The Political Science Debate Club, the umbrella organization of Political Science Society, aims to
keep abreast of the relevant issues in the society through healthy discussion, debate, and
argumentation. Involving the political science students in these activities will develop their public
speaking skills, critical thinking and reasoning which are essential in their growth as future political
practitioners.

Thus, we resolved to propose to your office to conduct a Political Science Society Debate
Competition which will be held tentatively on November or January, in order to accomplish the
mentioned objectives. In preparation to this, we also resolved to propose to have a try – out for
the said activity in order to screen the interested participants and choose the most competent
students who will join the said competition. The said try – out is scheduled on October 21, 2015,
5:00 PM – 8:00 PM at the Political Science Simulation Room.

Attached is the mechanics of the said competition and try – outs.

POLITICAL SCIENCE DEBATE COMPETITION TRY – OUTS
TOPICS

1. Senator Grace Poe citizenship and residence issue as a member of


the Philippine Senate and as a candidate for President.

2. Separation of Church and State as invoked by the Iglesia ni Cristo


(INC) concerning the investigation of the Department of Justice (DOJ)
to the alleged illegal detention of INC members / officials.

TRY - OUT PARAMETERS

The try – out begins with the applicants having developed or assigned a position or issue. The
intention is to argue and prove to the jurors that his / her arguments is a proper one. In this way
debate differs from discussion. Participants who do not agree with the policy being implemented
might use the debate as an effective means in persuading and giving a deep understanding of
the policy being implemented and why it must change, resulting to change of public opinion, or in
further, will lead to change in policy.
The Political Science Debate Club try - outs is for the purpose of recruiting active and exuberant
students to become part of the public welfare and understanding confused terms and issues
through debate and argumentation.

Selecting Topics
The applicant has the prerogative to select a topic according to the number he / she picks and
corresponds to a particular topic or issue. Topics may include current issues and trends,
philosophy, history and others related to aforementioned topics. Topics are thoroughly screened
studied and selected by the jurors. The jurors consists of faculty members of the Political Science
Department and officers of the Political Science Society.

Formulation of Resolution
The topic or issue that has picked by the applicant and approved by the jurors will be formulated
a resolution by the acting instructor of the try – outs. Ex: “It is resolved that the Death Penalty will
be implemented again in the Philippines.” The acting instructor will also read the topic and
elaborate it to the applicant.

Deciding Debate Guidelines


The club must select a timekeeper in order to limit the time given by the adjudicator or juror.
Arguments will have a duration agreed by the participants and approved by the adjudicator.
Duration may consists of minutes. Before the start of the debate, the adjudicator will allow
sufficient time for participants to prepare constructive arguments. Constructive arguments should
be based upon three to five major points which are logically developed and supported by factual
evidences in support of a position.
POLITICAL SCIENCE DEBATE CLUB
RULES OF TRY - OUTS

A. The applicant who wish to participate will seat or stand in front of the jurors, which consists of
faculty members of the Political Science Department and officers of Political Science Society.
B. The applicant will pick a number that corresponds to the issue or a topic that will be discussed.
The adjudicator (acting instructor) briefly introduces the topic or issue and states the resolution
that is to be debated.
C. The adjudicator introduces the applicant or the speaker. Each speaker is introduced when
(s)he is given the floor. He / She will be given a minute and a half to construct his / her arguments.
When the time is up for constructing arguments, the applicant will be given 7 – 10 minutes to
speak for his / her argument and side regarding the topic picked earlier.
D. The timekeeper will tick the bell or will say “Times up” if the duration given to the applicant is
finished. Violating the time limit will result to disqualification.
E. The jurors, may give or ask a follow – up question to the applicant if they wished to. The
applicant will be given an ample time to defend his / her argument.
F. The language will be used in the try – outs is either English or Filipino, depending on the
convenience and understanding of the applicant. Using of any foul or offensive language are
strictly prohibited.
G. After the follow up questions and giving of arguments of the applicant, he / she will be instructed
by the adjudicator for the information such as giving of certificates and waiting for confirmation if
the applicant passed or not.
