EXCERTP FROM THE MINUTES OF THE REGULAR SESSION OF SANGGUNIANG


BARANGAY OF AGUINALDO, ARTECHE, EASTERN SAMAR HELD ON OCTOBER
21, 2019 AT BARANGAY HALL, CATUMSAN, ARTEHCHE, EASTERN SAMAR.

“ANTI-DENGUE ORDINANCE OF BARANGAY AGUINALDO,


MUNICIPALITY OF ARTECHE, EASTERN SAMAR”

WHEREAS, Section 16 otherwise known as the “General Welfare Clause” of the


Local Government Code of 1991, quoted hereunto, expressly provides that: Every Local
Government Unit shall exercise the powers expressly granted, those necessarily implied
therefrom, as well as which are essential to the promotion of the general welfare, within
their respective territorial jurisdiction, LGU shall ensure and support among others things,
the preservation and enrichment of culture, promote health and safety, enhance the right
of the people to a balanced ecology, encourage and support the development of
appropriate self-reliant, scientific and technology capabilities, improved public morals,
enhance economic prosperity and social justice, promote employment among their
residents, maintain peace and order, and preserve the comfort and convenience of the
inhabitants”.

WHEREAS, the state shall protect and promote the right to health of the people
and the instill health consciousness and among them;
WHEREAS, this ordinance shall provide both the Municipality’s anti-dengue
programs as it encourages community participation in intensive cleaning of surroundings,
proper disposal of garbage and elimination of natural water containers.

NOW THEREFORE, be it ORDAINED, that;

Section 1. Titile – This Ordinance shall known as the “Anti-Dengue Ordinance” of


Barangay Aguinaldo, Municipality of Arteche, Eastern Samar.

Section 2. Definition of Terms: - The following terms phrases shall mean as follows
when used in this ordinance:

a. Dengue – Also known as: dengue fever or hemorrhagic fever” a viral disease
that is transmitted by an infected mosquito.
b. Eradicate – to remove something or drive away.
c. Aedes Aegypti – a kind of mosquito wherein its black color is totally apart from
“white spots” on the body and head regions with white rings on the legs.
d. Vaccine – a medical preparation used to established immunity to a disease
e. Hygiene – refers to practices associated with ensuring good health and
cleanliness.
f. Sanitation – the hygienic disposal or recycling of waste, as well as the policy
and practice of protecting the health through hygienic measures.
g. Indiscriminate Fogging – the use of insecticide and equipment to
release(deliver) the solution into a very tiny particle even before Vecta Test is
conducted, only to drive away mosquitoes.
h. Fogging – Cloudliness for partial opacity as to develop photographic image
caused by chemical; action or array radiation.
i. Vecta Test – vecta comes from the words “Vector” an organism which
transmits infection to inoculation into the skin or mucous membrane through
biting; or by deposit of infective materials on the skin or food or other object or
by biological reproduction within the organism.

Section 3. Barangay Dengue Coordinating Council – There shall be created Barangay


Dengue Coordinating Council each barangay, which shall composed of the following.

Chairman: Hon. Janice Q. Orsal – Punong Barangay


Members: – Kagawad on Health
– Barangay medwife / BHW and Volunteers
– Barangay Tanods
– DepEd representative
– NGO Representative

Section 4. Meeting and Quorum of the Council

The Chairman or any five (5) members of the council may call a meeting. The
council shall meet at least one a month or as often as maybe necessary on such a day
and time it may fix. The presence of at least majority of its members shall constitute a
quorum.
Section 5. Powers and functions of Barangay Coordinating Council:

The Barangay Council shall re-enforce the programs and policies as promulgated
by Anti-Dengue Municipal Council and shall constitute a quorum for the exercise of power
and perform its duties which are to wit;

a. To create the Dengue Barangay Brigade Team;


b. To conduct constant education and information campaign on the prevention of
dengue with all the constituents in a particular barangay, with emphasis on the
4S in preventing dengue.

 Search and Destroy;


 Self-Protection
 Seek early treatment
 Say “NO” to indiscriminate fogging.

c. To empower the Brigade to inspect all inhabited and uninhabited places in the
barangay, to include residential homes, commercial establishments, schools,
offices, churches and the like, for any items that could store as a breading place
for mosquitoes and cause their disposal.
d. To discourage school teachers from keeping flowers vases and aquarium that
contain water in their classrooms.
e. To encourage all residents in the barangay to observe cleanliness and proper
hygiene, like proper disposal of garbage and no stagnant water in the canals
and around the house, the 4:00 o’clock habit of cleaning the surroundings.
f. To monitor all residents in the barangay for any signs of dengue as defined by
the Department of Health thru the Municipal Health Office.
g. To require all vulcanizing and battery repair shops and the like in storing rain
water catchers or whatever containers to properly cover these containers to
prevent mosquitoes from breading.
h. To promulgate others measures that could contribute to the prevention of
dengue that do not contradict the provision of this Ordinance.
i. To inquire owners and caretakers of vacant lots to keep their properties from
becoming breeding grounds for mosquitoes.
j. To make all barangay officials and barangay folks responsible for maintaining
the cleanliness of barangay canals free from stagnant water and as breeding
places.
k. To request for appropriation of funds from the sangguniang Bayan
thru the barangay council should the need arises.
l. To submit monthly report on RE: “SEARCH & DESTROY OPERATIONS TO
RHU”. RHU THEN WILL ISSUE A CERTIFICATION OF COMPLETION, AS
A BASIS FOR RELEASE OF MONTHLY HONORARIUM.
m. To create PUROK DENGUE BRIGADE TEAMS.

Section 6. Creation of Barangay Dengue Brigade.

The Barangay Dengue Coordinating Council within 15 days after the effectivity of
this ordinance, shall submit the list of members of the barangay Dengue Brigade Team
to the Dengue Coordinating Council of Barangay Aguinaldo, of the Municipality of
Arteche.
Section 7. Prohibited Acts.

The Following are shall be considered as prohibited acts:

a. Storing of old tires and batteries, steel or plastic drums, pails empty
bottles, jars and water tanks no longer used and not properly covered
and are allowed thus making them breeding places for mosquitoes.
b. Storing of rain waters on containers nor properly covered by households
and business establishments.
c. Failure of vacant lot owners/caretakers to clear their properties of
breeding places for mosquitoes, including the presence of stagnant
water.
d. Indiscriminate fogging.

Section 8. Administrative Clause.

This ordinance over only within the territorial jurisdiction of the Barangay
Aguinaldo, in the municipality of Arteche, eastern Samar, any revenues collected by the
Barangays coming from the penalties and fines imposed will be kept by the barangay
Treasurer. Further, such amount shall only be disbursed for dengue prevention activities.

Section 9. Penal Provisions:

A fine of Five Hundred Pesos (Php500.00) will be imposed to anybody caught


violating any provision of this Ordinance or who refuse to abide all the prohibited acts
under Section 7.

Section 10. Repealing Clause. All Ordinances, rules and regulations or part thereof, this
is inconsistent or in conflict with the provisions of this Ordinance, are hereby repealed,
amended or modified accordingly.

Section 11. Effectivity Clause. This Ordinance shall take effect upon its approval and
compliance of publication requirement.
ENACTED AND APPROVED: OCTOBER 21, 2019, AT BARANGAY AGUINALDO, ARTECHE,
