CONTRACT CONDITIONS
TRAFFIC MANAGEMENT PLAN
• The Contractor shall develop a detailed Traffic
Management Plan for the Work under the Contract to
cope with the traffic disruption due to construction
activities by identifying strategies for traffic management
on the roads and neighbourhoods impacted by the
construction activities.
• Contractor shall implement the Traffic Management Plan
throughout the whole period of the Contract and shall
comply strictly with the approved plan during the
construction of his works.
• All costs associated with Traffic Management shall be
paid as detailed in the Pricing Document and this shall
include for the construction of diversion routes, or
upgrading of existing roads for diversions, and the
maintenance, including cleaning, of the same and the
existing roads within 150m of the Works for the duration
of the Contract.
INTEGRATED TRAFFIC MANAGEMENT PLAN

• The Contractor shall prepare an integrated plan showing the arrangements to be made for accommodating road and
pedestrian traffic, at individual construction sites and continuously along the alignment, including arrangements being
implemented by other Contractors, to smooth traffic operations and for the safety of both construction workers and
road users
The Plan shall consider different measures such as:
• The use of suitable construction sequences and methods at station sites to reduce the period of disruption to road
users
• proper phasing and timing of traffic signals
• modifications to intersection geometry
• changes in lane usage
• parking prohibitions
• re-location of bus stops
• maintenance of existing roads within the vicinity of the Works areas
• reducing width of footpaths and median
• right-turn prohibition
• work site access management
• minimising the duration of any road closure
• reversible lane operations
• modification of roadway alignment affected by the construction, which shall be in conformance with the requirements
and regulations defined by the relevant authorities; other engineering traffic measures as may be applicable.
MITIGATION OF TRAFFIC DISTURBANCES
• The Contractor shall manage the vehicular and pedestrian right of way. To maintain essential traffic requirements, as these may
influence the construction process.
• The Contractor shall include local traffic diversion routes and assess traffic impacts . Signage layout shall be included for traffic
diversions.
• Traffic diversion schemes to adjacent roadways shall be developed with quantitative justifications.
Other considerations include:
• The minimum lane widths for fast traffic and mixed traffic shall follow the regulations of authorities.
• Any roads or intersections that have no alternative access shall not be fully closed for construction
• Emergency access to all properties shall be maintained at all times.
• Access to business premises and property shall be maintained to the extent that normal activities are not seriously disrupted.
• Where existing footbridges and underpasses are demolished or closed, provisions shall be made for pedestrian crossing to minimise
the conflicts between a traffic lane.
• Construction traffic shall be separated from other traffic wherever possible
• Any traffic related facilities (bus stops, parking, etc.) which are affected by the construction works shall be maintained or relocated to
appropriate locations.
• Motorists, pedestrians, workmen, plant and equipment shall be protected from accident at all times.
• The Contractor’s temporary traffic management plan shall be coordinated with the Works and traffic arrangements of other Contractors
where these interface with this Contract.
• Roadway designs, traffic management schemes, and installation of traffic control devices shall be in conformance with the
requirements and regulations defined by the relevant authorities
• Where applicable, utility diversions shall be incorporated in the traffic management plan

BROAD METHODOLOGY FOR TRAFFIC MANAGEMENT

DHARAVI STATION
• The proposed station being aligned on the running roads i.e. Mahim-Sion link road, traffic management
as per the approved scheme by the authority and GC to be followed while execution of Dharavi station.
• Traffic diversion towards building side by providing decking as per the design and installing the required
signages as shown in the drawings to be carried out for smooth running of the traffic on this diverted
route and also having a trial run for seven days.
• In Parallel to decking, Traffic towards Nallah Shall be diverted over new road constructed over Gabion
Walls.
• This road supported by Gabion shall be outside station boundary. Based on the present width of the
road, number of traffic lanes is to be maintained and necessary numbers of traffic marshal to be
deployed for smooth running of the traffic.
• After completion of the station works traffic is to be restored on the main road as it was before traffic
diversion. The decking and signages shall be removed from this diversion.
FIRST • existing bus stop at Mahim flyover area to be relocated towards Mahim and Dharavi T junction
STAGE

• Gabion Wall shall be constructed on the edge of Nallah to support 2 Lane road on west. 1st 100 m shall be
SECON commissioned in 1st phase to allow construction of North Head Wall Piles in phased manner. In second Phase
D entire 2 lane traffic shall be diverted over Road over Gabion Wall.
STAGE

THIRD • Simultaneously decking is provided towards Building side for 2 lane width as shown in fig.

FORTH • Thirdly trial run is tested over the decking provided.

FIFTH • Traffic marshals and proper traffic signage’s are deployed to implement the diversion as shown in fig.

SIXTH • Remaining half traffic from Mahim-Sion link road is diverted on decking provided in one go.

SEVEN • Finally full station is taken up for excavation and other activities

BKC STATION
Traffic diversion in 4 phases as per details appended in Stage 1:

Stage 3:

iii) 3 Lane road is along grid 15-16 is occupied for decking Works iv) Divert Utility over Utility Bridge ( 1200mm dia Storm Water Line, 450mm
iv) Completion of 3 lane Decking & associated works. sewer line, 300mm MGL Line & OFC cables).
v) Divert All 6 Lane Traffic on 6 Lane Decking.
vi) Pedestrian Shall move along 1m walkway along decking.
vii) Excavation beneath decking shall be taken after 6 lane diversion
VIDYANAGRI STATION
Traffic diversion in 1 phase as per details appended in the
following sketches shall done which are selfexplanatory.
Details are appended in the sketch shown below
Phase1:
• Secant pile shall be completed before
diverting Road over station Grid 19-20.
• Barricading shall be done on both
sides of pavement.
• Trial run shall be tested before
diverting Sharda Devi Road along Mithi
River Nallah.
• Deploy traffic marshals and divert the
traffic on parallel road towards nallah
side.
Phase -2:
After TBM works completion from North
Shaft of Vidya Nagari 2 lanes of road shall
be diverted along North Shaft. 1 Lane
shall ply over decking on North Shaft
SANTACRUZ STATION
1. Barricade on both sides of 2 lane carriageway provided beneath the flyover.
2. Demolish the footpath and provide 1 lane carriageway for heavy vehicles.
3. Bus stops to be relocated as shown in above figure.
4. Deploy traffic marshals & divert the 2 lane traffic on carriageway provided below
Flyover.
5. 4 Lane shall be provided towards hutment side.
