The Disaster Management Act 2005 lays down mandatory requirements &
BACKGROUND responsibilities for the district level officers specifically the members of the
District Disaster Management Authority before, during & after the disaster.
The chapter 4 of the Act enforces the mandatory preparation of district disaster
management plan every year. The DDMA has been given all necessary powers
& authority to use the capacity of the government & others for effective
management of natural & man made disasters in the district. It is therefore vital
to provide basic awareness & training to all the DDMA members & officers of
other departments to initiate all necessary steps such as preparedness,
mitigation, prevention, search & rescue, relief & rehabilitation measures in the
district. These measures shall be brought into effect through implementation of
district disaster management plan. In this context, a one day workshop has been
designed for the DDMA members & officers.
Intended DDMA Members & Officers of related departments such as Revenue, Police,
Audience(s) PWD, ULBs & PRIs, Fire, Home guards, Agriculture, Animal husbandry &
Health.

In the first session, the RP will make a PPT on the principles & planning for
disaster management giving clarifications on the basic terminology such as
hazard, risk, vulnerability, capacity, preparedness, mitigation, relief &
rehabilitation. The RP may use brain storming to elicit responses from the
Module participants & give appropriate explanations as & when the responses from the
Delivery participants are mistaken. The DM cycle will be explained with suitable
Outline examples. The policy & institutional framework for disaster management in
the district, state & at the national level are explained. The hazard profile of the
districts in the state to different disaster are shown through the PPT & maps.

Knowledge
The 2nd session the RP explains the background behind enactment of DM Act
Skill 2005. The important sections & chapters under the DM act 2005 are discussed
with examples. Briefing of 11 chapters & 79 sections stressing more on the
provisions of chapters 1, 3,4,5, 9,10 will be done.

1st Session:
The RP will use PPT to explain the SOPs used by each department and

Evaluation The RP shall distribute the IRQs to all participants for filling up of formats.
After collection of all filled up forms/IRQs, a few participants may be asked

give the oral feedback on each session and the objectives whether achieved or
otherwise. Participants shall be requested to give their free and frank,
suggestions for improvement. The DG would be requested to be present during
the evaluation session.
