Solarization of Government Buildings

Hon’ble Minister of Electricity, Prohibition and Excise made an

announcement in the State Legislative Assembly on 31.05.2018 regarding the

installation of Grid Connected Roof Top Solar Systems (GCRTS) in the

Government buildings of the state. Tamil Nadu Energy Development Agency

(TEDA) will be the State Nodal Agency under the Tamil Nadu Tender

Transparency Act to implement this scheme. Moreover TEDA will act as a

Renewable Energy Supply Company (RESCO) for the installation of solar rooftop

power plant in Government Departments, Public Sector Undertakings,

Cooperative and Local bodies of Tamilnadu.

To implement this scheme, TEDA has finalized M/s. EESL as contractor for

the Design, Supply, Install, Test, Commission, Operate and Maintain Grid

Connected Rooftop Solar systems in Tamil Nadu under RESCO mode.

M/s. Energy Efficiency Services Ltd, New Delhi (EESL), EESL is a joint

venture of four National Public Sector Enterprises viz National Thermal Power

Corporation Limited (NTPC Limited), Power Finance Corporation Limited (PFC),

Rural Electrification Corporation Ltd. (REC) & POWERGRID Corporation of India

Limited, set up under Ministry of Power.


Tamilnadu Government has issued the G.O (Ms).No.9 Energy (D3)

Department dated 29.01.2019 directing Tamil Nadu Energy Development Agency

to act as a Renewable Energy Service Company (RESCO) for providing solar

rooftops in Government /Local body/Public Sector undertaking building under

section 3(3) of Tamil Nadu Transparency in Tenders Act, 1998.

TEDA and EESL have executed an agreement in the presence of the

Hon’ble Minister of Electricity, Prohibition and Excise on 19.09.2019 at

TANGEDCO Office, Chennai for the installation of solar rooftop power plant in

Government Departments, Public Sector Undertakings, Cooperative and Local

bodies of Tamilnadu.

RESCO Mode- salient points

 No investment from the beneficiary Government departments.

 TEDA will do the necessary investment for the solar rooftop power

plant in the beneficiary Government department’s buildings.

 TEDA will do the site survey in the buildings approved by the

Government departments and submit the report.

 Based on the approval from the Government department, TEDA

will execute an agreement with the respective department.


 TEDA will get necessary approvals and other permissions for the

installation of solar rooftop power plant.

 TEDA will do the installation of solar rooftop power plant in the

respective department as proposed in the agreement.

 TEDA will Commission the solar roof top power plant by adopting

the standard specifications & procedures.

 After commissioning, TEDA will monitor the generation of the solar

power plant which was installed and do the regular maintenance.

 TEDA will submit the monthly invoice to the beneficiary

Government department based on the solar energy produced in

the system.

 TEDA will submit the monthly invoice to the beneficiary

Government within five working days of every month.

 The beneficiary Government department shall make the payment

for the bill within seven working days to TEDA from the bill date.

 Solar energy price is Rs. 4.65/- fixed for the (25) twenty five years.

 Even if there is any hike in TANGEDCO tariff in future, the tariff


fixed through this agreement by TEDA will be same for 25 (twenty
five) years.
 TEDA will maintain the installed solar system up to 25 years.
 After 25th year, the installed solar system will be handed over to

the respective department at free of cost.

 Government department shall extend their support to TEDA in all

aspects throughout the term of the agreement.

 Solar energy Generation in the Government building will reduce


the carbon foot print.
 Government Department electricity billing pattern will be
drastically reduced, according to their solar plant capacity, which
depends on the size of the rooftop.
