Conduct (GMRC) as a Separate Subject in the Basic Education Curriculum

In the old curriculum of our basic education program, a subject entitled “Good
Manners and Right Conduct” or GMRC, is part of the regular basic education
curriculum. Subsequently, it was scrapped as a regular subject and integrated in
Social Studies and other related subjects.
The necessity for such revival stems from the observation that the youth of today
has a surplusage of role models for their behavior owing to the information
explosion in this age of the internet. Modernization in a globalized village almost
always results to confusion in the minds of our youth as the variety of influences
make them vulnerable to the pervasive effects of pop culture, which is not always
admirable and worthy of emulation. In fact, there is a detrimental side of pop
culture which challenge (he inculcation of the basic tenets of the promotion and
observance of respect for oneself, others, and our elders, as well as the teaching
of the values of patience, perseverance, industry , honesty and good faith in
dealing with other human beings.
Thus, the passage of this bill is very much needed as it is very timely.
SECTION I. Title. – This Act shall be known as the “Revival of Good Manners and
Right Conduct Act of 2017.”
SECTION 2. Declaration of Policy. – It is the policy of the Stale to recognize the
vital role of the youth in nation-building and to promote and protect their physical,
moral, spiritual, intellectual, and social well-being It shall inculcate in the youth
patriotism and nationalism, and encourage their involvement in public and civic
affairs.
SECTION 6. Separability Clause —If any provision of this Act is held invalid, the
other provisions not affected shall remain in full force and effect.
SECTION. 8 Effectivity. — This Act shall take effect fifteen (15) days after the
completion of its publication in the Official Gazette or in at least two (2)
newspapers of general circulation

How does the “Makatao, makabayan, Makakalikasan and Maka -diyos” fare with
social studies? Would they make Philippine students more competitive in the
world market? If not, then GMRC would be a complete waste of time and money

Give me a break, GMRC is BS and would just be complete waste of time. Social
Studies is still part of the curriculum and covers whatever intent GMRC is set to
accomplish.

The intention to revive the GMRC in the curriculum is very much appreciated. It is
good to support the already embedded subject in the current K -12 basic
education curriculum as a separate subject from Kinder up to grade 10 presently
called Edukasyon sa Pagpapakatao (EsP). Good manners and right conduct or
character education and values education are still the core of the current subject,
EsP, and is approached more holistically. It emphasizes Filipino values in four
themes, Makatao, Makabayan, Makakalikasan at Maka-Diyos in a spiralling
curriculum content and value learning process. We hope that the current bill
focuses in the sustainability of this subject as a separate subject as there has
constantly been attempts to opt for values integration instead of a separate
subject which actually waters down the intention of the bill. The bill should provide
measures to refine/ enhance the EsP curriculum as a separate subject, develop
teaching- learning materials, capacitate teachers and supervisors who are
assigned to teach/ supervise the subject but who are not specialists of the
discipline. Most of them have bot been adequately prepared to handle the
subject. Moreover, efforts should be made to unify directions of various groups
and professional organizations whose goals are supportive of the objectives of
EsP in order to strengthen the goals of basic education in the development of
learners who are makatao, makabayan, makakalikasan, and maka-Diyos.
