2. Increase in robberies because dispensaries have high quantities of cash on hand, since
federal regulations do not allow proceeds from marijuana sales to be deposited in
federally insured banks.
3. Lack of proper inventory control to prevent "back door sales."
4. Proliferation of illegal dispensaries (locally, the City of Santa Ana granted a handful of
permits for dispensaries, but WEED MAPS show there are many more dispensaries in
operation. This suggests that for every legal and permitted dispensary there are several
illegal ones).
5. Increase in crime in the adjacent areas surrounding dispensaries. One study looked at
Denver, Colorado and Long Beach, California and found that both cities showed an
increase in property crimes. The study showed mixed results regarding violent crime, with
no increase in the City of Denver; however violent crime increased in the areas adjacent
to marijuana dispensaries in the City of Long Beach. Study was conducted by Bridget
Freisthler, a social work professor at The Ohio State University. The study can be found at:

6. A study conducted by the University of Pittsburgh, School of Public Health, concluded
that people who live in areas of California with a higher density of marijuana dispensaries
experience a greater number of hospitalizations involving marijuana abuse and
dependency. The results of the study can be found at:

7. Additional pubic resources are needed to monitor and enforce Conditional Use Permits
for cannabis dispensaries, and to respond to direct and indirect impacts of the business.

• The City of Riverside respects the County of Riverside's authority to permit cannabis
businesses in its jurisdiction. However, the proposed retail cannabis business is located
approximately 1,500 feet from the boundary of the City of Riverside. While the County can
offset health, safety and enforcement impacts through fees and other measures in its
development agreement; the City cannot. As a result, the proximity of this business to the
City of Riverside will result in direct and indirect impacts to the City without mitigating
resources. The City respects the County's authority to approve cannabis businesses within
its jurisdiction, but asked that such approvals not occur near the City of Riverside.
