Mr. Zia ul Mustafa, President ICMA Pakistan was invited as a ‘Panel-
ist’ in ACCA’s Conference titled ‘Pakistan Leadership Conversation
(PLC), 2019’ which was held on February 20, 2019 at Lahore. PLC
is a series of conferences that brings together prominent thought
leaders from the public and private sectors and engages them in
thought-provoking and future-focused conversations that aim to
shape the future of society and economy in Pakistan.These events
will be promoted among 200,000 ACCA members across the globe
with the aim to bring Pakistan as part of every board room conver-
sation in 180 countries. The President ICMA Pakistan shared his
views on the theme of panel discussion which was ‘Institutional Reforms – Ease of Doing Business / Global Competitive
Index Investment Drivers’.

ICMA Pakistan joins IIRC Business Network


February 21, 2019
ICMA Pakistan has joined the Business Network of International integrated Re-
porting Council (IIRC) with effect from February 21, 2019. IIRC is a global coa-
lition of regulators, academia, companies, standard setter and the accounting
profession. The coalition is promoting communication about value creation as the next step in the evolution of corpo-
rate reporting. As ICMA Pakistan is the only participant of IR Business Network from Pakistan so it is expected that it will
take lead in creating awareness in educating about integrated Reporting. After IFAC, CAPA and SAFA relationship this is
a new milestone for ICMA Pakistan after 35 years.

ICMA Participation in ‘Dawn Education Expo’ at Karachi
Karachi | February 2 & 3, 2019

ICMA Pakistan’s South Region (SR) participated in the DAWN Education Expo held at Karachi on February 2 and 3, 2019
and placed an exclusive stall at the venue which was thronged by a large number of students and other visitors who
were interested to seek information about CMA qualification and its admission criteria. The SR team adequately re-
sponded to their queries and distributed admission related material. The Expo was participated by 40 universities and
colleges and it is estimated that around 600 students visited the stall.
The ICMA Pakistan stall was also visited by Mr. Abdul Wasey Khan, Vice President; Mr. Muhammad Yasin, Honorary
Treasurer; Mr. Ghulam Mustafa, member National Council (NC); Mr. Jawaid Mansha, Former NC member; Mr. Shaham
Ahmed, former Chairman, Karachi Branch Council and Mr. Aamir Ijaz Khan, Executive Director ICMA Pakistan.

ICMA Participation in Hindu Youth Council Conference


Karachi | February 17, 2019

ICMA Pakistan sponsored and also participated at a conference organized by a community-based organization namely
‘Hindu Youth Council (HYC)’ on February 17, 2019 at National Museum Karachi. The conference was participated by
around 400 Hindu audience which included students, parents, doctors, engineers, teachers and other professionals.
They highlighted the issues being faced by the Hindu community in Pakistan and suggested way forward to resolve
these issues. Mr. Shaiq Musavi, Assistant Director, South Region represented ICMA Pakistan at the panel discussion and
made a presentation on how ICMA Pakistan can benefit Hindu Community and Pakistan.

ICMA Participation at All Memon Federation Job Fair, 2019
Karachi | February 27, 2019

ICMA Pakistan participated in the ‘All Memon Federation Job Fair, 2019’ held on February 24, 2019 at Tabba Sports
Complex, Karachi. The purpose of participation was to create awareness amongst the participating institutions about
the scope of CMA qualification as well as its corporate relations activities. The Job Fair was participated by around 46
institutions and it is estimated that around 300 students visited ICMA Pakistan’s stall. They explained the admission
criteria, entry routes and career opportunities and the scope and merits of pursuing for CMA qualified. Syed Shaiq
Musavi, Assistant Director, South Region along with his team participated in the Job Fair.

ICMA Participation in Education Expo at Shikarpur

Realizing the gap of counselling and educational awareness, ICMA Pakistan took an initiative to provide a way forward
towards a secure future in the field of business and Finance. In this context, Assistant Director South Region, Syed
Shaiq Musavi represented ICMA Pakistan in the Education Expo held at Shikarpur, where other 25 universities and Col-
leges showcased their educational programs to the students. Prof. Nisar Ahmed Siddique, Vice Chancellor Sukkur IBA
University, Ex Commissioner, honorary recipient of noble sitara-e-imtiaz from Govt. of Pakistan, and recently given a
charge as PVC Sheikh Zayed University Shikarpur Campus, visited ICMAP’s stall in Shikarpur. Along with them the team
of delegates such as Deputy Commissioner Shikarpur and Assistant Director NAB visited ICMA Pakistan stall during the
Expo where they were briefed about the institute and presented souvenirs.

Career Counseling Sessions in Interior Sindh


Interior Sindh | February, 2019
The purpose of career counseling session was to raise awareness about ICMA Pakistan, its career opportunities, im-
portance, entry routes and the admission criteria. Shaiq Ali Musavi, Assistant Director South Region with his team
conducted and supervised 17 career counselling sessions at 08 different educational institutes of Interior Sindh. The
seminars were exclusively conducted for currently enrolled intermediate. The SR Team visited to explore the market of
Interior Sindh with the intention of mobilizing students from Interior Sindh.

The career counseling seminars were conducted in these reputed institutes of Interior Sindh i.e. IBA Public School
Sukkur, Govt. (B) Islamia Science College Sukkur, IBA Community College Jacobabad, IBA Community College Larkana,
IBA Community College Ghotki, IBA Community college Naushero Feroze, Bahria Foundation College Naushero Feroze,
Sindh University Larkana, and Shah Abdul Latif University Ghotki.

ICMA Pakistan Admission and Marketing department always remains proactive to provide career guidance to the as-

ICMA Hyderabad team always adopted proactive approach to provide career guidance to the aspiring students in ex-
ploring better career options for them. Mr. Muhammad Hussain Ajmeri, Deputy Director South Region, conducted 19
career counseling sessions at different colleges/academies of Hyderabad, Jamshoro, Tando Jam, TandoAllahyar, Thatta,
and Mirpurkhas.
The colleges tapped in the month of February in Hyderabad include TABS Academy, Zubair Shaikh Academy, HiAST

South Region’s Networking Meetings with Community Heads

To extend its community support, ICMA Pakistan welcomes all communities and minorities of Pakistan to provide them
successful career through well-structured professional and technical programs in the field of business and finance.
Director South Region, Lal Muhammad Lakhan welcomed Mr. Vishal at main campus ICMA Pakistan. Mr. Vishal is a
social activist and President of community based organization namely Hindu Youth Council (HYC). HYC visited ICMA
Pakistan to promote their notion of supporting minorities and to invite ICMA Pakistan to HYC’s Conference Event.
Community Leader Mr. Sardar Khan Bhayyo invited ICMA Pakistan on formal dinner at BBQ Tonight Karachi. The pur-
pose of meeting was to explore the education opportunities in benefit of ICMA Pakistan and Bhayyo community of
Interior Sindh. Syed Shaiq Ali Musavi, Assistant Director South Region attended the formal dinner and shared his views.

management) Lahore was the lead speaker on the occasion. He delivered the Welcome address and dilated at length on the
merit of CMA qualification and excellent Career path it opens for its graduates. He also threw light on the CMA syllabus and
enunciated guidelines for education and examination preparation. He emphatically assured the aspiring students that CMA
qualification is a sure way forward for career development.
Dawn Education Expo
Lahore | February 6-7, 2019

ICMA Pakistan participated in ‘Dawn Education Expo’ on February 06 and 07, 2019 ‘organized by the ‘Daily DAWN’ at
Royal Palm Golf and Country Club, Lahore. Around 67 Educational Institutions, global as well as national, took part in
the event. ICMA Pakistan set up a stall at the allocated place in the venue. Various promotional items including bro-
chures with fee structure, Management Accountants Journal, ICMA Pakistan folders, ballpoints, key chains, mugs and
paper bags were placed there for making the Institutes presence meaningful and useful for the potential students.
Around 40 would-be students having the qualification of Inter / A-Levels, graduates & post graduates visited the stall.
The queries were raised and were satisfactorily satisfied by the staff present on the occasion. The promotional items
were distributed among the visiting aspirants. Data forms were also distributed to interested persons who returned
them after filling in.

Meeting at Hailey College of Commerce


Lahore | February 21, 2019
The Directorate of ICMA Pakistan, Lahore campus held a
meeting with the high ups of Hailey College of Commerce
at Punjab University Campus, Lahore on February 21,
2019. Mr. Sarfraz Ahmad, Joint Director (campus man-
agement) Lahore and Professor Dr. Muhammad Zafar of
Hailey College along-with their colleagues participated in
the meeting. They discussed at length various education-
al issues faced by both the Institutions. After delibera-
tion they agreed that ICMA Pakistan Counseling Seminars
would be held in Hailey College of Commerce and other
affiliated Commerce Colleges at Lahore and other places
and that Hailey College would extend all-out cooperation in this connection. They also consented to organize financial
accounting competitions among the students of ICMA Pakistan and Commerce Colleges. The meeting ended with a vote
of thanks to the participants. It was also agreed that such meetings would be held on regular basis in future.

Workshop on ‘Current Economic Situation’
Islamabad | February 01, 2019

Islamabad Branch Council (IBC) organized a Seminar on the topic of ‘Current economic situation and generation of
revenue other than levy with brief of Supplementary Finance Bill’ on February 01, 2019 at Islamabad campus. Mr. Arif
Ahmed Khan, Former Secretary, Ministry of Finance was the chief guest and Dr. Waqar Masood Khan, former Federal
Secretary for Finance was the guest of honor on the occasion. The main speakers were Mr. Shehzad Ahmed Malik,
Honorary Secretary ICMA Pakistan who is also an Authorized Employees Trainer of ICAEW UK and Chairman Taxation
Committee of Rawalpindi Chamber of Commerce and Industry (RCCI); and Mr. Sakib Sherani, an eminent economist
and CEO of Macro Economic Insights. They provided insight on immense potential of generating revenue through
better utilization of agricultural land, livestock and manufacturing sector. The workshop was also graced by Mr. Athar
Saleem, member National Council and Chairman, CPD Committee; Syed Mubashir Ali, Chairman IBC; Mr. Tariq Sultan,
formerMember Finance PTA and Mr. Matee-Ur-Rehman Mirza, former Vice President ICMA Pakistan.

The Dawn Education Expo- 2019


Islamabad | February 09, 2019

The DAWN, Pakistan’s leading English newspaper organized DAWN Education Expo on February 09, 2019 at Islamabad
which provided a unique higher education platform, especially conceived to facilitate the enrollment of students in uni-
versities and institutes of higher learning.
The Islamabad Centre placed a stall of ICMA Pakistan at DAWN Education Expo 2019 which was visited by a large number
of students from different academic institutions who were briefed by the Islamabad admission team about the prospects
of CMA qualification. Mr. Zakir Hussain Satti, Director/Incharge Islamabad Campus also visited the stall.

Workshop on ‘The Art of Financial Modelling’


Islamabad | February 15-16, 2019
Islamabad Branch council (IBC) organized two-day workshop on ‘The Art
of Financial Modelling’ on February 15 and 16, 2019 at Islamabad. Mr.
Sheeraz Ahmed, a qualified member of ICMA Pakistan and chartered
management accountant from UK was the lead trainer.

The objective of the workshop was to equip the finance professionals with key financial modelling skills, best practices
and real life learning examples based on different dynamics to produce highquality financial analysis. Mr. Adil Ameen,
Secretary IBC welcomed the participants. Mr. Zakir Hussain Satti, Director/In-charge Islamabad Campus distributed cer-
tificates among the participants.

College of Science; on February 19, 2019 at Govt. Municipal Degree College; on February 20, 2019 at Govt. Islamia Post
Graduate College Sangla Hill and Govt. Girls College Sangla Hill and on February 26, 2019 at Superior College Chiniot
at Faisalabad. Mr. Ayaz Mustafa, Joint Director Faisalabad Campus made presentations at the colleges to apprise the
participating students about the scope and merits of pursuing CMA qualification as a professional career. He guided the
students to choose the right career option keeping in view the market requirements.

The CPD Committee of Faisalabad Branch Council (FBC) organized a Seminar on ‘Consumer Protection Law’ on February
14, 2019 at Faisalabad Campus. The main speaker was Ch. Imran Ali, who is an Advocate High Court by profession. Mr.
Muhammad Ashfaq Ahmad Naz, Chairman FBC presented the vote of thanks at the closing ceremony. The seminar was
participated by members and students of ICMA Pakistan and other professionals.

Peshawar| February 07 to 28, 2019

The Peshawar Campus conducted ten career counselling sessions from February 09 to 28, 2019 at different colleges
in Peshawar. Mr. Adeel Zeb Khan, Deputy Director and Mr. Zulfiqar Ali, Education Officer Peshawar Campus visited the
colleges where they made presentations before the participating students, teachers and active educationists. They ex-
plained the admission criteria, entry routes and career opportunities for CMA qualified in Pakistan.
The sessions were exclusively arranged for currently enrolled Intermediate BBA, MBA and BS level students with prior
appointments from principals and head of these Institutions. The colleges visited included Warsak Model School and
College (Boys); Warsak Model School and College (Girls); Lamps Peshawar College; Government Management Sciences
College for Women Arbab road; Government Management Sciences College Dalazak Road; Aisha Institute of Manage-
ment Sciences and City University of Information and Technology Peshawar.

Examination
Restoration of Home Based Marking (HBM)
The enrolment for FALL 2018 [Written] examinations was concluded and the examinations were held from February 18,
2019 to February 22, 2019. The Institute, keeping in view the sanctity and holiness of marking assignments, has restored
the earlier practice of Home Based Marking (HBM) activities w.e.f. FALL 2018 [Written] Examinations.
CBE Examinations
The examinees were also enrolled for the Computer Based Examinations (CBE), March 2019, scheduled from March 11,
2019 at Karachi, Lahore, Islamabad, Multan, Faisalabad, Hyderabad, Peshawar, Quetta and Sahiwal examination Cen-
tres for all nine applicable courses of Operational Level-1, Operational Level-2 and Managerial Level-1 under Modified
Scheme of Study (MSS) 2018.
Hosting of Revised QPPS and Tentative Examination Calendar, 2019-20
The revised Question Papers Pattern & Structure (QPPS) of all nine courses of CBE, to be tested from CBE, March 2019,
were also uploaded on Institute’s website for ready reference of all stakeholders. Whereas, the QPPS of CBE have been
revised by revisiting the number of MCQs sufficiently and increasing the time allowed to attempt the papers from two
hours to two and half hours to maintain the uniformity of theoretical and numerical papers.
A ‘Tentative Examinations Calendar for 2019-20’ was also uploaded on Institute’s website for necessary assistance to the
examinees, for planning their study and / or leaves schedule, and to the other stakeholders, for preparing class sched-
ules, collection activities and so on.
The Institute also, keeping best practices under review and accomplishing a milestone towards gigantic objectives, up-
loaded all registered students’ up-to-date Examination History [Transitional Arrangement] on website for communicat-
ing their current examination status.

of Rozee.pk have launched Campus Career Portal on
February 16, 2019 at Karachi to prepare the manage-
ment accounting professionals to respond to the ev-
er-changing needs and demand of economy as well as
to promote industry-academia linkages.The launching
ceremony was chaired by Mr. Abdul Wasey Khan, Vice
President ICMA Pakistan who expressed the hope that
both ICMA Pakistan and Rozee pk would work togeth-
er to create employment opportunities for the mem-
bers of ICMA Pakistan. Mr. Aamir Ijaz Khan, Executive
Director, Mr. Noman Bombaywala, Chairman Karachi Branch Council (KBC); Mr. Shaham Ahmed, member KBC and Mr.
Muhammad Akmal, member KBC were also present on the occasion. Ms. Rozina, Chairperson MARCOM Committee KBC
gave an overview on importance of launching an online customized portal in engaging corporate sector organizations,
adding value to facilitation office in the process of hiring of students and members.

on January 25 & 26, 2019 whereas the second batch was

held on February 02, 2019. The DTP was attended by 24 par-
ticipants representing different listed companies.
Mr. Zia ul Mustafa, President, ICMA Pakistan was the Chief
Guest on the occasion. He expressed pleasure to know that

The first issue of ‘FUTURE CMAs’- Students e-Magazine has been launched on February
26, 2019 by hosting it on website, members’ area and social media as well as sending
it through email to members. A separate page on ‘Students’ e-Magazine’ has also been
created on Institute’s website. The launch of e-magazine has received wide appreciation
on social media, especially from the students of ICMA Pakistan.

Seminar on ‘Management Accountants as Consultants’

The Technical Support and Practice Development (TSPD) Committee in collaboration with Islamabad Branch Council
(IBC) organized a Seminar on ‘Management Accountants as Consultants’ on February 15, 2019 at Islamabad Centre.
Mr. Shehzad Ahmed Malik, Honorary Secretary ICMA Pakistan was the Chief Guest whereas Mr. Ghulam Mustafa Qazi,
member National Council and Chairman TSPD Committee was the lead speaker at the seminar. Mr. Bilal Ahmed, Director
TSPD was also present on the occasion.

The objective of the seminar was to enhance the vision of Management Accountants in the emerging avenues in con-
sulting and enabling them to develop their practice. The seminar encouraged members to start their own practice
and share their personal experiences as Practicing Management Accountants and introduce new practices. Practicing
Members of Islamabad who started their practice during past two years (July 2016 to June 2018) were awarded shields
in recognition of their initiatives.

1. PLACEMENT OF SECP’S (SDMS) LOGO ON WEBSITE OF PUBLIC COMPANIES
Securities and Exchange Commission of Pakistan (SECP) vide their Circular No. 02 directed all the public companies
to place information of their own complaint handling cell and contact person prominently on their respective web-
sites’ homepage as a primary point of contact and the SECP Service Desk Managements System’s (SDMS) logo along
with the disclaimer only in investor related section of the website as a secondary point of contact.
Earlier SECP directed all public companies to maintain a functional website with effect from August 31, 2014. Sub-
sequently, SECP required all public companies to display the web-link and logo of SECP’s investor education portal
“Jamapunji” at prominent place on homepage of their websites and to maintain the required information on their
websites in Urdu language along with English language.
In continuation of above directions, SECP has now directed all the public companies to place information of their
own complaint handling cell and contact person prominently on their respective websites’ homepage as a primary
point of contact. Moreover, public companies are also advised to place the SECP Service Desk Managements Sys-
tem’s (“SDMS”) updated logo along with the disclaimer only in investor related section of the website as a second-
ary point of contact.
SECP further directed all public companies to ensure compliance within 30 days of issuance of the circular.
2. WITHDRAWAL OF CUSTOM DUTY ON COTTON
Federal Board of Revenue (FBR) vide their S.R.O. 107 & 108(I)/2019 notified that the Federal Government has ex-
empted the whole of customs duty leviable under the First Schedule to the said Customs Act. 1969 on import of
Cotton (under PCT heading 52.01 & 52.03) w.e.f. 1st Feb, 2019 till 30th June, 2019.
3. AMENDMENTS IN SALES TAX RULES, 2006 - REDUCTION IN SALES TAX ON EARNINGS
THROUGH WEBSITES
Federal Board of Revenue (FBR) vide their S.R.O. 180(I)/2019 dated February 4, 2019 announced six percent (6%)
sales tax rate on online sales of finished textile articles and leather goods provided the data is transmitted to its
computerized system. FBR made this amendment in the Sales Tax Rules, 2006 through the above mentioned stat-
utory regulatory order and has asked registered persons to integrate all their outlets with tax machinery’s online
system for availing reduced rate of sales tax on transactions of textile and leather articles. FBR’s system is ready for
receiving live sales transaction. The eligible registered individuals can download software and integrate all their al-
ready declared outlets with the system. This is to be done by March 3, 2019 in order to regularise the reduced rate
already availed, however, in case of failure differential amount shall be recoverable.
The individuals volunteering to integrate their systems for availing reduced rate on future supplies and
who fulfill conditions in rules can approach concerned commissioners for approval.
As per the amended rules, any online business or online sales made through a website which is hosted
with a registered domain name will be treated in the same way as the sales that are made through a point
of sales on any regular physical outlet and is accordingly covered under this rule, provided that the com-
plete sales data is transmitted to the FBR’s database through a prescribed integration software with the
same particulars as specified with invoice provided to the customer with particulars.
Furthermore, social media portals may also come under this category if they generate revenue via these
online platforms.
4. EXPOSURE DRAFT, INTERNATIONAL STANDARD ON QUALITY MANAGEMENT 1, QUALITY
MANAGEMENT FOR FIRMS THAT PERFORM AUDITS OR REVIEWS OF FINANCIAL
STATEMENTS, OR OTHER ASSURANCE OR RELATED SERVICES ENGAGEMENTS
The International Auditing and Assurance Standards Board (IAASB) has sought public comment on following three inter-
related standards that address quality management:-
i) Proposed International Standard on Quality Management 1, Quality Management for Firms that Perform Audits
or Reviews of Financial Statements, or Other Assurance or Related Services Engagements (previously ISQC 1)

ii) Proposed International Standard on Quality Management 2, Engagement Quality Reviews
iii) Proposed International Standard on Auditing 220 (Revised), Quality Management for an Audit of Financial
Statements.
These proposed standards include a new proactive risk-based approach to effective quality management systems with-
in firms that establish the foundation for consistent engagement quality. The new approach improves the scalability of
the standards because it promotes a system tailored to the nature and circumstances of the firm and its engagements.
5. SECP DEFERRED APPLICABILITY OF IFRS 9 FOR ALL COMPANIES
Securities and Exchange Commission of Pakistan (SECP) vide their S.R.O. 229(I)/2019 dated February 14, 2019 noti-
fied deferment of applicability of IFRS 9 for all companies.
Section 225 of the Companies Act, 2017 empowers SECP to notify financial reporting standards for the purposes of
preparation of financial statements by companies. Earlier, SECP notified replacement of International Accounting
Standard (IAS) 39 “Financial Instruments: Recognition and Measurement” with IFRS 9 through S.R.O. 1007(I)/2017
dated October 4, 2017 with effect from reporting periods starting July 1, 2018. However, due to several requests
received by the SECP from a number of companies for relaxation/ deferral of the IFRS 9 due to non-availability of
relevant data/estimates, increased complexity of the new impairment model, time constraint for finalization of fi-
nancial statements for the period ending on December 31, 2018, and peculiar circumstances of various companies
facing the issue of circular debt, SECP postponed the applicability of IFRS 9 for reporting period/year ending on or
after June 30, 2019.
SECP has also allowed early adoption of IFRS-9 for companies that wish to do so.
6. RELAXATION FROM REQUIREMENT CONTAINED IN REGULATION 7 OF THE LISTED
COMPANIES (CODE OF CORPORATE GOVERNANCE) REGULATIONS, 2017
Securities and Exchange Commission of Pakistan (SECP) vide their Circular No. 3 of 2019 dated February 25, 2019
notified relaxation from requirement contained in Regulation 7 of the Listed Companies (Code of Corporate Gover-
nance) Regulations, 2017.
Listed Companies (Code of Corporate Governance) Regulation, 2017 came into force for the period starting after
December 31, 2017. Regulation 7 of the Regulations requires that the board of directors (BoD) shall have at least one
female director when it is next reconstituted not later than expiry of its current term or within the next one year from
the effective date of these Regulations, whichever is later.
However, keeping in view the impediments involved and with the aim to facilitate the companies the SECP granted
general relaxation/exemption to listed companies where the BoD was reconstituted after the commencement of the
Regulations but before the expiry of one year from the effective date of the Regulations.
Therefore, all such listed companies shall appoint a female director on their respective BoD in the following instanc-
es:-
(a) On the date of next election of BoD; or
(b) On occurrence of a casual vacancy on the BoD before the date of next election of BoD
All such listed companies shall ensure compliance of the circular in due course.
7. REPORTING REQUIREMENTS IN ACCORDANCE WITH THE SECP (ANTI MONEY
LAUNDERING AND COUNTERING FINANCING OF TERRORISM) REGULATIONS, 2018 AND
GUIDELINES FOR IMPLEMENTATION OF AML /CFT FRAMEWORK
SECP vide their S.R.O. 245(I)/2019 dated February 22, 2018 directed all Regulated Persons to comply with the Re-
porting Requirements in consonance with the SECP (Anti Money Laundering and Countering Financing of Terrorism)
Regulations, 2018 and Guidelines for implementation of AML /CFT framework.
The term Regulated Person is defined in the above mentioned Regulations as “regulated person” for the purposes of
these regulations means securities brokers, futures brokers, Insurers, Takaful Operators, NBFCs and Modarabas”. The
Regulated Persons have to comply with the reporting requirements (mentioned in the above referred SRO) and sub-
mit information in the manner prescribed in the notification to the respective supervisory departments of the SECP.

SECP further informed that any person to whom this directive applies and who contravenes or fails to comply with
the requirements of this directive or submits a return which is false in material respect or where under a misstate-
ment is made shall be liable to imposition of penalty under section 40A of the Securities and Exchange Commission
of Pakistan Act, 1997 (XLII of 1997), which may extend to ten million rupees and where such contravention is a con-
tinuing one, with a further penalty which may extend to one hundred thousand rupees for every day after the first
during which such contravention continues.
8. AMENDMENTS IN THE SALES TAX RULES, 2006 - TRACK AND TRACE SYSTEM FOR TOBACCO,
SUGAR, CEMENT, FERTILIZER AND BEVERAGES SECTORS
Federal Board of Revenue (FBR) vide their S.R.O. 250(I)/2019 dated February 26, 2019 made further amendments
in the Sales Tax Rules, 2006 by laying down procedure for electronic monitoring, tracking and tracing of production,
import and supply-chain of tobacco products; beverages; sugar; fertilizer and cement.
FBR made mandatory criteria for company, consortium or joint venture for possessing turnover of $50 million in any
of last three years or financial worth of $25 million to get license of placing this system in Pakistan in order to place
track and trace system for above mentioned five major sectors. With this new mechanism the track and trace system
might be implemented in months ahead, in order to, monitor real production of these five sectors.
According to criteria specified by the FBR for grant of a license, the applicant (any company or consortium or joint
venture) shall be required to provide technological solutions for the high security tax stamps and related electronic
monitoring and tracking system tailored for Pakistani needs on real time basis.
The applicant shall possess the following qualifications to be considered for issuance of license:-
• It shall be a company duly incorporated under the Companies Act, 2017.
• It shall have experience and past performance in electronic monitoring, tracking and tracing of tobacco products,
beverages, medicines, petroleum etc preferably in multiple countries.
• It shall be in a financial position to undertake the project - minimum annual turnover of US$50 million in any of last
three years or financial worth of US$25 million.
• It shall have appropriate managerial capacity to execute and run the project.

other recognized qualifications.

of ICMA Pakistan’s website.

You will be entitled to receive soft and hard copies of ‘Management


Accountant’ – the official flagship bi-monthly Journal of ICMA

You will be entitled to get frequent e-technical updates about current


IAS, IFRS and Interpretations etc.

You will be entitled to receive monthly e-Newsletters covering all the


activities and programs of ICMA Pakistan
Utilize library facilities in all the Campuses of the Institute as well
as digital library.

You may get your membership restored/ regularized by paying only Rs. 45,500 for FCMA
and Rs.29,500 for ACMA
