I. DEBATE
A. PETUNJUK TEKNIS
a. PELAKSANAAN KEGIATAN
1) Date of registration : Tuesday, October 1st 2019 until
Saturday, November 2nd 2019
2) Registration fee : Rp.350.000/Team
3) Techinal Meeting
• Date : Monday, November 4th 2019
• Time : 8 a.m. until 9 a.m.
• Location : SMAN Titian Teras HAS
4) Competition
• Date : Monday, November 4th 2019 until
Wednesday, November 6th 2019
• Time : 8 a.m. until 5 p.m.
b. PERSYARATAN PESERTA
1) Participant comes from Senior High school.
2) Every participant should return the registration form before technical meeting
day.
3) Every participant must fill the registration form.
4) Every participant should pay registration fee (Rp.350.000,-/team)

7) Every participant must collect the copy of their student card/school permission

8) Every participant has to fill the attendance list half an hour before the
competition begins.
9) Other rules will be explained later during the technical meeting.
B. PETUNJUK PELAKSANAAN
a. KETENTUAN PELAKSANAAN LOMBA
1) The tournament system of debating championship is World School
Format.
2) Each team consist of three speakers.
3) The competition consist with four preliminary rounds, one 1 quarter
final round, 1 semi-final round, 1 one final round, and 1 grand final
round.
4) All teams will be involved in each preliminary rounds.
5) Top 8 teams in the preliminary rounds will enter the quarter final round.
6) From quarter final until semi final round the team that won the match
will enter the next round.
7) The motion and the tabulation of the competition will be released at
debaters hall.
8) The motions consist of prepared and impromptu motion.
9) Each team will be competed with the same motion, at the same time.
10) The impromptu motion will be released later.
11) Participants are allowed to bring printed materials.
12) Participants are not allowed to use electronic devices during case
building.
13) Other rules will be explain in Technical Meeting.
II. SPEECH
A. PETUNJUK TEKNIS

• Date : Wednesday, November 6th 2019

5) Theme of speech : For Junior and Senior High School theme is
free
B. PERSYARATAN PESERTA
1) Participant comes from Senior and Junior High school.
2) All participants use their own school uniform.
3) Every participant should return the registration form before Technical

C. PETUNJUK PELAKSANAAN
1) The competition will be held at SMAN Titian Teras HAS.
2) For Junior High School level:
➢ The competition consists of 1 round.
3) For Senior High School level:
➢ The competitian consist of 1 round.
4) Timing of Speeches
➢ Duration of speech is between 6 until 8 minutes. Participant will get
minus points that will be added to the total point achieved if the speech is
less than six minutes or more than eight minutes 30 seconds.
➢ Upon being introduced, the participant shall proceed immediately to
the speaking position. Timing will begin with the participant’s first definite
verbal or nonverbal communication with the audience. This usually will be
the first word uttered by the participant, but would include any other
communication such as sound effects, a staged act, etc.
➢ Timers shall provide warning signal flags to the participants, which
shall be clearly visible to the speakers but not obvious to the audience.
• A green signal will be displayed at 1 minute.

• A yellow signal will be displayed at six minutes and displayed once
again at seven minutes
• A red signal will be displayed at eight minutes and remain on until the
conclusion of the speech.

1) Every participant has to wear formal apparel. Blazer is a must, and all
participants must not wear jeans in this competition.
2) Every participant has to wear pantofel shoes, and must keep his/her
appearance neat and clean.
3) Participants are allowed to use cosmetics.
4) News scripts are provided by the committee.
5) Scoring Criteria:
• Mastery of Topic 15%
• Grammatical Point 25%
• Fluency 25%
• Pronunciation 25%
• Performance 10%
V. SCRABBLE

• Date : Tuesday, November 5th –

• Time : 08.00 a.m. until 4 p.m.
• Location : Classroom SMAN Titian Teras HAS
1) Participant is open for public (high school, junior high school, elementary
school, university, etc)

13) Every participant should be present punctually (at least 1 hour before the
competition starts). We don’t compromise with all of the lateness. The name
of the participants will only be announced twice and if the participant is
absent, he/she will be disqualified.
1) One-on-One tournament system with no elimination
2) Time : 25 minutes each player with 10 points each minute overtime penalty
(maximum 5 minutes)
3) Dictionary Used : Collins Scrabble Word 2015 (CSW15)
4) Challenge Rule : 5 points each word
5) Using WESPA Rules v3
6) The Winner decide by the scoring system
7) The tournament system use “Australian Draw and King of The Hill System”
8) The competition will consist with 15 rounds, and EVERY PARTICIPANT
will be involve in all of the rounds
9) The competition will use “Wali Timer” application
10) The competition will be rank by Indonesia Scrabble Federation (ISF).
11) The registration fee already include the fee for EVERY PARTICIPANT to be
rank by ISF
12) The competition is open for general
13) Competition will be held in SMAN Titian Teras Has Jambi.
