Vale Moçambique preocupada com a saúde da população em Moatize

A Vale Moçambique apresentou ontem, em Moatize, um gigantesco
estudo de perfil de saúde da população das comunidades de Moati-
ze na província de Tete. É um estudo por realizar ainda dentro
deste ano e que pretende-se arrastar no decurso de 2020 visando
captar o nível de infecções resultante da sua actividade mineira
naquela população, mas acima de tudo centrado na prevalência de
infecções pulmonares.
Como parte interessada, a Associação de Apoio e Assistência Jurídi-
ca as Comunidades ouviu das empresas que vão desenvolver o
estudo, bem como da própria Vale a empresa proponente, as linas
de força desse estudo que, desde logo, mostra-se relevante partindo
da análise dos documentos oficiais e relatórios disponíveis do Mi-
nistério da Saúde. Na verdade, as preocupações da saúde pública
não são apenas a malária, que é endémica em todo o país e que hoje
constitui um dos principais desafios para o desenvolvimento sus-
tentável do país, mas também as infecções respiratórias, que podem
ter como origem, a poluição do ar.
A Vale Moçambique está desencadear um exercício relevante. Não
só porque fazia falta um serviço deste quilate, mas acima de tudo
pelo facto de o direito a saúde ser um direito humano reconhecido
desde 1948 com a Declaração Universal dos Direitos Humanos que
assegura ao ser humano saúde e bem-estar com relação a vários
factores dos quais a assistência médica. Mas acima de tudo, porque
este direito foi reafirmado em 1966 com o Pacto Internacional sobre
os Direitos Económicos, Sociais e Culturais que traduz os princípios
da Declaração Universal de Direitos Humanos em instrumento legal-
mente vinculativo.
Aliás, é preciso reconhecer que tendo a ONU fixado em 2003 um
entendimento comum sobre a abordagem baseada nos direitos hu-
manos com vista ao desenvolvimento e um conjunto de ferramentas
que constituem a base do direito à saúde que gira em torno de crité-
rios como o da disponibilidade, acessibilidade, aceitabilidade e qua-
lidade (DAAQ), então, está a Vale Moçambique estabelecer para as
comunidades de Bagamoio, Liberdade, 25 de Setembro, Nhachere,
Chithata,Malábwe e Cateme critérios da disponibilidade consideran-
do que, há défice de cobertura do Estado no cumprimento do direito
à saúde quando providencia serviços de saúde pública, instalações,
bens e serviços de saúde disponíveis e funcionais em quantidade
suficiente, com profissional qualificado e com medicamentos consi-
derados essenciais conforme os padrões e directivas da OMS.
Reconhecemos a utilidade deste trabalho levado a cabo pela Vale
Moçambique porque não é em todas as unidades hospitalares exis-
tentes em Moatize, que se dá resposta às necessidades da população,
faltando médicos e pessoal suficiente, quantidade insuficiente e fun-
cionamento deficiente dos laboratórios quer por falta de técnicos e
quer por falta de instrumentos de trabalho, escassez de medicamen-
tos essenciais e em alguns casos os custos associados.

Declaração Universal dos Direitos Humanos

A Declaração Universal dos Direitos Humanos deter-
mina que “toda a pessoa tem direito a um nível de vida
suficiente para lhe assegurar, a si e à sua família a saú-
de e o bem-estar, principalmente quanto à alimentação,
ao vestuário, à assistência médica e ainda quanto aos
serviços sociais necessários. Portanto é indiscutível que
a saúde é um direito de todos e dai, qualquer pessoa
tem o direito de obter atendimento e acesso aos servi-
ços básicos de saúde e medicamentos considerados
essenciais tal como definidos pela Organização Mundi-
al da Saúde.
V referente aos direitos sociais garante, no artigo 89, a todo
cidadão o direito a saúde. Estes fazem parte do chamado gru-
po de direitos fundamentais de segunda geração, “os direitos
sociais, culturais e económicos”, que estão ligados intimamen-
te a direitos de prestações sociais do Estado perante o indiví-
duo, bem como a assistência social, educação, saúde, cultura e
trabalho.

pal de promoção da saúde humana, quer considerada
na perspectiva da prestação de cuidados individuais,

Vale Moçambique concerned about the health of the population in Moatize

Vale Moçambique presented yesterday, in Moatize, a huge health
profile study of the population of the communities of Moatize in
Tete province. It is a study to be carried out later this year and is
intended to be dragged through 2020 to capture the level of infec-
tions resulting from its mining activity in that population, but above
all focused on the prevalence of lung infections.
As an interested party, the Association for Support and Legal Assis-
tance to Communities heard from the companies that will develop
the study, as well as from Vale itself the proposing company, the
strengths of this study which, from the outset, is relevant from the
analysis of the Official documents and reports available from the
Ministry of Health. In fact, public health concerns are not only ma-
laria, which is endemic throughout the country and which today is
one of the main challenges for the sustainable development of the
country, but also infections which may originate from air pollution.
Vale Moçambique is launching a relevant exercise. Not only because
such a carat service was needed, but above all because the right to
health has been a human right recognized since 1948 with the Uni-
versal Declaration of Human Rights that ensures human health and
well-being in relation to various factors of which medical care. But
above all, because this right was reaffirmed in 1966 with the Interna-
tional Covenant on Economic, Social and Cultural Rights, which
translates the principles of the Universal Declaration of Human
Rights into a legally binding instrument.
Indeed, it must be acknowledged that in 2003 the UN established a
common understanding of the human rights approach to develop-
ment and a toolkit that forms the basis of the right to health that
revolves around criteria such as availability, accessibility, acceptabil-
ity and quality (DAAQ), then, it is Vale Mozambique to establish for
the Bagamoio, Liberdade, 25 de Setembro, Nhachere, Chithata,
Malabwe and Cateme the right to health when providing sufficient-
ly available and functional public health services, facilities, goods
and services, with qualified personnel and with medicines consid-
ered essential in accordance with WHO standards and guidelines.
We recognize the usefulness of this work carried out by Vale
Moçambique because it is not in all hospitals in Moatize that the
population needs are met, lacking sufficient doctors and staff, insuf-
ficient numbers and poor laboratory operation or lack of technicians
and either for lack of working tools, shortages of essential medicines
and in some cases the associated costs.

Universal Declaration of Human Rights

The Universal Declaration of Human Rights states that
“Everyone has the right to a sufficient standard of liv-
ing to ensure health and well-being for himself and his
family, especially as regards food, clothing, health care
and still on the social services needed. Therefore it is
undisputed that health is everyone's right and hence
anyone has the right to obtain care and access to basic
health services and essential medicines as defined by
the World Health Organization.

are closely linked to the rights of social benefits to
the individual, as well as social assistance, educa-

human health, whether viewed from the perspective of
individual care or as a community. In particular, the
Constitution of the Republic of Mozambique in Chap-
ter V on social rights guarantees, in Article 89, to every
