Ang mura at flexible labor ay isang kalagayan sa merkado na kung saan mayroong karapatan ang

mga kompanya na pagpako ng presyo ng suweldo (mura) ng mga manggagawa, at magtanggal

kung kinakailangan. Sakop din ng mga karapatan ng kompanya ang oras ng pamamasukan ng
mga trabahador nila. Ito ay naisasakatuparan sa pamamagitan ng mga batas na pinahintulutan
ng gobyerno na nagbibigay ng halos buong kapangyarihan sa mga namumuhunan. Ito ay isang
uri ng proteksyon para sa mga kompanya laban sa mga empleyadong abusado na hindi basta
maaaring alisin sa non-flexible labor market.

Investment Incentives Act of 1967 aims to encourage Filipino and foreign investments to develop
agricultural, mining and manufacturing industries which increase national income most at the
least cost, increase exports, bring about greater economic stability, provide more opportunities
for employment, raise the standards of living of the people, and provide for an equitable
distribution of wealth.

In 1972, the Bataan Export Processing Zone (BEPZ) became the first official economic zone in the
Philippines (thru Republic Act 5490 of 1969). The BEPZ was one of the most progressive
communities in Luzon during its first decade of operation. The area attracted over one hundred
multinational locators. Despite the economic activity and growth in the area brought about by
the development of Subic and Clark in the 1990s, the development in the BEZ stagnated and
then declined rapidly.To put a halt to the decline of the BEZ and to allow the zone to fulfill its
original mandate to become a catalyst for progress and development in the region and to create
employment and livelihood opportunities for the people, Congress passed the Freeport Area of
Bataan (FAB) Act (RA 9728), which was enacted into law in October 2009. This Act converted the
BEZ into the FAB,a special economic zone and freeport with a dedicated governing authority, the
Authority of the Freeport Area of Bataan (AFAB).

Republic Act 7042, also known as the Foreign Investments Act of 1991, was enacted to spell out
the procedures and conditions under which non-Philippine nationals, including former Filipino
citizens, who have not re-acquired nor retained their Philippine citizenship,may invest and do
business in the Philippines with a required paid-in capital of at least US$200,000. The law was
amended by Republic Act 8179 to further liberalize the entry offoreign investments into the
country.

empleyado. Ang mga flexible na pamilihan, na pinoprotektahan ang mga karapatan ng
manggagawa ay maaaring humantong sa mas mababang kawalan ng trabaho at mas mataas na
produktibidad sa paggawa. Sa pangkalahatan, ang isang balanse ay dapat na sa pagitan ng mga
empleyado at mga karapatan ng tagapag-empleyo upang mapanatili ang isang malusog na
ekonomiya.

Kapag mura at flexible ang labor ng mga manggagawa, ang totoo ito ay pabor sa kompanya.
Laking tipid sa pasweldo at madalas na hindi na sinasagot ang iba pang benepisyo ng
manggagawa. Nagiging mabilis din ang trabaho dahil nakikilala na agad ang mga trabahong
dapat unahin at tugunan. Walang pinipiling oras din ng trabaho. Hindi rin maaksaya sa mga
gagamiting materyales.

May mga manggagawa rin na ang hanap ay part time lang na trabaho. Ito ang naaangkop sa
kanila. Kung maraming trabahong naghahanap ng mura at flexible labor, maaaring ang isang
manggagawa ay magkakaroon ng dalawa o higit pang part time na trabaho, na usong-uso sa
ibang mayayamang bansa.
