, the following:
10(a) to provide and maintain workplaces, machinery and equipment, and us e work methods, which
are as safe and without risk to health as is reasonably practicable.”
In short term ensure adequate supervision, fencing and barricading the area.
In long term provision of new guards, safety devices and adequate training to the workers.
The cost Rs.1,00,000 for new guards and Rs 2,00,000 for safety devices. This cost will improve
production rates, morale of work force and will prevent enforcement action.

Main Findings
Contract Management
Contractor issues like cloth used in place of mask which may cause serious health problems in the
long run, not using safety shoes in bobbins lifting operations can result in toe injury and absence of
supervisors during inspection. The personal protective equipment’s is in the scope of the contractor
and at times they bring standard ones or make excuses of not bringing. Many times the company
issue personal protective equipment to the contractor and debited from their running bill. Basically
safety criteria is not taken seriously while selecting these contractors. Ultimately whatever the
accidents takes place within the premises will be under the responsibility of the employer. The
management has to answer the enforcement agencies. Lack of control on the management can lead
up in serious problems as 300 workers plus 130 contract workers on various works. Company has to
select competent contractors and laid down the clear policy of personal protective equipment and
training requirement.
The breaches of provision contained in Article 16 of ILO Convention C-155 & ILO Recommendation
on Employer Article 10(a) of R-164. It also violates Factory Act 1948 Section 7A and The Health and
Safety at Work Act 1974.
Article 16 of ILO C-155 states : “Employers shall be required to ensure that, so far as is reasonably
practicable, the workplaces, machinery, equipment and processes under their control are safe and
without risk to health.”
Article 10(a) of ILO R-164 states : “The obligations placed upon employers with a view to achieving
the objective set forth in Article 16 of the Convention might include, as appropriate for different
branches of economic activity and different types of work, the following:
(a) to provide and maintain workplaces, machinery and equipment, and use work methods, which are
as safe and without risk to health as is reasonably practicable;”
In short term ensure that the contract workers are using the proper PPE in appropriate manner.
In long term ensure proper system is utilized while selecting the contractor and proper agreement
should be made.

Main Findings
Welfare facilities
The canteen facilities is provided only for the staff in the premises and contract worker in the various
section are having their meals in the workplace itself. This will create unhygienic condition of the
workplace. This will lead to high risk of contamination of food. There are also chances of disease due
to improper disposal of leftover food. This is incorporating with the housekeeping. Drinking water
facilities near the toilet may lead to contamination of drinking and health issues to workers.
The breaches of provision contained in Article 3(o) and Article 10(a) of ILO Recommendation R-164.
It also violates Factory Act 1948 Section 46.
Article 3(o) of ILO R164 states : “As appropriate for different branches of economic activity and
different types of work and taking into account the principle of giving priority to eliminating hazards at
their source, measures should be taken in pursuance of the policy referred t o in Article 4 of the
Convention, in particular in the following fields:”
(o)sanitary installations, washing facilities, facilities for changing and storing clothes, supply of
drinking water, and any other welfare facilities connected with occupational safety and health.
Article 10(a) of ILO R-164 states : “The obligations placed upon employers with a view to achieving
the objective set forth in Article 16 of the Convention might include, as appropriate for different
branches of economic activity and different types of work, the following:
(a) to provide and maintain workplaces, machinery and equipment, and use work methods, which are
as safe and without risk to health as is reasonably practicable;”
In short term temporary arrangement for place to accommodate workers to have meals and also
providing portable drinking water facility.
In long term construction of canteen with adequate facility for all workers, and shifting drinking water
facility away from toilets.
Management should consider expanding the existing canteen facility which will benefit organization in
increasing moral and reduction in absence from work. Cost of canteen facility is around Rs.4-5 lakhs.
Cost of Rs.7000 for shifting drinking water facility as per morale duty water should be offered clean
and free of cost.

Main Findings
Fire Hazard
The fire hazards in workplace include the absence of flashback arrestor in gas cutter kit which
comprises of acetylene and oxygen cylinders. The flash back arrestor was not procured urgently and
no other pieces were available in the stock. Cutting operation without the use of flash back arrestor
could have dangerous consequences such as fire and explosion resulting in fatality, injuries and
massive property damage. Moreover one fire exit door was found to be blocked by unwanted boxes,
drums, carboys, etc. Workers were found smocking cigarette in plant premises and no warning signs
in gas and diesel storage area.
The breaches of provision contained in Article 16 of ILO Convention C-155 & ILO Recommendation
on Employer Article 10 of R-164. It also violates IS 11006:2011.
Article 16 of ILO C-155 states : “Employers shall be required to ensure that, so far as is reasonably
practicable, the workplaces, machinery, equipment and processes under their control are safe and
without risk to health.”
Article 10 of ILO R-164 states : “The obligations placed upon employers with a view to achieving the
objective set forth in Article 16 of the Convention might include, as appropriate for different branches
of economic activity and different types of work, the following:
(a) to provide and maintain workplaces, machinery and equipment, and use work methods, which are
as safe and without risk to health as is reasonably practicable; ”
In long term provision of flash back arrestors, adequate supervision, provision of fire watcher and
signboards. The exit routes and doors should be free of any blockage. No smoking zones to be made.
The estimate cost of flash back arrestor Rs.4000 which is very less if it’s compared to the cost of
damage and Rs.4000 for sign boards and management time is also required.

Conclusion
As per my observation the plant is in good condition, well maintained gates, designated pathway,
green belt area, secured premises using fencing, CCTV surveillance.
Issues observed housekeeping, machinery, contract management, welfare facilities and fire hazards
in various sections of the plant like tool Room, production Line, maintenance department, quality
Department and logistics Department.
These can be controlled using adequate housekeeping, disposal facility, guarding machinery
with/without interlock system as required, selection of proper and competent contractors provision of
new canteen, use of flashback arrestors, Job rotation technique, automation system wherever
applicable, provision of spill kits, provision of good qualities of personal protective equipment,
provision of sign boards , lubrication of machines, damping of machines, maintenance of forklift, etc.
In addition to the above provision, inspection and supervision can help us violating these issues and
promote safe workplace.
Safety should be managed in proactive manner rather than reactive way, this requires strong
commitment and support, review of safety performance and overall performance by senior
management and taking appropriate action before it is late. Data available in UK says appropriately
more than 20 GBP are spent on the accidents and so far punishment is concerned UK introduced “
Corporate Manslaughter and Homicide Act 2007” which can punish employer with lifetime
imprisonment and India has maximum 10 years imprisonment under existing laws.
The organization has outstanding safety records, public image and business reputation which should
be preserved by following recommendations. The accidents, ill-health cost money to organization in
form of direct and indirect cost, legal fines. Enforcement actions can also be avoided. We all are
humans, we need to work in order to serve humanity by taking care of each other, protecting our
pristine environment and saving our planet.
