5. To undertake and participate in programmes pertaining to health,
youth affairs & sports, employment etc. in the field of rural and urban
development.
6. To undertake development & maintenance of national memorials and
awareness among youths.
7. To stimulate peoples involvement and organize community action in
the fields of social, economic, cultural and scientific development and
to establish, maintain and conduct weaving, knitting embroidery and
other art centers for the development or women and to establish khadi
and Village industries programmes, agriculture, pisciculture, livestock
cum piggery, poultry etc.
a. To establish Cultural centre, Museum & libraries.
8. To undertake scientific research and investigations and implement
action oriented projects which would bring about direct and positive
results in conserving the natural environment, reducing waste and its
sale disposal, consuming less energy by using erosion, ensure
optimum recycling of all resources, protecting habitats and areas to
allow natural regeneration of plants etc.
9. To combat the menace of consumption of alcohol and drugs by
creating awareness and education people about the ill effects of
alcohol and drug abuse, and to evolved culture specific modes for
prevention of drug abuse and treatment and rehabilitation of drug
addicts including involvement in the control programmes of
STD/HIV/AIDS crisis.
a. To work for population stabilization & family welfare activities.
b. To work for Blood donation & Eye care camp.
10. To work in co-operation with other local, national and international
societies, institutions organizations and any other group or individual
in the pursuit of the aims and objects of the Society.
11. To organize camps, public meetings, seminars, conferences and mass
programmes.
12. To undertake and promote in-country and out country adoption of
children.
13. To undertake and promote various formal and non-formal education
activities and to run programmes for literacy awareness and cultural
development.
14. To undertake and promote higher education. Colleges. University.
15. To uptake various local, region, national and international issues
related to human life from time to time for study analysis discussion
and corresponding action.
16. To educate, organize and actives people in overcoming the influence of
traditional, social, economic, legal, administrative, cultural,
psychological and other barriers which adversely affect the

development and P W S of social and economic justice and human
development.
17. To promote women and child development as also the voluntary
movement in this area to provide assistance to enable project to
overcome these difficulties and to run Hostel, Balwadi Centre, Creche
Cente etc. including rehabilitation of rape victims by providing financial
help, counseling, vocational training & giving the victim a job or
accommodation or short stay during their sub-judice period.
18. To adopt and promote various social, cultural and welfare activities.

20. To create awareness regarding environment & environmental

31. To approach DDA, MCD Delhi Administer, West Bengal Govt. or Any
other concerned agency for allotment of land to open Dharmshala, Old
Age Home and Mandir, Masjid etc
32. To open, found, establish, promote, set-up, run, maintain, finance
support and/or aid and help in the setting up the different Mandir,
Maszid
33. To arrange and manage the training institution in Typing Short Hand
Computer information technology, Fine Arts, Craft, Music Painting
Modeling, Cutting & Tailoring, Yoga, Physical Education and other
social activities of Awareness Programs, Adult Education. Classes
Lectures, Essay Competitions Exhibitions, Symposium, cultural
Programs, Press Conference and Seminars.
34. To establish, run, maintain and grant aid in cash or kinds to Advance
Technical education colleges including Engineering & Diploma College,
Management Education Institute, Computer Science & Engineering
Institutes, Teacher Training & Specialized studies & Research Institutes
to provide standard and high class education for B.E./B.Tech./
MBA,B.Ed/M.Ed./N.I.T. Courses & other related courses to the student

according to Rules and Regulations of A.I.C.T.E., N.C.T.E. & State
Government.
35. To develop the establish such out of school activity centers for the
children on the underprivileged class of society. Where they could have
the benefit and joy of participating in sports, games artistic activities
like painting, clay and wood work, music, dancing and develop skills in
debating, elections, participate in excursions, educational trips and
such other activities.
36. To start various kinds of training courses Iike-Teachers Training,
Nurses Training, Technical and Non Technical Course, Laboratory
Assistant, Hospital Education Center Cum Clinics, Maternity Homes,
Child Care Centers and such other Institutions for the solution of
problem of un-employment amongst the young generation use of
general public.
37. To provide food, clothing, medical aid, stationery, transportation.
Libraries, laboratories, reading room, hostel play ground swimming
pool and other required facilities to the students and also to the
members of the society.
38. To establish and manage various lands of Educational,Vocational,
Industrial Agricultural, Research and Training Institutions to introduce
and develop the professional courses and also to arrange/provide all
kinds of educational facilities to the students, scholars, trainees and
toothier needy candidates.
39. To institute scholarships and help to deserving students and to
institute
and award prizes in recognition of excellence in academic performance
of students.
40. To meet traveling, boarding and lodging expenses for the students
going aboard for higher education and also help them in all possible
ways.
41. To promote fine art. Crafts among the public including establishment
and maintenance of Shilpa-Shikshalayas, Kala-Kendras (relating to
music, dance & modeling) etc.
42. To follow the ideology of great Men and National Leaders who scarified
their lives for the causes of depressed. SC & ST backward Classes,
Minority Groups and for other needy people.
43. To promote the adventure among the youth
44. To arrange and organize "LANGER' on the different occasions as and
when the Governing Body of the society may decide from time to time
in the Governing Body Meeting called for this purpose.
45. To arrange tours and trips at the historical "and tourist places (time to
time) and provide all possible facilities to the member like
transportation, breakfast, lunch, dinner, temporary, shelters etc.

46. To create a forum for Senior Citizens where they can exchange their
various views and experiences, which may be, make available to
younger generation.
47. To study the living and customs of the dwellers of rural & J.J. Clusters.
48. To establish, maintain or grant aid for the establishment or
maintenance of wells, tube-wells, tanks, and water reservoirs, trees
and also to make the constructions & maintenance of Paths, Roads,
Khadanja. Bridges Parks. Sewerage and other buildings and institution
which does the general public use.
49. To make arrangement for mobile emergency Van/Ambulance for the
victims of road accidents, to provide help to pregnant ladies to shift
them to nearby hospital also to provide assistance to the old people for
the emergency.
50. To provide nursing aid to the needy people especially Tor the old
men and women, orphan, ill etc.
51. To arrange and organize EYE and BLOOD donation camp all India
52. To conduct training and research programs for pollution Control in
water, air, .soil, earth, atmosphere), polluted diseases and to
maintain/ develop and also protect the Herb's Forests, Environments
Species of the Animals, Birds, Wild Life and other Natural Gifts helping
to so support the preservation of Environment widows, old men and
women, poor, beggars, handicapped, blinds, deaf, dumb, mentally
retarded and for other needy people.
53. To approach and to encourage the people to donate Blankets, Rugs,
Woolen/Cotton/Silk or other varieties of cloths or other articles of
necessary and also provide food, cloths, shelter
(temporary/permanent), medicines and other required facilities to the
people who have faced the Natural Calamity and/or the disaster.
54. To make best efforts for protection, promotion, the advancement and
start rehabilitation center & school for women, children, old aged,
handicapped, orphans, widows, destitute and mentally retarded
persons, beggars, blinds and needy people of the society.
55. To carry on community development programmers/activities and also
construction and development the community Hall, Brat Guar.
Dharmshalas, Sulbh Sauchalayas Old-aged Home, Mobile Health Van,
Health Care Centers, Charitable Dispensaries, Hospital. Libraries,
reading room. Play grounds stadium (Both open and Indoor) Yoga
Training Centers, Anganwari, Balwari, Studios, Drama Stage and other
training and research institute for the attainment of the Aims and
projects of the society (after allotment of land from competent
authority if required).
56. Encourage games/ Sports/ Yoga /Gymnastic/ Judo/ Hockey/ football,
Cricket and other games for the improvement of health among youth
and children on the whole by providing play ground, sports club indoor

stadium, training centers and also organize the tournaments, Youth
Sports competitions on block, district, stage National & International
level.
57. To prepare the awareness generations kits, poster, banners, audio,
video" cassettes, Nukkad Natak, Puppet Shows, Skits documentary
etc. regarding various social issues and for the attainment of the aims
and objects of the society.
58. To establish and maintain institutions for the handicapped disabled
blind, poor, and child labour SC & ST, BC, OBC classes and other
needy persons like vacations training in vocations of house hold
industries, semi-skilled jobs for self employment and to provide food,
clothing, medical and transpirations, libraries, laboratories, reading
rooms, hotels, playgrounds, swimming pool and other required
facilities to the boys/girls and also to the members of the society.
59. To purchase/acquire the land and/or the building in the name of the
society for the different establishments and for fulfillment of the aims
and objects of the society.
60. To erect, construct, alter, maintain, sell, lease, mortgage, transfer,
improve, manage and/or develop all or a part of the property of the
building of the above society necessary or convenient for the purpose
the attainment of the aims &. objects of the society.
61. To make survey for collection of dates and consultancy services for the
attainment of any object of the society.
62. The society will invest its money and funds according to the section-
II (5) of the income Tax Act 1961.
63. To Promote the interest of people in Environment, sense of integration,
self-employment and sanitation etc.
64. To receive loans, financial and non-financial assistance from Govt.
Non- Govt. Organization, International Agencies, Banks and any
other legal entity or individual.
65. To engage, employ or hire appropriate staff, workers, legal or other
professionals, attorneys, managers and Agents for the work and
furtherance of the aims and objects of the society and to pay their
wages, salaries, stipends or fees.
66. To accept donations, grants, presents, gifts and other offerings in the
shape of moveable and/or immovable properties for the attainment of
the aims and objects of the society.
67. To promote literacy, cultural and other social activates of Awareness
Programs, Adult Education Classes, Lectures, Essay
Compactions Exhibitions, Symposium, Cultural Programs, Press
Conferences and Seminars.
68. To borrow or receive money (with interest or without interest) and
such terms and condition as are approved by the Government body
society.

69. To establish, run, maintain manage and control the various
schools/colleges, Training Institution /courses like, Medical, Dental,
Para Medical, Ayurvedic, Homeopatnic Naturopathy, Pharmancy,
Nursing. Laboratory, Occupational Therapy Didticjan, Bchfitician,
Acupuncture and Acupressure Therapy etc. (after gutting proper
permission from the competent authority it is required).
70. To raise funds and resources for the attainment of any of aim objects
of the society by all lawful means including investment of the funds,
donation, fund-raising campaigns, cultural programs, sale of
literature, property development, rent form the building etc.
71. To invest the moneys of the society not immediately required, in
mutual funds, UTI, Securities or Deposits as are permitted by the law
for the time being in force.
72. To work for popularization of non- conventional Energy system.
a. Extension program relating smokeless chulas, Bio-gas, Windmill & Sun
based energy system.
73. Without prejudice to the generality of the above aims and objects and
for realization of the aims & objects of the society, the society shall
have the power to acquire, receive, hold and dispose of property of
any kind including cash donations, securities and negotiable
instruments, by lease, construct and maintain buildings and to have
right to equipment them suitably, to manage, transfer, mortgage
pledge, sale and otherwise dispose of or deal with the property of the
society in any manner what-so-ever, to enter into contracts for and in
connection with any of the propose of the society, to raise loans,
money and funds for and on behalf of the society and any other
associated societies.

(2) MEMBERSHIP
(a)Classification of Membership.
a) Founder Members,
b) Honorary Members,
c) Ordinary Members,
d) Institutional Members,
e) Associate Members,
f) Life Members.

Any person above the age of eighteen years, agreeing in
writing to be bound by the aims and objectives of (P W S)
and is considered to be helpful in implementing the activities
of PROGRESS may be enrolled as an associate member.
f) Life Members:
Any registered voluntary agency/ social welfare organization,
may be enrolled as a life member, besides, any person above
the age of eighteen years, agreeing in writing to bound by the
rules and regulations of (P W S) and subscribe to the same
and whose memberships are approved by the Governing body
of (P W S).
All the above types of institutions or persons shall be
admitted as members of (P W S) if they agree to abide by
the rules and regulations of (P W S) and subscribe to the
same, and whose membership is approved by the Governing
body of (P W S).
Be it noted that the power to admit member(s) is the sole and
absolute power of the Governing body of (P W S) and the
Governing body may refuse to admit any member without
any reason thereof.
(4) SUBSCRIPTION
The subscription fees shall be as follows:-
1) For Founder Members : Nil
2) For Honorary Members : Nil
3) For Institutional Members : Admission Fee : Rs. 500/-
Annual Subscription : Rs. 2,000/-
4) For Associate Members : Admission Fee : Rs. 100/-
Annual Subscription : Rs. 5,000/-
5) For Life Members : Admission Fee : Rs. 10,000/-
Life Membership : Rs. 50,000/-
(5) CEASATION OF MEMBERSHIP
Any member shall cease to be a member:
i) On his/ her/ its resignation from membership, informed in writing to
and accepted by the Secretary General,
ii) On his/her/its becoming insolvent,
iii) On his/her/its conviction of any offense found in connection with the
formation, promotion, management or conduct of affairs of a society
or a corporate body or of any offense involving moral turpitude,
iv) On his/her death,
v) On dissolution/ non working of the institution/ organization,

vi) On the member’s annual subscription remaining unpaid for two
consecutive years after the prescribed period, provided the Governing
Body readmits the member without any fresh admission fee or if all
arrears subscriptions are duly paid. During the two years after the
prescribed period the member shall have no voting right,
vii) Frequent action of any member, detrimental to the interest and in
violation of the rules and regulations of the society if found by the
Governing Body, he/ she/it may be, after due enquiry, censured,
suspended or expelled from the membership by the Governing Body.
In that case the Governing Body shall first serve the member/(s)
concerned with a show-cause notice showing therein the charges
framed and ask him/her/it to submit the statement in his/her/its
defense within a month. On receipt of the explanation the Governing
Body shall have the power to take suitable action against the
delinquent member after allowing him to defend his case. If no reply
of the show-cause notice is received within a month, the Governing
Body may take an expert decision.
Be it noted that from the date of issue of the show cause notice till
the date of finalisation of the issue of expulsion, the member
concerned shall have no voting right.

ii) To submit suggestion for discussion to the Governing Body and Sub-
Committee on any matter;
iii) To inspect the accounts of (P W S) by appointment with the
Secretary General;
iv) Forego his membership with prior information in writing to the
Governing Body;
v) To pay his subscription within the prescribed time;
vi) All the members shall enjoy the right to participate in the regular
activities of (P W S), and to attend Seminars, Lectures, and
Discourses organized by (P W S)
vii) All publications of (P W S) will be supplied at a subsidized rate to all
the members;
viii) Each member is expected to render his/her/its voluntary service
towards (P W S) as and when required;
ix) Members shall have one vote each;
x) Defaulting members shall not be allowed to take part in a meeting or
vote;
xi) Any matter/ problem or suggestion put forward by the member(s) to
(P W S) will be in effect to only if approved by the Governing Body of
(P W S).
(P W S) shall maintain a Register of members containing the names,
institutional/ residential addresses, occupations/ nature of voluntary
services and the date of admission. The Register will be kept open for
inspection to the members of (P W S) by at least seven days’ notice.

This is also known as the Statutory General Meeting. It shall be held
once in every year and not later than 15 months after the last Annual
General Meeting. It shall be convened by the Secretary General
according to the directions of the Governing Body by giving a notice of
15 days, specifying the venue, date and time and the following
agenda:
a) To confirm the minutes of the last Annual
General Meeting, and of special General Meeting, if any.
b) To adopt, with or without modification, the
Secretary General’s report of the society’s activities for the previous
year;
c) To pass audited accounts for the said year;
d) To appoint the qualified auditor or auditors;
e) To transact such business as may be fixed
by the Governing Body;
f) To transact such other business as may be
brought forward by giving 14 days’ notice by any member;
g) To conduct General election and to elect
Governing Body members and office bearers. One third of the total
members with voting rights at the General Meeting shall constitute
a Quorum.

proceedings. Minutes of all the meetings must be kept and must be
circulated to the members of the body concerned within 30 days.
In case of requisite meetings, the meeting shall be convened within 7
days in case of Governing Body meeting, and within 30 days in case of
special General Meetings.
b) Office - bearers:
The office-bearers of the Governing Body of (P W S) shall
consist of the President, vice - President(s), Secretary General,
three Joint Secretaries and Treasurer, and will be elected at the
time of the election of the Governing Body.

ii) A member of the Governing Body shall cease to be so on ceasing
to be the member of (P W S) as per Rules and Regulations of (P
W S).
iii) Any retiring member of the Governing Body shall be eligible for
re-election at the General Body Meeting.
d) Powers and Duties of the Governing Body:
i) The Management of the affairs of (P W S) shall be vested to the
Governing Body.
ii) The Governing Body shall determine its own rules and
regulations.
iii) The Governing Body may constitute Committee(s)/ Sub-
committee(s)/ Board of Trustee(s) to deal with such matter(s) as
it may direct and may appoint in that Committee(s) / Sub-
committee(s)/ Board of Trustee(s)/ any member besides the
members of the Governing Body.
iv) The Governing Body may, from time to time, appoint such
salaried staff(s) as it considers necessary for the administration
of (P W S) upon such terms and conditions as it thinks fit and
may discharge or dismiss the staff.
v) The Governing Body shall review the activities and programmes
of (P W S) and reports of the Committee(s)/ Sub-Committee(s)/
Board of Trustee(s), and shall lay down the policies regarding its
administration, finance, programmes and property.
vi) The management of the affairs of (P W S) and the dispositions
of its finance and property shall be vested to the Governing Body
which shall have the power to run and hold fund(s), property
and other asset(s), to take and give loans, and to perform such
other functions as may be necessary to further the objectives of
(P W S).
vii) In addition to the above, the Governing body shall be specifically
responsible for discharging the following duties:-

viii) The Governing Body may appoint a Board of Trustees to manage
the property and assets of (P W S) as per the policy and
direction of the Governing Body. The number of the members of
the board shall not be less than two (2) or more than four (4)
and the Trustees must be the members of (P W S) The Trustees
must submit half-yearly reports to the Governing Body regularly.
President:
He/she shall: - (i) preside over all meetings of (P W S), and (ii) take
all disciplinary actions such as removal, dismissal etc., in consultation
with the Governing Body, against any member of (P W S) .
Vice-President(s):
In the absence of the President, the senior Vice - President, present in
the meeting, shall preside over it.
Secretary:
He/she shall: - (i) convene all meetings of (P W S); (ii) record and
maintain minutes of all meetings and all other documents; (iii) carry
out the day to day administration of (P W S) ; (iv) issue general
circulars; (v) receive all application for membership of (P W S)
which shall thereafter be placed before the Governing Body; (vi)
ensure that the Register of Members be maintained correctly; (vii)
sign on behalf of (P W S) all receipts for all sums received; (vii) sign
and give pay order on all bills for payments; (ix) ensure that annual
and other statutory returns are submitted to the proper authorities
timely and in accordance with the provisions of the Act concerned;
(x) advice the Governing Body in all matters of policy regarding
programme, finance, property and administration; (xi) appoint all
staff; (xii) be responsible for the implementation of the policies and
programmers of (P W S) ; and (xiii) transact all other business
subject to the direction of the Governing Body.
Treasurer:
He/she shall; (i) receive all sorts of subscription, donations and
money on behalf of (P W S) and disburse funds as per its objective
on the authorization of the Secretary General; (ii) deposit all
receipts in any scheduled bank and maintain cash book and other
books of accounts properly at the registered office of (P W S) in
accordance with the provision of the law and acts; (iii) ensure that
the accounts of (P W S) are duly audited once in a year and that the

Balance Sheets and Audit Reports are obtained from the Auditor in
compliance with the Secretary General’s provision.
g) Requisite Meeting:
Any five members of the Governing Body may request a requisite
meeting of the Governing Body upon a written petition to the
President or the Secretary General mentioning the business to be
dealt with in such a meeting. The quorum shall include the requisition
with additional to five members.

(13) SAFE CUSTODY OF FUNDS
i) The Governing Body or the Board of Trustees of (P W S), if appointed,
shall be responsible for the safe custody of the funds and the assets
of (P W S) .
ii) The funds of the Society shall be kept in one or more Scheduled
Bank/(s) and be invested in any securities specified under Section 20
of the Trust Act, 1882.
iii) The operation of the Bank Account(s) shall be carried out as per the
resolution of the Governing Body.
