A RESOLUTION CONCURRING THE EXECUTIVE ORDER NO. 2017-001 PURSUANT TO


CHAPTER III (PERMIT AND REGULATORY FEES), ARTICLE A. MAYOR’S PERMIT
FEE ON BUSINESS, SECTION 3A.01.(4) UNDER THE REVISED MUNICIPAL REVENUE
CODE, REQUIRING ALL CONTRACTORS TO SECURE BUSINESS PERMIT AND
REITERATE THE ORDER THAT ALL CONTRACTORS SHALL COORDINATE WITH
THE OFFICE OF THE MAYOR BEFORE THE IMPLEMENTATION OF ANY PROGRAMS
AND PROJECTS IN THE MUNICIPALITY OF LILOAN.

WHEREAS, Section 2 (c) ) of the Local Government Code provides that, it is likewise
the policy of the State to require all national agencies and offices to conduct periodic
consultations with appropriate local government units, non-governmental and people’s
organizations, and other concerned sectors of the community before any project or program is
implemented in their respective jurisdictions;

WHEREAS, Section 16 (General Welfare clause) of the Local Government Code


empowers every local government unit to “exercise the powers expressly granted, those
necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its
efficient and effective governance, and those which are essential to the promotion of the general
welfare”;

WHEREAS, the EXECUTIVE ORDER NO. 2017-001 requires all National Government
Agencies to make a prior consultation with the Office of the Mayor and other relevant offices in
the Municipality. Ensure also that coordination with the said offices needs to be done not only
by contractors working and fulfilling contracts and projects for and in behalf of the government,
but also to include contractors working and fulfilling contracts and projects for and in behalf of
government- owned and controlled corporations (GOCCs), public and private utility companies,
and/or privately-owned corporations whether in pursuit of a private project or a public-private
partnership (PPP); and require all contractors formerly mentioned to obtain a Business Permit
before the commencement of any work in Liloan, and to obtain a Mayor’s Permit for each
contract/project they perform within the jurisdiction of the Municipality of Liloan;

WHEREAS, the Municipality of Liloan is now experiencing an extraordinarily number of


complaints from the constituents on the repeating problem on government and private projects
due to the hazardous, delayed, and substandard works in government and private lots;

NOW, THEREFORE, on mass motion of all the Members present, the Sangguniang
Bayan . . .

RESOLVED, as it is hereby RESOLVED, to CONCUR with the Executive Order No.


2017-001 which pursuant to Chapter III (Permit and Regulatory Fees), Article A. Mayor’s
Permit Fee on Business, Section 3A.01.(4) under the Revised Municipal Revenue Code,
requiring all contractors to secure Business Permit and reiterate the order that all contractors
shall coordinate with the Office of the Mayor before the implementation of any programs and
projects in the Municipality of Liloan.
