EDUCATIONAL MANAGEMENT CAPABILITIES AND PERFORMANCE

LEVEL OF ADMINISTRATORS OF MINDANAO POLYTECHNIC COLLEGE IN

GENERAL SANTOS CITY: BASES FOR AN ADMINISTRATIVE

DEVELOPMENT PROGRAM

CONTENT ANALYSIS

The primordial objective of this study was to assess the educational

management capabilities and performance level of school administrators of

Mindanao Polytechnic College in General Santos City in order to propose an

administrative development program.

Specifically, the sub-problems comprised the guidelines for conducting the

study:

1. As evaluated by the administrators and by the academic staff, to what

extent did the former exhibit the following educational management

capabilities in the following aspects:

1.1. Leadership;

1.2. Strategic planning;

1.3. Market focus;

1.4. Faculty and staff focus;

1.5. Knowledge management; and,

1.6. Process management?

2. As evaluated by the administrators and by the academic staff, what is

the level of performance exhibited by the former in the following key

dimensions:

2.1. Curriculum development;

2.2. Research development; and,

2.3. Community extension development?

3. Are there significant differences between the evaluations of the

administrators and by the academic staff on the educational

management capabilities and level of performance of the former?

4. Are there significant relationships between the evaluations of the

administrators and by the academic staff on the educational

management capabilities and level of performance of the former?

5. Based on the findings of the study, how may an Administrative

Development Program be designed for school administrators of

Mindanao Polytechnic College in General Santos City?

The following null hypotheses were advanced for testing at the 0.05 level

of significance:

1. There are no significant differences between the evaluations of

the administrators and those of the academic staff, regarding the

extent of the administrators’ educational management

capabilities and performance level.

2. There are no significant relationships between the evaluations of

the administrators and those of the academic staff, regarding the

extent of the administrators’ educational management

capabilities and performance level.

SCOPE AND COVERAGE

The study was focused on the evaluation of the educational management

capabilities and performance level of administrators of Mindanao Polytechnic

College, in General Santos City, as evaluated by the administrators themselves

and by the academic staff they worked with.

The study confined itself to two respondent-groups, the administrators and

academic staff, both teaching and non-teaching, in the school year 2004-2005.

Nine test variables were taken into consideration, namely: leadership, strategic

planning, faculty and staff focus, market focus, knowledge management, process

management, curriculum development, research development, and community

extension development. The results of the investigation are applicable only to the

respondents and to the school under study.

METHODOLOGY

The respondents, who participated in the study, consisted of eighteen (18)

administrators and sixty-eight (68) academic staff. The administrators included

the deans of academic departments and the heads of offices, while the academic

staff included both the teaching and non-teaching.

The descriptive survey method was employed with the aid of a

questionnaire as a tool for gathering data. Every item in the questionnaire was

provided with weights, qualitative description and hypothetical mean range. The

weighted mean of each item was computed through the Fisher’s T-Test. Pearson

r was used to gauge the relationship of the responses between the two groups.

MAJOR FINDINGS

The study revealed the following:

1. The evaluation on the extent of the administrators’ educational

management capabilities and performance level, based on the

assessment of both groups in view of their significant differences,

disclosed the following:

1.1 The evaluation of the administrators and the academic staff on

extent of the administrators’ educational management

capabilities and performance level was found to have

significant differences with the aggregate computed t of 5.381

higher than the critical t value of 1.771 at .05 level of

significance; thus, the first hypothesis is rejected.

1.2 The rejection results showed a strong signal on the part of the

administrators to improve their educational management

competence and level of performance.

2. The evaluation on the extent of the administrators’ educational

management capabilities and performance level, based on the

assessment of both groups in view of their significant relationships,

unveiled the following:

2.1 The evaluation of the administrators and the academic staff on

extent of the administrators’ educational management

capabilities and performance level was found to have high

positive correlation with the aggregate computed r of 0.8654

higher than 0.01 level (2-tailed) at .05 level of significance of t-

test results; thus, the second hypothesis is rejected.

2.2 The rejection results signified a high degree of agreement of

both groups. With the general average of 2.78, both groups

believed that the administrators must upgrade their educational

management competence and level of performance.

CONCLUSION

As a result of the investigation, the researcher concludes that there are

significant differences and significant relationships between the evaluations of

the administrators and academic staff, concerning the educational management

capabilities and performance level of the school administrators of the Mindanao

Polytechnic College, General Santos City, Region XII.

Therefore, the significant differences and relationships of the evaluations

of both groups need to be reconciled with the academic staff’s high expectations

of their administrators.

RECOMMENDATIONS

The researcher highly recommends for the immediate implementation of

the proposed Administrative Development Program for administrators of

Mindanao Polytechnic College, in General Santos City, to enhance their

educational management competencies and performance level.

Further Recommendations. The following topics are recommended for

future researchers:

1. The influence of performance review to job accountability, productivity

and institutional performance of administrators and teaching and non-

teaching staff of maritime schools in Region XI: basis for a

comprehensive management review and audit programs.

2. Strategic management development program for Mindanao Polytechnic

College Management staff and rank-and-file employees based on

organizational analysis and perceptions of the educational community.

3. Information technology knowledge and skills as required in modern

management and the competitiveness of the management staff and

rank-and-file employees of MPC as bases for an executive training and

development program.

4. The correlation of work values on ownership, involvement and

commitment to performance of administrators, teaching and non-

teaching staff of selected maritime schools in Region XI: basis for a

career pathing development program.
