M/s NCC Power Projects Limited (NCCPPL) proposes to set up two (2) x 660 MW coal based super
critical thermal power station at Krishnapatnam, in Nellore District, Andhra Pradesh. This
document intends to provide in brief, the design criteria of Electrical System for the proposed
power plant.

1.3 Purpose
1.3.1 This Design Criteria Document covers the following aspects in brief for the electrical
equipment/system of the proposed power plant:-
1.4.1 The electrical equipment will be suitable for installation in hot, humid, tropical, highly polluted
atmosphere with relative humidity of 95%. For the purpose of electrical design, an ambient
temperature of 50 Deg. C will be considered for outdoor and non-air conditioned (non A/C)
indoor areas. Also, for equipment installed in air conditioned areas, design ambient temperature

of 50 Deg. C will be considered.
1.4.2 The derated rating at 50 Deg. C will be considered for all the equipment inside switchgear/
panels/ MCC/ DB’s etc.
1.4.3 Degree of protection (DOP) for outdoor equipment will be IP 55 unless otherwise indicated in the
individual equipment section.
Degree of protection for indoor, air conditioned equipment will be IP 31 unless otherwise
indicated in the individual equipment section.
Degree of protection for indoor, non-air conditioned equipment will be IP 52 unless otherwise

indicated in the individual equipment section.
1.4.4 The creepage distance will be 31 mm/kV for all outdoor equipment, 25mm/kV for air-conditioned
2 indoor area, ventilated non-air conditioned indoor area and bus ducts, unless otherwise specified
in individual equipment section.
1.4.5 Design of all the equipment will be as per relevant IS/ IEC standards, IE rules and Indian grid code
requirement.
1.4.6 For power distribution arrangement, refer the Key Single Line Diagram (Drg. No. T658000-YU02-
00-ZEN-143101).
1.4.7 External paint shade for all the electrical equipment will be Grey- RAL 7032 for indoor and Dark

admiralty Grey – shade no. 631 of IS-5 for outdoor, whereas the internal paint shade for all the
electrical equipment will be Glossy white (epoxy) for indoor and outdoor, unless otherwise
indicated in the individual equipment section.
Engineering, design, construction and testing of the equipment will be carried out in accordance
with the following applicable latest standards, codes and/or local regulations.

This chapter describes in brief, the function, general description and design basis of Generator
Circuit Breaker (GCB) for the proposed power plant.
A generator circuit breaker (GCB) will be provided between the steam turbine generator (STG)
and the Generator Transformer (GT) and it will be located indoor. During the normal operation,
UT(s)/ST will be energized by the STG. However, during the start-up, UT(s)/ST will be fed from
the 400kV grid by back charging the generator transformer by keeping generator circuit breaker
open. STG will be synchronized to the grid by closing GCB.
1.3.1 The generator circuit breaker will be SF6, gang operated, non-drawout type.
1.3.3 The Generator Circuit Breaker (GCB) will be adequately sized to carry the continuous current fed
from STG under all operating conditions including the VWO condition at 95% of generator voltage
without exceeding specified permissible temperature limits specified in IEEE C37.013.
1.3.4 The fault rating of the GCB will be based on maximum symmetrical and asymmetrical fault
current.
a) Symmetrical short circuit interrupting capacity and Asymmetrical short circuit interrupting
capacity rating of the generator circuit breaker will be separately computed as:
ii) Short circuit current contribution from 400kV grid system through generator transformer
(GT) Plus (+) Contribution of 11kV auxiliary system through unit transformers and Station
Transformer.
For calculating generator source asymmetrical short circuit current, DC component will be

The interrupting duties mentioned above will be calculated on the basis of breaker contact
separation time of not more than 60ms from the instant of inception of fault. Further,
increase in fault current due to +5 % variation in the system/ Generator voltage will be
considered.
1.4.1 The breaker will comply with the requirements of duty in generator application. The breaker will
be of SF6 type and will comply with IEEE Std. C37.013.
1.4.2 The breaker will be equipped with a series disconnector on the transformer side and with
earthing switches on both sides. The disconnector will have a motor operated actuator for
remote control. The earthing switches will have actuators, as well, but be operable from the local
only.
a) Surge arresters and protective capacitors (both connected phase to earth) at the Generator
transformer & Generator side of generator circuit breaker
b) Voltage transformers (phase to earth) at the generator transformer side of generator circuit
breaker
d) Manual short circuiting facility between circuit breaker and series disconnector along with
grounding link
1.4.3 The earthing switches will be rated to withstand full fault current for one (1) second with no
current making or continuous carrying capacity.
1.4.5 GCB will be equipped with two trip coils suitable for operation with control voltage up to 70% of
rated voltage of coils along with status monitoring.
1.4.6 GCB will get close permissive from auto synchronizing unit located in the Generator Control cum
Synchronizing Panel (GCP). Auto synchronization ON/OFF signal to GCP will be initiated from DCS.
The GCB will be suitable for test operation from GCB local panel.
1.4.7 Suitable mechanical interlocks between GCB, earthing switches and short circuiting connection

1.1 Introduction
This chapter describes in brief the function, general description and design basis of Isolated
Phase Bus Duct (IPBD) for the proposed power plant.
Isolated Phase Bus Duct will serve as interconnection between the Generator and its associated
Generator Circuit Breaker (GCB), Generator Transformer (GT), Unit Transformers (UT’s), Station
Transformer, Excitation transformer, SPVT cubicle and Neutral grounding transformer (NGT).

Grounding Transformer cubicle)
Tap-Off connection for Surge Protection & Generator Voltage Transformer cubicle (SPVT)
1.4.1 The continuous current rating of the IPBD main run will be arrived at considering maximum MVA
output of the unit and at minimum generation voltage (95% of rated voltage) under VWO
conditions.
1.4.2 The continuous current rating of the Tap-Off busduct will be considered based on minimum
generation voltage (95% of rated voltage) and equipment to which tap-off is connected being
under full load condition.
1.4.3 Continuous current rating considered for the delta run will be 1/ 3 times the rating of main run
of IPBD.
a) Short circuit withstand capacity and momentary current rating of the main run of the bus
duct will be decided as follows:
i) Higher of the short circuit current contribution from Steam Turbine Generator (STG) or
the short circuit current contribution from 400kV Grid system through Generator
Transformer (GT).

ii) Contribution of 11kV auxiliary system through Unit Transformers and Station
Transformer.
b) Short circuit withstand capacity of the Tap-off busduct to Unit Transformers will be designed
for the combined fault current contributions from the Generator, from 400kV System and
from One UT and ST.
c) Short circuit withstand capacity of the Tap-off busduct to Station Transformer will be
designed for the combined fault current contributions from the Generator, from 400kV
System and from two UTs.
d) Short circuit withstand capacity of Tap-off Busduct to Excitation Transformer and Surge
Protection & Voltage Transformer cubicle will be designed for the combined fault current
contributions from the Generator, from 400kV System and from both the UTs and ST.
e) Delta Run short circuit withstand capacity will be designed for summation of generator fault
current contribution, 1/ 3 times the 400kV System fault current contribution, and fault
current contribution from both the UTs and ST.
1.4.5 In addition to the above, Solar radiation and adverse weather conditions will also be considered.
1.5.1 The bus duct will be naturally air cooled. Positive air pressurization arrangement will be provided
for the busduct to prevent dust ingress and accumulation of condensation of moisture. Hot air
blowing system will also be provided.
1.5.2 The bus enclosure will be phase isolated and will be continuous bonded type. Wall frame
assembly with seal-off bushing will be provided at wall crossings.
1.5.3 Seal-off bushing will be provided at the entry of tap-off bus to SPVT cubicle and at the entry of
the busduct to generator phase terminal , neutral side terminal box, and the neutral grounding

cubicle. All seal-off bushings will be dry non-hygroscopic type.
1.5.4 The busduct will be installed partially indoor and partially outdoor in a hot, humid and tropical
atmosphere.
1.5.5 The electrically continuous bus enclosure will be used as the grounding bus. All the parts of the
bus enclosure, supporting structure and equipment frames will be grounded.

1.5.6 The busduct will be adequately supported and braced to successfully withstand normal
operation, vibrations, thermal expansion, short circuit forces and all design loads.

1.1 Introduction
This chapter describes in brief the function, general description and design basis of Neutral
Grounding Transformer (NGT) & secondary loading resistor for the proposed power plant.
NGT with secondary loading resistor will be used to limit stator ground fault current.
1.3.1 Neutral side Isolated Phase bus will be provided upto shorting point and thereafter one bus upto
NGT Cubicle for connection of Generator Neutral Point with NGT.
1.3.2 Loading resistor will be connected across the secondary of this transformer.
1.4.1 The resistive component of the ground fault current must be at least equal to the system three
phase capacitive charging current in order to limit the transient voltage rise due to an arcing
ground fault. Hence, NGT & secondary resistor will be designed to have ohmic value less than or
equal to residual capacitive impedance. However, NGT sizing shall be as per the Generator
Manufacturer’s recommendation.
1.5.1 The transformer and resistor will be located in separate cubicles/compartment adjacent to each
other. The enclosure housing the neutral grounding equipment will be a freestanding enclosure.
1.5.2 Provision will be made for satisfactorily dissipating the heat rejection of the secondary loading
resistor and transformer when a ground fault occurs. This will include provision for the expansion
and contraction of the high temperature equipment, interconnecting conductors and enclosure.
1.5.3 The neutral grounding equipment will be completely assembled, wired and connected to the
neutral bus tap through seal-off bushing.
1.5.4 The neutral grounding transformer will be cast epoxy resin type natural air-cooled single phase
connected between generator neutral and ground.
1.5.5 The loading resistor will be formed of non-aging, corrosion resistant punched stainless steel grid
element provided with necessary insulation and designed for indoor service for a temperature
rise not exceeding 350 Deg. C.
1.5.7 The resistor will be capable of operation at full current and voltage for the specified time rating
at the site’s maximum temperature without exceeding the resistor’s temperature rise and
change of resistance limits.
1.1 Introduction
This chapter describes in brief, the function, general description and design basis of Generator
Transformers (GT) for the proposed power plant.
1.2.1 A bank of three (3) nos. single-phase, 420/√3/20kV, outdoor type, YNd1, ONAN/ONAF/OFAF,
Generator Transformer (GT) will be provided for each unit for stepping up the generated power
for evacuation to 400kV Gas Insulated Switchgear (GIS).
1.3.1 Total seven (6 + 1) nos. of single phase units will be provided. Spare single phase unit (without
radiator bank) will be common for both the units.
High voltage side of Generator Transformer will be connected to 400kV gas insulated switchgear
(GIS) by overhead conductor. Low voltage side of GT will be connected to generator circuit
breaker (GCB) through Isolated Phase Bus Duct.
1.4.1 Generator transformer will be sized to deliver the maximum continuous output of the Generator
minus the excitation power and auxiliary power consumptions through IPBD tap-offs. It has been
considered that the MW rating of Generator will be increased at VWO condition keeping the
MVA rating same as MCR. Correspondingly the power factor during VWO will be changed.
1.4.2 Each Generator transformer will be sized for maximum of the following load cases: -
b) Case 2: Generator is operating at Valve Wide Open (VWO) condition and no deduction of
auxiliary load.
c) Case 3: Generator is operating at its maximum MVA output condition (under VWO) and
excitation transformers and unit transformers are drawing auxiliary power. It is also
considered that ST is in outage condition as worst condition.
1.4.3 The MVA rating so calculated will be the OFAF rating. The GT will have ONAN/ONAF/OFAF cooling
classification. The ONAF rating will be 80% of the OFAF rating and ONAN rating will be 60% of

OFAF rating.
1.5.1 3 x 50 % capacity separately mounted radiator banks will be provided for each single phase units.
Each radiator bank will be provided with suitable number of working fans and oil pump of
adequate ratings, and atleast one no. stand by oil pump and fan. Each radiator bank will be
provided with uni-directional bypass valve to permit oil to bypass the pump in the event of a
pump failure. It will be possible to completely isolate any one of the radiator banks for
maintenance, while transformer is in service.
1.5.2 The transformer will be so designed that it is capable of operation at 125% rated voltage for a
period of one minute and 140% rated voltage for a period of five seconds due to sudden load
throw off and 1.1 times continuous at the terminals to which the generator is connected.
Transformer will be capable of overload as per IS 6600.
1.5.3 The thermal ability of generator transformer to withstand short-circuit will be for two (2)
seconds as per IS 2026-1.
1.5.4 The transformer will be provided with On-load tap changer on HV side.
1.5.5 Continuous operation at rated MVA at any voltage variation within + 10% of the rated voltage of
that particular tap will be possible.
1.5.6 The transformer will be capable of delivering the rated current at a voltage equals to 105% of the
rated voltage without exceeding rated temperature rise.

1.1 Introduction
This chapter describes in brief the function, general description and design basis of Unit
Transformer (UT) for the proposed power plant.
Two (2) nos. of two (2) winding, three (3) phase, 20/11.5kV, outdoor type, ONAN / ONAF, Dyn11,
UT will be provided for each unit to cater respective unit loads.
The High Voltage (HV) winding will be connected to the respective generator through tap-off run
of Isolated Phase Busduct (IPBD). Low Voltage winding will be connected to 11kV unit switchgear
through Segregated Phase Busduct (SPBD). The Low Voltage winding neutral will be earthed
through Neutral Grounding Resistors (NGR) to limit the earth fault current to the permissible
value of 400A.
1.4.1 Each unit transformer will be able to supply 50% of its own unit loads plus largest single load
(either largest stand-by motor or one 11/0.433kV unit service transformer 100% loaded).
1.4.2 An overall design margin of 10% will be considered on the above calculated MVA rating.
1.4.3 The ONAN rating of the UT will be 80% of the ONAF rating.
1.4.4 The impedance of the UT will be selected on base of ONAF rating such as to limit the 11kV fault
level to 40kA, considering Generator and Grid source and motor contribution. Further the
voltage dip at the time of starting the MD BFP on UT will be limited to 20% at the motor
terminals, however the same will be verified by system study.
1.5.1 3 x 50 % capacity separately mounted radiator banks will be provided. Each radiator bank will be
provided with suitable number of working fans of adequate ratings, and atleast one no. stand by
fan. It will be possible to completely isolate any one of the radiator banks for maintenance, while
transformer is in service.
1.5.2 The transformer will be so designed that it is capable of operation at 125% rated voltage for a
period of one minute and 140% rated voltage for a period of five seconds and 1.1 times
continuous at the terminals to which the generator is connected. Transformer shall be capable of
overload as per IS 6600.

This chapter describes in brief the function, general description and design basis of Station
Transformers (ST) for the proposed power plant.
1.3.1 One (1) Station Transformer will be provided for each unit.
1.3.2 The High Voltage (HV) winding will be connected to the respective generator through tap-off run

This chapter describes in brief the function, general description and design basis of Segregated
Phase Busduct (SPBD) for the proposed power plant.
The segregated phase duct will serve as interconnection between MV switchgear and
transformers, and also tie feeder connection between Unit & Station MV switchgears and
between Station-MV switchgears.
The Segregated Phase Busduct will be used for interconnection of following equipment:-
Unit Auxiliary Transformers, Station auxiliary transformer, Ash handling transformers, Coal
2 handling transformers etc. to their respective 3.3kV switchgears
Tie between 3.3kV Unit aux. switchgears and 3.3kV Station aux. Switchgears
1.5.1 The busduct will be natural air cooled. The three phases will be enclosed in a weather and vermin
proof dust tight enclosure with phase barriers of either aluminium or non-hygroscopic insulating
material like fiberglass for phase segregation.
1.5.3 The spacing of the bus support insulators will be considered by giving due factor of safety to
withstand the forces due to the momentary short circuit current assigned for the bus duct.

1.5.4 The busducts will be provided with adequate number of thermostatically controlled space
heaters & silica gel breather.
1.5.5 The bus duct supports will be fabricated from standard steel sections. The support structures will
be hot dip galvanised.
1.5.6 Wall frame assembly and seal off bushings will be provided where the bus duct passes through
walls (indoor to indoor or outdoor to indoor).
1.5.7 Wall frame assembly with four (4) hour rated fire barriers will be provided to prevent passage of
fire and smoke, whenever bus duct passes through the walls designated as “Fire Wall”. Wall
frame assembly with two (2) hour rated fire barriers will be provided at buildings wall where the
bus duct passes from indoor to outdoor area.
1.5.8 The busduct will be installed partially indoor and partially outdoor in a hot, humid and tropical
atmosphere.
1.5.9 A continuous galvanized earth bar will be provided along the entire length of each bus duct. Each
section of the busduct enclosure will be bonded to this earth bar at least at both ends of the
enclosure.

1.1 Introduction
This chapter describes in brief the function, general description and design basis of 11kV & 3.3kV
switchgear for the proposed power plant.
11kV & 3.3kV switchgear (commonly referred as MV switchgear) will cater power supply to
various HV feeders as motors, step-down transformers and other loads for unit and various BOP
facilities. Start push button and Emergency stop pushbutton (in LPBS) for tripping/starting
2 various drives/equipment from local position will be wired directly to Switchgear. In case of
emergency drives, emergency start PB will be provided, instead of emergency stop PB.
1.3.1 Two (2) nos. of 11kV Unit Switchgears will be provided for each unit to feed 11kV auxiliaries. Each
switchgear will be fed from respective unit transformer (UT) and will have a back-up
interconnection from 11kV Station Switchgear.
1.3.2 In order to feed 11kV station loads, total four (4) nos. of 11kV Station Switchgears will be
provided for two units. Each switchgear will be fed from LV winding of Station Transformer (ST)
and a back-up interconnection with 11kV Station Switchgear fed from other ST.
1.3.3 Two (2) no. of 3.3kV Unit Switchgear will be provided for each unit to feed 3.3kV auxiliaries. Each
switchgear will be fed from respective 11/3.45kV Unit Auxiliary Transformers and will have
backup interconnection from 3.3kV Station Aux. Switchgear
1.3.4 In order to feed 3.3kV station loads, total two (2) nos. of 3.3kV Station Switchgears will be
provided for two units. Each such switchgear will be fed from LV winding of 11/3.45kV Station
Auxiliary Transformer (SAT) and a back-up interconnection with 3.3kV Station Aux. Switchgear
fed from other SAT.
1.3.5 One (1) no. of 3.3kV, double-ended Switchgear for AHP and CHP will also be provided for the
plant. Each such switchgear will be fed from 2x100% auxiliary transformer, with a normally open
bus-coupler.
1.3.6 Ties will be provided between the various switchgears as shown in the Key single line diagram
(Drg. No. T658000-YU02-00-ZEN-143101).
1.4.1 The continuous current rating of busbars and incomer circuit breakers of HV switchboards will be
selected, considering secondary winding rated current of their upstream transformer. With OLTC

on GT HV side, bus voltage of 11kV switchgear will be regulated to near 100% of the rated
voltage. Hence, for 11kV switchgear voltage variation will be considered as (-) 5%. As 11/3.45kV
auxiliary transformer will be provided with OCTC, for 3.3kV switchgear, in general, voltage
variation will be considered as (-) 10%.
1.4.2 The outgoing breaker/contactor rating will be selected, based on the name plate current rating of
the connected equipment with 10% margin.
1.4.3 The short circuit rating of the switchgear will be selected considering short circuit current
contribution from incomer plus short circuit contribution from motors running on that bus.
1.4.4 Back-up HRC fuse in the contactor feeder will be based on the name plate current rating of the
equipment with 50% margin. Fuse selection will also ensure that fuse doesn’t mal-operate during
motor starting.
1.4.5 One (1) no. of spare motor feeder of highest rating will be provided for each MV switchboard
wherever a motor feeder exists. One (1) no. of spare transformer feeder of highest rating will be
provided for each MV switchboard wherever a transformer feeder exists.
1.4.6 De-rating factors due to site ambient temp and in panel temp will be considered.
1.5.1 11kV & 3.3kV switchgear will be single front, single tier, fully compartmentalized, indoor metal
clad construction having a separate vertical panel with distinct compartments for circuit
breaker/contactor truck, cable termination, main busbars and control, metering and relaying
devices.
1.5.2 All switchgears will be natural air cooled. The 11kV circuit breakers will be vacuum type with 2
nos. trip coil for all the feeders. . The 3.3kV circuit breakers will be vacuum type with single trip
coil for all the feeders. As 3.3kV coal handling & ash handling motors require frequent on/off
operations, vacuum contactors backed by HRC fuses will be used for controlling these drives
instead of breaker's. Fuse monitoring will be provided.
1.5.3 Surge arrestor for dry type transformer will not be provided. Confirmation from transformer
manufacturer will be furnished during detail engineering.
2 1.5.4 Surge arrestor will be provided for all 11kV & 3.3kV motor feeders, and oil filled transformer
feeders. Surge arrestor shall be gapless metal oxide surge arrester with RC unit with 5kA
discharge current in accordance of IEC-60099-4.
1.5.5 All the busbars & jumper connections will be of high conductivity aluminium alloy.
1.5.6 The circuit breakers/contactors & bus PT will be mounted on fully withdrawable truck. The truck
will have distinct Service, Test and Isolated positions.

1.5.7 All current & voltage transformer will be cast resin type with class of insulation E or better. CT
may be multi or single core type and will be located in the cable compartment. All VT’s will be

single phase type with primary fuse & secondary MCB’s.
1.5.8 Minimum 20% spare terminals for external connections will be provided on each panel.
1.5.9 Each switchgear panel will be equipped with thermostatically controlled space heater.

1.2.5 These transformers will be provided with OCTC on HV side with tap range, + /- 5% in steps of
2.5%.

the running loads are under operation.

1.1 Introduction
This chapter describes in brief the function, general description and design basis of 11/0.433kV
and 3.3/0.433kV Service Transformer (ST) for the proposed power plant.
Two (2) winding, three (3) phase, dry type/oil filled, Dyn11, Service Transformers will be provided
to cater respective auxiliary low voltage loads.
1.3.1 The transformers feeding the load centers in the power house building will be of dry type. All
other transformers will be ONAN type located in outdoor area.
1.3.2 Service transformer (ST) will step down the voltage from 11kV (or 3.3kV) to 433V. The High
Voltage (HV) winding of ST will be connected to respective 11kV (or 3.3kV) switchgear through
HV cable and the Low Voltage (LV) winding will be connected to respective 415V indoor
switchgear through Non Segregated Phase Busduct (cable will be provided if Service transformer
is rated 750kVA or below).
1.3.3 Dry type transformers will be indoor and will be closely coupled with switchgear/PMCC’s.
1.4.1 The quantity and rating of the 11000 or (3300)/ 433 V service Transformers will be based on the
actual load figures and 100% redundancy. The maximum rating of the 11000/ 433V transformers
will be limited to 2.5MVA. In case the 11000 (or 3300)/ 433V transformer rating cannot be
limited to 2.5MVA then 3 X 50 % rated Transformers or 4 X 50 % rated Transformers will be
provided. Each transformer will be rated to take care of the entire load on the respective
switchgear considering the outage of the other transformer. An appropriate load factor with a
minimum of 0.9 for continuously running loads and 0.2 for intermittent loads like valve actuators,
dampers, cranes, plug points, elevator etc., will be considered. Diversity factor will be considered
as 0.9 for each transformer. Standby and spare feeder loads will not be considered for the
purpose of transformer sizing.
1.4.2 The impedance of the transformers will be chosen such that the fault level does not exceed 50 kA
on 415V switchgear including the motor contributions and also voltage dip at the Motor
terminals, while starting any auxiliary does not exceed the limit acceptable for the equipment
concerned but not exceeding 20%.
1.5.1 The thermal ability of ST to withstand short-circuit will be for two (2) seconds.
1.5.2 Transformer will operate without injurious heating, at rated MVA at any voltage within 110% of
rated voltage of that particular tap.
1.5.3 Transformers will be capable of delivering the rated current, at a voltage equals to 115% of rated
voltage without exceeding rated temperature rise.
1.5.4 Transformer will operate below the knee of the saturation curve at 110% voltage to preclude
ferro resonance and non-linear oscillations.
1.5.5 The transformer will be provided with off circuit tap changer on HV side for maintaining voltage
on LV side.
1.5.7 The transformers will be designed with particular attention to suppress harmonic voltage,
especially third and fifth, so as to eliminate wave form distortion.
1.5.8 Air insulated HV cable box for terminating HV cables will have degree of protection as IP 55.
1.5.9 LVN bushing will be provided with neutral CT’s for Stand-by Earth fault protection.

This chapter describes in brief the function, general description and design basis of Neutral
Grounding resistor (NGR) for the proposed power plant.
The Neutral Grounding resistor (NGR ) will be used to limit magnitude of earth fault current of
11kV & 3.3kV switchgear so that damage of electrical equipment is reduced, safety of personnel
is increased and sensitive & selective earth fault protection can be provided.
1.3.1 11kV and 3.3kV systems will be medium resistance earthed. The neutral of the Unit
Transformers, Station Transformers, Unit Aux Transformers and Station Aux Transformers will be
connected to a suitably rated neutral earthing resistor.
1.4.1 The Neutral Grounding Resistor ohmic value for Unit Transformers, Station Transformers, Unit
Aux Transformers and Station Aux Transformers will be such that earth fault current is limited to
400 Amps for ten (10) seconds.
1.5.1 The NGR will be natural air-cooled type. The resistor will be made of stainless steel grid. The
resistor will be enclosed in Aluminium enclosure of not less than 2mm, having degree of
protection of IP 33 with canopy.
1.5.2 The resistor cubicle will be located outdoor near to transformer. NGR will be placed on mounting
structure, so that any part of NGR is 2500mm above ground/plinth. If located at ground level the
resistor & transformer area will be fenced separately, even though located within the fenced
transformer yard.
1.5.3 Cable boxes will be provided for receiving the cables from the transformers. The resistors will be
provided with taps at 25%, 50% & 75%. The resistor cubicle will be mounted on suitably rated
insulators.

This chapter describes in brief the function, general description and design basis of Power cum
Motor Control Center (PMCC), Motor Control Center (MCC), Distribution Boards (DB), Local
pushbutton stations (LPBS), Local control panel (LCP) for the proposed power plant.
1.2.1 Adequate number of 415V switchgear/PMCC/MCC/DB will be provided. Start push button and
Emergency stop pushbutton (in LPBS) for tripping/starting various drives/equipment from local
position will be wired directly to MCC. In case of emergency drives, emergency start PB will be

provided, instead of emergency stop PB. Local control cum starter panel (LCP) is envisaged for
controlling various isolated drives/equipment from local position with status monitoring in the
PLC/DCS where MCC/DB will not be considered due to smaller quantity of drives.
1.3.1 In general 415 V, 50 Hz, 3 phase, 3 wire indoor Switchgear/PMCC will have two incomers (2 x
100%) & one bus coupler and each bus section will be fed from low voltage side of the service
transformer. Oil cooled Service transformer will be connected to switchgear/PMCC through Non
Segregated Phase Busduct (NSPBD) and dry type transformers will be indoor and will be closely
coupled with switchgear/PMCC’s.
1.3.2 Emergency PMCC/MCC’s will be with three incomers (two from Unit service switchboards and
third from EDG switchboard) with one bus coupler.
1.3.3 Distribution boards will be 415V, 50Hz, 3 phase, 3 wire indoor/outdoor (as required). Essential
415V DB’s shall have two incomers with one bus-coupler. 240V DB’s may have single incomers.
1.3.4 MCC will also be 415V, 50 Hz, 3 phase, 3 wire with two incomers and one bus-coupler.
1.4.1 The continuous current rating of busbars and incomer circuit breakers of LV switchboards/PMCC
will be selected, considering secondary winding rated current of their upstream transformer at
minimum permissible switchgear voltage.
1.4.2 The continuous current rating of busbars and incomer circuit breakers of LV MCC/DB will be
selected at minimum permissible MCC/DB voltage, considering maximum operating loads plus
20% margin rounded off to the next higher rating.
1.4.3 Outgoing feeders will be sized based on the loads connected plus 10% margin rounded off to the
next higher rating. Standardization will be done to avoid too many ratings of outgoing feeders.
1.4.4 The short circuit rating of the switchgear/PMCC/MCC/DB will be selected considering short

circuit current contribution from the incomer plus short circuit contribution from motors running
on that bus and will be limited to 50kA including 10% margin.
1.5.1 LV switchgear/PMCC will be indoor, free-standing, and metal enclosed, floor mounted, dust and
vermin proof of uniform height of not more than 2450mm construction , fully draw-out type
construction with dual breakers per vertical section. LV Switchgear will be single front type and
LV PMCC shall be double front type.
1.5.2 The MCC will be indoor, free standing, metal enclosed, floor mounted, modular type dust and
vermin proof of uniform height of not more than 2450mm construction, easily extendible on one
side, having feeder designation indicating labels. MCC will be draw out, double front type. The
DB’s will be fixed, compartmentalized, single front type. 240V DBs may be non-
compartmentalized.
1.5.3 All air circuit breakers (ACBs) and molded case circuit breakers will be of short circuit
performance category P2 as per IS 2516 Parts I & II.
1.5.4 The maximum operating height for switchgear/PMCC will not exceed 1800mm and for MCC/DB’s
will not exceed 1950 mm. Minimum operating height will not be less than 300mm above floor
level.
1.5.5 The 415V switchgear/ PMCC/ MCC/critical ACDB’s having two incomers and a buscoupler and
having ACB in the incomer & buscoupler, will be provided with Slow bus change-over scheme.
1.5.6 MCC incomers having rating 630A & above will be provided with ACB. MCCs/boards having rating
below 630A will be provided with MCCBs or isolators in incomer & bus-coupler. However all
incomer/bus couplers of MCCs /boards directly related to process loads will be provided with Air
circuit breakers even if they are rated less than 630A.
1.5.7 Outgoing power feeders of Switchgear/PMCC’s having rating 630A & above will be provided with
ACB but if rating is less than 630A then MCCB will be provided.
1.5.8 Motors above 150kW, will be provided with remote controlled Air circuit breakers, and motors
having rating less than or equal to 150kW will be provided with DOL starters.
1.5.9 Motor starter modules will be provided with air-break electromagnetic type contactor and
thermal overload relay, MCCB, suitable for DOL starting of motor.
Heater starter modules will be provided with air-break electromagnetic type contactor, isolating
switches with HRC fuse.
1.5.10 Breaker will be air break three pole with neutral link, draw-out type spring charged, trip coil
supervision relay, anti-pumping feature. Mechanical tripping through red trip pushbutton will
also be provided.

1.5.11 The utilization category of contactor will be AC-3 for unidirectional motor, AC-4 for bi-directional
motor and for heater feeders will be AC-1. The starter will meet the requirement of Type-II co-
ordination.
1.5.12 Protections for LV motor feeders shall be provided as per the following
a) Up to 50 KW:-MPCB +Contactor(MPCB shall be provided with adjustable S/C current and O/L
protection)
1.5.13 Overload relay will have built in single phase protection and flag indicator for relay tripping. The
relay will have manual reset facility. Thermal overload relay will also co-ordinate with short
circuit protective device.
1.5.15 415V Switchgear will be provided with minimum (1) no. spare feeder of highest rating of each
type on each bus section. For PMCC/MCC/DB outgoing feeders, minimum 20% spare of each type
(minimum 1 no.) and rating will be provided on each bus section.
1.5.16 The draw-out breaker/Starter/power feeder modules will have service, test and isolated
positions.
1.5.18 Motors feeders rated 30kW and above will be provided with space heater.
1.5.19 Motor feeders rated above 30kW will be provided with CT , ammeter (in Y-phase) and transducer

with remote metering in DCS. Some of the motor feeders though rated less than 30 KW will be
provided with CT, Ammeter and transducer considering its importance.
1.5.20 Analog/Digital Indicating meters of atleast 96 sq.mm will be provided on the panel front. Analog
meter will have 90 deg. linear scale. All Meters will have accuracy class in line with accuracy class
of CT/VT.
1.5.21 Auxiliary powered transducers with dual 4-20mA output will be provided.
1.5.22 Paralleling required for 415V supply derived from 11/0.433kV transformer and 3.3/0.433kV
transformer will be avoided.
1.5.23 Motors will be provided with emergency stop pushbutton near the drive as per process
requirement. Local Stop push button stations will have metal enclosure of die cast aluminium or
rolled sheet steel of 1.6mm thickness & will be of Degree of protection IP55. Stop Push buttons
will be of latch type with mushroom knobs.

1.5.24 Control supply for breaker feeders will be 220V DC. Two numbers DC feeders will be provided
with automatic change-over facility. Provision of manual changeover will also be provided.
Necessary voltage monitoring contactors (for remote alarm) and indication lamps will.
1.5.25 2 x 100%, 415/240V, single phase, cast resin type space heater supply transformer in
Switchgear/PMCC/MCC will be provided for deriving 240V AC supply for feeding motor and panel
space heaters & panel illumination. Space heater supply transformer will be provided on each
incomer feeder of Switchgear/PMCC/MCC, before breaker towards line side transformer and
transformer rating will be selected based on the expected heating loads + 30% margin.
1.5.26 2x100%, single phase, cast resin type control supply transformers in each PMCC/MCC’s will be
provided for deriving 110V AC control supply. Control supply transformer will be provided one
each bus of PMCC/MCC.
1.5.27 Control supply transformer will have a facility to extend the supply to the other bus in case of
failure of one transformer.

1.1 Introduction

DC systems for the proposed power plant.
1.2.1 Following 220V DC system will be provided to cater various DC loads comprising essential and
emergency loads such as control supply load, emergency drives and emergency lighting:

Unit- I DC system will cater Unit-I load plus associated half of the station loads. Similarly, Unit- II
DC system will cater Unit-II loads plus associated half of the station loads.
1.3.2 220V DC System (400kV GIS, CHP, AHP, Water System and in case of any other remote
substations)

Each 48V DC power supply system will consist of Two (2) 100% batteries with 2 sets of 100%
rated float and boost chargers and DC switchboard for catering to the DC loads of PLCC
equipment for both sending and receiving end .
1.4.1 Battery
220V DC Battery will be rated to cater to the following loads with minimum duration as indicated.
b) Emergency load (Loads consuming DC power for more than 1 minute but less than or equal
to 2 Hours)
d) Momentary loads like breaker closing coil, spring charging motor loads, Antipumping
2 contactor have been considered as one [1] minute duration loads [119-120 min].
e) The design of the DC system will be such that the variation in the DC system voltage is limited
to + 10% and -15% of the nominal voltage of 220V.
f) The battery will be sized in accordance with the latest version of IEEE 485 considering

temperature correction factor, contingency, ageing factor and a design margin of 20%.
Ageing factor will be considered as 1 for Lead Acid Plante Battery.
a) The charger will be capable of delivering the rated load under the specified voltage and
frequency variations of incoming AC supply.
iii) Full load current of the largest DC motor (for 220V DC battery only)
c) The boost charger will be sized to restore the fully discharged battery to charged condition in
ten (10) hours.
d) Under normal condition, when AC power supply is available, both the chargers will share the
load, simultaneously float charging the batteries as well as feeding the DC loads. Each
charger shall share the load equally at 50%.
a) Outgoing feeders will be sized based on the loads connected plus 20% margin.
b) Distribution of the outgoing feeders shall be such as to ensure uniform loading on each bus
section of the DCDB.
c) The Feeders rated 200A and above will be provided with a shunt and Ammeter.
1.5.1 The batteries poles will be fully insulated and suitable for unearthed operation.

1.5.4 Each of the battery chargers will have 3-phase thyristorised full wave full controlled bridges. On
the AC side, the system will be fed from a separate 3 phase, 3 wire 415V, 50Hz supply.
1.5.5 The float chargers will be provided with automatic voltage regulation and boost chargers will be
provided with automatic constant current regulation.
1.5.6 Input side of the charger will comprise of input ON/OFF MCCB. R, Y, B phase indication LEDs will
be provided individually for each charger. AC Voltmeter and Ammeter will be provided to read
input voltage and current of the chargers.
1.5.7 On the DC side, output ON/OFF MCCB, and blocking diodes will be provided. Output ON
indication LEDs will be provided individually for each charger. Individual ammeters and voltmeter
will be provided to read charger output current and voltage.
1.5.8 The battery charger will be natural / forced air cooled depending on the availability of the battery
charger ampere rating.

This chapter describes in brief the function, general description, design basis, of Uninterrupted
Power Supply (UPS) for the proposed power plant.
1.2.1 One (1) No. of 240V parallel redundant AC UPS system will be provided for each Unit (i.e. total
2 two (2) nos. for 2 x 660MW) and one (1) no. of 240V parallel redundant AC UPS system as
common for two (2) units will be provided to cater all the essential instrumentation, DCS, control,
communication and computer loads and any other AC load of the plant that cannot tolerate
interruption of power . Thus total three ( 3) Nos. of UPS systems will be provided for two (2)
units.
1.2.2 One (1) No. of 240V AC UPS system each for AHP, CHP, 400kV GIS to cater all the essential
instrumentation, control, communication and computer loads and any other AC load of the plant
that cannot tolerate interruption of power. Thus total three (3) Nos. of UPS systems will be
provided to feed the remote substation loads.
1.2.3 If, UPS requirements of any other remote substation cannot be met through Unit UPS system
because of cable voltage drop, separate UPS system for that substation will be considered.

14.3.1 240V UPS System for AHP, CHP, 400kV GIS and other remote substation area loads:

1.4.1 The kVA rating of the UPS will be calculated considering full load plus 25% margin.
1.4.2 Lead Acid Plante batteries will be used for the Unit-1 & Unit-2, and common UPS. For remote
substations viz. CHP, AHP, 400kV GIS, UPS will be provided with Ni-Cd/Lead Acid Plante batteries.
UPS system will be provided with 60 minutes of backup time.
1.4.3 The UPS system will be designed to draw power from mains supply at a minimum power factor of
0.8 while working at rated load in normal operating UPS configuration. Load factors for
continuous loads will be considered as 1.0 while load factor for intermittent loads will be
considered as 0.2.
1.4.4 For UPS Lead Acid Pante battery, no ageing margin will be considered. Temperature correction
factor for minimum electrolyte temperature of 14.4 Deg. C will be considered. Number of cells,
Float Voltage and End Cell Voltage (ECV) will be as per manufacturer’s standard.
1.5.1 Redundant static DC/AC inverters or separate UPS devices each equipped with high speed static
by-pass switch will be provided to supply the control and measuring circuits and equipment
which cannot tolerate an interruption in power supply.
1.5.2 The enclosure of UPSDB will be cold rolled steel with thickness of 2.0 mm minimum for load
bearing and 1.6 mm for other non-load bearing members and enclosure class protection shall be

This chapter describes in brief the function, general description and design criteria of HT and LT
Motors for the proposed power plant.
HT and LT motors are used to drive various pumps, fans, compressors, valves etc. in the power
plant.
1.4.1 Motors will be connected to the applicable voltage level as mentioned below:-
1.4.2 Horsepower rating – Maximum continuous motor ratings shall be arrived at considering 15%
margin over the duty point input (shaft power) of the driven equipment or 10% over the
maximum demand of the driven equipment, whichever is higher under entire operating range
including voltage and frequency variations.
1.4.3 Starting current of MDBFP will be restricted to 4.5p.u (including IS tolerance) and starting current
for all HT motors rated 1500 kW & above will be restricted to 6.0 p.u. (including IS tolerance) and
starting current for all HT (less than 1500kW) & LT motors will be restricted to 7.2 p.u (including
IS tolerance). The locked rotor current of DC motors will not exceed 300% of full load current.
1.5.1 AC Motors rated 30kW and above will have space heaters.
1.5.2 AC Motors rated 50kW and above will have ammeter with current transducer at
switchgear/MCC.
1.5.3 Variable frequency controller will be provided for motors requiring speed control.

1.5.4 DC motors will be shunt wound type and will have separate starter panels.
1.5.5 All HT motor windings will confirm to Class-F insulation with temperature rise limited to Class-B.
1.5.6 All LT motor windings will confirm to Class-F insulation with temperature rise limited to Class-B.

1.5.7 For 11kV and 3.3kV motors, phase segregated terminal boxes will be provided.
1.5.8 Short circuit withstand capacity of terminal box of motors fed by circuit breaker feeder will be
40kA (for motors fed from 11kV switchgears) /40kA (for motors fed from 3.3kV
switchgears)/50kA (for 415V) for 0.25 sec.
1.5.9 Motors intended to be used in hazardous area will be flameproof types and will be in accordance
with relevant IS/IEC standard.
1.5.10 HT motors will be provided with twelve (12) nos. of simplex type or six (6) nos. duplex type of
winding temperature detectors. Motor bearing temperature detectors will be of resistance type,
3 wire duplex temperature detectors.
1.5.11 Motors rated 1000kW and above will be provided with differential protection. These motors will
be provided with star connected stator windings. The 3 nos. current transformers, one for each
phase will be mounted in a separate compartment in the neutral side terminal box. The three
phases will be connected to form the star point after they pass through the CTs. The CTs will be
of class PS accuracy and the CT characteristics will be compatible with the differential relay. The
additional 3 nos. CTs of identical characteristics will be mounted in the HT switchgear panel.
1.5.12 Degree of protection for actuator motor enclosure will be IP 55 for indoor. For outdoor, Actuator
will be weatherproof type with enclosure conforming to IP-64 degree of protection.
1.5.13 Surge arrestor will be provided for all 11kV & 3.3kV motor feeders at switchgear end. However,
for bigger motor, requirement of surge arrestor will be checked during detailed engineering.
1.5.14 All motors will be capable to start at 80% of rated voltage except BFP motors which will be
capable to start at 75% of rated voltage. Motors will also be capable of satisfactory operation at
full load at a supply voltage of 70% of the rated voltage for 5 min. commencing from hot
condition.
1.5.16 All LT motors will be energy efficient class – I in line with IEEMA – EFF-1.
1.5.17 All actuators will be supplied with integral starters for open & close.

1.2.1 Following Plant Communication System for complete plant will be provided:

transmitter receiver sets)
1.2.2 There will be interface between EPABX and PA system. There will also be interface between PA

sheathed and FRLS PVC outer sheathed colour coded, twisted pairs, pairs laid up, taped,
galvanised round wire armoured for indoor installation within plant area. The cables used for
interconnection between exchange and plant and the inter plant cabling shall be
polyethylene insulated copper conductor fully filled core with water resistant jelly filled
compound and Poly Allaminate moisture barrier bonded to the polyethylene sheath. Cables
shall be armoured. All cables shall be colour coded as per Indian Telecommunication

This chapter describes in brief the function, general description and design basis of power &
control cable for the proposed power plant.
Power cable will be used to connect all HT & LT drives & equipment to electrical power system
which need electrical power for proper operation. Control cable will be used for controlling &
monitoring necessary drives/equipment through plant controlling systems. Fire survival (FS)
cables will be provided for certain essential auxiliaries, which are necessary for safe shutdown or
emergency condition of plant.
Cables will be 11kV and 3.3kV of unearthed grade suitable for use in medium resistance earthed
system, stranded & compacted aluminium conductor, extruded semi conducting screen over
conductor, XLPE insulated, semiconducting layer followed by copper tape screened, extruded
PVC Type ST – 2 inner sheathed, armoured, overall FRLS PVC outer sheathed, conforming to IS
7098 (Part II), IEC-502 for constructional details and tests. Maximum conductor temperature will
be 90˚C under normal condition and 250˚C under short circuit condition.
LT cable will be 1.1kV voltage grade, single/multi-core, stranded and compacted aluminium
conductor, XLPE insulated, with PVC inner sheath, armoured and outer sheath made of FRLS PVC
compound, generally conforming to IS 7098 (for XLPE). Minimum conductor cross section of power
cables will be 6-sq. mm for aluminium cables. Maximum conductor temperature will be 90˚C under
normal condition and 250˚C under short circuit condition. Copper conductor cables may also be
used to avoid excessive number of parallel runs of aluminium conductor cables.
Control cable will be 1.1kV voltage grade, multi-core 1.5 Sq. mm cross section, stranded copper
conductor having minimum 7 strands, PVC insulated, PVC inner sheathed / galvanised steel wire
armoured, overall FRLS PVC outer sheathed generally conforming to IS 1554 Part-I. Maximum
conductor temperature will be 70˚C under normal condition and 160˚C under short circuit
condition. In special cases like long distances, where accuracy of measurement or voltage drop in
control circuit warrants, higher size will be used to avoid voltage drop.
1100 V grade, single core, stranded, copper conductor, PVC insulated wires conforming to IS-694-
1990 / IEC-227 Part 1 to 5 (1979) / IEEE-719 (1971). Minimum cross section of copper wires will be 2.5
sq. mm for lighting circuits and 4 sq. mm for receptacle circuits.
11kV(UE) and 3.3kV (UE) and 1100V-(E) grade power & control flexible trailing, annealed tinned
copper conductor, EPR insulated, EPR inner sheathed, CSP outer sheathed and will have conductor
screen of rubber. Cables will conform to IS requirements and any other applicable standards..
FS cable will be 1.1kV voltage grade, stranded & high conductivity annealed tinned copper
conductor, Ethylene propylene rubber (EPR) insulation, armoured, extruded low smoke and very
low halogen content elastomeric inner & outer sheath.
Fire survival cables will be used for the following important auxiliaries:
a) DC emergency lube oil pump, DC hydrogen seal pump, Turbine lube oil pump/ barring gear,
Jacking oil pump
As per IS 7098, Single core cables intended for use on AC systems to be armoured with non-
magnetic material. For multi core cables, the armouring will be of galvanized steel.
Where the calculated diameter below armouring does not exceed 13mm, the armour will be
round wire type else strip type.
The FRLS outer sheath of HT, LT and control cables will conform to category-A as per IS
10810(62).
Power cables will carry the full load current of the circuit continuously under site conditions
considering the condition listed below:
Maximum allowable temperature under normal full load condition and under short
circuit condition
De-rating factors.
b) Power cables will withstand the fault current of the circuit for the duration not less than the
maximum time taken by the primary protective system to isolate the fault. Fault clearing times
for 11kV/3.3kV motor feeders and transformer feeders, and 415V breaker protected outgoing
feeders having high-set instantaneous protection will be 0.16 sec.
a) In general, for incomers and tie feeders of switchgears, bus ducts are envisaged. In case of cable,
the fault clearing time of 1.0 sec and 0.5 sec shall be considered for incomer and tie feeders
respectively.
b) In addition to above, outgoing feeders where only IDMT protection is provided, 1 second shall be
considered as fault clearing time for power cable sizing.
c) For 3.3 kV motors controlled by vacuum contactors with back-up HRC fuses, the minimum cross-
section of cables will be based on the cut-off current of the fuses and Its fusing time.
a) For feeders which are protected by fuse/MCCB, fault current withstand capability will not be
checked and the minimum size of power cable shall be 6 Sq. mm for aluminium conductor and 2.5
Sq. mm for copper conductor.
b) For power supply to valve actuator motors, actuators of various isolating and regulating dampers
and exhaust fans, 3 core 2.5 sq. mm stranded copper conductor cable may be used in view of
ease of termination.
c) 1100V grade, multi core cables as specified in LT power cables will be used for DC distribution.
d) Selection of cable size will be based on cable laying conditions as delineated in the chapter-
“Cabling System”.

a) Current transformers leads will be checked for the lead burden vis-a-vis the current transformer
VA capacity. In case 2.5 sq. mm conductor impose unacceptably high burden on CTs, 4.0-sq. mm
conductor will be used. The conductor material will be copper.
b) Voltage transformer leads will be checked for voltage drop which will be limited to within 1%
for all cases other than tariff metering. For tariff metering the voltage drop will be limited to
0.2%. In case the voltage drop with 2.5 sq. mm conductors exceed this value, higher
conductor sizes will be used.
1.1 Introduction
This chapter describes in brief the function, general description, design criteria of cabling system
for the proposed power plant.
The function of cabling system is to establish convenient and optimum route of cables either
below ground or above ground inside the plant for trouble-free commercial operation of the
plant.
1.3.1 The cable carrier system will be designed considering the following:

1.3.2 In general cables will be laid on cable trays either in concrete trenches or overhead supported
from building steel/structures. Cables will run in concrete trenches in electrical rooms at ground
level.
1.3.3 Above ground cable trays will be provided in the outdoor areas to the extent possible. However,
for the BOP building, cable trenches will be provided inside the electrical room, instead of cable
vault.
1.3.4 In indoor pumps/mechanical equipment areas, overhead cable trays will generally be used. Also
within pump house local trenches will be made for termination to cable box. In transformer yard
cabling will be done through outdoor cable trenches.
1.3.5 Inter plant cable routing will be through overhead cable trays on pipe cum cable bridge or only
cable bridge except isolated but long outdoor cable route with very few cables( 3-4 Cables) can
be routed through direct buried cable trench.

1.3.6 For lighting tower and street lighting, cables will be routed through direct buried cable trench.
1.3.7 In case of underground crossing of roads, railway tracks etc. additional protection will be
provided in the form of Hume pipe.
1.3.8 Cables in outdoor trenches will be properly covered with removable concrete slabs for
mechanical protection. Top of trench cover will be 150 mm above FGL. Minimum 750-mm
clearance will be provided from edge of the tray/ support to the inside wall of cable trench for
walkway.
1.3.9 Power/control cable will be routed to equipment from trenches/trays through HDG conduits. In
ductbanks cables shall be laid in PVC Conduits.
1.3.10 Power and control cables for critical / emergency drives / equipment like DC EOP / JOP will be
kept away and routed in separate cable trays to the extent possible.
1.3.11 Cable routing on stacker reclaimer machine should be such that the trays should be laid above
the walkways and cable raceway should not be erected below boom. Wherever any cable has to
cross conveyor, the crossing should take place above the conveyor either above the cross over
ladder or by providing separate platform.
1.3.12 All cable entries to the buildings will be sealed by fire proof/ water proof compound after cable
installation.
1.3.13 Flexible conduits will be used between embedded conduits/pipes and the motor terminals.
Flexible conduits will also be used between fixed conduit and any equipment terminal boxes
where vibration is anticipated or equipment that require regular removal.

1.3.15 Cable trays will be avoided very close to pipes carrying high temperature steam. When they are
inevitable, it will be laid after Owner approval and suitable insulation material will be provided
between cable trays and pipes.
1.3.16 Cables-cable tray openings in valves and floors or through the pipe sleeves from one areas to
another or one elevation to another, between the units and within same unit will be sealed by a
fire proof sealing system to prevent spread of fire from flaming to the non flaming side, in the
event of fire conforming to ASTM-E-119 standards.
1.3.17 Route markers will be provided at every twenty meter /turning along all buried cable routes.
Joint marker will also be provided at each location.
1.3.18 Cable trenches will be avoided in Boiler, ESP and coal handling system.
1.3.20 Laying of cables will be in line with cable manufacturer’s recommendation. All cables laid on trays
will be neatly dressed and clamped/tied to the tray. Trefoil clamps will be provided for single core
power cables for trefoil arrangements. Generally, cable entry in panels will be from bottom
however in case of space restriction /layout constraint, cable entry will be from top. Cable Laying

i) Cables trays will be prefabricated Ladder/perforated type sheet steel with hot dip
galvanizing. Ladder type for power and control cables and perforated type for carrying the
instrumentation cables will be used. Cable trays, fittings & accessories as well as elbows,
reducers, tees, crosses etc. will be fabricated out of 12 gauge (2.5 mm thick) sheet steel and

furnished in standard length of 2.5m. Each section of all types of cable trays & each fitting
like elbow, tees, crosses etc. will be provided with two nos. hot dip galvanised side coupler
plates & associated bolts, nuts and washers on each side.
ii) Standard cable tray widths used will be 50,150, 300, 450, 600 mm & 750 mm. Cable trays
will have rigidity to withstand the maximum possible cable loads of 133kG/sq. m.
iii) Cable rack and tray support structure will be hot dip galvanized. Cable tray will be
supported at maximum 2000 mm interval.
iv) Cable rungs will be perforated / fabricated type to suit the cable trays and will be provided
at every 250 mm span.
vi) Cable trays and supporting structures in chemically corrosive area (like battery room, water
treatment plant) and in cooling tower areas will be mild steel painted trays finished with
chlorinated rubber based paint/epoxy paint.
vii) All cable trays need not be provided with covers. Cable tray covers only will be provided for
out door cable tray and on requirement basis as following. Cable tray in areas subject to
excessive coal dust, oil spillage, and mechanical damage or accessible to personnel contact
will be provided with raised sheet metal tray covers, installed on front tray in vertical run
and inverted 'V' type on upper tray in horizontal run. However, vertical trays will be boxed
up instead of tray covers only on front tray as case to case basis and the same will be
decided during detail engineering.
viii) In case of cable trays containing power cables, ventilation requirement will be considered
while installing tray cover.
ix) Cable trays will be covered by 16 gauge (1.7mm thick) perforated type hot dip galvanized.
x) All material and accessories required for cable installation like cable trays, tray covers,
support steel, etc., will be hot dip galvanized and conduits/pipes will also be hot dip
galvanized.
xi) The cable trays along a route will also be systematically numbered and marked to ensure
cable laying according to cable schedules. Besides having identification/designation at each
end of cable way and branch connection, the long length of trays will have identification at
every ten (10) meters.
1.4.2 Conduits
a) In the areas where only few cables (maximum 5 nos.) are to be laid below grade, cables will
be laid in buried Hot Dip Galvanised (HDG) conduits. In corrosive areas, conduits will be hot
dip galvanised and provided with a permanent anti-corrosive coating. Embedded conduits

can be taken from nearest trench, manhole, handhole etc. upto or near the equipment.
HDG conduit stub ups will be provided at the equipment end. Open end of the stub-up will
be minimum 150 mm above FGL & 25mm above FFL or Top of Paving.
i) Below grade –Through PVC sleeves, which will be sealed after cable laying.
ii) Above grade- Cutout will be provided for cable tray /AGC to pass through wall.
Remaining cutout will be sealed after cable laying.
c) In ductbanks cables will be laid in PVC Conduits. All conduits will be heavy duty type
conforming to IS: 9537. The minimum clearance of top of duct bank from FGL will be
500mm. Reinforced concrete duct bank will be used at road crossing.
d) The size of the conduit/pipe will be selected on the basis of following fill criteria:
Conduit diameter will be limited to a maximum of 200 mm. The standard conduit sizes of 25,
50, 100 and 150 mm dia. will be used.
e) Raceway identification tags will be provided for conduits just before entering the
equipment enclosure, on both sides of a wall or floor crossing, on each conduit entry.
f) In false floor area i.e. Control Room and Control equipment room, the cables will be laid in
cable trays.

1.1 Introduction
This chapter describes in brief the function, general description and design basis of lighting
system for the proposed power plant.
1.2.1 The main function of station lighting system is to ascertain that adequate illumination level is
available from different light sources throughout the plant to achieve successful, trouble free and
safe operation of the plant during normal and emergency conditions. To achieve the same plant
lighting system is classified as follows:

1.3.1 General
Station lighting system will comprise of lighting fixtures, lighting transformers, Normal and
Essential Main Lighting Distribution Boards (MLDB), Lighting Distribution Boards(LDB),
receptacles, switches , power sockets, switchboards, cables and wires, conduits, poles, masts,
ceiling fans, Aviation Warning lights etc.
This will be provided by A.C. lighting fixtures distributed throughout the area. These lights will be
“ON” as long as the A.C. supply is available. A.C. lighting fixtures will be fed by 240 V AC supply
from respective lighting panels, which in turn will be connected to normal lighting distribution
board. The normal lighting distribution board will be fed through respective unit ratio lighting
transformer, which forms a part of it. Normal A.C. supply thus made available by normal
distribution board (i.e. main lighting distribution board (MLDB)) is 415V-3ph-4W-50HZ effectively
grounded.
On failure of normal A.C. Supply, emergency A.C. lighting will be provided in selected areas of the
powerhouse, boiler area, boiler galleries etc. for general visibility, safe movements and operation
of important auxiliaries. The emergency main lighting distribution board (EMLDB) is similar to the
MLDB except that lighting transformers in this case are fed from station A.C. Emergency bus
having D.G. System backup. Thus power for A.C. emergency lighting is 415V-3ph-4W, 50HZ,
effectively grounded.
a) During station emergency involving total AC failure, incandescent lamp DC lighting fixtures
will be provided for movement of personnel in important areas/buildings at strategic
locations (viz., near entrance, staircase, landings, TG building operating floor, Central
Control Room (CCR) , 400kV GIS control building, Boiler, ESP and transformer yard).
Emergency DC lighting will be catered by DC Emergency Lighting Distribution (DCELDB)
boards. These DCELDBs will feed the DC emergency lighting fixtures through a numbers of
DC emergency lighting panels (DCELP) located suitably in respective area. DC lighting
fixtures will be normally ‘OFF’ and will automatically get switched “ON” the moment AC
power supply fails. When power supply is restored they will be switched “OFF” manually.
b) In other distant areas like various pump and electrical switchgear rooms such as FOPH
switchgear room, etc. the DC lighting fixtures will be ‘Instalite’ type which is permanently
connected to normal supply charging a battery (1 hour operation, Ni-Cd type). These will
switch “ON” automatically once AC power supply goes “OFF”.
For lighting facilities comprising portable hand lamps and/or connection of portable hand tools

etc., required during the routine maintenance work, 24V single phase 3 pin sockets with switches
will be provided at selected points in the areas listed below:
b) TG building: Near HP & LP heaters, turbine flash tank, blow down tank, near condenser
water box and near bus duct termination of generator end

e) Cable galleries
24V AC sockets for routine maintenance will be clearly identified by colour coding in order to
distinguish them from the normal 230V power outlets. Necessary outlets will be made on the
inside walls of the building near equipment. 24AC sockets will be supplied from 24AC distribution
panel, which receives 230V power supply from 415/240V transformer modules of N/E
switchgear. 24V AC distribution panel will consist of one incoming double pole switch with fuses,
one air-cooled two winding, 1-phse, 50Hz, 240/26.5V transformer, and HRC fuses on 26.5V side.
The small power system will generally consist of domestic/industrial power socket outlets.
For turbine building, Pump houses and Main switchgear room, a 5/15A sockets will be installed to
cover 30m radius area.
240V, 5A, 1-phase, 3pin domestic socket will be provided with switch boards only.
20A sockets will be used for AC & ventilation and will be controlled through MCBs.
415V, 63A/16A, 3-phase, 4-pin Industrial power sockets will be located at 50m grid on ground
level and strategic areas. These power sockets, equipped with ELCBs will be fed from
ACDB/PMCC/MCC.
Two no. of 415V, 125A, 3-phase, 5-pin Industrial power sockets will be located at transformer
yard for transformer oil filtration unit. These power sockets, equipped with ELCBs will be fed
from ACDB/PMCC/MCC.
Aviation Warning lights will be provided for chimney/cooling tower as per ICAO, DGCA guideline.
Power supply for Aviation Warning Lighting will be supplied from Emergency AC lighting
distribution board.

The chimney aviation lights will of neon type with two lamps. Only one lamp will be ON at a time.
Its failure will initiate alarm and the next lamp in that particular fitting would be switched on
automatically. Control panel for control and annunciation will be provided. One Photo controller
with suitable controller arrangement will be provided for automatically change the intensity
based on natural light.
a) All lighting fittings and equipment comprising the lighting distribution board and panel will
meet the operating requirements for full load, at an ambient temperature of 50°C.
b) Lighting System will be designed in such a way that Normal AC lighting & Emergency lighting
in totality will provide 100% illumination level for each area. AC Emergency lighting in control
room will be 50 Lux and for other areas 20 Lux. DC emergency lighting will be 10 Lux for areas
as identified above.
c) Lighting transformer will be sized to take care of 20% design margin on connected actual load
with associated MLDBs.
d) Continuous current rating of MLDB bus will be selected considering 20% design margin over
connected actual load. MLDB will be designed for the short circuit level of 9A. The main
lighting distribution boards will consist of incoming MCCB and outgoing triple pole and
neutral SFUs.
e) Lighting panel will consist of one number triple pole and neutral incoming ELCB and
miniature circuit breakers for outgoings. Each outgoing MCB in lighting panel will be 16A,
2 however loading will be restricted to 2000W. For outdoor lighting panels, each outgoing MCB
rating shall be 20A.
f) Voltage drop at the fixture form the MLDB bus will not exceed 5%. Cables and wires for
lighting will be sized accordingly. Circuit loading of each lighting distribution board will be
done in such a way that almost balanced loading in all the phases i.e. R, Y & B is achieved. At
least two sub circuits will be used for illumination of a particular area
g) All equipment and accessory will have proper enclosure to suit the site condition. Lighting
fixtures will be selected as per the Hazardous Area classification which will be suitable for use
in the specified area.

i) Incoming feeders to all LDBs, receptacles, lighting panels and emergency DC lighting

2.5 sq.mm, 1100 V grade FRLS, PVC stranded cable of copper.
b) Wiring from lighting DBs/panels to individual fixtures, plug points, fans, etc. will be of single
core, 2.5 sq.mm, 650 V grade PVC stranded copper conductors through surface mounted or
concealed medium duty GI conduits conforming to IS 1239 with earth wire. The wires will
occupy 60% of the conduit area.
c) 650 V / 440 V grade stranded copper conductor, PVC insulated, colour coded, wires laid in GI
conduits will be used for lighting in non-hazardous area. In the hazardous area, outdoor areas
like transformer yard and road lighting, cable wiring will be adopted.
d) Minimum size of wires in case of conduit wiring will be 2.5 sq.mm. Copper in case of lighting
and 4 sq.mm. copper in case of receptacle wiring.
e) Cable for road light will be 4C-16 sq.mm Aluminium and above.
f) For outdoor lighting, the cable will be buried at a minimum depth of 750 mm from ground
level or run in cable trays. The buried cables will have suitable bedding, protective covers and
markers.
h) Office buildings, laboratory buildings will have concealed wiring with 2.5 sq. mm cable using
PVC conduits.

c) Utilisation factor considering the room index at applicable surface reflection factors will be
calculated. The working plane will be considered at 1m from the floor level.
d) The value of the ratio of spacing (S) to mounting height (H) will be commensurate with the
type of fittings selected and uniformity of illumination. The suspension height for suspended
fixtures will not exceed 1 meter.
e) Mounting height, spacing of flood lights will be based on lamp wattage, uniformity of
illumination and vertical angles. Ratio of minimum to average illumination will not be less
than 0.3 and for minimum to maximum will not be less than 0.05.
g) Flood lights for area lighting will be mounted on building structures. For outdoor lighting i.e.
around the power plant building and transformer yard provision to be made with 400W
outdoor type lamps mounted on wall/structures.
j) The lighting fixtures will be designed for minimum glare. The surface finish will be smooth,
unobtrusive and scratch resistant.
k) In the plant areas, the lighting circuits will be controlled directly from the MCBs in the lighting
panels. Wherever the lighting panel is not in the same area, separate switches will be
provided. For cabins, rooms, etc., separate switches will be provided for each point. Similarly

l) Road and area lighting will be controlled via Photocell and 24hr time synchronous time
switch with manual override switch for by-passing of photocell/timer circuit.
m) In general, the type of fixtures, type of luminaries and average illumination levels to be
achieved for various areas will be as follows:-
a) Individual control in office buildings will be through single pole flush type switches/MCBs. In
those areas where group controls are required, rotary switches will be provided.
b) External area lighting will be fed from separate boards located at suitable places. Automatic
switching ON/OFF of these circuits will be done through timers/photo cell.
c) In high bays, walkway will be provided for maintaining light fittings. At other places suitable
ladder / platform / approach will be provided for maintaining / replacement of light fittings.
d) All equipment will have proper enclosure to suit the site conditions. All sheet steel enclosures
of panels, switchboards & receptacles will be chemically cleaned rinsed, phosphated & dried.
After the treatment steel surfaces will be given two coats of finished enamel paint of
approved shade.

e) MLDB/SLDB will be of metal-enclosed, cabinet type, fabricated by 2mm thick of CRCA sheet
2 steel, suitable for either wall/column mounting on brackets or floor mounting on channel
sills, dust & vermin proof, IP52 degree of protection. Outdoor panels will be weather proof
with canopy, IPW-55 degree of protection. The cubicle-housing transformer will be minimum
IP-52. MLDB will have provision of bottom cable entry while SLDB will have provision of top &
bottom cable entry. SLDB located in outdoor will have only bottom cable entry. Bus bar will
be electrolytic grade hard drawn aluminum, colour coded for easy identification and
designed for a maximum temperature of 85 Deg. C. Minimum size will be 25 x 6 mm.
f) MLDB will consist of one dry type transformer housed in the cubicle, voltmeter with selector
switch, C.T. operated ammeter and incoming triple pole ACB/MCCB. Lighting transformer will
be 415/415 V ±2 x 2.5% with OCTC on primary side, indoor, Dry type cast resin type (AN
cooled).
g) Receptacles will be heavy duty, complete with individual plug and switch. The conduit box of
the receptacle will be provided with earthing screws with washer and nuts welded on the
surface for grounding with 16 SWG GI wire. Arrangement will be provided inside the conduit
box for grounding of third pin. Shrouded type plug will be provided with corresponding
matching arrangement at sockets to prevent accidental contact with finger during plug
insertion.
h) The fans will have three well balanced blades, and will be reasonably free from noise. Fan
motor will be totally enclosed type with copper winding and class E insulation. Electronic
regulator with smooth control is preferred.
i) Street light poles will be swaged and welded steel pole, complete with fixing brackets,
weather-proof junction box and all other accessories. Exposed surface will be coated with
two coats of metal primer.
j) Flood light tower will be a lattice structure with maintenance platform and approach ladder.
All structural members and hardware will be hot-dip galvanized.
k) Lighting High Mast will be of continuously tapered polygonal cross section, at least 20 sided
and hot dip galvanized. Lighting Mast will be of 30M height with lantern carriage to enable
raising/ lowering for ease of maintenance.
l) Fixtures will be suitable for minimum 20mm conduit entry and 16 SWG G.I. earth wire
connection. High bay fixtures will have provision for vibration damper.

1.1 Introduction
This chapter describes in brief the Earthing & Lightning design basis for the proposed power
plant.
a) Provide safety to equipment and personnel from contact with dangerous potential caused by
a ground fault.
a) Earthing Calculation:
(b) Conductor size for earth mat - as per IS 3043 (Cl. No. 12.2.2.1)
(c) The calculated size will be suitably (depending on the resistivity of soil) increased
as per table below to account for the loss of material (steel) due to corrosion in
soil.
(f) Standards to be followed - IEEE 80, IEEE 665, IS:3043 and IS:2309
ii) The values of the various constants applicable to steel will be as per CBIP manual on
Substation (Chapter on Design of Earthing Mat for HV Substation).
iii) Galvanised steel rod electrodes of suitable diameter and length will be used as per the
recommendation of IS 3043.
iv) The Ground mat in the outdoor area will be laid at a minimum depth of 600 mm
ground level to provide low impedance discharge path to earth for lightning surge and
fault energy of the system& riser will be taken minimum 300 mm above grade
level/concrete floor level.
v) The length of ground conductors of the main earth mat in the main plant complex will
be sufficient to ensure a ground resistance less than one (1) ohm.
vi) Ground rods will be provided at the points where system neutrals/lightning protections
are connected to the ground grid. The ground conductor will be so laid as to provide
short and direct connection to building steel and major electrical equipment.
vii) The size of the earthing leads will be decided based on the type of equipment and
structure to be earthed and will be provided generally as per IS 3043.
b) Lightning Calculation:
ii) The lightning protection system will be made of horizontal air termination network or
vertical air termination conductors or combination of both, and down conductors.
Ordinary structures and miscellaneous structures in the zone of protection can be
regarded as immune from direct lightning strokes. An air termination network made
of connected GS Flat conductors will be provided on the roof for all the buildings which
require Lightning Protection. Air termination network and down conductors with a
cross-section of 25x6 mm GS flat will be provided.
iii) The need for lightning protection for all the building will be evaluated taking into
account all the parameters as per IS 2309. Horizontal air terminations will be provided
all buildings, wherever lightning protection is needed. No. of down conductors will be

iv) Conductors of lightning protection system will not be connected with conductors of
safety earthing system above ground level.
v) The down conductors will be welded to steel structures at 1000 mm interval or cleated
to wall at 750 mm interval. Wherever welded, the weld locations will be treated to
provide rust protection.
vi) All the metallic structures within a vicinity of 2000 mm will be connected to the
lightning protection conductors.
vii) Down conductors will run along the outer surfaces of the building and will have a test
link at a height of about 1000 mm above ground level.
viii) Air termination network with down conductors and earthing electrodes will be
provided on the basis of IS Code of Practice.
ix) Horizontal air termination will be so laid out that no part of the roof will be more than
9 meters from the nearest conductor.
x) Shielding angle for one vertical air termination will be 45 degrees. For more than one
rod, shielding angle between the rods will be taken as 60 Degrees.
xi) Galvanised steel rods and flats will be generally used for air termination and
connections. All connections will be welded type.
a) Earthing System:
i) Ground grid mesh will be provided for the main plant complex.
ii) 11kV & 3.3kV System will be resistance grounded. The 415V system will be solidly
grounded. The 220V DC system will be ungrounded.
iii) All connections above ground will be welded type except connection to
equipment/structures which will be bolted type.
iv) Inside building, ground conductors will be run for each floor supported on building
steel and/or cable trays. These ground conductors in turn will be connected to the
station ground grid through riser (atleast two) coming up along building columns/cable
shafts.

earthing network: The design of electronic earthing network will confirm to the need of
I&C System of the plant. Recommendation of DCS /PLC system supplier will be
followed.
vi) Metallic sheaths, screens and armour of all multicore cables will be earthed at both
equipment & switchgear end.
vii) Sheath and armour of single core power cables will be earthed at switchgear end only.
viii) Inside building, ground conductors 75x10 sq. mm GS flat will run as main earthing
conductor embedded in concrete floor with 50mm cover above the earth flat,
supported on building steel and/or cable trays. These ground conductors in turn will be
connected to the station ground grid through riser (riser raised for each alternate
column or 15 meters distance between riser, whichever is higher) coming up along
building columns/cable shafts.
ix) Mild steel ground pads at different locations i.e. on wall/floor/ceiling inside the
buildings/tunnels/trenches will be provided for equipment earthing. These pads will be
in turn connected to respective floor ground conductors. Each floor ground conductor
will be interconnected and in turn will be connected to the station ground grid through
riser (riser raised for each alternate column or 15 meters distance between riser,
whichever is higher ) coming up along building columns/cable shafts. Two nos. of
earthing connection will be provided for equipment earthing.
x) All connections underground and aboveground will be welded type except connection
to equipment/structures which will be bolted type. Earthing conductor around the
periphery of the building will be connected to main earth grid at two locations via
treated test pit.
xi) Minimum earth coverage of 300mm will be provided between the ground grid
conductor and the bottom of trenches, tunnels, underground pipes, foundations,
railway tracks etc. The ground grid conductor will be re-routed in case it fouls with
equipment foundations.
xii) Grounding conductor around the building will be buried in earth at a minimum

distance of 1500 mm from the outer boundary of the building.
xiii) Earthing conductors along their run on column, wall etc. will be supported by suitable
welding/clamping at intervals set exceeding 750mm.
xiv) At the crossing of building walls, floors etc. the earthing conductor will be passed
through galvanized conduit sleeves. Both ends of the sleeve will be sealed to prevent
the passage of water through the sleeves.
xv) The generator neutrals, transformer neutrals, earthing terminals of lightning arrestors,

coupling capacitor will be directly connected to Pipe Earth Electrode which in turn will
be connected to station grounding mat. Pipe Earth Electrode will be 100 NB, 3000 mm
long heavy duty G.S. pipe. Treated Earth Pits will be provided only for Generator &
2 transformer neutral earthing and LAs. Two pits will be provided for each generator and
transformer neutral whereas for each LA single pit will be provided.
xvi) Above ground and embedded metallic conduits and pipes will not be used as earth
continuity conductor. These will be grounded at both ends.
xvii) A continuous 50x6 mm G.S. flat earthing conductor will run along the supporting
structure of cable trays/cable shafts. This earthing conductor will be attached to cable
tray/trays through 50x6 mm G.S. flats at an interval of 10m.
xviii) The railway tracks within main plant complex will be bonded across fish plates and the
rail tracks will be connected to grounding grid at different locations.
xix) The overhead crane rails will be grounded at both ends. In addition all joints will be
bonded to provide electrical continuity.
xx) The projected portion of riser/pigtail above ground will be coated with two coats of
bitumen paints (anti-corrosive paints) with a minimum thickness of 1 mm after
connection.
xxi) The portion of galvanized steel flats, which undergoes welding at site, will be coated
with two (2) coats of cold galvanizing anti-corrosive paint after welding.
xxii) Equipment/structures ground connections after properly checked and tested will be
coated with weather resistant paints/cold galvanizing paints.

i) Horizontal air terminations mesh of 25x6mm GS flat will not be more than 10 x 20 m.
For vertical air termination, air-termination rod of 20mm diameter galvanized steel,
with an additional fixing may be used. All the vertical air terminal rods will be
electrically connected together by means of horizontal conductors (galvanized steel
flats) of size 25x6 mm.
ii) Down conductors will run along the outer surfaces of the building and will have a test
link about 1000 mm above ground.
iii) Where earthmat is available, the riser specifically earthed for lightning protection will
be considered as earth terminal. In such case, one electrode will be provided close to
the earth terminal. Howe, where earthmat is not available, dedicated treated earth pit
will be provided for lightning protection system. In no case conductors of the lightning
protection system will be connected with the conductor of earthing system above
ground level.

iv) The portion of galvanised steel flats, which undergoes welding at site, will be coated
with two (2) coats of anti-corrosive paint after welding.
v) The bolted joint of the test link will be covered with thick coating of bitumen paint
after successful testing.
vi) The air terminal rods will be coated with weather resistant anti-corrosive paint (zinc
chromate followed by two coats of aluminum paint).
vii) The sizes and materials of earthing conductors to be used in lightning protection
system are listed below:
1.1 Introduction
This chapter describes in brief the layout design criteria for the proposed Plant.
Layout Aspects are statutory/project specific layout criteria for preparation of Electrical Erection
diagram.
a) The oil filled transformers shall be separated from each other and from all other equipment
by fire resistant walls of not less than 355 mm thick brick work or 230 mm thick RCC. The wall
shall be extended at least 600 mm above the highest point of the equipment so separated
and 600 mm beyond the width of the transformer and cooling radiators.
b) Baffle wall in the transformer yard will be four (4) hour rated.
c) All switchgear room doors shall open outside. Minim two (2) doors will be provided. All doors
of switchgear room will be fire-proof.

1.1 Introduction
This chapter describes in brief the function, general description, design basis of the Emergency
Diesel Generator for the proposed power plant.
The Diesel Generator system will consist of three (3) nos. of Diesel Generator Sets, to provide
emergency power for safe shut down of units 1 & 2 in case of grid power failure. One (1) no. DG
set will be provided for each unit and one no. spare DG set common for both the units.
1.3.1 All the emergency loads of one unit and its station will be fed from two double-ended emergency
Switchboard. There will be total four (4) nos. emergency switchboards for the complete power
plant. Each emergency Switchboard will have two (2) normal supply incomers and one (1) DG
supply incomers as shown in the Key Single Line Diagram (Drg. No. T658000-YU02-00-ZEN-
143101).
1.3.2 A separate Diesel generator Switchboard (EDG Board) will be provided and all the three DG’s will
be connected to this switchboard as shown in the Key Single Line Diagram (Drg. No. T658000-
YU02-00-ZEN-143101). The bus-coupler breakers will act as DG breaker for standby DG. Each
Emergency Switchboards will be fed from this Diesel Generator switchboard through tie-feeders.
1.3.3 For Diesel Generator protection details, refer point no. 1.2.7 of Chapter-27.
1.4.1 The rating of the 415V diesel generator will be adequate for the need of AC and DC power of the
essential consumers needed during the failure of Normal AC supply (black-out). The emergency
diesel generator will be adequately sized to cater to the following emergency loads of the unit
during black out conditions:
a) The instrumentation and the control system loads which will be supplied from 240V UPS.
f) DG auxiliary loads.

1.6.1 An appropriate load factor with a minimum of 0.9 for continuously running loads and 0.2 for
intermittent loads like valve actuators, dampers, cranes, plug points, elevator etc., will be
considered. Standby and spare feeder loads will not be considered.
1.4.2 The DG set will be capable for startup from cold condition reaching synchronous speed and rated
voltage in 15 seconds from the start impulse. The DG set thereafter will also be capable for taking
the full rated load, within 30 seconds, without undue vibration and overheating of the engine.
1.4.3 The maximum permissible voltage and frequency variations of output supply for the DG set will
be limited to +/- 10 % and +/- 5 % respectively and combined voltage and frequency fluctuation
of 10 %.
1.5.1 Battery of adequate rating suitable for 5 (five) successive quick starts with associated battery
charger for black start of the diesel generator will be provided.
1.5.2 The DG sets will be suitable for parallel operation with the 415V auxiliary system. Necessary
protection as required will be provided to ensure satisfactory parallel operation.
1.5.3 The DG set and all the auxiliary equipment of the DG including EDG board will be housed in DG
room. The diesel engine will be standard type, water cooled and direct-injection and equipped
with necessary auxiliaries. The diesel generator will be fully automated and controllable
remotely as well as locally. The set will be capable for parallel operation with the main system for
load testing.

1.1 Introduction
This chapter describes in brief the function, general description, design basis of the 400kV gas
insulated switchgear (GIS) for the proposed power plant.
The 400kV switchgear will be indoor type, SF6 gas insulated switchgear. This 400kV GIS will
receive power from generator transformer for export to Grid. The proposed 400kV GIS will be
two-main bus scheme with following bays/breakers and terminals:

Generator Transformer (GT) Bay : Two (2)
1.3.1 The control and protection cubicles will be factory built assemblies made for easy and quick
installation at site. Care will be paid to preventing EMC disturbances to penetrate to GIS controls
or to the Plant controls causing malfunctions or unintentional trips.
1.3.2 The 400kV GIS will be selected on the basis of rated current, nominal system voltage, design
ambient air temperature, fault current and voltage variation as indicated under design
parameters.

1.3.3 The temperature rise of the enclosure will comply to the relevant IS, at the rated current. The
respective components of the system will comply to relevant IS/IEC standards.
a) 400kV GIS including CTs, PTs, isolators, earth switches, instrumentation safety and
monitoring of SF6 gas.
f) Provision for interfacing with remote control system like DCS /SCADA for control, monitoring
and metering.
1.3.5 Digital Bay Controller Units (BCUs) will be housed in the LCC. The BCU shall have a local HMI with
facility for local operation as well as facility to link with Supervisory Control and Data Acquisition
(SCADA) system/Switchyard Control Panel (SCP) for remote operation.
1.3.6 When operated locally, closing of CBs shall be possible only after opening the isolators.
Closing/opening of the isolators shall be possible only after opening the CB in both Local and
Remote operation modes.
2 1.3.7 Protection trips from Master trip relays shall be wired directly to trip the GIS CBs. These shall not
be routed through BCUs.
1.3.8 For Remote operation, SCADA system and SCP (with minimum controls –for Line, GT, bus reactor
and bus coupler bays) shall be provided. Control through SCADA/SCP shall be possible only when
remote operation mode is selected in BCU.
1.4.1 The breakers will be designed for all switching duties appearing in the place of application,
among others:
Breaking full fault currents which depending on the fault location and type will contain off-
set and dc component and delayed zero point crossing typical to generator supplied fault
current.
1.4.2 Earthing will be made by earthing switches with a making capacity equal to the rated peak
withstand current. The earth switches and disconnectors will be equipped with motor operated
actuators.
1.4.3 All components willl be fire retardant and will be tested in accordance with IEC 695.
1.4.4 The switchgear will have auxiliary AC and DC power system. The switchgear will be connected
with the automation system.
1.4.5 A separate control/relay building will be provided for the 400kV GIS. GIS controls will be
achieved through Supervisory Control and Data Acquisition (SCADA) System consisting of IED’s,
RTU’s, Ethernet data highway, etc. and will receive time synchronisation signal from Master clock
system.
1.4.6 The GIS relays will be of the numerical type with remote communication interface such that all

bay level data can be transmitted to the SCADA system through an optical fiber cable data
highway.
1.4.7 The GIS control will be from the SCADA OWS- GIS disconnect switches and circuit breakers will
be controlled from the SCADA OWS located in the GIS control room.
1.4.8 It shall also be possible to operate the GIS disconnect switches and circuit breakers from Central
Control Room (CCR) of the Power Plant through the SCADA OWS in order to enable the GIS
Control Room being totally un-attended.
1.4.9 In addition to above, Gateways and redundant fiber optic link shall be provided for transmitting
GIS data/status, alarms and indications, measured values and other signals of non-control type to
the Main Plant distributed digital control and Information system (DCS).
1.4.10 Four (4) numbers Operating WorkStation (OWS) with 21 inch colour graphic flat monitor (TFT)
two (2) will be located in GIS control building and one (1) will be located in Main control room
and one in Shift-in-charge’s room.
1.4.11 In addition to above, one operator cum engineering work station will be provided and this will be
located in central control room (CCR).
1.4.12 Fire alarm & detection system will be provided for GIS control building and protection panel.

1.1 Introduction
1.1.1 This chapter describes in brief the function, general description, design basis of the 400kV
outdoor equipment.
1.1.2 The terminal point for evacuation system will be tension insulators at 400kV take-off gantry for
outgoing lines 1, 2, 3 &4 structure near 400kV GIS control building.
Each Steam Turbine Generator will be connected to the 400kV GIS through a Step-up Generator
transformer (GT) and a Generator Circuit Breaker (GCB) and power will be evacuated through
four (4) nos. 400kV Transmission lines. Startup power will also be drawn through these lines.
1.3.1 GIS duct from 400kV GIS will be extended up to outdoor 400kV SF6 –Air bushings. O/H line
connection will be provided from SF6-Air bushing up to 400kV gantry structure for connecting the
outside/outgoing line feeder conductors and incoming line feeder conductors from generator
transformers.
1.3.2 One (1) no. of outdoor type ONAN bus reactor of 125 MVAR will be provided for the entire 400kV
switchyard.
1.3.3 Each outgoing line will be provided with one wave trap (at central phase for line to line coupling
where power will be evacuated by D/C transmission line) one no. EMVT for tariff metering with
two metering cores of 0.2 accuracy class, one no. CVT for main-1 &main-2 protection,
BCU/metering & PLCC, one no tariff CT with two metering cores of class 0.2s, and surge
protective device.
1.3.4 For all lines details of PLCC communication interface with SLDC/RLDC and type data to be
transferred will be finalized in consultation with Owner. Line trap will be broad band tuned for its
entire carrier frequency range. Resistive component of impedance of the line trap within its
carrier frequency blocking range will be suitable for 400kV system.
1.3.5 Each generator transformer feeder will be provided one no. CVT with two metering cores of 0.2
accuracy class, one no tariff CT with two metering cores of class 0.2s and surge arrestors. For bus
reactor, surge arrestors will be provided.
1.4.1 400kV outdoor equipment, in general, will be designed based on IS 10118 & CBIP Technical
Manual on layout of Substation report no 299.

1.4.2 The Electrical & Safety clearances as indicated below will be maintained:
e) Minimum creepage distance : 31mm/kV (for Very Heavy pollution as per IEC-
60815)
1.4.4 While calculating the conductor size, the final conductor temperature will be considered as 85
Deg. C with a design ambient of 50 Deg. C. The conductor size and spacing will be checked to limit
the voltage gradient to 17kV/cm to reduce corona effect. The short time rating will be 50kA for 1
sec.
1.4.5 400kV equipment will be shielded against direct lightning strikes by earth wires.
1.4.6 Short Circuit Forces, Busbar Sizing, Insulator span calculations, Sag tension, Cantilever strength
and voltage gradient Calculation will be done as per standard practice.
1.5.1 Droppers for LA, Wave trap, BPI, GT from 400kV lines will be done as per standard practice.
1.5.2 Clamps & connectors will be Al. alloy casting conforming to IS 617 for connecting to equipment
terminals and conductors. Bi-metallic connectors will be used for connecting with Cu.
Connectors.
1.5.3 Tension and suspension insulator strings will be anti-fog type selected based on the voltage,
insulation level, creepage distance and electro-mechanical strength. Creepage distance will be 31
mm/kV. Electromechanical strength for suspension/tension insulators will be 120kN.
1.5.4 Bus post insulators will be solid / post insulator type and will be selected based on the system
voltage, insulation level mechanical strength and creepage distance of 31 mm/kV.
1.5.5 Overhead line connection with TG building is not required due to provision of gantry/Tower on
the rear of the transformers in the transformer yard. Only shield-wires may be strung from the

TG building for direct stroke lighting protection of the equipment located in the transformer
yard.
1.5.6 Bus reactors will be designed to operate continuously at the highest system voltage without
exceeding the guaranteed temperature rise. The total harmonic content in the phase current of a
star connected reactor and zero sequence components appearing in the neutral will be limited
below 3% of the crest value of rated current. The impedance of reactor will have a constant value
upto about 1.5 times rated highest system voltage. Bus reactors will be designed for 110%
continuous over-fluxing withstand capability. Reactors will be provided with Off Circuit Taps of ±
10 %.
1.1 Introduction
This chapter provides a description metering & protection of the various systems for the
proposed power plant.
1.2.1 All protection relays will be of numerical type. Trip relays will be separate and independent and
not part of the numerical relay.

(d) Islanding protection based on vector shift principle with defeat feature for both
Main-I and Main-II buses.
ii) As mentioned above, two groups of line protection shall be provided for each line. Each
group shall be 100 % redundant and connected to a separate DC supply so that even if
one group of protection is not available or under maintenance the line will be protected
by other group.

Each 400kV busbar will be covered with a high-speed bus bar protection scheme having a
main & check feature. The main & check function of the busbar protection of each 400kV bus
will operate in a two-out-of-two mode so as to achieve better security.
All 400 kV circuit breakers shall be provided with local breaker backup protection. The
local breaker backup protection relay shall be a triple pole over current relay with a high
drop off to pickup ratio with a fast acting feature. This shall provide protection against
the stuck breaker condition for the 400kV systems. This protection shall be initiated by
primary fault detecting relays and time delayed to permit the breaker to trip.
(c) 2 groups of High speed trip relays (86) for main I & main II protection scheme.
(e) Supervision relays for tripping relay 98LT1 & LTX, 86L1 to 86LX.
f) Metering
i) The following energy meters will be for various 400kV bays as specified below:
(a) Main and Check energy meters having class 0.2S accuracy and suitable for ABT
requirement on each 400kV Line feeders.
(b) One standby class 0.2S accuracy energy meter suitable for ABT requirement on
400kV side of each Generator at the positions.

switchgear buses will be equipped with multifunctional microprocessor based numerical
protective relay having protection facilities along with fault recording, event logging,
2 continuous self-monitoring and communication ports / gateways with Modbus protocol for
interface with plant DCS system.
b) TVM Meters for Energy audit and accounting purpose are to be provided. TVM Meters will be
2 of accuracy class 0.5 S. CTs of accuracy class 0.5 S, and PTs of accuracy class 0.5 will be
provided for this purpose. Both CTs and Meters will strictly comply with the CEA
requirements published in the Gazette of India.
ii) Outgoing and Tie feeders of all 11kV and 3.3kV Switchgears

d) All 11kV & 3.3kV incomers will be equipped with multifunction digital meters with serial link
communication facility for communicating with DCS. The meter will be of accuracy class 0.5
with same accuracy class CT’s.
e) 11kV Tie feeders will be provided with Class 0.5 accuracy multifunction meters with same
accuracy class CT. These meters will have communication facility with DCS.
f) All other feeders will be provided with drawout type multifunction numerical relays with
serial link communication facility for communicating with DCS and digital meters having
accuracy class in line with accuracy class of CT/VT. Transducers will be provided with dual 4-
20 mA output with 0.5 class of accuracy.
g) The Interposing relays will be rated for 0.5 Amp breaking at 220V DC and 6 Amp make and
continuous current at 220 V DC.
h) Interposing relays required for generator and OLTC raise/lower will be located in GCP and
RTCC panel respectively.
i) Timers and auxiliary relays will be electromechanical type and will be located inside the Relay
& instrument compartments and may be fixed type. Synchro-check relay will also be electro-
mechanical type.
(e) Tripping relay for tripping of motor feeder on prolonged loss of voltage
(a) Microprocessor based comprehensive motor protection relay will be provided with
following protections:-
Thermal overload: 49
IDMT O/C with instantaneous: 51/50 (For Vacuum contactor feeders, fuse will
provide the short circuit protection)
Differential protection for motor above 1000 KW rating: 87M (for BTG supplied

Requirement of high ratio CT for 50 & 87M will be verified by relay vendor and if the
same is required separate high ratio CT will be provided.
(c) Winding temperature trip for dry type transformers (for oil filled, same as mentioned
under Auxiliary Transformer protection).
For 415V system numerical relays will be provided. The following minimum metering &
protections will be provided:-

1.1.2 Local-Manual, Local-Electrical & Remote-Electrical operation of the GCB Disconnector will be
envisaged. Remote operation will be from GCP. Associated Earth switch of the Disconnector will
have Local-Manual & Local-Electrical operation.
1.1.3 The control of 2 Nos. 400kV GT Circuit breakers (located in GIS) and its associated Isolators will be
possible from the backup Generator control panel (GCP).
1.1.4 Control (Open/Close, Synchronise) of all 400kV GIS Breakers including those mentioned above
and its associated isolators, 400kV bus isolators will be possible from the SCADA system.
Selection of the breaker operation for GIS breakers which are controlled from both these places
will be done through a selector switch located in GCP.

1.1 Fire extinguishing/ Protection system shall be common for both the units, which shall include
the common facilities also. The Fire Extinguishing System is broadly divided into the following
sub-systems
A. Fire fighting/Protection system (PLC based system for Fire water pumps control):
i. PLC based LCP with all accessories & hardware for its efficient functioning as indicated in
C&I General Technical Requirement and PLC datasheet.
ii. PLC will have industrial grade touch screen LCD display with membrane key-pad for
operation & monitoring. Size of the LCD display shall be finalized during detailed
engineering.
iii. All control and protection interlocks for the fire water pumping system will be configured
in the PLC based local control panel located in the FW Pump House and the Local
annunciation windows of the Fire Protection Panel will be driven by this PLC.
2 iv. Suitable Remote I/O module for booster fire water pumps will be provided. Location of
this panel will be finalized during detail engineering.
v. The PLC system will be provided with all required hardware’s (like, redundant power
supplies, redundant hot standby controllers/ processors, non-redundant I/O cards,
redundant communication network, system/ relay cabinets, remote I/O modules etc.) to
meet the intent of this specification and for the completeness of the entire Fire fighting
system.
vi. Required numbers of I/Os will be hardwired from Fire fighting system PLC panel for
monitoring of important parameters in the DCS. The exact quantity of hardwired signal
interface will be finalized during detail engineering stage.
vii. The Fire fighting system PLC will be time synchronized with the plant master clock (by
others) by the vendor. Vendor shall keep the provision regarding same. The time formats
will be NTP.
viii. Fire fighting system will be operated in auto mode from PLC and all detailed system
status indications will be available on LCD screen.
ix. 2x100% 240 VAC, 50 Hz, Single phase UPS power supply will be provided by the Vendor.

x. Purchaser will provide 1x100% Non-UPS power supply (available at local LT MCC) for PLC
panel.
xi. PLC based local control panel for Fire water System located at FW Pump House which
includes following interlocks as a minimum requirement.
i. Fire alarm and detection system will be Analogue addressable type microprocessor based
system consisting of various types of fire detectors, control cabling, loop cable, power
cable, fire alarm panels, Central monitoring station, annunciation/ local panels, hooters,
sirens etc.
ii. One (1) number MFAP to be located in Main control Room will cover the fire protection
system of the complete (all the areas) plant. This will give audio-visual annunciations for
fire in each of the area/ equipment/ status of the fire protection system as well as status
of detector system, open /short circuit of control cabling etc. Further this will activate a
hooter/sounder in each of the area provided with fire/smoke detection system.
iii. One (1) number microprocessor based intelligent analogue addressable type Sub Fire
Alarm Panel (SFAP) located in the coal handling plant control room.
iv. One (1) number microprocessor based intelligent analogue addressable type Sub Fire
Alarm Panel (SFAP) located in the 400 kV GIS room.
v. One (1) number microprocessor based intelligent analogue addressable type Repeater Fire
Alarm Panel (RFAP) located in the Fire Station building. Status of fire water pumps and
alarms will be repeated to the repeater panel.
vi. All SFAP and RFAP panels will have LCD display on which system status, alarm, fire event
zone and detector indications, diagnostics etc. will appear. Plant operators can operate
the panel through the keypad.
vii. MFAP, all SFAP and RFAP will be connected among themselves in a redundant
communication network through optical fiber media.
viii. MFAP will have an operator cum engineering workstation with 22” TFT monitor for
operation & monitoring, configuration, engineering, diagnostics and maintenance of the

system. It will act as a historian also. One A3 size color laser printer will be connected with
this OEWS for data logging, alarm printing and reporting capability. The MFAP panel will
also have LCD display on which system status, alarm, fire event zone and detector
indications, diagnostics etc. will appear. Plant operators can operate the panel through
the keypad or the OEWS.
ix. Required numbers of I/Os will be hardwired from MFAP for monitoring of important
parameters in the DCS. The exact quantity of hardwired signal interface shall be finalized
during detail engineering stage.
x. All the fire detection systems, process actuated switch devices such as
pressure/flow/temperature switches and relays of control functions will be hooked up
with the addressable fire detection and alarm system. Required addressable interface
units will be provided for various switch devices to make them addressable.
xi. The complete system shall include, but not be limited to the following:
b. Fire Detection and Alarm System panels including alarm modules, input modules,
output modules, relay modules, system supervisory control modules, auxiliary output
control modules etc.
g. Hooter.
h. Fire alarm panel will have filters to ignore false alarm and increase sensitivity to real
fire from sensors. The sensitivity of each detector would be automatically raised if
detectors are gradually polluted due to dust and dirt entering inside the detector. If
detectors are more polluted the control panel will give a warning. The trouble report
will indicate the location of device requiring service.
i. The fire alarm panels will have separate LCD display to indicate the address of each
device and clear text about the location of the alarm/ trouble. It will record the event
within the non-volatile system historical memory.
j. The system will be able to recognize and indicate an alarm condition in a degrade
mode of operation, in the event of processor failure or the loss of system
communications to the circuit interface panels.
k. Field testing facility will be provided by the system for either the complete system,
specified area or a specified device while maintaining full function of areas not under
test.

l. Analogue addressable automatic detectors of various types and manual call points
and all other detectors will be looped together and then connected together to the
fire alarm panel.
m. Analogue Linear Heat Sensing (LHS) cable along with necessary heat detector unit
and interfacing module for interfacing with the MFAP and CHP SFAP as applicable will
be provided.
n. All devices will be individually identifiable for its type, its zone location, alarm set
value, alarm and trouble indication by a unique alpha numerical label.
o. The software logic modules and system database will be programmable using a
laptop at site and required hardware will be included in scope of supply. The system
software programme will be password protected and will include full upload and
download capability and during program upload or download the capability of alarm
reporting will be retained. The software will be downloaded to laptop for editing. The
software will enable Purchaser to add the spare loop provided in the fire alarm
panels or addition of additional devices/detectors in any of the fire alarm panel.
p. The system will include software for system data base, historical event log, logic, and
operating system. The system will require no manual input to initialize in the event of
a complete power down condition. It will return to an on line state as an operating
system performing all programmed functions upon power restoration.
q. Reporting and data archiving will be possible from Laptop. Report content, format,
storage time etc. will be in line with TAC/ NFPA 72.
r. Number of detectors, spacing & their locations will comply with NFPA 72E/BS 5839,
part 1/ IS 2189. The actual numbers of detector required will be decided taking into
consideration air exchange, complete coverage, beam depth etc.
s. System will have the fire warning siren with 3km range.
t. Activation of any fire alarm initiating device will display (LCD alpha numeric display)
message describing the device originating the alarm condition at the Central
monitoring station i.e. MFAP, at local panel, simultaneously at the repeater
annunciation panel and will initiate the associated protection systems & other
related control functions. Similarly activation of any supervisory circuit, (supervised
valve closure, air pressure abnormal, fire pump trouble, water pressure low, etc.) or
receipt of trouble report (primary power loss, open or grounded circuit wiring,
battery disconnect etc.) will display at the fire alarm panel the origin of supervisory
condition or origin of trouble condition as the case may be. It will also record the
occurrence of the event, the time of occurrence and the device initiating the same.
u. System configuration will be menu driven and capable of being operated by, a person
with no previous computer programming experience.
v. System Hardware
ii. The detectors will display a steady LED when in the alarm state. The LED will flash
when in standby or normal mode.
iii. The microprocessor based control system will retain in local memory, system
activity, allowing scrolling of the data.
iv. At least one spare loop will be provided in addressable type fire alarm panel
located in Central control room with complete loop card and all other accessories
so that the system can be expanded in future by Purchaser. Further at least 10%
of loop capacity to be left free in each of the connected loop in all the panels, so
that, additional devices may be connected to the system in any of the loop by
Purchaser in future.
xii. The type of fire alarm initiating devices used in the fire protection system is as follows:
Rate of rise type heat detectors with fixed temperature probe with element
Infrared detectors
a. Cross zoning of smoke detectors will be provided for the Coal Conveyors/cable galleries
such that in the event of detection by one type of detectors circuit, there will be a fire

alarm but no discharge will be initiated, and in the event of detection by both circuit of
detectors, a fire alarm will be generated and system discharge will be initiated with a
sufficient time delay and pre discharge alarm.
b. Manual call points (MCP) located outside the buildings/ structures will be outdoor type.

Fuel oil storage area will have flame proof MCP.
c. Control room/AC areas with false ceiling will be provided with Multi-sensor Smoke
Detector (MSD) above and below false ceiling. Above false ceiling MSDs will be provided
with Remote Indicator (RI).
d. Each local panel shall generate trip signals to shutdown associated HVAC units, tripping

conveyors and bringing down elevators to ground floor for the area upon receipt of fire
signal.
