Dear Sir:

I am Sister Mylene A Manaloto, a deaconese and finance officer from the locale congregation of Pasig.
I would like to inform you and seek your kind assistance for my life is in danger due to the series of
events that I will now narrate. These events pertain to how I encountered and gave in to the tempting
world of Guarantee Letters for sale.

Since September 2014, my ex-partner has been diagnosed with End-stage Renal Disease, and we used
to settle his medical needs in cash, until most recently December 2017 to January 2018, my ex-partner
was hospitalized due to sepsis of the blood. The nearly fatal event had a huge impact in our physical,
emotional, and financial health. As such, my initial dilemma of his dismissal from the hospital
confinement was the continuity of his hemodialysis treatments.

Settling his hemodialysis treatments in cash was extremely difficult, until one of our resident ministers
endorsed us to a Party List Group whose Congressman is also a member of our church. My family and
I are all members of the Iglesia Ni Cristo, as such, the endorsement of our resident minister to
Congressman Marcoleta for medical assistance answered my prayer for the continuity of the
hemodialysis treatments of my ex-partner. Unfortunately, we cannot constantly ask for the Guarantee
Letters in a regular basis, for they also have a charitable institution that they need to support.

As such, I learned the difficult way of getting Guarantee Letters, which is to queue on various Senators
and Party Lists respective offices from the wee hours of Sunday morning for each office has a cut off
of 100 patients per month to be attended to. Countless times that we had to restrain ourselves from
doing our personal necessities, from going to the washroom through skipping meals, simply to assure
our slot. For long stretches of hours, we had to stand while in queue, starving ourselves for the purpose
of receiving a small amount of Guarantee Letter from each office. Largest amount that we can get for
queuing is 5,000. Others are usually ranging from 1,000 to 3,000 only. This amount is even insufficient
for a single hemodialysis.

As such, when I found out about the Guarantee Letters for Sale (GLs for Sale), my family and I truly
felt relieved and even “blessed”. Gone are those days when the patient and I would queue for long
stretches of hours for meager amounts, for the GLs for Sale come in huge amounts, depending on one’s
capacity to pay.

My first encounter with a fixer of a Guarantee Letter was with Ruby Hao. Her ex-partner is a co-
Chronic Kidney Disease (CKD) patient of my ex-partner at the Philippine Heart Center (PHC). She
first approached me last March 2018, after my ex-partner’s transfer of hemodialysis center to
Philippine Heart Center. Her warm and friendly approach to us to buy Guarantee Letters from them had
a Halo Effect, that we were instantly enticed to purchase. Being naïve and ignorant before, I also
offered the GLs her group is selling to our co-patients in the hemodialysis center. Not only was the GLs
for Sale time-savvy and cost-efficient, I thought that the GLs for Sale is a philanthropic endeavor, and
that I was regarded as an angel for spreading the news about it. And from Ruby Hao, I met Michelle
Pajilan, one of her brokers for the GLs for Sale.
From Ruby Hao, through Michelle Pajilan, I met other groups of fixers, depending on a patient’s needs.
From Michelle’s group, I also learned that there are fixers situated at the National Kidney Transplant
Institute (NKTI). Since we cannot procure the medicines intended for a CKD patient from Philippine
Heart Center (PHC), Michelle taught me that I can get the medicines at NKTI, if I have a Guarantee
Letter.

As such, I witnessed how a young lad / pharmacist from NKTI’s Pharmacy gave these groups of fixers
the medicines they ask, when all the regular patients have gone away. I also learned that these fixers
from NKTI can still procure Guarantee Letters intended for deceased patients, to support the daily
sustenance of the bereaved family. Yet, when a regular patient would ask for the medicine that s/he
needs, the pharmacist would reject the request, saying that the pharmacy is already out of
supplies/stocks and that the supplies would come by next month. But on the contrary, when the regular
patients are gone, the stocks of medicine would be given to the various groups of fixers.

After quite some time, I met Che Guevarra, a part-time Caregiver of a CKD Patient Marilou Perez.
Said CKD patient had passed away last October 26, 2019. Ms. Che Guevarra is a regular
laundrywoman / cleaner of any household at their village, for as long as the residence where she’ll
clean or do some laundry at is adjacent to her employer’s residence. She only acts as a part-time
caregiver to the CKD patient only during dialysis treatments, yet due to the death of her employer, she
is now a full time broker of Nancy Ajedo, hailed as the Queen of GLs for Sale.

I met Nancy Ajedo through the initiative of Che Guevarra. According to various sources, Nancy Ajedo
used to be a food server at a restaurant located at the second floor of NKTI serving buffet meals,
morning until night. I also learned from other groups of fixers that she was terminated from her
employment due to illegal activities. Nancy Ajedo is also separated from her first ex-partner, as Ruby
Hao and Michelle. Rumors say that Nancy has a boyfriend working at the Senate. She is hailed as the
Queen of all fixers due to her remarkable fashion statement- from her luxurious signature items from
designer clothing line to her imeldific jewelries.

Yet, when the issue of “sulutan” or clients of one fixer group is enticed to purchase GLs to the other
group and vice versa, Nancy Ajedo cut our ties, for she doesn’t want to quarrel with Michelle. As such,
I never had any business transaction nor established any business relationship with her group, for she is
also aware of my “loyalty” with Michelle.

Ma’am Josie Tabirao, wife of a CKD patient and a retired police officer Edwin Tabirao introduced me
to “Apple”. Yet, soon enough, I found out that the true identity of alias Apple is Doris Columna (that is
her maiden name), and she works at DepEd as specified from her public Facebook Page
(https://www.facebook.com/doris.columna). Like the initial fixers I have mentioned before, she is also
separated from her first ex-partner, and her daughter Aubrey Columna Indemne who is the CKD patient
of hers, works at the Manila City Hall. Countless times, as per Ma’am Josie Tabirao, was she able to
travel to Asian countries for being a fixer of guarantee letters. Doris Columna also has an in depth
knowledge and understanding on the procedure and whereabouts of the GLs for Sale. I almost had a
business transaction with her, however Nancy Ajedo warned her not to engage in any business with me.
Michelle further quarreled with Doris for she fears that Doris is snatching her clientele away.

Based on my conversations with Doris Columna, she informed me that even local government units in
Quezon City, from the Mayor’s Office, to the Congressmen’s Offices, from the Secretaries down to the
drivers, are all engaged in selling Guarantee Letters.

I also met another fixer from NKTI named Rose. Rose is former entertainer in Japan. She is also
separated from her first ex-partner. Her second ex-partner is the CKD patient, yet, he already passed
away three years ago. Wonder of all wonder, was the fact that she can procure large amounts of
Guarantee Letters for her deceased patient. These large amounting GLs provide her from injections,
hypertensive medicines, kidney transplant medicines to dietary supplements such as cans of milk which
are all very expensive indeed. I was able to witness how she gets the medicines from the Pharmacy of
NKTI and went straight to the Laboratory to sell all of her goods / injections to all of her clients. On a
separate occasion, I saw before my very eyes how she got lots of cans of milk from a dietary GL
intended for her deceased ex-partner and then she once again went straight to the Laboratory and sold
everything in a jiffy.

Until most recently, I was forced to come back to the long queue to get the Guarantee Letters for free
due to my children’s increasing educational needs. A colleague from the Dialysis Community informed
me to seek the kind assistance of Director Hilario Villagonzallo, and I was truly blessed to feel his
compassionate care towards my CKD patient. Since the last week of June, 2019 and for the next two
weeks after, we received the Guarantee Letter substantial for the medical needs of my CKD patient.
Upon my first encounter with Sir Larry, he advised me to come back every week to their office to
request for the medical assistance for my CKD patient. However, when he was not around the office,
his staff would reject our request for medical assistance, saying that we can only receive one guarantee
letter once every month.

What more heartbreaking is their rejection my plea for medical assistance for my beloved mother. Yet,
if we will buy guarantee Letter from the fixers, they can issue as as much as two GLs per week. Based
on this statement, I figured out that they are reserving the medical assistance intended for regular
patient for their own profit. The staff from the DOH further added that only one patient per family can
receive a Guarantee Letter, as such they turned down my request for my mother who was confined at a
local hospital with insufficient facilities for her recovery. Yet, if I will buy GL for my ill mother, she
can get the medical assistance she needs.
As such, I lost my beloved mother last September 23, 2019 due to sepsis. If a guarantee letter was
issued for her, she would still be living by now. Why does it have to be unfair? Why can’t the cruel and
seemingly heartless staff from the DOH understand that our family is poor and financially drained?
Why do they have to withhold the social services intended for the indigent? I have a college student, a
senior high school student, and a graduating grade school student, who all suffers terribly when we
have insufficient funds to pay for the medical necessities of our CKD patient. It is their school needs
that are sacrificed to budget our income for their father’s medical needs. Our topmost priority is the
continuity of the life of our CKD patient.

It is my sincere intention that these notorious fixers be stopped, which is why I informed the proper
government authorities regarding them. Currently, a large scale entrapment operation has been setup to
catch them, yet, most of the honest official are being persecuted, and receive multiple death threats as
well. As such, when the final entrapment operations will be carried out, I fear that my life shall be in
grave danger. As such, may I also inform you about some brethren in our church who are also engaged
in the industry of fixers, and be protected from their evil notion. Thank you very much and God bless
you infinitely as you the Church towards the promise salvation.
