4.16kV SWITCHGEAR AND BUS DUCT

REVISE BOLD ITALICIZED SENTENCES SUITABLY BY THE USER AS


APPLICABLE FOR HIS PROJECT

PART 1 – GENERAL

1.1 DESCRIPTION OF WORK

A. The work includes engineering, design, manufacture, supply, installation, testing


and commissioning of 4.16kV indoor metal-clad switchgear line-up and 4.16kV
bus duct for incoming and tie circuits. Switchgear configuration and location of
the works shall be as shown on Contract drawings.

B. The Contractor shall, as part of his responsibility, check the ratings and/or sizes
of those components whose ratings and sizes are specified in the Contract
documents. When this check indicates that the specified ratings and sizes are
not adequate, the Contractor shall make the necessary changes.

C. The supply of materials and equipment shall include the following:

1. Manufacturing the equipment and its major components.

2. Manufacturing and supply of all associated accessories.

3. Implementation of manufacturer's standards and otherwise specified


quality control program for inspection and testing of products.

4. Sizing and application calculations for systems and components and


verification of all specified sizes and quantities.

5. Preparation of design and shop drawings.

6. Preparation of system protection (relaying) coordination studies.

7. Preparation of installation detail drawings.

8. Preparation of commissioning and start-up manuals.

9. Preparation of operation and maintenance manuals.

10. Certification of specification compliance for all products and test reports.

11. Delivery of all materials and equipment to the site.

12. Special tools required for the initial installation and future maintenance.

13. Commissioning spare parts.

14. List of Recommended Operational Spare Parts.

D. The installation of switchgear and bus duct shall include the following:

1. All electrical, civil, structural and mechanical work.

2. Implementation of all manufacturer’s standards and otherwise specified


quality control, inspection and testing procedures.

3. Field testing.

4. Commissioning and energization of the switchgear, bus duct and related


equipment.

5. Preparation of "As-Built" drawings including revision of existing


interface drawings (originals) to "As-built" condition.

E. Like parts of the circuit breaker(s) of the same rating shall be fully
interchangeable both electrically and mechanically so that where so
interchanged, the circuit breaker(s) shall perform equally well in every respect.

F. The design, including configuration of switchgear, protection, control,


monitoring and metering systems and equipment shall follow the
precedence of existing "like" systems.

1.2 QUALITY ASSURANCE

A. The switchgear and bus duct including all components furnished in accordance
with this Specification shall comply with the latest edition of the following

B. Any conflict between this specification and the referenced standards shall be
brought to the attention of the Royal Commission for written resolution.

C. Contractor may, upon the approval of the Royal Commission, use other
standards and publications, the use of which will result in equipment of
comparable or better quality than that specified. The Contractor shall submit a
copy of the applicable sections of the other standards in the English language for
review by the Royal commission.

1.3 SUBMITTALS

A. Test Reports: Submit test reports and certification of all manufacturer factory
tests. Test reports shall show compliance with applicable standards. Submit
field test plans and field test reports. All test reports shall be in English language.

B. Design and Shop Drawings: Submit for review the following as a minimum:

1. One-line diagrams.

2. Three-line diagrams.

3. Schematic wiring and interconnection diagrams for protection, metering,


monitoring and controls.

4. Material lists.

5. Outline and dimensional arrangement.

6. Layout and installation details complete with supports for switchgear and
bus duct.

7. Bus duct arrangement, details, elevations, sections and assembly.

C. Calculations: Submit the following calculations:

1. Equipment including current and voltage transformers sizing and


application calculations.

2. Fault current analysis to verify the short-circuit rating of equipment.

3. Protective relays settings and coordination study.

4. Bus duct induced current and voltage across insulating joints and
supporting structure.

D. Product Data: Submit manufacturers’ data sheets and catalog, for all equipment
furnished.

E. Specification Analysis: Changes or additions to this specification, together with


the reasons for the suggested departures from this specification, when the
Contractor believes that equally good, better or more suitable product could be
furnished.

PART 2 – PRODUCTS

2.1 GENERAL

A. The switchgear and bus duct will be installed indoors at an elevation less than
1000 meters above sea level in a seismic zone classification defined in the Royal
Commission Building Code.

B. The site conditions under which the switchgear and associated equipment are
required to operate are as follows:

1. Room temperature, air conditioned (A/C) 32°C

2. Maximum room temperature if A/C fails (8 hours) 55°C

2.2 SPECIFIC REQUIREMENTS FOR 4.16KV SWITCHGEAR

A. Ratings: The most significant ratings of switchgear in accordance with IEC


60298, IEEE Std C37.20.2 and IEEE Std C37.06 shall include:

16. The switchgear shall be fully rated for the maximum expected short-circuit
current (see 1.3C2).

17. Reliable operation of switchgear and associated auxiliaries for at least


eight (8) hours at a maximum room temperature of 55°C and a relative
humidity of up to 90% in the event of failure of the air-conditioning system.

B. General: The 4.16kV switchgear shall be metal-clad, arc-proof, compartmented,


single bus/busbar type with withdrawable vacuum or SF6 circuit breakers. The
switchgear shall be a factory assembled lineup of individual free standing vertical
sections (cubicles) sharing a common horizontal bus and common ground bus.
The switchgear shall be of a proven design. In addition to manufacturing
standards the following minimum requirements shall be met:

1. The switchgear shall be designed and manufactured in accordance with


the applicable IEEE and IEC standards for all components and related
auxiliary equipment.

2. Configuration and quantities of components shall be as shown on contract


drawings. Each circuit breaker shall be housed in one high cubicle.
Stacking of breakers in a cubicle will not be acceptable.

3. Switchgear cubicle numbering shall be in line with the conventional


numbering system of Marafiq (the utility Company).

4. The switchgear shall not be configured in a back-to-back arrangement.


Access space shall be provided in back and in front of the switchgear as
recommended by the manufacturer.

5. The switchgear shall be equipped with grounding switches or portable


ground and test devices, lock-out provisions and all other necessary
protective features to ensure that during repairs and maintenance on any

particular section of the switchgear there will be no possibility of personnel
or equipment being endangered under any circumstances.

6. Mechanical latching and electrical circuit interlocking devices shall be


provided to prevent operational errors that may cause hazardous
conditions.

7. Cell switches shall provide positive indication of circuit breaker positions


whether racked-in, racked-out in test position or withdrawn from cubicle.

8. Maintenance and repair of any component in the installation shall be


possible without having to switch off any other feeder of the installation.

9. Thermostatically controlled space heaters shall be provided to prevent the


condensation of moisture. Space heaters shall be rated twice the supply
voltage.

10. The following equipment required for handling, testing, and operating of
switchgear shall be furnished:

a. One manual crank or other operating device for each switchgear


assembly for withdrawing or placing the breaker in the operating
position.

b. Lifting device for circuit breaker removal.

c. Circuit breaker manual closing device.

d. Control jumpers for operating circuit breaker when at the test


station.

e. Test station cabinet (portable).

f. Any other standard equipment required for test, inspection,


maintenance and operation of the metal-clad switchgear.

11. Each switchgear assembly shall have 20% spare units as shown on
contract drawings complete with medium voltage circuit breakers, relays,
switches and indicating lights.

12. Protective relays, meters and indicating instruments shall be mounted on


the front of the switchgear enclosures in semi flush draw out type case.
Relays shall be for operation on 1A or 5A current transformer secondary
circuits and 120V voltage transformer secondary circuits.

C. Switchgear sections/compartments shall be equipped with the following major
components:

1. Each incoming/supply breaker section shall be provided with the following:

a. Grounding switch or ground and test device for breaker


maintenance.

b. One (1) current transformer per pole on the supply (line) side of the
breaker. Each current transformer shall have three (3) secondaries.

c. Two (2) voltage transformers connected phase-to-phase on


the supply (line) side. Each transformer shall have two (2)
secondaries.

d. One (1) control, relays and metering compartment.

e. Control, protection, monitoring and metering systems as specified


herein and as required.

f. Interlocks between circuit breaker and the upstream breaker to


prevent improper sequence of operation.

g. Provision for terminating non-segregated bus-duct. Rating of the


bus-duct shall be determined by the Contractor.

OR

Provisions for terminating one/two/three single core XLPE


medium voltage cables per phase. The number of conductors
per phase and size to be determined by Contractor. Cable
sizing calculations shall be submitted for approval.

h. Cubicle lighting.

2. Each outgoing/feeder breaker section shall be provided with the following:

a. Grounding switch or ground and test device for breaker


maintenance.

b. One (1) current transformer per pole on the load side of the
breaker. Each current transformer shall have two (2) secondaries.

c. One (1) control, relays and metering compartment.

d. Control, protection, monitoring and metering systems as specified
herein and as required.

e. Provisions for terminating one/two/three 300mm2 single core XLPE


cables per phase. Conductor size to be determined by Contractor.
Cable sizing calculations shall be submitted for approval.

f. Cubicle lighting.

3. Bus-tie breaker or alternate supply section shall be provided with the


following:

a. Grounding switch or ground and test device for breaker


maintenance.

b. One (1) current transformer per pole on one side of the breaker.
Each current transformer shall have two (2) secondaries.

c. Control, relay and metering compartment.

d. Bus transfer system specified herein and as required.

e. Bus transition connections and cubicles as required.

f. Cubicle lighting.

4. Metering compartments shall be provided on each side or on one side of


bus-tie breaker. Each metering compartment shall contain the following:

a. Busbar grounding switches.

b. Two (2) voltage transformers connected phase-to-phase on the


supply (line) side. Each transformer shall have one (1) secondary.

c. Sync-check relays and auxiliary controls compartment.

D. Enclosure requirements shall include the following:

1. The enclosure shall be general-purpose, ventilated.

2. The individual cubicles shall be separated from one another by 3mm thick
steel partitions. The air insulated busbar compartments shall be
partitioned from cubicle to cubicle by arc barriers. Panels, doors and
barriers in other areas of switchgear, shall be 1.9mm thick sheet steel.

3. The breaker compartments shall have hinged doors on which controls,
relays, and instruments shall be mounted. Hinged front doors shall be
mechanically held open to prevent accidental closure. Front doors and
rear access panels shall be of sufficient size to allow full access to all
components.

4. Each cubicle shall be separated into busbar, cable connection, and circuit
breaker and control compartments by steel partitions. The low voltage
control compartment shall be completely isolated from high voltage
compartments.

5. Cubicles and compartments shall be arc-proof and pressure-safe.


Adequate pressure relief arrangement shall be provided.

6. Switchgear enclosures shall be designed to prevent fire spreading and


vermin access. Provide top or bottom access as required and rear
connection for cables.

7. Sub frames provided for shipping the switchgear shall be removable to


allow switchgear to be bolted to channels embedded in concrete floor.

E. Busbar requirements shall include the following:

1. The installation shall have main and tap busbar sections. The busbars
shall be fully insulated copper. Insulation level shall be as specified in
2.2A. Bolted bus connection shall be covered with removable insulated
boots.

2. Silver-plating shall be provided for all bolted connections on the bus and
breaker cells.

3. The busbar and all other conductors shall be able to withstand the
specified ratings without dangerous temperature rise or other damage
occurring. Hottest spot temperature rise shall be limited to 50 oC above
55oC room ambient.

4. Provision shall be made for bus duct connection.

5. Each switchgear section shall be provided with a main copper ground bus
(not less than 51 x 6-mm) continuous throughout and connected to all
units near the bottom in accordance with IEEE Std C37.20. The ground
bus shall be furnished with clamp-type terminals at each end for
connection of 240mm2 copper ground cable. All framework, metal
enclosures, and barriers shall be securely grounded and grounding
connections shall be brought to the ground bus.

F. Circuit Breaker requirements shall include the following:

1. Circuit breakers shall be draw-out, vacuum or SF6 type, 3-pole, single


throw, mechanically and electrically trip-free and with electric motor wound
spring-operating mechanism.

2. Each circuit breaker truck shall have fully connected, test and draw-out
positions. In test position the breaker main contacts shall be isolated from
the bus by positive-action insulated shutters and the truck shall remain
inside cubicle. Guides and racking mechanisms shall be adequate to
perform this function without the application of undue force and with
complete safety.

3. The operation cycle shall be O-15sec-CO-3min-CO per IEEE Std C37.04.


Circuit breaker shall be capable of performing an O-CO cycle when the
auxiliary voltage is lost.

4. Breaker auxiliary contacts and the draw out truck-operated auxiliary switch
shall be furnished and completely wired. A minimum of five (5) each
normally open (“a”) and five (5) each normally closed (“b”) spare auxiliary
contacts shall be provided in addition to the auxiliary contacts required for
circuit breaker operation. Normally closed auxiliary spare contacts shall
break before the normally open spare contacts are made. All auxiliary
contacts shall be operated by the breaker mechanism in both the
operating and test positions. All spare auxiliary contacts shall be wired to
terminal blocks for external connections.

5. Each circuit breaker shall be furnished with a manual trip push button
which mechanically trips the breaker. The manual trip push button and its
associated breaker trip linkage shall have no common components with
the electrical trip mechanism, except the final breaker release device. The
pushbutton shall be operable from the outside without having to open the
door.

6. Each circuit breaker shall be furnished with a visible mechanical indicator


connected to the breaker operating mechanism so that the "OPEN",
"CLOSE" and "TRIP" status is indicated through the front door of the cell.
Visible indication for circuit breaker position: "OPERATING", "TEST",
"DISCONNECTED" shall also be provided.

7. Interlocks shall be provided to prevent moving a closed circuit breaker in


the cell, to prevent closing of a breaker between operating and test
positions, to trip breakers before access can be gained to the racking
mechanism and to discharge stored energy mechanisms upon insertion or

removal from the housing. The stored energy mechanism must be
discharged when the breaker is moved in the cell. The stored energy
spring status shall be indicated "Charged", "Discharged". The breaker
shall be secured positively in the housing between and including the
operating and test positions.

8. Circuit breaker shall be interlocked with all associated grounding switches


to prevent any improper sequence of operation.

9. In the event the circuit breaker has been tripped by a protective relay,
means shall be provided to prevent reclosing (antipumping).

10. Breaker operating mechanism shall be provided with a latch to block it


from operating during maintenance.

11. Operation counter for recording the number of switching operations shall
be incorporated.

12. Compression-type terminal connectors, such as Burndy Corp., Type YA or


approved equal, shall be furnished for all power cables. Provisions shall
be made to allow connection of up to three (3) 300mm 2 single conductor
cables per phase.

13. Facilities hall be provided for lifting/lowering circuit breakers when located
above the floor level.

G. Grounding Switch or Grounding Truck

Grounding Switch when used, shall comply with the following requirements:

1. Permanently installed, short-circuit-proof grounding switches mechanically


interlocked with the relevant circuit breaker shall be provided in the bottom
part of the switchgear cubicle.

2. The grounding switch of the transformer in feed (incoming) circuit breaker


shall be interlocked to prevent closing the grounding switch when the
corresponding transformer high side breaker is closed.

3. Semaphore mechanically operated flags shall be provided on the front of


cubicle to indicate 'ON', 'OFF', status of the switch. The switch shall have
provisions for locking in the closed position.

H. Grounding truck when used, shall comply with the following requirements:

1. Grounding trucks shall be portable.

2. One truck shall be provided for each breaker size.

I. Current Transformer requirements shall include the following:

1. All current transformers shall be in accordance with IEC 60044-1 and


IEEE Std C57.13, 1A or 5A secondary respectively installed within the
cubicles. All current transformers shall be single-ratio type.

2. Minimum accuracy class and rated output on full winding taps shall be
provided as follows:

a. for metering, 15VA Class 0.2 FS5 per IEC and Class 0.3 per IEEE
standard.

b. for protection, 50VA Class 5P20 per IEC and Class C10 to C100
depending upon the CT ratio per IEEE Standard.

3. Withstand the momentary current of the associated circuit breaker for 10


cycles.

4. Withstand the short circuit current for one second.

5. Rated on the basis of temperature within enclosure for 55 oC room


temperature.

J. Voltage Transformer requirements shall include the following:

1. Accuracy classes shall be as follows:

a. for metering, Class 0.2 per IEC 60186 and Class 0.3 per IEEE Std
C57.13.

b. for protection, Class 1,3P per IEC 60186 and Class 0.6 or less per
IEEE Std C57.13 with a standard burden Z (200VA at 0.8PF) or
greater.

2. Minimum rated output for each winding shall be 100VA.

3. Voltage transformers shall be connected phase-to-phase in open delta on


primary and secondary sides. Secondary connection shall be grounded.
The 4.16kV system is resistance grounded. Ratio and voltage ratings
shall be as follows:

a. Busbars: 4,200 – 120V (35:1 ratio) 1 secondary winding.

4. Draw-out voltage transformer assemblies with fast acting current limiting


primary fuses.

5. The secondary side of voltage transformers shall be equipped with


miniature circuit breakers having auxiliary contacts. If a secondary
winding is used for more than one circuit, individual miniature circuit
breaker shall be provided for each circuit.
6. The BIL of the voltage transformers shall be the same as that of the
switchgear.

K. Circuit Breaker control and monitoring systems and equipment shall be provided
and mounted on or within the switchgear compartments designated for this
purpose. Control and monitoring systems shall follow philosophies
established by existing "like" systems. In addition, these systems and
equipment shall comply with contract drawings and the following requirements as
a minimum:

1. Control voltage shall be 125Vdc. Closing coil shall operate in the range of
100 to 140V. Tripping coil shall operate in the range of 70-140V. A two-
pole circuit breaker shall be furnished for each bus of switchgear
assembly for incoming 125Vdc control power supplies. The two-pole
breaker shall be installed preferably in the incoming breaker cubicle or
auxiliary cubicle of the switchgear assembly.

2. Circuit breakers shall be provided with a door mounted set of pushbuttons


or a control switch for closing and opening the circuit breaker when the
circuit breaker is in test position only.

3. Circuit breakers for incoming, tie and non-motor feeders shall be provided
with a door mounted control switch, two-position “CLOSE-TRIP” spring-
return to center. This control shall be active when circuit breaker is in
operating position only. In addition, this switch shall have a “PULL-to-
LOCK” feature to trip and to prevent closing of the circuit breaker.

4. Circuit breakers controlled from a location remote from switchgear (UCS,


local at the motor or LDC) shall be provided with a door mounted two
position "TEST-REMOTE" selector switch. With the switch in “TEST”
position, open and close control shall be possible from the door mounted
controls only when the circuit breaker is in test position. Remote control
shall be prevented. With the switch in the "REMOTE" position, open and
close control shall be possible from locations remote from switchgear only

and when the circuit breaker is in operating position. Interlocks shall be
provided to prevent incorrect control.

5. Door mounted red "CLOSED" and green "OPEN" lights or Light Emitting
Diodes (LED’s) shall be provided to indicate the breaker state in both the
test and operating positions.

6. Door mounted lights or LED’s shall be provided to indicate that the


breaker is ready to close: control circuit healthy and spring charged
condition.

L. Switchgear bus transfer: Bus transfer system shall follow philosophies


established by existing "like" systems with motor loads. All auxiliary transfer
relays, inter-compartment wiring, and interlocks shall be furnished as required.
These systems and equipment shall comply with contract drawings and with the
following requirements as a minimum:

Bus transfer for switchgear with two parallel redundant incomers and a tie FOR
PROCESS PLANT MOTOR BUS APPLICATIONS
OR
Bus transfer for switchgear with two incomers and no tie for POWER PLANT
AUXILIARIES MOTOR BUS APPLICATIONS

Bus transfer for switchgear with two redundant incomers and a tie for process
plant applications:

1. Normal condition: Incoming breakers are closed (NC) and tie breaker is
open (NO).

2. Manual transfer:

a. Manual transfer shall be sequential make after break “fast” or “high


speed” to ensure 100 percent plant capability without interruption of
service with the one remaining incomer in operation. A three-
position: INCOMER 1-TIE-INCOMER 2 spring return to center
selector switch shall be provided on switchgear door to select the
breaker to open. Turning the selector switch to one incoming circuit
breaker shall open the selected incoming circuit breaker and
simultaneously command the closure of the bus tie breaker. An
“early b” contact on the incoming breaker auxiliary switch shall
enable the sync-check relay which shall allow the tie breaker to
close.

b. Manual transfer back to normal operation shall be “parallel”
permitted by the sync-check relay: Closing the incoming breaker
shall result in the automatic opening of the tie circuit breaker.

c. Power system studies shall be made to demonstrate that the bus


transfer scheme will avoid damage to transformers, switchgear and
motors due to dual source fault current and differences in phase
angle.

3. Automatic transfer: Automatic transfer shall be sequential “residual


voltage” to ensure that connected motors are not lost.

a. Transfer initiation (time delayed) on incoming-line undervoltage


shall be provided when voltage is less than 75% of normal voltage.
This shall cause the opening of respective incoming circuit breaker.

b. An “early b” contact on the incoming breaker auxiliary switch shall


enable the sync-check relay which shall allow the tie breaker to
close.

c. Tie breaker shall not be closed until residual voltage on bus has
decayed to or below a specified value, often 25% or 40% if all
motors are being star-delta started.

d. Power system studies shall be made to demonstrate that the motor


loads are not lost and their transient ratings are not exceeded.

4. All bus transfers shall be sync-check relay permissive.

5. All bus transfer shall be blocked when:

a. Any of the three breakers is in the test or withdrawn position.

b. Incoming breaker has been manually opened, thereby preventing


the tie breaker from energizing a bus which has been deliberately
de-energized

c. Either incoming line breaker has been tripped by protective relays


thereby preventing the tie breaker from closing into a bus fault.

d. When supply voltage on the other incoming line at the time of


transfer is less than 90% of normal voltage. Since voltage may be
restored to one line before the other after a simultaneous dip,
transfer shall be blocked for 3 seconds to wait for restoration of

voltage on the other line so as to prevent unnecessary transfer
when voltage returns to both lines within 3 seconds.

Bus transfer for switchgear with two incomers and no tie for pump stations and
power plant auxiliaries motor bus applications:

1. Normal condition: Primary or Unit Auxiliary Transformer source breaker


is closed (NC) and Secondary or Startup source breaker is open (NO).

2. Automatic transfer: the bus transfer shall be automatic, sequential “fast” or


“high speed” to prevent the loss of the pumps and plant auxiliary motor
loads without damaging the motors and transformers associated with the
bus. The transfer can be automatically initiated or manually initiated by
plant operation/maintenance. Automatic initiation is by the primary source
lockout relay. In either case circuit breakers receive the appropriate
CLOSE and TRIP commands simultaneously.

3. A high speed sync-check relay specifically designed for this application


shall be able to determine in one (1) cycle acceptable phase angle and
voltage difference between the bus and the new source. This relay
enabled by transfer initiation and by tripped breaker “early b” contact, shall
be supervised by other permissives and energize the new source breaker
closing coil.

4. A “time delay on energizing” time delay relay shall establish a short time
window after the tripped breaker opens for the fast transfer to occur.

5. If the fast transfer is not completed during this window, it must be blocked
and an alternate scheme, such as “residual voltage” shall be implemented
to complete the transfer.

6. The re-transfer to the Primary or Unit Auxiliary Transformer source


shall be effected in the same manner.

M. Relay and metering systems and equipment shall be provided and mounted on
or within the switchgear compartments designated for this purpose. Provide
complete protection and metering schemes. Relay and metering systems shall
follow philosophies, function, configuration, features and quality of components of
similar “like” schemes used in utility and industrial application and established
by existing “like” systems. In addition, these systems and equipment shall
comply with contract drawings and the following requirements as a minimum:

1. Protective relays shall be microprocessor-based multifunction type and
shall have as a minimum the following functions:

a. Overcurrent protection for phase to phase fault (IEEE Std C37.2


Device 50/51) and for phase to ground fault (IEEE Std C37.2
Device 50/51N or 50/51G) shall be a basic function for each circuit
breaker. Relays shall be true RMS sensing of each phase and
ground. Ground element shall be capable of being utilized in zero
sequence, residual or ground source connection schemes, or be
deactivated.

b. When required for protective device coordination, disconnect or


block instantaneous tripping on incoming and bus-tie breakers such
that instantaneous targets do not drop.

c. Directional overcurrent time delayed function (IEEE Std C37.2


Device 67) for fault on each incoming supplies looking into the
source shall be provided by protective relays separate from non-
directional (time and instantaneous) overcurrent protective relays.

d. Undervoltage function, time delayed for incoming supplies, and for


automatic bus transfer.

e. For circuit breakers used as motor starters:


(1) Phase and ground time overcurrent and instantaneous
(2) Undervoltage
(3) Phase balance
(4) Thermal relay (reading the inputs from motor winding
RTD’s and comparing it to motor thermal withstand)
(5) Allowable number of starts
(6) Differential current

f. All multifunction relays shall have circuit breaker close and trip coil
circuit supervision with output contact.

g. Relays shall be field configurable for wide range of protection time-


current curves and for function combinations assigned to its’ type
“a” output contacts.

2. Microprocessor-based multifunction type relays shall have as a minimum


the following characteristics:

a. Relays shall have serial communication capability via data bus


compatible to the existing UCS. Relays shall be capable to transmit

all information contained in the relays such as currents, set-points,
cause of trip, and magnitude of trip current.

b. Relays shall have built-in alphanumeric displays of the following


information with metering accuracy of at least +/- one (1) percent:

(1) Individual phase currents

(2) Ground current

(3) Cause of trip

(4) Magnitude and phase of current causing trip

(5) Peak current demand for each phase and ground since last
reset

(6) Current transformer primary rating

(7) Programmed phase and ground set-points

c. All protective relays shall be plug-in type, withdrawable from cases


and designed for convenience of setting and testing. All cases shall
be semi flush.

d. All protective relays shall have built-in LED status indicators.

e. All protective relays shall have continuous self-testing of internal


circuitry and UNIT FAILURE alarm contact

3. Other requirements for relays and protection circuits include the following:

a. Lockout relays must be devices separate from protective relays,


manually re-set by the operator prior of re-energizing the circuit
following a breaker tripping condition. Separate lock-out relays shall
be provided for each of the protection functions specified:
overcurrent, bus differential, transformer differential, transformer
neutral ground and transformer mechanical protection.

b. The use of auxiliary relays for tripping, interlock, local control and
for remote control and alarm interfaces shall be minimized

c. Each trip circuit shall be monitored with a trip circuit supervision


relay connected past the last fuse, or circuit breaker in the circuit.

d. Each breaker trip coil, lockout relay coil and auxiliary tripping relay
coil shall be monitored.

d. Each DC circuit shall be monitored with an indicating light.

e. Test switch assemblies shall be provided and each trip circuit from
each lockout relay shall run through a test switch.

4. It shall be possible for protective relays to trip the circuit breaker when it is
in either the TEST or in the OPERATING position.

5. When test equipment other than typical (such as a Multi Amp relay test
set) is required to test protection relays, provide one set of the special test
equipment as “special tools for switchgear”.

6. Metering systems and equipment shall include the following requirements:

a. Indicating instruments accuracy class shall be one (1) percent of


full-scale reading or better.

b. One switchboard type indicating ammeter with switch for each


incoming circuit.

c. One switchboard type indicating voltmeter with switch for each bus.

d. Transducers for required remote monitoring of amps, volts, watts


and vars.

e. Load current for each outgoing feeder displayed in the multifunction


relay.

f. Test switches for current and voltage circuits such that each
metering device can be isolated or removed without de-energizing
the metering circuit.

N. Miscellaneous control system wiring and wiring devices shall be in accordance


with IEC 60298, IEEE Std C3720.2, specification Section 16910 and 16912.
Additional requirements including nameplates shall be as follows:

1. Panel, cabinet and compartment arrangement of raceways, terminal


blocks and internally mounted equipment shall provide routing space for
field (external) cables and readily accessible terminal blocks for external
wiring connections. Internal wiring shall either be installed in nylon
raceways with covers or bundled.

2. All wiring entering or leaving a panel, cabinet or compartment shall
terminate on terminal blocks.

3. Current and potential transformer secondary circuits shall be grounded at


one point only.

4. Provide molded case circuit breakers at each breaker control


compartment or each relay panel for disconnection of AC auxiliary power,
each separate DC control circuit and each potential circuit.

5. Nameplates:

a. All panel, cabinet and rack mounted devices such as relays, control
switches, instruments, meters, circuit breakers and fuses shall be
suitably identified with nameplates showing device name and
device number. Nameplates for fuses shall also identify the current
rating. Each panel, cabinet and rack shall also be identified with a
nameplate. Flush mounted devices shall have identical nameplates
on both the interior and exterior surfaces. Control components
mounted within the assembly, such as fuse blocks, relays, push
buttons, switches, etc., shall be suitably marked for identification
corresponding to appropriate designations on manufacturers wiring
diagram. Engravings and markings shall be in English. All warning,
safety and instruction for operation nameplates shall be both in
Arabic and English.

b. Nameplates shall be 25mm high minimum. Nameplates shall be


laminated plastic engraved with black letters on a white
background. Engraved characters shall be 4mm high minimum.
Engraving shall be in accordance with approved nameplate
engraving schedules which follow device identification shown on
approved shop drawings.

c. Nameplates shall be secured to panels with stainless steel screws.

O. INTERFACES

1. Interfaces shall be provided to match the bus duct terminations for


incoming and tie circuits.

2. Interfaces shall be provided for all outgoing power and control cable
circuits.

3. The switchgear shall be designed for hardwired Input/outputs (I/Os)
for control, monitoring and metering from locations remote from
switchgear. Analog inputs for metering only, to PCU and RTU can be
substituted with digital inputs on a data bus when approved by the
Royal Commission.

3. Field Control Station (FCS) shall be provided and located near each motor
which uses the switchgear circuit breaker as motor starter. The FCS shall
contain a two-position “LOCAL-REMOTE” selector switch, “START” and
“STOP” pushbuttons and two indicating lights or LED’s. The operation
shall be as follows:

a. FCS pushbuttons shall be active only when the FCS switch is in


“LOCAL” position and the switchgear mounted selector switch is in
“REMOTE”.

b. The remote (UCS) control shall be active only when both selector
switches at FCS and at switchgear are in “REMOTE” position.

c. All motor safeties such as lube oil pressure shall be permissive


(UCS) for both local and remote control. Motors shall not run with
safeties disabled.

d. The FCS lights or LED’s shall be Green and Red to indicate circuit
breaker open or closed respectively.

4. Control, monitoring, metering and protection circuits shall be


coordinated with the Process Control Units (PCU’s) of the Unified
Control System (UCS) and with the Remote Terminal Units (RTU’s) of
the Supervisory Control and Data Acquisition (SCADA) part of Load
Dispatch Center (LDC). Marshaling cabinets shall be provided when
necessary.

5 For each circuit breaker separate signals shall be provided to UCS (and
to LDC when specified) for remote control, monitoring, metering and
alarms as a minimum as follows:

a. Circuit breaker OPEN and CLOSE commands. These commands


shall be active when in “Remote” and when circuit breaker is in
operating position only. For 115kV transformer secondary circuit
breaker (switchgear incoming main breaker) only, this
command shall be provided in the LDC.

b. Circuit breaker OPEN and CLOSED indication. These indications


shall be active when circuit breaker is in operating position only.

For 115kV transformer secondary circuit breaker (switchgear
incoming main breaker) only, this indication shall be provided
in the LDC.

c. Circuit breaker in TEST POSITION. For 115kV transformer


secondary circuit breaker only, this indication shall be
provided in the LDC.

d. FCS selector switch in "LOCAL" position (for motor circuits only).


Discrepancy indication shall be provided in the UCS to clearly
indicate that the switch is in the "LOCAL" position.

e. Circuit breaker TRIP due to protective devices (lockout relay).

f. Circuit breaker NOT AVAILABLE. This should be common to:


 Protective relay trouble/servicing.
 Circuit breaker spring charging trouble
 DC miniature breaker/fuse trip: control voltage not available
 Control switch in Pull-to-Lock position.

g. Incomers and feeders circuit metering and energy measurement.


For 115kV transformer secondary circuit, (switchgear incomer)
these measurements shall be provided in the LDC.

2.3 SPECIFIC REQUIREMENTS FOR 5kV BUS DUCT

A. Ratings: The most significant ratings of bus duct in accordance with IEEE Std
C37.23 shall be as follows:

1 The maximum system voltage, rated continuous current, insulation BIL


level, frequency, and rated short-circuit withstand current shall be the
same or higher than the switchgear connected to.

2 The temperature rise at rated load at any point on the bus shall not
exceed 500C in an ambient temperature of 550C.

3. The temperature rise at rated load at any point on the bus duct enclosure
shall not exceed 250C when accessible and 550C when not accessible in
an ambient temperature of 550C.

B. General: The 5kV bus duct shall be metal-enclosed, non-segregated phase type,
self-cooled construction, with 3-phase copper bus. Prefabricated “Sandwich-type”
construction is not acceptable. The bus duct shall be factory assembled and of a
proven design. In addition to manufacturing standards the following minimum
requirements shall be met:

1. The bus duct shall be designed and manufactured in accordance with the
applicable IEEE Std C37.23 and IEC standards for all components and
related auxiliary equipment.

2. The bus duct shall match the switchgear and transformer without requiring
field modifications or custom interfaces. To ensure this match, the bus
duct shall preferably be the product of the switchgear manufacturer.

3. Bus duct installed outdoor shall be totally enclosed and gasketed, dust-
tight,

4. Outdoor sections of bus duct under direct sun rays shall be provided with
sunshades.

5. Bus duct and its supports installed outdoor in the open shall withstand a
140km/hour wind blowing in the most unfavorable direction.

C. The bus duct shall be equipped with the following components:

1. Contractor shall determine the need for space heaters. Heaters shall be
low temperature (surface temperature not to exceed 200 0C)
thermostatically controlled. The required wattage shall be determined
based on bus duct volume and surface area. The voltage rating of heating
elements shall be approximately twice the supply voltage. Heaters and
associated circuits shall be rated for continuous duty. A maximum load of
15A at 127V shall be placed on a single heater circuit.

2. A ground bus shall run along the phase buses, inside, throughout the
length of the bus duct. The ground bus shall be capable of carrying the
rated short-circuit current of the bus.

3. Provision shall be made for ground bus connection to station ground grid
preferably at one end. More connection points are acceptable when
induced current loops have been avoided.

4. Fire stop/smoke barriers shall be provided at all floor and fire wall
penetrations.

5. Vapor barrier internal seals and baffles shall be provided when penetrating
the building outside wall to prevent the interchange of air between the
indoor and outdoor section of the bus duct.
6. All wall penetrations shall be provided with flanges and seals.

D. Enclosure requirements shall include the following:

1. Bus duct housing shall be galvanized carbon steel or aluminum alloy with
removable bolted joint covers. Enclosure shall be corrosion resistant with
stainless steel hardware. Gasket material shall be suitable for an ambient
temperature of 550C plus bus losses at continuous rating.

2. Openings shall be provided for inspecting the busbar joints and support
insulators throughout the length of the bus duct.

3. Drain plugs with threaded adapters shall be provided at suitable locations.

4. Filtered breathers shall be provided for air circulation while preventing dust
entry. Filters shall be removable for cleaning and reusable.

5. Enclosure shall be designed to limit the induced circulating current.


Continuous enclosure construction can be considered as a means for
minimizing losses. Induced voltages across insulating joints in the housing
shall preferably be kept below 2V during rated current operation.

6. To avoid induced circulating currents in the nearby metallic members such


as support beams, insulated gaps and similar means shall be provided in
the steel work to eliminate closed loops. These procedures shall be
followed to keep ground currents in adjacent metallic material below 10%
of the bus phase currents or low enough so temperature rise is within
limits specified.

E. Busbar requirements shall include the following:

1. Bus conductors shall be fabricated from electrical grade copper bar


material, including transition buses to transformer and switchgear,
supported by porcelain and molded epoxy insulators, braced for the rated
short circuit current.

2. The bus shall be full size and continuous throughout. Tapered bus is not
acceptable.

3. All bus bar connection surfaces shall be silver plated or tin plated.

4. All bolted power bus connections shall be provided with conical spring
washers or flat washers and split lock washers and nuts. Manufacturer
recommended torques shall be applied for tightening the nuts with torque
wrench.

5. Buses shall be insulated with materials which are non-hygroscopic, flame
resistant, and track-resistant throughout. Bus insulating material shall be
equivalent with the switchgear insulation system. Bolted bus joints shall be
covered with removable insulating boots. Taping the bus and joints is not
acceptable.

6. Insulating materials shall be supplied complete with manufacturer


instructions for application on all field made joints.

F. Control system wiring and nameplate requirements shall be as follows:

1. Terminal blocks shall be used for field wiring connections to heater


circuit(s). Circuit wiring shall be heat-resistant and flame-retardant. Wiring
shall be isolated by grounding metal barriers from primary circuit
elements.

2. Rating nameplates shall be provided in accordance with IEEE Std C37.23.

3. Warning and caution signs in English and Arabic shall be provided on the
body of the bus duct conspicuously placed at several locations.

G. INTERFACES

1. Interfaces shall be provided to match the bus duct terminations for


incoming and tie circuits.

2. Interfaces shall be provided for all power and control cable circuits.

3. Flanges shall be provided at the terminal chambers to match the flanges


on the transformers and switchgear.

4. Hot pressure welded type copper flexible braids or multiple laminations


shall be provided where required for the bus connections at equipment
ends, at expansion joints and where the bus crosses building vibration
isolation joints.

6. Phase crossover chambers to match the connected equipment phase


sequence shall be avoided.

2.4 FINISHES AND COLOR FOR SWITCHGEAR AND BUS DUCT

1. All steel external surfaces of switchgear and bus duct and also internal
surfaces when not galvanized shall be painted. At least one coat of
corrosion resisting paint shall be applied. The coating shall have corrosion
resistance to salt spray in accordance with IEEE Std C37.20.2 and IEEE
Std C37.23.

2. The finish color on internal surfaces when painted shall preferably be white.
The exterior finish color shall be light gray Munsell notation 8.3G6.10/0.54
thermosetting, polyester powder paint applied electrostatically to pre-
cleaned and phosphatized steel parts.

3. Prior to shipment, the complete assemblies, indoor as well as outdoor, shall


be given exterior finish spray coat of air drying high-gloss gray enamel.

4. Aluminum and stainless steel alloy sheet metal and parts when inherently
resistant to corrosion in marine environment, need not be painted.

2.5 FACTORY TESTS

A. General:

1. Perform complete factory tests on switchgear and bus duct prior to


shipment to demonstrate to the Royal Commission that the equipment
meets the requirements of this Specification. Prior to start of fabrication,
the Contractor shall submit for Royal Commission approval a complete
listing of all routine tests to be performed and type tests to either be
performed or certified. The listing should clearly specify the test criteria
and the methods of testing and sampling. The switchgear and bus duct
shall not be shipped unless results of tests show compliance with all
requirements of this Specification.

2. Factory tests prescribed by this specification are to be made at the


expense of the Contractor. All samples shall be furnished by the
Contractor.

3. In the event of failure of any equipment to meet the test requirements, the
Contractor shall replace the defective items at his expense.

4. The Royal Commission reserves the right to witness all tests. Contractor
shall provide written notification to the Royal Commission at least eight (8)
weeks in advance of test date. The notice shall include an outline of the
procedures to be used in performance of tests. This outline shall include a
brief description of the test equipment, connection diagrams, proposed

test sheets, calculations and minimum/maximum test and performance
values which will be used to determine conformance with the specification
and applicable standards. The switchgear and bus duct manufacturer shall
not proceed with the tests until the Royal Commission representative
arrives or until he has received written notification that the Royal
Commission has elected to waive witnessing a particular test.

5. The Contractor shall maintain a file of all test reports which shall be fully
auditable and accessible to the Royal Commission.

6. Manufacturer’s tests, as well as all tests required by the applicable


standards, shall be performed. Tests listed below are representative only
and do not constitute all the required tests.

B. Type Tests:

1. Type tests shall be performed in accordance with standards listed in


Section 1.2.

2. The Royal Commission may at its own discretion waive the type tests,
provided the Contractor has performed these tests on identical equipment
which are substantiated by available certificates. These certified test data
may be submitted in lieu of performing the type tests.

C. Routine Tests:

1. Routine tests shall be performed on each equipment in accordance with


standards listed in Section 1.2 and the requirements below.

2. Verification and tests listed below is representative only and do not


constitute all the required tests:

a. Power-frequency withstand test.

b. Mechanical operation tests.

c. Instrument transformer grounding, ratio and polarity tests.

d. Control wiring continuity test.

e. Control wiring insulation test.

f. Operation of electrical, pneumatic and hydraulic devices test.

g. Vacuum integrity and leak tests.

h. Tightness test for totally enclosed bus duct enclosure.

C. Test Reports:

1. The Contractor shall submit six (6) copies of certified reports of all type,
routine and special tests performed, including those specified herein. The
report for each test shall include the date of performance, the name of the
company and the signature of person in charge of the test. Approval is
required prior to shipment of switchgear and bus duct.

PART 3 – EXECUTION

3.1 INSTALLATION OF 4.16 kV SWITCHGEAR

A. The switchgear and its relaying, metering and control systems and equipment
shall be installed per the approved design and shop drawings. All work shall be
performed by qualified field personnel.

B. The installation of new switchgear with protection and control systems shall
include work on related systems whether existing or new to provide satisfactory
interfaces and overall, integrated systems.

C. The switchgear shall be mounted on prefabricated sub frames. Contractor shall


be responsible for providing lifting device or crane of adequate capacity required
for lifting the switchgear components during installation and servicing and
maintenance.

D. Contractor shall be responsible for the completeness of the erected equipment


and shall test and verify the operation of all components, assemblies, sub-
assemblies, control and auxiliary devices.

E. All equipment shall be installed in accordance with manufacturer's recommended


practices and applicable standards.

F. Contractor shall be responsible for installation of all AC and DC supplies and for
grounding the equipment to the substation ground grid. Existing spare branch
circuit breakers, where available, may be used for AC and DC station
supply sources.

3.2 SITE TESTS

A. The completely installed switchgear and bus duct shall be tested.

Tests shall be carried out by the Contractor in accordance with Royal
Commission approved test plan/procedures to ensure that the equipment and
materials comply with specifications and operational requirements. Tests shall
be in accordance with standards listed in Section 1.2. The Contractor shall
furnish all test equipment and accessories. Valid calibration certificates for all
test equipment shall be provided.

B. At least eight (8) weeks prior to testing, test plans and procedures shall be
prepared by the Contractor and submitted to Royal Commission for approval.
Test procedures shall contain descriptions of test equipment, descriptions of the
tests, connection diagrams, test sheets, calculations, reference drawings and
minimum/maximum test and performance values conforming to applicable
standards. Tests shall be witnessed by the Royal Commission representative.

C. Verification and tests shall include but not be limited to the following:

1. Verification for completeness.

2. Verification that connections and identifications are made in accordance


with the relevant schematic diagrams. Check all connections for tightness.

3. Power frequency withstand AC tests conducted separately on switchgear


buses and on circuit breakers in open and closed position. This test shall
be performed at power frequency test voltages in accordance with IEEE
standards. Test shall not cause any insulation failure. This test shall also
be done on the bus duct.

4. Insulation resistance test for buses (megger) and phasing check.

5. Circuit breaker contact resistance measurement test.

6. Insulation resistance tests on auxiliary circuits.

7. Test of instrument transformer ratio and polarity by secondary injection.

8. Back feed test (continuity check) of CT wiring.

9. Functional tests ensuring correct trip and close operation of relays, circuit
breakers and local and remote alarm indication.
10. Operation tests for the various components, including interlocking, local
and remote control, monitoring and metering. Current injection required to
verify proper operation of devices.

11. Setting and testing all protective devices (relays) for minimum pickup,
timing and special requirements per relay coordination study data sheets.
Test results shall be submitted as contract documents.

12. Functional tests prior to energizing, ensuring correct operation of the


entire protection system.

13. After energization and with load currents, perform phase angle checks at
each relay using the voltage and current phase or quantities at the relays
to verify correct connections. For directional over current relays only, use
metering potential for reference.

D. Upon completion of all testing the Contractor shall submit to the Royal
Commission six (6) copies of a certified report attesting that each test was
performed in accordance with the approved test procedures. The report for each
test shall include the date of performance and the name of the person in charge
of the test.

E. All factory and field test reports shall be included into the Operation and
Maintenance manuals.
