Schedule A

(See Clause 10.1)

SITE OF THE PROJECT

1 The Site

1.1 Site of the Four-Lane with paved shoulder Project Highway shall
include the land, buildings, Structures and road works as described
in Annex-I of this Schedule-A.

1.2 An inventory of the Site including the land, buildings, structures,


road works, trees and any other immovable property on, or attached
to, the Site shall be prepared jointly by the Authority Representative
and the Concessionaire, and such inventory shall form part of the
memorandum referred to in Clause 10.3.1 of the Agreement.

1.3 Additional land required for construction of works specified in the


Change of Scope Order issued under Clause 16.2.3 of this
Agreement shall be acquired in accordance with the provisions of
Clause 10.3.6 of this Agreement. Upon acquisition, such land shall
form part of the Site and vest in the Authority.

Site for Four - Laning

1. Site

The Site of the Four-Lane Project Highway comprises the section of


National Highway-91 commencing from km 289+000 to km 356+000
i.e. Naviganj - Mitrasen section in the State of Uttar Pradesh.
The Project road includes existing Kannauj bypass that detour
existing alignment from Km.339+760/0+000 and again meet at
Km.348+170/10+302. The improvement of project proposed along
Kannauj Bypass.
The land, carriageway and structures comprising the Site are
described below. An Index Map of the Project Highway is given at
Appendix A-I.

DEVELOPMENT OF THE PROJECT HIGHWAY

1 Development of the Project Highway

Development of the Project Highway shall include design and


construction of the Project Highway as described in this Schedule-B
and in Schedule-C.

2 Four-Laning

2.1 Four-Laning shall include widening and strengthening of the project


Highway as described in Annex-I of this Schedule-B and in
Schedule-C.

Development of project highway from Km 289.000 of NH-91 to Km


356.000 of NH-91 i.e. Naviganj - Mitrasen section of NH-91 in the
State of Uttar Pradesh (corresponding design Chainage from km
302.108 to km 373.085) is taken up as described in Annex-I of
this Schedule-B and Annex-I of Schedule-C.

2.2 Four-Laning shall be completed by the Concessionaire in conformity


with the Specifications and Standards set forth in Annex-I of
Schedule-D.

Annex - I
(Schedule-B)

Description of [Four-Laning]

1 Width of Carriageway for Four-Laning

1.1 The Paved width in open country, built up areas, bypasses, re-
alignment, entry & exit arrangement, carriageway tapering etc. shall
be as per Manual specified in Annex-I of Schedule-D, unless
otherwise specified in Schedule ‘B’ & ‘C’. The paved width in the
approaches of grade separators shall be as per fig7.8 of IRC:
SP:84:2014 2014 except ROB. The approach of ROB shall be as
per fig7.3 of IRC: SP:84:2014.

1.2 Except as otherwise provided in this Agreement, but subject to the


provisions of Appendix B-II of this Schedule-B, the width of the
paved carriageway shall conform to Clause 1.1 above.

2 Project Facilities

Project facilities shall be constructed in conformity with Annex-I of


Schedule-C & Schedule-B.

3 Specifications and Standards

The Project Highway shall be constructed in conformity with the


Specifications and Standards specified in Annex-I of Schedule-D
unless otherwise specified in Schedule ‘B’.
4. Other Features of Four- laning

4.1 Cross Section

The project highway shall be widened to 4 lane configurations with


paved shoulder. Cross sections should follow IRC: SP: 84-2014,
“Manual of Standards & Specifications for Four Laning of Highways

on Public Private Partnership”. However, the cross-section


components & width shall not be less / Inferior to the indicative
typical cross section with schedule given at Appendix BI & B XVIII.

4.2 Alignment Plan and Longitudinal Section

An alignment plan and vertical profile of project highway is given at


Appendix BII in soft copy. The Final FRL shall be fixed as per the
provisions of Schedule D with the consultation of NHAI
/Independent Engineer subject to the difference between finished
Road levels & the ground levels at the proposed center line given
in enclosed Plan & Profile as Appendix BII of schedule-B being
retained as minimum. However, the FRL at structure locations and
its approaches shall be governed by the minimum clearance
required as per specification of manual and the requirement of
vertical alignment.

4.2.1 Sight distance and Vertical Alignment


The sight distance shall be ensured as per manual provisions
however the desirable minimum sight distance (ISD) must be
provided throughout the project length at all vertical summit curve.
4.2.2 Improvement of Horizontal Curves

The locations where desirable minimum horizontal curve radius is


not feasible are given in Table B-I:

4.3 Bypass and Realignment

The details of bypasses and realignments to be constructed are


given in Appendix BIII.

4.4 Service Road/Slip Road

Service/Slip Roads shall be provided in lengths indicated in


Appendix B IV. The shyness Strip shall be provided as per manual
provisions in addition to the width of Service road/slip road
mentioned anywhere in the schedule.

4.5 Pavement Design


Pavement shall be designed in accordance with Section 5 of the
Manual and the provisions stipulated in Schedules B & D.
Flexible pavement shall be provided on entire project length except
at all toll plaza locations. The design MSA shall be calculated as
per the actual traffic survey subject to minimum 100 MSA. Modulus
of resilient (MR) value of Bituminous mixes shall be taken as per
actuals subject to maximum given in IRC: 37:2012
4.6 Proposed Right of Way

The details of the Proposed ROW are given in Appendix B V.

4.7 At Grade Intersection

At grade intersections shall be provided at the intersecting roads


locations specified in Appendix-BVI.

4.8 Grade Separated Intersections

The grade separated intersections shall be as provided as given at


Appendix-B VII.

4.9 Utility Structure

The details of the Utility Structure are given in Appendix B VIII

4.10 Median Opening

Median Opening shall be provided at location given at Appendix-B


IX. However, the locations may be finalized in consultation with
NHAI/Independent Engineer

4.11 Raising of the Existing Road

Raising shall be provided at location given at Appendix-B X.

4.12 Reconstruction of stretches

The strengthening of Existing road shall be done as per table given


at Appendix-B XI.

4.13 Major bridges

Major bridges as listed in Appendix BXII shall be provided,


widened, reconstructed or extended.

4.14 Minor bridges

Minor bridges as listed in Appendix BXIII shall be provided,


widened, reconstructed or extended.

4.15 Culverts

Culverts shall be provided, widened, reconstructed or extended as


listed in Appendix-B XIV

4.16 Slope protection

The side slope shall be protected by using suitable slope protection


measures wherever required along project highway.

4.17 RE Wall/ RCC Retaining Wall/ RCC Toe Wall

The details of the RE Wall/ RCC Retaining Wall/ RCC Toe Wall are
given in Appendix B XV

4.18 Utilities

Various utilities like electric and telephone poles, OFC lines, water
pipe lines/sewage pipes and Hand pumps are located close to the
Project Highway. With the proposal of widening of the existing road
from 2-lane to 4-lane with paved shoulders, it will be necessary to
shift the utilities falling in the widening alignment, in consultation
with IE/Authority/Concerned Department.

4.19 Road Side Drainage

Drainage System including surface and subsurface drains for the


Project Highway shall be provided as per Section 6 of the ‘Manual’
subjected to the minimum provisions of RCC drain at locations
given in Appendix –B XVI.

4.20 Built-Up Sections

The Built-up sections in the project Highway are given in Appendix


- B XVII.
4.21 Rainwater Harvesting

As per Ministry of Environment and Forests Notification, New Delhi


dated 14.01.1997 (as amended on 13.01.1998, 05.01.1999 &
6.11.2000), the construction of Rain water, harvesting structure is
mandatory in and around Water Crisis area, notified by the Central
Ground Water Board.

4.22 Use of Fly Ash

As per Ministry of Environment and Forests Notification, New Delhi,


MOM held pursuant to Direction of National Green Tribunal in
Application no. 102 of 2014 by Sandplast (India) & Anr. regarding
Utilization of Fly Ash, Fly ash to be used in Road construction.

4.23 Road Safety Measures

To ensure long term road safety of the project highway, engineering


measures wherever required in the project highway.

The Concessionaire shall also provide at least one renewal layer subject
to minimum being 30mm BC with required base preparation and road
marking before COD in the entire stretches being bypassed during the
construction period of the Project. The existing bypass of Kannauj Town
in addition to existing Alignment of NH-91 should also be maintained.
The improvement proposal has been proposed along existing Kannauj
Bypass.

1 Project Facilities

The Concessionaire shall construct the Project Facilities described


in this Annex-I to form part of the Four-Lane Project Highway. The
Project Facilities shall include:
(a) Toll plaza(s)
(b) Roadside furniture
(c) Street lighting;
(d) Pedestrian facilities;
(e) Landscaping and tree plantations
(f) Rest areas;
(g) Truck lay-bys;
(h) Bus-bays and Bus Shelters;

Specification and other requirements of the toll plazas shall be

The Provision of street lighting shall be fixed as per the
provisions of Schedule D with the consultation of
NHAI/Independent Engineer /Authority Engineer but not
limiting to the locations and provision given at Appendix C-I &
Appendix C-II. Lighting at Toll Plaza Shall be as per Section
10 of Manual.

(d) Pedestrian Facilities;


As per the provisions of Schedule B

(e) Landscaping and Tree Plantation;

As stipulated in the Manual of Specification and Standard.

(h) Bus-Bays and Bus Shelters;


Bus Bays shall be provided at locations given at Appendix C-
V.

As stipulated in the Manual of Specification and Standard.

(i) Cattle crossings;


Cattle crossings shall be provided as per specifications &
standards specified in Schedule D.

(j) Buildings for Traffic Aid Posts


The Concessionaire shall, In accordance with the type
designs prescribed for such police outpost buildings by the
State Government or a substitute thereof, construct buildings
not exceeding 25 (twenty five) square meters of plinth area,
for each of the traffic Aid Posts, and hand them over to the
Authority no later than 30 (thirty) days prior to the Schedule
Completion Date. The Traffic Aid Post(s) shall be deemed to
be part of the Site and shall vest in the Authority.

(k) Buildings for Medical Aid Posts

The Concessionaire shall, at its cost and in accordance with


the type designs prescribed for such buildings by the State
Medical Department (or a substitute thereof to be designated
by the Authority), construct an aid post building and hand
them over to the Authority no later than 30 (thirty) days prior
to the Schedule Completion Date. The Medical Aid Post(s)
shall be deemed to be part of the Site and shall vest in the
Authority.

(l) Vehicle Rescue posts;


As stipulated in the Manual of Specification and Standard.

(m) Highway traffic management system;


As stipulated in the Manual of Specification and Standard.

(n) Highway patrol units;


As stipulated in the Manual of Specification and Standard.

(o) O & M Center;


As stipulated in the Manual of Specification and Standard.

(p) Road Marking & Kerb Painting;


As stipulated in the Manual of Specification and Standard.

(q) Traffic Safety Devices;


Traffic Control Devices, Road Safety Devices, Road side and

Median safety barriers shall be provided / installed as per

Schedule-D.

W-beam metallic crash barrier should be provided along the

project highway in accordance with the manual recommended

in Schedule D. Minimum Length of Concrete Crash Barrier is

74530 m and Metal Crash Barrier is 48090 m.

(r) Cycle Tracks;
