ORDER
The Office of the Director of Rehabilitation, Madras originally formed part of
the Office of the Board of Revenue (Land Revenue) Madras. In G.O. Ms No.7, Home,
dated 2.1.1969, the Government ordered that the Rehabilitation Branch of the Board of
Revenue might function as a separate unit under the control of the Director of
Rehabilitation, Madras for purpose of establishment and other purposes. The
Government appointed the Director of Rehabilitation, Madras as a separate Head of
Department. Since the Office of the Director of Rehabilitation is likely to continue for
some years to come and as getting the services of competent and suitable staff for his
office from the Land Revenue Branch or other branches of the Board of Revenue or
from the District Revenue units has become difficult, it is considered necessary to
create separate cadres of staff for the Office of the Director of Rehabilitation, Madras
and to frame Adhoc rules for the various categories of posts in the Office of the
Director of Rehabilitation. The Government accordingly frame Adhoc rules for the
Non-Gazetted posts in the office of the Director of Rehabilitation, Madras.

2. The following notifications will be published in the Tamil Nadu Government


Gazette:-

NOTIFICATION-I

In exercise of the powers conferred by thee proviso to Articles 309 of the


Constitution of India, the Governor of Tamil Nadu hereby makes the following rules:-

The rules hereby made shall be deemed to have come into force on the 2nd
January 1969.
RULES

The General and the Special rules applicable to the holders of permanent posts
of Superintendents, Assistants, Junior Assistants, Typists and Steno-Typists in the
Tamil Nadu Ministerial Service shall respectively apply to the holders of temporary
posts of Superintendents including Selection Grade, Assistants, Junior Assistants,
Typists and Steno-Typists sanctioned from time to time for the Office of the Director of
Rehabilitation, Madras subject to the modifications specified in the following rules:-

2. Constitution: The posts shall constitute temporary additions to the respective


categories in the said service.
3. Appointing authority: The appointing authority for categories specified in
Column (1) of the Table below shall be those shown in Column (20) thereof.

4. Selection category: Promotion to the posts of Assistants and Superintendents

5. Qualifications: No person shall be eligible for appoint to the posts specified


in Column (1) of the table below shall be possesses the qualifications specified in the
correspondence entries in Column (2) thereof.

NOTIFICATION-II

In exercise of powers conferred by the proviso to article 309 of the Constitution


of India, the Governor of Tamil Nadu hereby makes the following rules:-

The rules hereby made shall be deemed to have been into force on the 2nd
January 1969.

RULES

The General and Special Rules applicable to the holders of Permanent posts of
Record Clerks in the category of Class XXII of the Tamil Nadu General Subordinate
Service shall apply to the holders of the Temporary posts of Record Clerks in the
Office of the Director of rehabilitation, Madras subject to the modifications specified in
the following rules:-

2. Constitution: The post shall constitute temporary addition to the said


category in the said service.

3. Appointing Authority: The appointing authority for the posts shall be the
Assistant Director of Rehabilitation.

4. Pay: There shall be said to the holder of the posts, monthly pay calculated in
the scale of rs.55-1-70 upto 1.10.70 Rs. 140-3-155-4-175-5-210 from 2.10.70

NOTIFICATION-III

In exercise of the powers conferred by the proviso to Article 309 of the


Constitution of India, the Governor of Tamil Nadu makes the following rules:-

The rules hereby made shall be deemed to have come into force on the 2nd
January 1969.

RULES

The General Rules applicable to the holder of permanent posts in the Tamil
Nadu General Subordinate Service apply to the holders of the temporary posts of
Drivers in the Office of the Director of Rehabilitation, Madras subject to the
notifications specified in the following rules:-

2. Constitution: The posts shall constitute a separate in the said service.

3. Appointment: Appointment to the posts shall be follows:-


(i) by direct recruitment: or
(ii) by transfer from any other class
(or)
by recruitment by transfer from any other services

4. Appointing authority: The appointing authority for the post shall be the
Assistant Director of Rehabilitation, Special Deputy Collector’s control (TC)
5. Qualifications:

(a) Age: No person shall be eligible for appointment to the posts by direct
recruitment, if he has completed or will come 26 years of age on the 1st day of July of
the year in which selection for appointment is made:

(b) Other qualifications: No persons shall be eligible for appointment to the


posts unless he possesses the following qualifications, namely:-

(i) Must possess a current Driving Licence issued by the Licencing Authority
specified in Rule 4 of thee Madras Motor Vehicles Rules, 1940
(ii) Must have a thorough knowledge of Motor Mechanic
(iii) Must have passed Third Form or VIII Std.

6. Probation: Every persons appointed to the posts shall be the date on which he
joints duty, be on probation for a period of One year on duty within a continuous
period of two years.

7. Pay: There shall be paid to the holder of the post a monthly pay calculated in
the Scale of Rs. 70-1-80 provided that on and from the 2nd October 1970 the monthly
pay shall be calculated in the scale of Rs.150-4-170-5-335.

NOTIFICION – IV

In exercise of the powers conferred by the proviso to Article 309 of the


Constitution of India, the Governor of Tamil Nadu hereby makes the following rules:-

The rules hereby made shall be deemed to have come into force on the

RULES

The General and the Special Rules applicable to the holders of the
permanent posts of Peons in category 4 of Class III in the Tamil Nadu Last Grade
Service shall apply to the holders of the temporary posts of Peons sanctioned from time
to time for the office of the Director of Rehabilitation, Madras subject to the
modifications specified in the following rules:

2. Constitution: The posts shall constitute a distinct unit in the said


classes of the said service.

3. Appointment: Appointment to the post shall be made by direct


recruitment or by transfer from any other class or by recruitment by transfer from any
other service.

4. Appointment Authority: The appointing authority for the posts shall

5. Pay: There shall be paid to the holders of the post a monthly pay
calculated in the scale of Rs.50-1-60 up to 1.10.1970 and Rs.130-3-160-4-195 from
2.10.1970.

ORDER:

In G.O. Ms. No.3336, Revenue Department, Dated 3.9.1974, Adhoc rules


were issued for the various posts in the Office of the Director of Rehabilitation under
the Tamil Nadu Ministerial Service. In G.O. Ms.No.1953, Revenue Department, dated
18.9.1976 certain posts in the Office of the Director of Rehabilitation have been made
permanent. Consequent of the permanent retention of the above posts, the Director of
Rehabilitation had proposed draft amendments to the Special Rules for the various
posts in the Tamil Nadu Ministerial Service. As some of these rules do not find a place
in the Adhoc rules issued in Government Order fourth cited, the Director of
Rehabilitation has proposed second and sixth cited. The Government accordingly
approve the draft amendments to the Adhoc rules submitted by the Director of
Rehabilitation. The amendments in this order will have retrospective effect from
2.1.1969.

2. The notification appended to this order will be published in the Tamil


Nadu Government Gazette.

ANNEXURE

NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 of the


Constitution of India, the Governor of Tamil Nadu hereby makes the following
amendments to the rules published with the Published with the Revenue Department
Notification S.R.O.No.B.434/74, dated the 3rd September 1974 at pages 455-457 of
Part III – Section 1 (b) of the Tamil Nadu Government Gazette, dated 16th October
1974.

2. The amendments hereby made shall be deemed to have come into force

AMENDMENTS

In the said rules,(1) after rule 3,the following rule shall be inserted,
namely:-

“3A. Appointment:- Appointment to the categories specified in column(1) of the Table


below shall be made by the methods specified in the corresponding entries in
column(2) thereof:-

of Ordinary Grade Superintendent shall be made only by promotion from among the
Assistants of the office of the Director of Rehabilitation, Madras”.
2. to rule 5,the following provisos shall be added, namely:-

“Provide that the persons appointed as Ordinary Grade Superintendents in


the Office of the Director of Rehabilitation, Madras by transfer from other Departments
from the 2nd January 1969 to the 2nd September 1974 shall pass the Accounts Test for
Subordinate Officers Parts I and II, Special Test in District Office Manual and Revenue
Test Parts I, II and III within two years from the 22nd January 1980. They shall also
undergo training as Revenue Inspector in-charge of a Firka for a period of not less than
one year from the date the scheme of deputation has come into force:

Provided further that persons appointment as Assistants in the Office of the


Director of Rehabilitation, Madras by promotion from the post of Junior Assistants,
Typists and Steno-Typists and on transfer from other departments from the 2nd January
1969 to the 2nd September 1974 shall pass the Accounts Test for Subordinate Officers
Parts I and II and Special Test in District Office Manual within two years from the 22nd
January 1980.

ORDER:

In the G.O. Ms.No.3336, Revenue Department, dated 03-09-1974, Adhoc Rules


were issued for the various posts in the Office of the Director of Rehabilitation,
Chennai under the Tamil Nadu Ministerial Service. The Special Commissioner and
Commissioner of Rehabilitation, Chennai in his letter third read above, has requested to
delete certain qualifications prescribed in the said Adhoc Rules for the post of
Superintendent, issued in the Government Order first read above. After careful
consideration, the Government accept the proposal of the Special Commissioner and
Commissioner of Rehabilitation and have decided to amend the Adhoc Rules issued in
the Government Order first read above. Accordingly the following Notification will be
published in the Tamil Nadu Government Gazette.

NOTIFICATION

In exercise of the powers conferred by the proviso to Article 309 of the


constitution of India, the Governor of Tamil Nadu hereby makes the following
amendments to the rules published with the Revenue Department Notification No.
SRO.B.434/74, dated the 3rd September 1974 at pages 455-457 of Part III- Section 1(b)
of the Tamil Nadu Government Gazette, dated the 16th October 1974, as subsequently
amended:-
AMENDMENT

In the said Rules, in the Table under rule-5, in column (2) against the entry
“Superintendent” in column (1) thereof-

(a) In item (i), the word ‘and’ shall be omitted; and


(b) the entries in item (ii) shall be omitted.

rules:-

2. Constitution: The post shall constitute a separate category in a distinct class in


the said service.

3.APPOINTMENT: Appointment to the post shall be made by recruitment by


transfer from among the holders of the posts of Superintendents in the Office of the
Director of Rehabilitation, Madras.

4. Qualification:- No person shall be eligible for appointment to the post unless


he has out in a service of most less than five years Superintendent in the Directorate of
Rehabilitation.
5. Probation: Every persons appointed to the post shall be from the date on
which he joins duty on probation for a total period of one year on duty within a
continuous period of two years.

6. Pay:-There shall be paid to the holder of posts a monthly Pay calculated in the
Scale of Rs.750-50-1350.

2. Constitution: The post shall constitute a separate category under Class- III
in the said service

3. Appointment: Appointment to the post shall be made by transfer from


among the Class III Officers of the Tamil Nadu Treasury and Accounts Service.
Provided that in exceptional cases, suitable from the office of the
Accountant General, Madras may appointed to the post of terms agreed upon with the
General Madras.

4. Pay : There shall be paid to the holder a monthly pay calculated in the
scale of Rs 375-25-800 that with effect from 2nd October 1970 shall be paid to the
holder of the post a monthly pay calculated in the scale of pay of Rs 575-25-600-40-
1000

ORDER:

In G.O. Ms. No.795, Revenue Department, dated 06-04.1977, Adhoc


rules were issued for the post of Accounts Officer (Rehabilitation) in the Office of the
Director of Rehabilitation according to which, appointment to this post shall be made
by transfer from among the Class III Officer (Senior Accounts Officer) of the Tamil
Nadu Treasuries and Accounts Services and in exception cases, suitable persons may
be appointed to the post from the Office of the Accountant General, Madras on terms
agreed to upon with the Accountant General, Madras.

2. In the Government Order second cited, Government have requested


the Director of Rehabilitation to propose a suitable Officer in Class II post of Treasuries
and Accounts Service in consultation with the Director of Treasuries and Accounts on
the expiry of the third year of deputation of the incumbent of the post (deputed from
Accountant General’s Office) on 13-03-1980, instead of continuing of taking an officer
from the Accountant General’s office.

3. In conformity with the above order and to implement these orders,


the Director of Rehabilitation has sent draft amendments to the Adhoc rules in the letter
third cited. The Government accordingly approve the amendments to the Adhoc rules
submitted by the Director of Rehabilitation as modified.

Nadu Government Gazette.

ANNEXURE

NOTIFICATION

In exercise of the powers conferred by the proviso under article


309 of the Constitution of India, the Governor of Tamil Nadu hereby makes the
following amendments to the rules published with Revenue Department Notification
S.R.No.B248/I(b) dated the 6th April 1977 at page 278, of Part III – Section 977 of the
Tamil Nadu Government Gazette, dated the 11th May 1977.

2. The amendments hereby made shall be deemed to come into


force on the 14th March 1980.

AMENDMENTS

In the said rules –

(i) for the expression “Class III” wherever it occurs the


expression “Class II” shall be substituted;

(ii) the proviso to rule 3 shall be omitted; and

(iii) for Rule 4, the following rule shall be substituted namely:-

(Rehabilitation) in the office of the Director of Rehabilitation, Madras, sanctioned from
time to time by the Government subject to the modification s specified in the following
rules.

2. Constitution: The post shall constitute a temporary addition to the said category
in the said service

3. Pay: There shall be paid to the holder of the post, a monthly pay calculated in
the scale of Rs 850-50-1100 up to 1.10.70 Rs 1100-50-1500 with effect from the 2nd
October 1970 with special; pay of Rs.150/- p.m. upto the 31st March 1974 and Rs.200/-
with effect from the 1st April 1974 and Rs.1300-75-1900-100-2000 with effect from
the 1st April 1978. .

The following Notification will be published in the Tamil Nadu Government

NOTIFICATION
In exercise of the powers conferred by the proviso of Article 309 of the
Constitution of India, the Governor of Tamil Nadu hereby makes the following rules;-

2. The rules hereby made shall be deemed to have come into force on the 1st
February 1996.
RULES

The General Rules applicable to the holders of the permanent posts in the Tamil
Nadu General Service will apply to the holders of the temporary post of the Deputy
Director of Rehabilitation in the Directorate of Rehabilitation, sanctioned from time to
time, subject to the modifications specified in the following Rules : -

2. Constitution : - The post shall constitute a separate category in a distinct


class of the said service.

3. Appointment : Appointment to the post shall be made by Promotion from


among the holders of the post of Personal Assistant to the Director of Rehabilitation in
the office of the Director of Rehabilitation, Chennai.

4. Qualifications: - No person shall be eligible for appointment to the post


unless he/she has put in service for a period of not less than three years as Personal
Assistant to the Director of Rehabilitation in the Directorate of Rehabilitation.

Provided that the period of service rendered as Deputy Collector in the Tamil
Nadu State Civil Service by the Personal assistant to the Director of Rehabilitation shall
also be taken into account for the purpose of this rule.

Provided that the post of Deputy Director of Rehabilitation shall also be filled
up by an officer in the cadre of District Revenue Officer under Tamil Nadu State Civil
Service (Executive Branch) in the scale of pay of Rs. 3700-125-4700-150-5000
whenever no qualified persons among Personal Assistants to Director of Rehabilitation
of his office for promotion as Deputy Director of Rehabilitation are available in
Department.

4. Preparation of Annual list of approved candidates : - The crucial date on


which the candidates should possess the prescribed qualification for the purposes of
inclusion in the annual list of approved candidates for appointment to the post shall be
the 1st September of every year.

5. Pay : There shall be paid to the holder of the post a monthly pay calculated
in the scale of pay of pay Rs. 3000-100-3500-125-4500.
