Jakarta (ANTARA) - Not all communities in the country is knowing when Indonesia became a
pilot project for the state of the world to practice the handling of transnational crime including
terrorism.Indonesia already has an international institute to train some police officers in the
world in dealing with serious crime investigations. Institute was named "the Jakarta Centre for
Law Enforcement Cooperation" (The center) as the center of the flagship program of law
enforcement terrorism, transnational crime, particularly that located in Semarang, Central Java.

JCLEC Executive Director, Brigadier General of Police Boy Salamudin in Semarang, Saturday
(20/11), explained the agency has put forward the role of preventive and preemtif for the
radicalization of transnational actors, including terrorists.Boy tells JCLEC stood since July
2004 with the nuances of emerging threats to the security of the country through acts of
terrorism. Background JCLEC establishment began when the first bomb blast in Bali on
October 12, 2002 that cost the lives of 202 people killed.
Initially the Australian Federal Police (AFP) and the Indonesian Police (INP) enter into an
agreement through a Memorandum of Understanding concerning the handling of transnational
crime in 1997. Then updated in 2002 occurred after the first Bali bombings by the holding of
meetings antarmenteri Indonesia and Australia in Bali, February 6, 2004.

"The meeting was essentially to discuss cooperation terorismeantara mitigation action in

Australia and Indonesia," said Boy.

At that time, the Government of Indonesia has a concept of handling terrorism, transnational
crime and all, while the Australian Government has a concern for serious crimes
menanggalungi it. In the end, the Australian through the AFP and Indonesian National Police
through JCLEC agreed to implement the education building anticipation of terrorism which
was inaugurated President Megawati Sukarnoputri, July 2004.

Like a "tit for tat", not only Australia and Indonesia, the development JCLEC interesting

experts. Boy said Australia had chosen Indonesia to execute a program of law enforcement
against transnational crime than other countries.

transnational crime which is better and the Bali bombing incident that contributed a majority of
deaths.

"Indonesia is at a strategic cross paths, if Indonesia is not safe then it will affect the safety
factor in the region," said Boy.

Australian Stream Fund

Meanwhile, JCLEC Program Director, Bryan Thomson said the Australian Government
supports Indonesia to be "leader" to run the prevention program was a serious crime. Even
Thomson said Australia believed to Indonesia to run the central handling of terrorism by
transferring funds hundreds of billions. Australia via AFP contributed 36 million Australian
dollars for the first five years of development JCLEC. Donated fixed rate of 7 million dollars in
Australia each year during the first four years and 20,000 thousand Australian dollars for
operational costs of training and participants each course for one week, along with
contributions from other donor countries.

"But JCLEC will not stand if the Police did not provide an area of 6 hectares," said Thomson.

Meanwhile, international standard accommodation facilities available in JCLEC, including 62

rooms, 12 villas, a computer and Internet networks, dining capacity of 140 people, three areas
of recreation and fitness center. The center is located in the hills adjacent to the Academic
School of Police (Akpol) that, equipped with a tight security system, which is electrified fence,
hidden cameras, hydraulic gates, a team of sniffer dogs and special security units. The plan, the
Australian Government will establish a similar training center in Asia with a comparison of
Indonesia as a demonstration project.

Focus Antipasi Serious Crimes

The center has 1924 faculty from all over the world, 8094 people and 348 trainees of the course
or seminar. Boy add special JCLEC bring in participants from each country who were invited
from the elements of police training with the rank of senior middle to upper or Adjunct
Commissioner of Police (AKBP) from 46 countries. The center focuses on four materials
handling serious crimes process, namely intelligence, management, investigation and forensics.
Excellent training materials studied, including post-blast incident management, criminal
intelligence leadership programs, anti-terror programs and prosecutions, law and political Islam
in Southeast Asia, as well as airport and aviation security.

While the program curriculum includes the study of investigation, criminal intelligence,
forensics, investigation of financial crime and communication. Boy add JCLEC have plans to
involve elements of the military, religious leaders and mass media in order to run the program
de-radicalization of the ex-terrorists. Further, JCLEC will also involve members of the National
Agency for Combating Terrorism (BNPT) or forces Antiteror Detachment 88 (Detachment AT)
for handling acts of terror training. "Ideally, Detachment 88 AT forces can undertake training
in JCLEC for its ability to be more complete," lid Boy.

That such cooperation is very good, but to note also is the facilities and infrastructure and a
decent life for the soldiers. Because studies can not fully support without a decent life and
prosperity, which mennunjang their lives. Policies towards the state apparatus will always be
affected by Kebjakan Political and interests and not the main goal will be reached if always be
overshadowed by fears in private.
