The Disaster Management Act 2005 lays down mandatory requirements &
BACKGROUND responsibilities for the district level officers specifically the members of the
District Disaster Management Authority before, during & after the disaster.
The chapter 4 of the Act enforces the mandatory preparation of district disaster
management plan every year. The DDMA has been given all necessary powers
& authority to use the capacity of the government & others for effective
management of natural & man made disasters in the district. It is therefore vital
to provide basic awareness & training to all the DDMA members & officers of
other departments to initiate all necessary steps such as preparedness,
mitigation, prevention, search & rescue, relief & rehabilitation measures in the
district. These measures shall be brought into effect through implementation of
district disaster management plan. In this context, a one day workshop has been
designed for the DDMA members & officers.

Intended DDMA Members & Officers of related departments such as Revenue, Police,
Audience(s) PWD, ULBs & PRIs, Fire, Home guards, Agriculture, Animal husbandry &
Health.

In the first session, the RP will make a PPT on the principles & planning for
disaster management giving clarifications on the basic terminology such as
hazard, risk, vulnerability, capacity, preparedness, mitigation, relief &
rehabilitation. The RP may use brain storming to elicit responses from the
Module participants & give appropriate explanations as & when the responses from the
Delivery participants are mistaken. The DM cycle will be explained with suitable
Outline examples. The policy & institutional framework for disaster management in
the district, state & at the national level are explained. The hazard profile of the
districts in the state to different disaster are shown through the PPT & maps.

Knowledge
The 2nd session the RP explains the background behind enactment of DM Act
Skill 2005. The important sections & chapters under the DM act 2005 are discussed
with examples. Briefing of 11 chapters & 79 sections stressing more on the
provisions of chapters 1, 3,4,5, 9,10 will be done.

Session – 4 Session – 4: HRVC analysis
Contents HRVC tools
The RP gives a brief about the hazard, risk, vulnerability & the tools used for
conducting the survey by giving appropriate illustration on whiteboard.
Different formats in which the participant groups collect the information are
explained. 4 groups will be formed with six to eight members in each group.
Module Each group will be assigned with a District of familiarity for risk &

Outline
The RP shall explain the checklist of observations for seeking information. The
participants will be a given a checklist for structured interaction among the

the presentation & observations for revision & corrections. It is also to be
mentioned that a similar procedure will be adopted when the plan for the district

Session 5 : Preparation of District Disaster Management Plan (DDMP)

Contents DDMP Templates, Samples of DDMP

Before commencing the presentation, the RP reviews the DDMPs of the


districts from where the participants have come to the workshop. At this stage
the RP will explain the do’s & don’ts & merits & demerits of the prevailing
plans prepared by them. A review by the RP & officers represented by the

districts will bring out a comprehensive list of corrections to be amended to

The RP explains the structure of DDMP & the procedure for preparing the
Skills and DDMP as per the chapter 4 of DM act 2005. The RP uses a PPT for

or two model DDMPs of Districts can be handed over in the form of CD &
explained through PPT for enabling them to prepare an outline of DDMP of
their own district.

Session – 6: Standard operating procedures for officers and departments

1st Session:
The RP will use PPT to explain the SOPs used by each department and

Evaluation The RP shall distribute the IRQs to all participants for filling up of formats.
After collection of all filled up forms/IRQs, a few participants may be asked

give the oral feedback on each session and the objectives whether achieved or
otherwise. Participants shall be requested to give their free and frank,
suggestions for improvement. The DG would be requested to be present during
the evaluation session.

Summary of the Course Module


The one day workshop module on Disaster Mitigation & Management has been designed
keeping the needs of DDMA members & Group A & B Officers of Revenue, Agriculture, Health
& family welfare, Police, Home guards, PWD, Water Resource Department, & other line
departments including ULBs & PRIs. The workshop covers basic inputs on preparation of
DDMP by adopting the provisions of NDMA guidelines & DM act 2005. To formulate the
DDMP, the issues concerning DM policy frame work, disaster action planning tools, risk
assessment, SOPs, acts & rules, model DDMPs, roles & responsibilities of DDMA members &
departments will be discussed to provide a first hand experience to all the officers involved in
Disaster & Crises Management. The workshop is subject to revision from time to time

depending on the changes in the guidelines & Policies of the Government if any. The workshop
module accordingly needs to be modified as & when the need arises for revision.
