A RESOLUTION MANDATING THE CREATION AND INSTITUTIONALIZATION


OF THE BARANGAY HEALTH BOARD IN SALAMANCA
OF GINATILAN CEBU

WHEREAS, SECTION 17 of R.A. 7160, otherwise known as the Local Government Code of 1991, clearly
specify among others, under Basic Services and Facilities for Barangay, the health and social welfare
services including maintenance of barangay health care center and day care centers and general hygiene
and sanitation, beautification and solid waste collection.

WHEREAS, Article XIII, Section 11 of the 1987 Constitution mandates for a comprehensive health system
which encompasses promotive, preventive, curative and rehabilitative care services at affordable cost and
shall give priority for the needs of the unprivileged sick, elderly, disabled women and children, as well as
the undeserved and high-risk groups of the population.

WHEREAS, same constitution mandates for the promotion of the right to health of the people and instill
health consciousness among them and a balanced healthful environment.

WHEREAS, The Local Health Board recognizes the imperative need of creating a Barangay Health Council
for each Barangay in Ginatilan, Cebu. With the strengthening of the Ginatilan Health Board, the Health
Policies of the municipality was approved and adopted, which health system, is to be characterized as
participative, integrated, comprehensive, community-based and well managed.

RESOLVED AS IT IS HERBY RESOLVED, On the motion of Hon. Melina P. Matas, duly seconded, that the
activation and institutionalization of Barangay Salamanca Health Board be created:

SECTION 1. - CREATION AND ACTIVATION OF BHB. - It is hereby mandated that a Barangay Health Council
be created by the Barangay Council in each of the 14 barangays of the municipality, to be supervised by
the Ginatilan Municipal Health Board,

SECTION 2: COMPOSITION OF THE BHB – The BHB shall be composed of the following:
Chairman: Hon. Conrado D. Mabini,Sr. Punong Barangay / Barangay Captain
Vice-Chairman: Mrs. Ruthcell A. Matillano Assigned Rural Health Midwife
Board Secretary : Barangay Secretary

Members:

Hon. Melina P. Matas, Barangay/Kgd. - Chairman on Health

Concepcion Sagayno Barangay Health Worker


Ricarda Montenegro Barangay Health Worker
Rosalinda Baluntang Barangay Health Worker
Archille Sagayno Barangay Nutrition Scholar

Jenafe B. Tan, RN DOH-HRH NDP / Technical Assistant

SECTION 3: FUNCTIONS OF THE BARANGAY HEALTH BOARD:

1. Formulate policies on health and social welfare services, including maintenance of barangay health care
center and day care centers;
2. Develop community-based health and sanitation programs/projects and health plans;
3. Formulate policies on general hygiene, beautification and solid waste collection;
4. Recommend the above policies/programs and projects to the Barangay Development Council for
approval and implementation;
5. Coordinate with the Barangay Council in carrying out the above-functions and other health-related
activities.

Specific Functions:

Barangay Captain/ Chairman of the Board


1. Shall ensure complete delivery of primary health care services in the barangay and the
participation of the community in the health programs and activities through assemblies
counseling and visitations
2. Monitor and support the Community Health Team
3. Conduct mortality and program Implementation Reviews together with Midwife, BHWs and
Deployed health care workers

Assigned Midwife / Vice Chairman


1. Shall give technical assistance in creating the Barangay Health Plans and ensure accuracy of health
data for program planning.
2. Prepare barangay scorecards, agenda of BHB meetings and submit monthly updates to the PHN
and MHO
3. Supervise the activities of the BHWs and other members of the Community Health Team
4. Conduct program reviews with Barangay captains and BHWs and monitor/ evaluate progress of
programs and identify gaps and challenges for interventions;
Barangay Secretary/ Board Secretariat
1. Record keeping of the minutes of the board meetings.
2. Inform schedule and ensure attendance of the members in the monthly BHB meetings.
3. Update and assist members and barangay council during regular barangay sessions on the BHB
plans, programs and activities.

Barangay Health Workers and Barangay Nutrition Scholars


1. Shall represent the interest and concerns and assist the chairman and vice chairman in Barangay
Health planning,
2. Conducts activities and deliverables tasked and supervised by midwives and echos program plans
to other BHWs, BNs, and CHT members.

Barangay Kagawad, Chairman on Health


1. Assist the chairman in Barangay Health Planning and passing of health related barangay
resolutions;
2. Ensure participation of the community in the health programs and activities through assemblies,
counseling and visitations.

SECTION 4. – MEETINGS AND QUORUMS: The Board shall conduct a meeting regularly anytime at the
convenience of all the members of the board; a majority of all its members shall constitute a quorum, but
the chairman must be present during meeting where budgetary proposals are being prepared or
considered; the affirmative vote of all the majority of the members shall be necessary to approve such
proposals.

SECTION 5 – SUPERVISION: The Ginatilan Municipal Health Board shall assist the Barangay Council and
sees to it that their respective Barangay Health Council is organized, trained and operated as a working
dynamic organization catering to the health needs of their constituents.

SECTION 6. - Effectivity – this executive order shall take effect immediately.
