Fair Deal Panel
with a $650,000

On Nov. 9, during a speech at the Manning
Centre’s What’s Next? conference, Premier Ja-
son Kenney announced the creation of its fifth
panel this year: the Fair Deal Panel.
Panel members include former Reform Par-
ty leader Preston Manning, former Progressive
Conservative MLA Donna Kennedy-Glans, for-
mer Alberta Innovates CEO Stephen Lougheed,
Oryssia Lennie, former Alberta Regional Chief
of the Assembly of First Nations Jason Good-
striker, University of Alberta Associate Law Pro-
fessor Dr. Moin Yahya, and current UCP MLAs
Drew Barnes (Cypress-Medicine Hat), Miranda
Rosin (Banff-Kananaskis) and Tany Yao (Fort
McMurray-Wood Buffalo).
“Alberta has been by far the biggest contrib-
uting province to Canada in recent decades,
and a huge engine for jobs and growth,” Ken-
ney said.
Similar to Wheatland County Councillor Ja-
son Wilson’s proposal of Alberta First policies,
the Fair Deal Panel will consider the benefits,
and hopefully the costs, of Alberta collecting
and distributing its own federal taxes, changing
to an Alberta Pension Plan, creating a provin-
cial police force, and requiring municipalities
to have provincial approval before entering
into contracts with the federal government.
“I want to thank Jason Kenney for moving to
assert itself in Confederation,” said Wilson, “but
there still needs to be action on provincial im-
migration and senate reform. I will continue to
push for a referendum on equalization reform

struggling with harvest hindered by early snow.

Information from Strathmore Town Council Regular Meeting
Two public hearings were held on the evening of Nov.
6 at town council; the first on rezoning land use to build
a crematorium and the second, a request for rezoning
to accommodate secondary suites in Wildflower Ranch.
While the presentation on the proposed crematorium
was comprehensive, council decided to defer a decision
to December’s meeting so they could have more time to
study the potential benefits and issues.

Secondary suites received approval after a timely first,
second and third reading.

Council, at the behest of the Sustainability Committee,
will be drafting a letter to send to the provincial environ-
ment minister regarding recycling programs and costs.
The committee requests the ministry amend the legisla-
tion to allow municipalities to change recycling fees.

Councillor Lorraine Bauer flirted with proposing a mo-
tion for council to investigate whether a licence or per-
mit should be required for AirBnB’s and other short-term
rentals. Council did not have time to properly debate the
motion before 10:30 p.m. and the matter was postponed
until next meeting.

ral gas and fuel, used for drying crops

“This is a growing crisis that puts the
stability and future of our agricultural
sector at risk,” Shields said. “The finan-
cial strain of this developing crisis could
jeopardize the financial stability for
many farm families and has the poten-
tial to impact the mental health of strug-
gling farmers in our communities. The
federal government must act quickly to
respond to the real struggles of impact-
ed farm families.
“The Prime Minister’s delay to appoint
his cabinet creates even more uncer-
tainty for our farmers. Parliament must
be reconvened in the coming weeks to
address this crisis and the pressing con-
cerns of Canadians.”

deal,” the Premier claimed, “we’re just
asking for a fair deal.”
Kenney said the government of Al-
berta will open provincial offices in
British Columbia, Ottawa and Quebec
“to defend the province’s interests.”
Cost projections have not yet been re-
leased.
Under Premier Ralph Klein, the
Strengthening Alberta’s Role in Confed-
eration committee was struck on Nov.
15, 2003. That committee investigated
“the establishment of a provincial pen-
sion plan, the creation of a provincial
province of its own personal income
taxes.”
That committee found, according to
its final report, that an Alberta pension
plan was not in the best interests of Al-
bertans. It found the cost to collect per-
sonal taxes would require significant
expense in the form of employment
and administration. It requested addi-
tional review of policing expenses with
input from municipalities that would
share these costs, before the 2007 cost
review. Further, it suggested the prov-
ince work with other provinces to cre-
ate consensus within other provinces
to have a list of provincial appointees
to the Senate.
The panel will be given a $650,000
budget and will receive administrative
support from executive council and
support from other government depart-
ments as needed.

Are you a patriot?
To the Editor
Words such as “patriot” are resurfacing these days
with all the talk surrounding a possible separation, Al-
berta First sentiment and especially on Remembrance
Day. Before we go any further, thank you to all the
veterans for all you did for us. But what does it mean
again to be a patriot? A patriot is someone profoundly
attached and devoted to his or her country, its culture,
values and origins; someone not afraid to take a stand
against invaders when he or she feels that the home-
land is in danger and who will, when deemed neces-
sary, fight for his or her country.
Living in a world openly being pushed towards glo-
balism and in which questioning the path we’re on
and so-called progressivism has somehow become un-
acceptable, we more than in a very long time need
patriots to take a stand for the homeland. Also living
in a time where we are fed with more entertainment

The UCP are stating that cost reductions in the pub-
lic services sector are needed to be more in line with
other provinces. Given our elected officials fall into
this category I asked our MLA to please explain why,
despite taking a five per cent cut in August to an Al-
berta MLA salary from $127,296 to $120,936, they are
still the highest paid across Canada?
This internet inquiry search also shows that the next
highest compensation for this position is Ontario at
$116,550, a $4,386 difference and the lowest being the
Yukon at $43,375, a difference of $77,561.
In review of all MLA salaries across Canada, the av-
erage works out to be approximately $85,000, a dif-
ference of $36,000 or 42 per cent when compared to
Alberta. Is there something more an MLA does here
than any other MLA would do across Canada that is
different in justifying the extra cost?
If the intention of the cut in August was to demon-
strate lead by example, then why the difference in not
being in line with other provinces that this government
is justifying why others in the service sector are to do?
I sent this question to our MLA a few weeks ago, still

The following headline garnered my attention, pri-
marily because it is about the municipality I live in:
“Wheatland County in southern Alberta passed a reso-
lution on Tuesday demanding changes in confedera-
tion – that if rejected by Ottawa – would trigger a ref-
erendum on Alberta’s independence.”
This group of officials, who are to be operating in
a nonpartisan manner, overstepped the role to which
they were elected, which is to set the overall direction
of the municipality through their role as policymak-
ers. The policies council sets are the guidelines for ad-
ministration to follow as it does the job of running a
municipality.
Each of us is entitled to an opinion and perspective.
Hopefully, they are made after thoughtful consider-
ation. I do not believe it is the role of those serving at
the municipal level to shape either provincial or fed-
eral policy. Their priorities should be about creating
the best solutions addressing local issues.
Recent announcements in Alberta’s UCP budget
mean less money is going to municipalities. This is an
issue pertinent to council. Unfortunately, ratepayers
pick up the tab as politicians posture for power and
position.

It’s worth noting these amounts don’t include ex-

A word on the cuts affecting education. Any compa-
ny will tell you that people are their most valuable as-
set. So, what is the sense in making it more difficult to
afford a good education? What kind of student will be
pushed through the system due to cost increases and
increased class sizes from K to 12? For post-secondary
students that now can’t afford to go, what help is that
in filling in the tech sector that the government is say-
ing it needs to do? I as well as most people get that we
can’t live beyond our means. However, in trying to bal-
ance the books in a short period of time when it took
decades to get here is short-term thinking with long-
term consequences in supporting the higher costs of
social programs for the uneducated and jobless coming
our way. The Heritage Fund was set up to support Al-
bertans for a rainy day – is it raining yet?

Infrastructure costs. Services costs. Taxes are the way
governments obtain revenue. Unfortunately, Wheat-
land County council is sidestepping their responsibility
in addressing the problem with the above-mentioned
resolution.
Are Mr. Wilson’s partisan politics influencing his
judgment and behaviour? The fact remains the unani-
mous decision raises concerns about whether council
is nonpartisan in their politics. Furthermore, the deci-
sion is not reflective of the entire population of the
county or those residing within or beside us. When we
encounter challenges and blame others for those situa-
tions, it is reminiscent of children not getting what they
want and acting out.
Alberta’s plight is curable. The wealth, fiscal capacity
and economic tools are available to address the down-
turn in the economy and a rise in unemployment. Un-
fortunately, the current UCP government chooses not
to use those tools.
Blaming others for the situations we find ourselves
in, instead of accepting responsibility and creating so-
lutions, is not leadership.

cate our youth as they are approaching
the age where they will be getting their
first job and earning their own money,”
she added. “Teaching them from an ear-
ly age how to properly budget and plan
for their future, will only have positive
effects that will last a lifetime.”
Youth – and adults – have several op-
tions available to ensure they under-
stand finances.
“They can participate in JA programs
and encourage their school admin to
book JA programs in their schools,” said
Desrosiers. “They can create a monthly
budget to ensure they are not spend-
ing more than they are bringing in. Par-
ents can open savings accounts for their
children and teach them the importance
of saving and also invest in a RESP to
save for their children’s education. And
finally, they can talk to a local profes-
sional to help them understand their
current finances and to create a long-
term financial plan based on their fu-
ture goals.”
Other JA programs running in No-
vember include the new More than
Money program for Grade 4 students
that teaches students about earning,
spending, sharing and saving money;
and the Our Business World program
for Grade 5 students that explores how
businesses are created and what makes
them thrive.
“This year, we are also very excited
to offer students in Grades 5-7 the op-
portunity to become entrepreneurs
through our A Business of our Own
program,” said Desrosiers. “Students
will create their own product to sell at
a year-end market in Strathmore. JASA
has partnered with Community Futures
Wild Rose who will provide students
with micro loans to create their product
and the Strathmore Chamber of Com-
merce who will be providing all the in-
classroom volunteer support through-
out the school year.”

Child 2019 kicks off

Canada’s 2019 Operation
Christmas Child shoebox col-
lection season has started,
and thousands of individuals,
families, churches, business-
es, sports teams and commu-
nity groups are busy packing
shoeboxes with toys, school
supplies and hygiene items,
plus personal notes and pho-
tos.
Operation Christmas Child
is an annual initiative of Sa-
maritan’s Purse, an interna-
tional Christian relief orga-
nization that works in more
than 100 countries.
Thanks to all the items
that Canadians put in their
shoeboxes, and the $10-per-
box they donate to cover
shipping and other program
costs, Samaritan’s Purse is
able to deliver the boxes to
children around the world
living in the midst of poverty,
disease, war and natural di-
saster.
Last year, the Strathmore
collection centre received
a total of 818 boxes to add
to Alberta’s contribution of
113,169 shoeboxes. This
was added to the more than
517,000 shoeboxes with gifts
that shared love and hope
with struggling children
in West Africa and Central
America. Since 1993, Opera-
tion Christmas Child has col-
lected and distributed more
than 167 million shoebox
gifts in over 100 countries.

Projects are just one facet of the pro-
gram. In essence, 4-H is a youth leader-
ship development organization that also
involves club activities, public speaking,
life skills and community service. The
4-H motto is Learn to Do by Doing, and
for the Strathmore Rusty Spurs 4-H club,
that means owning and caring for your
own horse.
“Our project members learn all as-
pects of working with horses through
seven different levels, starting with the
basics of riding, safe horse care and
stable management in levels 1-3,” ex-
plained club leader Lynn Wolfs. “Once
mastering the basic skills in levels 1-3,
they may move on to horsemanship 4-7
month, depending on their projects and
activities. Members run the meetings.
They elect a president, vice-president,
secretary and treasurer, and learn how
to make motions, vote and take minutes.
“I love watching members grow over
their years in 4-H,” said Shelly Neal,
leader of the Crowfoot 4-H Multi Club.
“From being shy or quiet to develop-
ing their leadership and communication
skills from their involvement in the pro-
gram. It’s all about learning and individ-
ual growth.”
Neal explained that members must at-
tend 70 per cent of club activities, com-
plete a communication project, complete
a record book, participate in achieve-
ment day and complete a community
service activity. The Crowfoot Multi
Club helps with the Strathmore United
Church thrift sale every year. For their
achievement day, which is held in the
spring, members prepare a display fea-
turing their projects and invite friends
and family to join them for a potluck.
For most people, public speaking in-
duces stress, fear and dread. That is not
the case for young 4-Hers. Fourteen-
year-old Josie Herriot, a member of the
Crowfoot Multi Club, is in her fifth year
of 4-H. She’s taking archery this year,
and has done Explore 4-H, sewing and
foods in previous years.
“Public speaking is one of the high-
lights,” she said. “I’ve gotten to go on to
districts and regionals and have won at
both. Public speaking will make inter-
views easier. 4-H looks good on post-
secondary applications and there are
also scholarship opportunities. The big-
gest things I’ve taken from 4-H are the
life skills and it has helped me gain the
confidence needed to succeed.”

Aspen Family and Community Network Society has expanded its footprint in Strathmore with a ribbon cutting on Nov. 1 that
was attended by local officials. Operating as the Hand-in-Hand Parent Link Centre on 2nd Street, the facility recently grew when
the society took over the basement area, doubling its space and allowing the society to offer more programing and the ability to

Wheatland Kings know they still have
time to elevate their game to another
level heading into the playoffs.
Having won just six of those 15
games, the difference between winning
and losing is a fine line.

everyone pulling on the rope, but not
everyone bought into that today, and
obviously it showed on the scoreboard.”
Coaldale was led by former King and
Strathmore native Isaac Benoit, who re-
turned to the arena he is most familiar
with and left with a goal.
The speedy forward is attending
school in Lethbridge, but still wanted to
play the game he loves, so he joined the
Copperheads for the season.
“It’s always nice to be in the home
barn where I’m from and it’s nice to
see familiar faces,” said Benoit. “I’m not
going to lie, it does feel good to win
against the team I played with last year,
but overall it was a good experience
and I love playing here.”
The Kings will now prepare for a pair
of home games this coming weekend
when they host High River on Nov. 16
(8 p.m.) and Cochrane the following
day (4:45 p.m.).
It will be an emotional game to open
the weekend, as the Kings will officially
retire the jersey of Kristian Ayoungman,
who was murdered in March.
Williams, who previously played with
Ayoungman, said it will be an emotional
ceremony.
“It’s going to be a tearjerker ceremony
I’m sure,” said Williams. “I got to play
(with him) since I was bantam all the
way up to junior, along with assistant
coach Blake Bishop as well. It’s going
to be very special.”

What is it, why should we be concerned
and what can you do?
To achieve sustainability, municipalities need to efficiently provide
safe, reliable and easily accessible water as well as dependable
sanitation while protecting our waterways and ecosystem.
About 70% of the earth’s surface is covered in water but only 3% of
it is freshwater. With the growing demands around the world, this
supply is critical to our future.
There are simple, cost effective ways you can save water at home;
From November 12-16 a portion of Park Lane Drive will be closed
during construction of the new municipal building for sanitary and storm
connections. As you travel by car plan a few extra minutes and change
up your route to get into the area. Sidewalks will be open with some
pedestrian detours. There will be local access to Lambert Village. Watch
for road closure signage and detour information in the area. Check out
