Economics of Renewable Energy Systems (RES) for Gender-Focused Enterprise
Development

The geographic location of small island limits the possibility of grid connection to a larger
electricity network. Most of the islands lack fossil-fuels sources, fuels have to be imported which
exposes them to increase in fossil fuel prices such as kerosene to light up their lamps.
Renewable Energy Sources (RES) have significant potential to contribute to the economic,
social and environmental energy sustainability in the islands. It also improves access to clean
energy and reduces emissions of local and global pollutants and also creates socio-economic
opportunities. This study benchmarks the socio-economic status of HEP beneficiaries in Bicol
Region. It determines the cost-benefit analysis of SHS versus other sources of energy supplies
in the island. Moreover, it also assesses small scale enterprise arising from RES installations.
Before the installation of SHS, the residents are using varied sources of energy such as
kerosene, generator sets and dry cell batteries for lighting. After the installations of SHS, their
expenses drastically reduced. The savings generated are being used for other basic needs such
as food and education of their children. Women were able to weave mat on an extended time
during nighttime lighted by the SHS without added cost. Furthermore, school children have
longer period of study time resulting to increased academic performance. Solar Home System
might provide cost-effective benefit over other sources of energy for lighting it does not reduce
fuel consumption for cooking. There is a need for establishing livelihood programs/opportunities
for men and women to increase their monthly income.

Gender-Focused Assessment of Select d Community Based Power Associations in Albay
and Masbate

Gender plays an important role in the social and economic fabric of our society. Alleviation of
poverty in accordance with the targets set out in the Millennium Development Goals will require
greatly expanded access to energy services that are affordable, reliable and of good quality.
This study concentrates on the Gender-Focused Assessment of Selected Community Based
Power Associations in Albay and Masbate. Specifically it aims to: 1. Collect information on the
participation of men and women in Community Based Power Associations; 2. Create a database
of Information collected; and 3. Develop a Gender Map System for the Community Based
Power Associations. The methodology used was Focus Group Discussion and Survey
Questionnaires to capture Employment, Economics, Health and Education and other indicators
in energy sector. Data for the study were collaborated/gathered through the helped of the
residents/respondents. Majority of the Key Officials of the Power Associations were dominated
by men. Database System of the Selected Community Based Power Association in Albay and
Masbate potentially provides widespread and accurate data. Gender Map System offers an
important step toward greater awareness of the gender roles in renewable energy systems.
