Comités de co-Gestão e Humanização: Novos desafios da AAAJC

A Associação de Apoio e Assistência Jurídica as Comunidades está
focada na elaboração dos Termos de Referência do perfil do Comité
de co-Gestão e Humanização, um novo mais essencial mecanismo
que faz parte de um programa mais geral sobre qualidade e huma-
nização dos serviços de saúde e pretendendo valorizar os utentes,
os trabalhadores, gestores e a sociedade, estimulando a participação
dos mesmos na gestão da Unidade Sanitária na sua zona. Não é
uma nova política e nem será implementado pela AAAJC. Apenas
está a desenhar os Termos de referência da missão que o país já
adoptou, mas pouco difundida embora com interesse de apoiar as
comunidades uma vez que os CcGH representam a última estrutu-
ra na cadeia de tomada de decisão, sendo composto, em primeiro
lugar, por um Comité Nacional de Qualidade e Humanização dos
Cuidados de Saúde, dirigido pela Ministra da Saúde e a operar a
nível central. Mas tem no seu interior, o Secretariado Técnico de
Qualidade e Humanização, que coordena e apoia o processo de
implementação da Estratégia Nacional de Qualidade e Humaniza-
ção dos Cuidados de Saúde, encontrando-se na província os Comi-
tés Provinciais de Qualidade e Humanização, que representam um
espaço consultivo e orientador e que é presidido pelo Director Pro-
vincial de Saúde.
Porém, no que à composição concerne, os CcGH são constituídos
pelo Director da Unidade Sanitária ou seu representante, Enfermei-
ro Chefe da Unidade Sanitária, enfermeira de SMI, a Chefe de Mo-
nitoria e Avaliação, Administrador também conhecida por adminis-
trativo, representante dos serviços da US, representante eleito dos
Serventes, representante do Comité de Saúde (membro da Comuni-
dade), representante do Município, Lideres Comunitários, Pratican-
tes da Medicina Tradicional, Lideres Religiosos, Sector Privado, As-
sociações Locais Relevantes, representante dos APEs, representante
dos Parceiros que apoiam a Unidade Sanitária e agentes económicos.
E o Programa Nacional de Qualidade e Humanização em si, constitui
uma operacionalização da missão, objectivos e princípios constantes
da Estratégia de Envolvimento Comunitário desde 2004 e, em última
instância, a Estratégia Nacional de Promoção de Saúde 2015/2019.
Contudo, não está explicitamente mencionado em nenhum destes
documentos, os CcGH que são a nosso ver, órgãos que juntamente
com os Concelhos de Líderes Comunitários, Agentes Comunitários
de Saúde, Agente Polivalente Elementar, Activista Promotivo, e
Parteira Tradicional parte das estruturas de base comunitária cujos
objectivos gerais centram-se na promoção da auto-responsabilidade
da colectividade e dos indivíduos, melhoria da qualidade de serviço
de saúde prestado, melhoria do funcionamento das Unidades Sanitá-
rias e aumento da eficácia e eficiência do sistema.
Em termos de perfil, o CcGH das Unidades Sanitárias coordena e
implementa as actividades de qualidade e humanização nas Unida-
des Sanitárias, fazendo a ligação entre esta e a comunidade. Por ou-
tro lado, tem como objectivo reforçar a política institucional de resga-
te de valores humanitários e de garantia de qualidade nos serviços
de saúde, em benefício dos utentes e trabalhadores através da gestão
participativa.

Que funções o CcGH irá seguir?

Co-Management and Humanization Committees: New AAAJC Challenges

The Association for Support and Legal Assistance to Communities is
focused on drafting the Terms of Reference for the profile of the Co-
Management and Humanization Committee, a new, more essential
mechanism that is part of a broader program on quality and human-
ization of health services and intend to value users, workers, manag-
ers and society, encouraging their participation in the management
of the Health Unit in their area. It is not a new policy and will not be
implemented by the AAAJC. It is only drafting the Terms of Refer-
ence of the mission that the country has already adopted, but not
very widespread although it is in the interest of supporting the com-
munities as the cMHC represent the last structure in the decision
making chain. a National Committee on Quality and Humanization
of Health Care, headed by the Minister of Health and operating at
central level. But it has inside it the Technical Secretariat for Quality
and Humanization, which coordinates and supports the process of
implementation of the National Strategy for Quality and Humaniza-
tion of Health Care. The provincial Quality and Humanization Com-
mittees are in the province which represent an advisory and mentor-
ing space and is chaired by the Provincial Director of Health.
However, as far as composition is concerned, the cMHC are made
up of the Head of the Health Unit or his representative, Head Nurse
of the Health Unit, Maternal and Child Health Nurse, the Head of
Monitoring and Evaluation, Administrator also known as Adminis-
trative, Representative of the Health Services. Health Unit, Elected
Representative of Servants, Health Committee Representative
(Community Member), Municipality Representative, Community
Leaders, Traditional Medicine Practitioners, Religious Leaders, Pri-
vate Sector, Relevant Local Associations, APE Representative, Rep-
resentative of Supporting Partners the Health Unit and economic
agents. And the National Quality and Humanization Program itself
constitutes an operationalization of the mission, objectives and prin-
ciples contained in the Community Involvement Strategy since 2004
and, ultimately, the National Health Promotion Strategy 2015/2019.
However, it is not explicitly mentioned in any of these documents
that the cMHC that we believe are bodies that together with the
Councils of Community Leaders, Community Health Agents, Ele-
mentary Multipurpose Agent, Promotional Activist, and Traditional
Midwife are part of the community-based structures, whose general
objectives focus on promoting the self-responsibility of the commu-
nity and individuals, improving the quality of health services pro-
vided, improving the functioning of health facilities and increasing
the effectiveness and efficiency of the system.
In terms of profile, the Health Unit cMHC coordinates and imple-
ments the quality and humanization activities in the Health Units,
linking the latter with the community. On the other hand, it aims to
strengthen the institutional policy of restoring humanitarian values
and quality assurance in health services, to the benefit of users and
workers through participatory management.
