Automated Waste Collection System (AWCS)

Introduction

In order for the waste management plans to succeed, commitments in organizing a better
management and involvement are highly essential. Thus, this indicates that waste management
must be a top-down approach wherein a good waste management plan should include measures
for waste prevention, waste minimization and waste recycling (Tian et al., 2004). With this
manner, the environmentalists will propose a project that is entitled as AWCS, an acronym that
means Automated Waste Collection System. This is a proposed project which develop and further
improvise the existing Waste Management programs in Brgy. Pala-o, Iligan City. As stewards and
environmentalists from La Salle Academy, it is part of their mission that the people of Brgy. Pala-
o, Iligan City will receive the benefits of the programs under AWCS. In line to this mission, this
will help the residents realize what is happening in their city and what must be avoided in regards
to the current environmental issues. In this sense, the fundamental moral imperative that residents
can expand in a progressive way is the importance of global awareness of rules and of emerging
and contemporary environmental issues. This project is a way to maintain the cleanliness of
Barangay Pala-o or to the next generation and the residents will acquire the integrity in their own
community where one can attain a better management and creation of things that could help the
community and the environment since there are improvements made by their initiative in taking
responsible actions.

Purpose of Project

The World Bank contends that the world is facing uncontrolled increase in the production
of solid waste as result of population growth, economic development and industrialization, but
most common is the practice of dumping waste from landfill sites which is not sustainable
(McAllister, 2015). Approximately, 10 million tons of toxic plastics products are disposed each
year. Reusing and recycling them have been the most used methods to reduce the amount of waste
being produced every day however these efforts are not enough as mountains of synthetic waste
are still generated at a hazardous rate. Plastics which are all petroleum-based and produce vast
quantities of toxic waste that causing it to be harmful are estimated to decompose naturally within
200 years which is quite long that can affect human’s health and contributes to pollution
immensely. In the year 2016, the world’s cities generated 2.01 billion tons of solid waste,
amounting to a footprint of 0.74 kilograms per person per day. With rapid population growth and
urbanization, annual waste generation is expected to increase by 70% from 2016 levels to 3.40
billion tons in 2050 (Ellis, 2018). Most of these wastes generated are plastics which account for
approximately 7% of worldwide oil and gas consumption (Okada, 2002). Plastics, mainly derived
from petroleum which is not degradable and will last for thousands of years that comprised 37%
of food packaging material, which is more than metal, glass and paper as packaging materials that
is not a degradable materials and whereas plastics are not affected by microorganisms, ultraviolet
and water. It will not only cause landfill problems but also affects marine life (Yrikou and
Briassoulis, 2007). With this, the growing demand for more environmental preservation and
resource conservation, greater sustainability is taken into consideration for the benefits of the
country where barangays in Iligan City particularly Brgy.Pala-o, are in the needs of requiring and
implementing programs that are beneficial to the recipients or residents.

Through the implementation of these programs, the environmentalists are ensured in

promoting good stewardship to their own environment wherein if one takes part of the change the
people always wanted, the progressive consequences such as the situation of landfills problems
and other issues related to solid wastes management from Iligan City might be resolved in simple
but innovative ways. Throughout the phases the project will undergo, the project simply aims to

improve the existing implementations that are not highly promoted such as programs in the
environment pointing out the importance of waste segregation & sorting.

Project Description

The project type that the environmentalists will propose is an advocacy that can be helpful
to the environment of the people where it can counter the deterioration of sanitation in the
community due to the widespread waste. With this manner, the project involves activities and
seminars to be conducted wherein the following table below shares the activities that are needed
to be done:

Based from the table above, these activities are the initial phases of the Automated Waste
Collection program’s implementation in Brgy. Pala-o wherein these activities are to execute each
of the primary objective particularly to work its plan with higher officials. Working with higher
officials who has more control in the city can make the impact of this project more servicing to the
crowd. Furthermore, the project must also execute the art of camaraderie wherein to achieve the
capabilities of the proposed project, the call for the participation and engagement is much needed
to fulfill its main intentions.

The first activity, Getting Greener, is a panel discussion or a talk with the officials and
residents from Brgy. Pala-o about the promotion of programs or activities in their area. Henceforth,
residents can be persuaded and be aware about the major revisions and new implementations that
will undergo with respect to proper waste disposal. To clarify any objections and confusions by
the residents, the discussion itself are ought to receive questions, suggestions, and
recommendations from residents of Brgy. Pala-o to find out the thoughts and opinions of
colleagues on the topic being discussed. With this manner, all of their suggestions or decisions
will be recorded to reassure and adjust some particular parts of the action plan and its coordination
with the officials.

Next, the W.I.S.A.R.D (Waste Integrated Systems Assessment for Recovery and Disposal)
activity is the addition of categories of waste disposal that people want to dispose of to make the
use of garbage bins even more effective. In simpler terms, W.I.S.A.R.D tends to make an
improvement of the existing waste sorting categories wherein instead of displaying garbage bins
that are labelled as biodegradable and non-biodegradable, the bins being revised under
W.I.S.A.R.D have more specific categories. This is because the residents today are having the hard
time to understand nor differentiate the term biodegradable wastes and non-biodegradable wastes
even though it is already translated for them with respect to their mother tongue. With this, this
led them to throw their trashes in a garbage bin without segregating nor sorting it properly at all,
leaving landfills and garbage trucks the hard time to sort and recycle them. Also, the lawmakers
observed that the 3R’s aren’t influential enough to achieve the proper waste disposal. As a result,
implementing W.I.S.A.R.D in Brgy. Pala-o could create a positive impact to the residents wherein

8
La Salle Academy

Senior High School Department

the residents are much more disciplined and responsible to sort and segregate their wastes upon
throwing it to garbage bins since the bins itself are accessible and easy to understand with its
specified waste categories.

However, during its process onto improvement, the garbage bins are not only specified
nor labelled by the new categories but also its design as a whole. In that case, the changing of the
garbage bins’ interior and exterior design particularly aligns with another activity the
environmentalists will propose to the officials and that is the S.W.M.B activity. The S.W.M.B
(Smart Waste Management Bins) develops the exterior and interior history or design of the garbage
bin where it can add more value, making it visually pleasing to look at by the residents from Brgy.
Pala-o. Out of creativity, the environmentalists also decided to further change the garbage bin
according to the trash that is intended to put on. For instance, if the garbage container is only
intended for bottles, the structure of the garbage container will look the same as the bottle. This
design is intended to trim the time needed for an individual in deciding where to dispose his/her
trash accordingly. The materials needed of the said product can/should be related to its own
specified category being implemented. However, some of the categories that are specified may not
exactly match to its exterior outlook such as hazardous waste needing less exposure to the
environment wherein it is not practical to use these wastes in making its own bin after all. The
condition that the environmentalists are focusing in this circumstance is that the trash that is
intended to put on is being signaled to the people properly. In line to this, the improvised product
does not only focus on its physical aspect but also the advantages the bins it can sort in response
to wastes. This procedure allows the refrainment of spending money in making these bins. Other
than that, the interior of the garbage container itself is done in a pragmatic way so that it can be
serviceable enough and more effective.

To further emphasize its importance and good functionality to the residents, the
environmentalists are to ensure the residents’ awareness through infographics. In other words, the
Eco-Location Infographics activity are the infographics that will be posted in various places or
areas of Brgy. Pala-o, Iligan City wherein it visualizes and disseminates the implementations and
its facts related to the AWCS program/project. In addition, the infographics disseminate certain

Senior High School Department

life hacks and tips about recycling, reducing, and reusing wastes. For practicality, the
environmentalists are to ensure that the infographics are either translated with respect to their
mother tongue for better understanding. With this manner, the infographics could increase the
resident’s higher-order thinking skills, engagement, systematic thinking, information retention,
motivation, and self- confidence upon reading the infographics’ content with respect to their
intentions of following proper solid waste management.

Lastly, the environmentalists are to ensure that the different households from Brgy. Pala-o
are contributing less wastes to their surroundings or in simpler terms, households are observing
the principle of the 3R’s. With this in mind, the Zero Waste Starter Kit activity is to be
implemented for the promotion of a waste-free lifestyle of the residents. In this activity, with the
officials’ collaboration, the environmentalists will be giving free recyclable and compostable
materials to every household without any exceptions in Brgy. Pala-o. These materials are ought to
be used by the residents in their everyday lives or in a long-term period.

Objectives

The primary objective of the Automated Waste Collection System program is a

consolidation and preliminaries of existing implementations on proper solid waste management,
including the improvised process of waste segregation & sorting, promoting the importance of
proper use of garbage bins in connection to waste segregation with orientations, filling of gaps in
information and developing capacity in the barangay for project execution. With this manner, it
outlines the main goals that the proponents focus on, which sets out the outline of the activities or
action plans for the project wherein the key goals of the project are to:

1. Improve existing implementations that are not fully established and effective;
2. Develop additional and compatible enhanced views in regards to the
implementations; and
3. Create a responsible development of the environment.

Methodology/Project Design

In order for the project AWCS to be successfully fulfilled, series of steps or methods must
be accomplished before its establishment wherein since the project has five different activities,
each activity has a different respective step to process it in an organized manner.

Getting Greener

In order for the activity to be executed properly, a series of proposal letters or invitations
will be distributed to the respondents. The letters or agendas must consist of the necessary
information for the activity such as the dates, venues, topic of the panel or the discussion, etc. some
specific letters must also consist of request for the venue that will be used inside barangay Pala-o
for the panel discussion. Then, the activity will be executed depending on the replies of each
respondent for the discussion.

W.I.S.A.R.D and S.W.M.B

Given that these two activities are interconnected to one another or both activities can be
processed in the same time duration, a proposal paper will be submitted first to the barangay hall
of Brgy. Pala-o, in which the paper must include the necessary information about the activity such
as its concepts, budgeting, etc. During its acceptance and compliance, the budget must be collected
from the respective assigned person from their barangay hall thus the project will be executed
according to plan.

Eco-Location Infographics

Before establishing the infographics’ content in the puroks of Brgy. Pala-o, a consent in
regards to the “Eco-Location Infographics” must be submitted first to the barangay hall of Brgy.
Pala-o, which would be the access key for the activity to have a permission to post the infographics
inside barangay Pala-o.

Zero Waste Starter Kits

In order for this activity to be accomplished, a series of proposal letters or invitations will
be distributed to the respondents. The letters must consist of the necessary information for the
activity such as the dates, venues, topic of the panel or the discussion, etc. some specific letters
must also consist of request for the venue that will be used inside barangay Pala-o for the program
since the activity itself will be processed along with the panel discussion. Then, the activity will
be executed depending on the replies of each respondent for the discussion. Lastly, a proposal
paper about the activity “Zero Waste Starter Kits” will also be submitted to the barangay hall of
Brgy. Pala-o, which must include the necessary information about the activity such as its concepts,
budgeting, etc. When it is accepted, the budget must be collected from the respective assigned
person from their barangay hall thus the project will be executed according to plan.

PHASE 3: ECO-LOCATION INFOGRAPHICS 10/10 5

PHASE 4: W.I.S.A.R.D AND S.W.M.B 10/15 31

Based from the given table, the green bars represent the starting date of each of the
activities’ implementations while the light green bars represent the expected time duration for the
phase to process. In line to this, the overall estimated time for the ACWS project may take at least
50 days in order for the project to be accomplished if there will be no certain factors such as delays
of replies by the government for the proposals and requests that is given. Before the execution of
AWCS’ activities, consents, or letters must be addressed first to the Barangay Captain of the said
barangay for the program’s overall approval. The approval phase of AWCS will have at least 2
weeks for pending wherein if the letters or consents are still not signed by the Barangay Captain
at the end of this month, the project will not continue.

The timetable shows that the activities “Getting Greener”, “Zero Waste Starter Kits” and
the “Eco-location Infographics” will be accomplished in the same duration of time particularly 5
days since these activities are aligned to each other in which “Zero Waste Starter Kits’ and the
“Eco-location Infographics” will be introduced during the panel discussion of the Getting Greener
program. It is also shown that the W.I.S.A.R.D and the S.W.M.B have the longest time duration
particularly 1 month since both of these activities require further collaboration from the officials
wherein the implementation of the additional waste categories and the improvement of the bin’s
