THE CHAIRPERSON (SEN. POE). Magandang umaga po sa

inyong lahat.

Today, we have a hearing on the National Day of Remembrance

for Road Crash Victims and Survivors. Pero kasama rin iyan,

magkakaroon din tayo ng usapin tungkol sa mga maaaring maging

solusyon sa ating congestion problem sa traffic.

Lahat po ng lumaki noong ‘80s alam na may mga car chases, at

car accidents ang mga staple sa mga action movies. Alam ninyo na iyan,

hahabulin ng mga goons ang bida sa mga kalsada ng Maynila tapos

iyong bida biglang liliko sa masikip na daanan habang iyong mga

kontrabida mababangga sa mga nakatambak na kariton. Kahit sa

pelikula ni FPJ may eksenang ganyan. For example, the 1985 film Partida

had a sequence of him chasing criminals through old Makati. Wala pa

kasing masyadong traffic noon.

In real life, however, road accidents are neither as high octane nor

as glamorous. By our estimate, around 13 accidents occur every hour

in Metro Manila, with each costing between P420,000 to 3.47 million.

But even these numbers cannot tell the full cost of losing a loved one.

Noong 2017, may mga estudyante na patungo sa camping trip

ngunit nawalan ng preno ang bus at bumangga sa poste. Labing-apat

na mga bata ang namatay. One of the students who survived, Ariel

Vergara, did so at the cost of a damaged spine. In the same year, a 17-

year old Kiester Nonan was driving a motorcycle without a helmet when

he hit an uneven part of the San Mateo road. He did not survive,

depriving a father his son.

This Committee proposes to honor these individuals by declaring

the third Sunday of November as the National Day of Remembrance for

Road Crash Victims and for their Survivors and their Families. On this

day, road crash victims, survivors and their families will be

commemorated through religious mass services, designation of public

spaces as memorials, blood donation campaigns and other means.

Some may say that this bill is a band-aid solution for a problem of

epidemic proportions. To these comments, the Committee responds

that the substantive solutions to road accidents in the country are

already contained in the proposed National Transport Safety Board

which this representation already sponsored a few days ago and, in fact,

maybe interpellated on this afternoon. Second, we must not forget that

remembrance is a precursor of justice. Remembering road crash

victims, survivors and their families will not only prevent them from

becoming just another statistic. It will also preserve the call to justice

for future generations and, hopefully, prevent more accidents to happen.

It will insulate their tragedy from political amnesia.

I am the mother of a class incident victim, Dr. Nuerla Conde

Manzanida.

MS. GOLLA. Good morning, ma’am.

Victim of hit and run, Louie Golla, and mother of a motorcycle

victim din. Iyong anak ko namatay.

THE CHAIRPERSON (SEN. POE). Unang-una po nais ko pong

pasalamatan ang ating mga resource persons, mga survivors at iyong

mga nawalan ng mahal sa buhay dahil sa trahedya. Alam ko hindi

madali ang inyong pagsalaysay muli ng nangyari pero ang inyong naging

masaklap na karanasan ay maaaring makatulong sa iba upang hindi

mangyari muli ang ganitong sitwasyon. Kung hindi man 100 porsyento

at least mabawasan, at napakasakit. Kaya maraming salamat.

Mamaya-maya uunahin ko po kayo upang magbigay ng inyong salaysay.

Ito pong ginagawa nating pagdinig ay para hindi natin makalimutan ang

inyong mga mahal sa buhay.

Sa inyo naman, alam ninyo tuwing may mga pagdinig tayo siguro

nakukulitan na kayo na kailangan ninyong ipakilala iyong sarili ninyo.

Kaya lang para lang sa ating mga suki dito dahil nire-record ang ating

hearing so dapat talaga marinig na kayo iyon at saka para lang for the

record palagi ang inyong pagkilala.

So ngayon mayroon akong isang kaibigan kasi na tumawag sa akin

at pinaalala--kasi noong nakaraang Kongreso ito po ay na-file namin

kaya lang bandang dulo na, hindi na nakahabol dahil mag-e-election pa

nga noon, mas maaga kami nag-break. Pero hindi ko po kinalimutan

kasi siyempre isang ama rin iyon na talagang iyong kanyang pighati

dahil nga doon sa nangyari tapos sabi niya, maganda naman sana na

maalala iyon hindi lang para sa anak niya o para maalala lang iyong—

papaano maaalala iyong mga namatay kung hindi para ipaalala rin sa

ating mga kababayan na may peligro, na mayroon tayong pwedeng

gawin para maayos natin ang mga kalsada natin, ang sitwasyon. Wala

naman yatang tututol sa panukalang ito. Gayunpaman, nais kong

hilingin ang inyong oras ngayon upang magbigay ng inyong sariling

karanasan, anong nangyari sa inyo o sa inyong mga mahal sa buhay.

Para iyong ating mga ibang panauhin dito at ating resource person ay

maintindihan rin ang ating panukala ngayon.

Umpisahan po natin kay Dr. Nuela, mayroon po kayong kwento

tungkol sa nangyari.

MS. MANZANIDA. Magandang umaga po sa ating lahat.

Ito po ay panawagan ng isang nanay.

Madam Chairperson, mga ginang at ginoo, at sa mga panauhin,

advocates of road safety.

Buong pagpapakumbaba at taos-puso po akong nananawagan po

sa inyo at sa lahat ng ahensiya ng gobyerno na tulungan kaming mga

pamilya at mga biktima na magdeklara ng isang malawakan,

malalimang at agarang all out war against humanitarian crisis and

epidemic scale of fatal road accidents. Ibabahagi din po ng aming mga

kasama na si Ginoong Erwin Paala ang bangungot ng top one cause of

death ng mga kabataan sa murang edad na 15 to 24 anyos buhat sa

taong 2012 hanggang 2017.

Sa pamamagitan ng Senate Bill 605, Senate Bill 1018, Senate Bill

1035, Senate Bill 1069 at House Bill 4611 ay maging national week of

remembrance, linggo ng pag-alaala at paghihilom at may sapat na

nakalaang pondo at angkop na appropriation para makarating ang laban

natin para sa kaligtasan ng kalsada hanggang sa bawat sulok ng

kanayunan at sa buong Pilipinas, 35 highly urbanized cities, 145 cities

and 81 provinces, 1,469 municipalities at 44,045 barangays. Bilang

MS. MANZANIDA. …ng 18 taon, namulat po ako sa kapabayaan

at kawalan ng paggalang sa buhay ng tao lalo na sa usaping kaligtasan

sa kalsada.

Ako po si Dr. Nuela Manzanida, 62 years old, isang naulilang nanay

noong namatay ang aking ikalawang anak na babae na si Janine.

Kasama niyang nasawi ay ang kapwa niya medical nurse at matalik na

kaibigan na sina Rose Ann Oquendo at Lyn Pascua.

Ngayong darating na November 17, 5th death anniversary na po

nilang tatlo at ito po ay nangyari sa C-5 po. At matataon din ng

pagdidiwang ika-48 United Nations World Day of Remembrance for Road

Victims.

Kasama ko po ngayon ay kapwa nanay ko na si Louie Golla na

namatay ang anak niyang babae na si Snow White dahil sa aksidente sa

motorsiklo sa Baras, Rizal noong September 19, 2016. Hindi masukat

ang hinagpis niya.

Kasama ko po rin ngayon si Karen Graneta. Ito po siya. She is a

nurse na matapang na survivor ng karambola ng tatlong dambuhalang

trucks sa Nagtahan Bridge kung saan namatay ang kanyang matalik na

kaibigan na si Ivory Abaya noong September 27, 2016.

Halos isang oras na naipit sa ilalim ng tatlong truck ang Toyota

Vios ni Karen at Ivory. Hindi maipinta ang labis na pagsubok na halos

maputol ang braso ni Karen kaya kinakailangan siya ay maospital ng

anim na buwan. Lubog na sa mga patung-patong na utang at usad

pagong na hustisya sa kanilang pamilya.

Trahedya sa Mga Munisipyo: Bilang isang nanay ay ito ang aking

malalim na dahilan kung bakit nanawagan po kami sa ating gobyerno

ng malawakan, malalim at agarang all-out war against humanitarian

crisis and the epidemic scale of fatal road accidents dahil sa

pinakatahasan at pinakalantaran na kawalan ng respeto sa buhay ng

mga mahihirap at dukhang tao sa mga liblib na munisipyo at barangay.

Nasasabi ko po ito dahil sa Department of Education dahil pag

mayroon pong mga sports event, hinihiram po nila ang mga sasakyan

lalung-lalo na po ang ibinibigay po ng LGU is the dump truck which is

used for garbage collection. Yes. So, isa-cite ko po rito na mayroon pong

nangyari. Then I would only ask the people here na please, respetuhin

din po nila at galangin ang buhay na ang tao ay hindi basura.

Bilang isang nanay at lola dito po lubos na sumasama ang loob,

July 19, 2019, ito lang po, Department of Education Region VII, Cebu

Visayas, na sadyang hiningi sa municipal government of Boljoon, Cebu

Province ng DepEd teachers sa eskuwelahan na isinakay ng garbage

truck ang di bababa sa 32 na mga bata, kasama ang matanda para

dumalo ng DepEd event. Usually, sports po ito.

June 8, 2018, municipal government truck used for a wedding na

ipinagamit sa 54 katao na siksikang pinagkasya sa garbage truck para

dumalo ng pamamanhikan sa kamag-anak ng opisyal ng gobyerno.

August 18, 2011, municipal government truck used for funeral na

ipinagamit sa maralitang tao sa libing ng isang sitenta anyos na lola.

Naaksidente po ito at nagkaroon ng malaking hinagpis sa pamilya.

Ngunit ang hinihingi po namin sa mga kinauukulan na sana ipahina po

na ang attitude natin na hindi po dump truck ang sasakyan ng mga tao

kundi--I think the local government can buy a bus or what for human

purposes and not—people are not garbage.

Naranasan ko rin po ito dahil nag-rescue po kami sa isang—malaki

po ang baha sa amin. So, binigyan po kami ng sasakyan at dump truck

din po. At dahil siksikan po, nagbigay na lang ako ng magandang ano

sa mga harap na nakaupo iyong mga importanteng tao doon. So, dito

po kami sa loob. You know what? Napakabaho po talaga at napakarumi.

So, dapat—I even mentioned this to our local officials na sana, “Sir,

respetuhin ninyo naman po kami.”

Mayroon na po lately, iyong ibang ano nabantayan ko rin bumili

po sila ng bus for that purposes.

THE CHAIRPERSON (SEN. POE). Nakatayo kayo? Walang silya

iyon, hindi ba?

MS. MANZANIDA. No, walang sasakyan. It’s a dump truck.

Sinasakyan ng basura.

THE CHAIRPERSON (SEN. POE). Kaya nga. So, nakatayo lang

iyong mga tao doon?

MS. MANZANIDA. Opo.

Buong pagpapakumbaba at taos puso akong nanawagan po sa

inyo at sa lahat ng ahensiya ng gobyerno na tulungan kaming mga

pamilya at mga biktima na magdeklara ng isang malawakan, malaliman

at agarang all-out war against humanitarian crisis and the epidemic

scale of fatal road accidents.

Alam ko po 103,736 na ang namatay buhat noong 2006 to 2017.

Madaming nanay at tatay ang nagluluksa ng walang katapusan.

Kailangan mamulat ang bawat munisipyo at barangay. At gusto ko rin

pong i-point sa inyo sa mga TV na idinideklara po nila ang leptospirosis,

dengue and other illnesses na epidemic pero hindi po nila tinitingnan

ang vehicular accidents which is much higher. It was even considered

number one cause of death.

THE CHAIRPERSON (SEN. POE). Maraming salamat, Dr.

Manzanida.

Siguro sa DepEd tatanungin ko kayo ngayon. Director, noong

dating nagkaroon ng pagdinig din tungkol dito sa naging aksidente ng

isang field trip. Parang nagkaroon ng desisyon ang DepEd na pigilin

muna itong mga field trip. I mean, kung learning experience naman

talaga iyon, as long as the children are transported safely.

So, mayroon bang nakakarating na report sa inyo na gumagamit

ng dump truck? Hindi ba dapat ang DepEd nagbibigay din ng memo na

maayos na sasakyan ang dapat gamitin para sa estudyante?

MR. SOLIVEN. Magandang umaga pong muli, Ma’am Senator.

Habang pinapakinggan ko po iyong kuwento ni nanay, naalala ko

na noong 2017, naglabas din po ang Department of Education ng isang

polisiya, ito po ay patungkol sa implementing guidelines on the conduct

of campus activities. At sinasabi po dito na, “Observe the safety and

security protocols for all participants before, during and after the

activity.” Ito po ay para sa lahat ng mga public and private schools natin.

At ito ay paalala na sa lahat ng ating mga school heads, mga

superintendents na i-observe po ang polisiya na ito. Ito po, Senator.

THE CHAIRPERSON (SEN. POE). Siguro dapat magpadala kayo

ng bagong memo sa mga paaralan na nagsasabi na pag sila ay rerenta

ng sasakyan sa reputable rental places na maayos iyong bus na hindi

naman bulok. At saka sabihin mo nga, it has come to our attention that

in certain places, children are being transported using a dump truck.

This is inhumane. And it’s unsafe. I mean, I am sure you can do that,

right?

MR. SOLIVEN. Opo.

THE CHAIRPERSON (SEN. POE). You can send a memo. Kasi

iyan naman, hindi naman—iyong basic safety premise nandiyan na.

MR. SOLIVEN. Opo.

THE CHAIRPERSON (SEN. POE). Pero iyong iba kasi,

nagdidiskarte pa ng mali, hindi ba? Sasabihin, “Oo, safe naman iyong

dump truck. Matibay naman iyan, hindi ba?”

MR. SOLIVEN. Gagawin po namin, Senator.

dahilan bakit nagkaroon ng aksidente?

MS. MANZANIDA. Actually, naka-court ho kami. Pero sasabihin

ko na hindi ko po ma-imagine na iyong sasakyan ay lumipad from the

north lane going to the south lane na ang barrier is only the plant box.

So, sinasabi na in—simpleng konklusyon ko lang, maybe the driver is

either drink or drunk—drink or drugged.

THE CHAIRPERSON (SEN. POE). Bakit? Ano ba ito, taxi ba

ka or you are drunk, the tendency is for you to drive it fast.

ng driver, so immediately, she died. Pero iyong dalawa, after six hours

pa. Gumastos pa nang todo-todo.

Hindi lang po nakapunta ang pamilya ni Celso Taray. October

2018, last year lang po, very similar po, nag-viral po iyong kanya. Siya

po iyong parking attendant na ang anak po, apat. Salat po sa hirap,

parking attendant po siya, 55 years old na. Nag-viral po siya sa Tomas

Morato, nabangga po ng hit and run, allegedly lasing at drugged.

Nakipaglibing din po kami. Pero the sad part po is, hindi rin po nakunan

ng alcohol breath test at drug test. In fact, ma’am, dahil na-meet ko po

talaga iyong family at pinagkatiwala nila po sa akin kahit iyong mga

police report, inquest report, ang nangyari po, ang mga kasama po natin

na taga-Quezon City na pulis, dinadala pa ho pala lahat ng mga victims

sa Quezon City sa Jose Reyes sa Manila. So, that prompted po iyong

grupo ko, nakipagkilala po ako sa chief ng ER ng East Avenue. Kasi sila,

wala rin pala silang breath analyzer. Wala lahat.

Madam Chair, we have other stories like that. But because iyong

kanya po, 2014 pa; iyong kay Celso Taray, 2018 which is last year,

hanggang ngayon po, wala pa ring breath analyzer. At ang ginagamit

po sa inquest proceeding sa Jose Reyes is iyong luma, ma’am, na ano—

iyong maglalabas ng tissue paper, hihinga, hindi po iyong ABA.

Kaya we have two other stories, pati po iyong nag-viral this year,

iyong artista po yata sa isang kilalang network. Na noong in-interview

iyong chief of police mismo ng Makati at nag-on the ground siya, hindi

rin kinunan ng alcohol breath analyzer iyong bata. Wala rin. Ayaw ko

naman pong mag-name ng mga kaibigan kong piskal—lahat po nadi-

dismiss because po there is no evidence that’s gathered.

So, kumakatok naman po kami, nakikipagtulungan kami sa mga

kaibigan namin sa DOTr, sa LTO on how to better revisit the IRR.

Because this year po, five years na po iyong IRR ng Republic Act 10586.

And we are willing to help, ma’am, improve it. But there is no

implementation, Madam Chair, until today.

THE CHAIRPERSON (SEN. POE). DOTr, mayroon ba tayong

budget para sa mga breathalyzers, mga ganoon, or MMDA—hindi ko

alam kung—siguro kayo iyon, ano?

MR. DE LEON. Yes. Good morning, ma’am.

Supposed to be, the Department of Transportation, mayroon tayo

dapat annual budget on road safety. Unfortunately, naka-lodge iyan

doon sa MVUC funds, which iyong past Congress natin, tinanggal iyong

road safety fund doon sa list na dapat may earmarking tayo mula doon

sa nako-collect natin sa motor vehicle users charge. So now, all of the

kalsada. So, wala po tayong annual fund ni piso po on road safety.

So, ang DOTr po, ma’am, spearheaded a Philippine road safety

action plan, a very comprehensive action plan to address all of our road

safety concerns. Unfortunately, ni piso wala tayong pondo to fund this—

THE CHAIRPERSON (SEN. POE). Mayroon din dapat iyong

MVIS, hindi ba?

MR. DE LEON. So, ang ginawa ng Department of Transportation,

since wala nga tayong pondo diyan, iyong MVIS, for example, to check

road worthiness of public vehicles, ginagawa nating private na lang kasi

nga wala tayong pondo to fund the government projects. So,

ginagawang privatized iyong inspection systems ng MVIS. So, ongoing

po iyong ginagawang accreditation ng LTO for motor vehicle inspection

systems. But for all the rest, like establishing a road safety unit na dapat

by next year ma-establish namin, wala po kaming pondo for that.

THE CHAIRPERSON (SEN. POE). Naku. Mabuti na lang pala

nagkaroon tayo ng pagdinig na ganito ngayon dahil panahon na ng

budget, hindi ba? So, baka naman puwede nating paglaanan kahit man

lang iyong breathalyzer kasi importante iyon.

Usually, pag may nakikita kang sasakyan na pagewang-gewang,

hindi ba, puwede mong pababain iyong nagda-drive tapos mag-

ating mga traffic enforcers na habang wala pang aksidente at nakikita

lang erratic iyong pagmamaneho, mayroon namang other ways of

testing kahit walang breathalyzer, pag wala pang aksidente. Meaning,

walk in a straight line, iyong mga ganoon; recite certain things, puwede

ring gawing indikasyon iyon.

Okay. So, kung mayroon pa kayong idadagdag—kasi wala naman

yatang tutol dito sa panukalang ito, so tatapusin na natin .../jlf/alcc

And we were told that assistance were extended. That’s precisely I am

saying na, to my surprise, I am hearing it right now differently.

So I’ll have to take it up with Grab as to what happened to this

incident.

si Chairman Delgra mismo, hindi niya iyan palalagpasin.

Kasi iyon din ang aking pagkakaintindi. Kahit hindi mo kasalanan,

MR. LIM. Madam Chairperson, Senator Bong, gusto ko lang

dagdagan iyong figures na nabanggit ni Chairperson kanina, I believe

that applies to the national, iyong count. Dito lang sa Metro Manila, ang

average accidents natin ay mahigit tatlong daan daily. More than 300

accidents daily. And unfortunately, kung minsan, pati iyong mga traffic

enforcers namin, nagiging biktima ng aksidente. Last year lang, iyong

isang lady traffic enforcer natin na nagma-man sa kalye, binangga ng

isang speeding armored carrier ng isang bangko, tumilapon iyong

enforcer natin, namatay.

So talagang iyong MMDA, all-out talaga kami sa support sa

panukalang batas na ito. Ako personally as chairman of the MMDA, I

see to it na kung may time ako, sumasama ako sa mga commemoration

activities. Last year, I remember, doon kami nag-assemble sa

Katipunan, sa UP Town Center, and then nagkaroon ng motorcade.

So it’s about time na dapat siguro i-institutionalize na natin ito.

tapusin itong portion na ito, kasi may isa pa tayo, iyong sa traffic naman

na wala pa iyong NEDA dito.

Mayroon isang nag-suggest na iyong local government can enact

an ordinance to buy some gadgets coming from the traffic violation fund

under the Local Government Code. Totoo ba iyan?

MR. DE LEON. Tama po iyon, Madam Chair. Iyong DOTr, DILG,

PNP and other government agencies signed a joint memorandum circular

na sinasabihan iyong mga local government units na mag-establish ng

MR. DE LEON. …speed limit ordinances. So iyong mga local

government units binigyan po namin sila ng mga template na speed limit

ordinances and at the same time, ina-allow din sila na mag-procure nga

noong mga gadgets to enforce iyong mga speed limits and other road

safety devices such as--

THE CHAIRPERSON (SEN. POE). Lahat naman ng local

government pumirma diyan?

MR. DE LEON. It’s DILG po so kailangan lang po sigurong i-

remind natin iyong mga ating mga local government units to have those

ordinances in place. For example, kung iyan ay residential area,

kailangan speed limit mo 20 to 30 kilometers per hour po depende po

iyan sa ano iyong setting doon sa lugar po na iyon. So we will need to

remind local government units to have those ordinances in place.

THE CHAIRPERSON (SEN. POE). Thank you.

MR. DELGRA. Thank you, Madam Chair.

Just to emphasize the situation that Karen was at that time, we

actually have the LTFRB insofar as public utility vehicles are concerned.

I have put in place policies precisely to address road safety, proactive

and post incident, for that matter.

One, gusto ko lang i-address iyan. Kasi po iyong pagpasok natin

dito sa LTFRB, ang nakikita natin at naririnig na kwento is pag may

disgrasya iyong biktima mismo ang naghahabol sa bus operator or

whoever operator at sa insurance company. Nadisgrasya na nga,

naperwisyo na, sila pa iyong maghahabol. Masakit pakinggan iyong

mga kwentong ganyan kaya binaligtad namin iyong ano—immediately

after their incidence and the insurance consortium, if they are here, can

attest to the fact na sinasabi namin sa kanila, “You go to the victim and

assist them immediately, regardless of who is at fault.” Kasi mayroon

na pong insurance iyan. So that’s why I’m very much surprised about

what happened to Karen because that’s precisely what we did also with

Grab and with the operator. So iyon po ang ginagawa natin dito.

Iyong pangalawa po, we have raised the level of the insurance

coverage. We have imposed, insofar as that benefit is concerned, we

have increased it twice as much from 200,000 to 400,000. For injuries,

we have raised it five times as much from 20,000 to 100,000. So iyon

po ang ginawa natin insofar as having to protect passengers and/or third

parties involving public utility vehicles.

On a final note po, if I may say, on a personal note, I can very

much relate to them. I am also a road crash victim.

about it?

MR. DELGRA. I was walking on my way home and I was hit by

overspeeding motor vehicle.

THE CHAIRPERSON (SEN. POE). When--now that you are

chairman or?

MR. DELGRA. I sustained head injuries and it required several

stitches.

THE CHAIRPERSON (SEN. POE). Oh my gosh, when was this?

When did this happen?

MR. DELGRA. In Davao when I was in Grade 5. So I can fully

relate with you, ma’am.

THE CHAIRPERSON (SEN. POE). Well, it’s a good thing that

you were not brain damaged by it. I mean—I’m assuming, right? So

pwedeng puntahan mo siya, si Chairman Delgra na talaga, tutulungan

ninyo na lang. At saka ako mismo, tatawagan ko iyong Grab.

Pero, secretariat, please follow up kung ano na ang nangyari sa

kanya later on.

MR. PAALA. Para makatulong lang po as we move forward. On

one note po malaki po ang utang na loob namin sa team ni Ma’am Aurora

Real Lalas(?) because since January they really helped us with the

comprehensive report. Now, (1) thank you but I would like to, with

permission po, Madam Chair, to put it in perspective. The PSA data is

very valuable and we fully trust it po sa inyo kasi kayo po ang mas

makakagawa po ng mga solusyon, tutulong po kami. Ngayon ito na lang

po, tulong na rin po sa mga and to give recognition din po sa efforts ng

transportation at saka ng attached agencies. Wala lang po dito ang

kasama natin sa ULAP at saka sa DILG, there is this very good, fully

funded, fully functional program, it’s called the DRIVERS Program. It

was funded 2015 pa po by the World Bank. It’s a very good, simply

elegant program. Ma’am, real time po, Madam Chair, siya. Once you

see, let’s say, EDSA Google-based, kapag nakita mong may dot sa kanto

ng Quezon Boulevard, kapag binuksan mo nandoon iyong buong police

report at lahat. But what is very good about it, ma’am, when it was

launched 2015--until today, ma’am, it’s fully functional. It is even linked

up with the—noong nagma-master’s pa po si Usec Mark sa UP, gumawa

po siya ng social impact of road crashes kaya po iyon 3.7 million. Now,

ang maganda po doon sa DRIVERS Program, it gives a national picture

po of the magnitude of road crashes especially the impact to the

economy.

THE CHAIRPERSON (SEN. POE). Okay, wait a minute. You

mentioned something very interesting there. Mayroon isang program

na makikita kung may aksidente?

MR. PAALA. Opo.

THE CHAIRPERSON (SEN. POE). Ano iyon? Saan iyan naka-

setup iyong sistema sa iyan sa DOTr, mayroon kayong control room?

MR. DE LEON. It’s an online app, ma’am, na pupwede nating

ma-access. Kino-collect po natin iyong mga data coming from agencies

such as MMDA and police, tina-tabulate po natin and minamapa natin

kung saan iyong location ng mga banggaan.

THE CHAIRPERSON (SEN. POE). Okay. But it’s not real time?

MR. DE LEON. It’s not real time but depending on when the

reports are coming.

THE CHAIRPERSON (SEN. POE). So you are still referencing

to that? It’s working?

MR. DE LEON. Yes, ma’am. But iyon nga iyong sinabi ko,

ma’am, for 2020, for next year wala po tayong budget doon.

THE CHAIRPERSON (SEN. POE). So nag-master’s ka sa UP?

MR. DE LEON. Yes, ma’am.

katok sa puso na lang po sa mga kaibigan natin sa DILG, the joint memo

circular, I would have to give credit to DOTr, DPWH and DILG, they

launched it January last year. The DRIVERS Program, ma’am, stands for

Data for Road Incident Visualization, Evaluation and Recording System.

Ang simple lang po naming katok, sana po by January 1 ay ma-fully

implement na po siya para po doon sa panukalang batas na World--

Philippine Day of Remembrance. Iyon po mismo ang magiging repository

natin ng data, will be the actual names po ng mga namatay with the

DRIVERS Program.

THE CHAIRPERSON (SEN. POE). So walang funding iyan

ngayon?

MR. PAALA. Wala po.

THE CHAIRPERSON (SEN. POE). Magkano ba iyon?

MR. DE LEON. We’re asking just 27 million for next year.

THE CHAIRPERSON (SEN. POE). Paalala mo sa akin, Usec,

kasi mayroon kayong hearing bukas, hindi ba, sa budget?

MR. DE LEON. Yes, ma’am.

DRIVERS Program. Bahala na diyan si Senator Bong, itsa-charm na lang

niya iyong mga accountants namin. Twenty-seven million for the

DRIVERS Program?

MR. PAALA. Opo, ma’am.

THE CHAIRPERSON (SEN. POE). Okay. Pasensiya na mayroon

pa akong isa pang hearing after this. But iyong iba sa inyo excused na

pero iyong iba sa inyo sorry, you have to stay for lunch. Mayroon

naman kaming pagkain diyan para ma-discuss natin iyong isa namang

portion, iyong technical working group.

So with that, I don’t see any objections to this Day of

Remembrance.
