ABSTRACT

Numerous factors nowadays have a detrimental effect on many students:

computer games, telephones, tablets, lack of motivation, collapsed family structures,

school impersonality and many other known and unknown destroyers.

Music and arts create empathy towards nature and towards human relations, and

it encourages teamwork. Even if you’ve never played an instrument before you can still

pick up on the language of rhythm without asking too many questions. In some cases, all

it takes is grooving to a beat, bobbing your head along to the song. Arts and Music can

bring people together; it’s a language and lifestyle.

Art and music are as important to learning as phonetics, mathematics, science

and technology are. Those are the language that cuts across all background, economic

classes, and familiar relationships and religions.

The people are equipped with essential knowledge, skills and the right attitudes,

these capabilities can never become a reality. Education is the most efficient system of

equipping people with knowledge, skills and attitudes essentials effective membership in

society.

Recognizing the value of arts in our society there is a need for an additional

school that focuses on the development of human resources, particularly the youth, who

show deep appreciation and aptitude for arts and music.

With the highly-urbanized and industrialized character of the City of Sta.Rosa

Laguna, the high demand for fuel and energy to supply the requirements of the

industrial, commercial, transportation sectors and the population is inevitable. The

continuously increasing population brought about by in-migration due to availability of

jobs in the City, the inflow of investments which brought increased number of

commercial and business establishments and construction of additional manufacturing

plants have translated into a considerable increase in solid wastes and wastewater

generation of the whole City.

The City Council enacted City Ordinance No. 1720-2011 in July 10, 2011 known

as the Environment Code of the City of Santa Rosa. The ultimate goal of the Code is to

ensure that the residents of the City, present and future generations, will enjoy a

balanced and healthful ecology in accord with the rhythm and harmony of nature. It aims

to sustain economic sustainability and provide a balanced ecology in the midst of past-

faced urbanization in the City of Santa Rosa. It also envisions integrating the existing

environmental policies into one Code to effectively address the present environmental

problems associated by the rapid industrialization.

The planning phase of the development will be carefully considered to make the

project resilient to any calamity. The proposed school will be systematically planned with

consideration to the environment and the people.

acknowledge the almighty God for the strength He has blessed her and for not leaving

to surpass, and the fulfillment of this thesis proposal is the greatest gift the researcher

CHAPTER I

The Problem and Its Background

1.1 Introduction

We’ve managed to teach ourselves how to express ideas through written words,

as well as emotions through art and music. It’s the most favoured thing in a lot of

people’s lives today.

The importance of art in our daily lives is very similar to that of music. Just like

art, music can make life extremely joyful and can have a huge effect on our mood. In the

workplace in particular, music is something that can help people set the mood for what

they are about to do. If you have something hard or difficult to work on or are feeling

tired, an energetic song will likely wake you up and add some enthusiasm to the

situation. Similarly, when stress is high, many people find that relaxing to calming music

is something that eases the mind.

People are the greatest resource of every country and the most effective agents

and managers of changes. However, unless the people are equipped with essential

knowledge, skills and the right attitudes, these capabilities can never become a reality.

Education is the most efficient system of equipping people with knowledge, skills and

attitudes essentials effective membership in society.

The proposed school for arts and music will help young adults and other people

to develop their potentials. It can increase creative thinking. They try to play a musical

instrument or to paint their own pictures. So it will be able to improve their imagination

and also appear new skills. People also have different gifts and talent through education;

they have succeeded in doing their desired work.

This proposal will give the people specially those who are very eager to improve

their passion and their hidden talents, or environment for artistic learning. These is

where people from Sta.Rosa can show their skills in different fields. This proposal will

also give the students the fulfilment of their dreams in becoming a performer and being a

good artist.

To recognizing the value of arts and music in society, there is a need for an

additional school that focuses on the development of human resources, particularly the

youth who show a deep appreciation and aptitude for arts and music.

1.2 Background of the Study

More specifically, based on the major land use determinants of slope and

elevation as stipulated in the Revised Forestry Code (PD 705) and the NIPAS Act (RA

7586), all the parts of the city are below 18 percent in slope and below 1000 meters in

elevation and are therefore legally and ecologically allowable for urban use. In terms of

the most important determinant of slope, around half of the city has level to nearly level

(0-8%) slopes towards the lake while another half has undulating to rolling (8-18%)

slopes towards Silang. With regard to elevation, all parts of the city are below 160

meters--much lower than the stipulated limit of 1000 meters for urban and agricultural

use

Several areas in the city are susceptible to liquefaction. This can cause major

damage in buildings and other structures during earthquakes. Brgys. Sinalhan, Aplaya,

Market Area, Kanluran, Ibaba, Malusak and Caingin are highly susceptible to

liquefaction. Brgys. Tagapo and Labas have moderate susceptibility to liquefaction, while

Brgy. Pooc has moderate to high susceptibility. Areas of low susceptibility include Brgys.

Macabling, Balibago, Dila and Dita.

With regard to the effects of the potential liquefaction on exposure elements,

most of the city’s population would be exposed to the hazard since the high population

densities are also located in the northern half of the city above the South Luzon

Expressway. In fact, the highest population densities with ranges of 10,241-14,208,

17,208-21,281 and 21,281-36,249 persons per square kilometre can be found in the

areas with moderate to high susceptibility to liquefaction. The lower population density

ranging from 2,133 to 6,188 persons per square kilometre lies within the area with low

susceptibility. It may be observed that the population exposed to liquefaction is even

greater than that exposed to flooding.

My chosen site is in the Brgy. Tagapo, City of Sta. Rosa, Laguna, owned by

Vancouver Land Inc. The area is classified under the GROWTH MANAGEMENT ZONE-

1 (GMZ-1), pursuant to Zoning Ordinance of 2000, approved as Municipal Ordinance

No.888-99, dated November 17, 1999. Allowed Uses within the GMZ-1 are: General

Residential Zone, Socialized Housing Zone, General Commercial Zone, General

Institutional Zone, Light Industrial Zone, Agricultural Zone and Parks & Recreation Zone.

The reason why only an urban land use plan can be formulated for Santa Rosa

City as cited above is the phenomenally rapid urbanization rate that has been

experienced by the city since 1980 up to the present. Its rapid growth owes mainly to

the fact that it is part of CALABARZON which was formed by virtue of Executive Order

No. 103 which was issued in 2002 for the purpose of breaking up the large Region IV

into two regional planning areas and assigning development roles for each area.

1.3 Significance of the Study

Through this study, the proposed School for Arts and Music will improve and

increase creative thinking of many people in the City of Sta.Rosa Laguna.

To young adults or students of Sta.Rosa, the proposed School for arts and music

will provide a strong foundation to create them who are lifelong learners. It contributes to

economic stability and growth as well as encourages them to express themselves in a

healthy way. It also keep them from participating in risky and criminal behaviour and

therefore out of legal trouble or juvenile detention centres. And arts and music also help

them to perform better academically. And it encourages self-directed learning, helping to

develop the capacity of students to strive for greater success.

To families or parents of their children, the proposed project, is important

because it allows them to be creative and connect. And it brings them together.

To the future researchers may use the data and information for their related

studies. This study will contribute to share important details pertaining to School for arts

and music and application to the design proper.

1.4 Objectives of the Study

The objectives of the study are sectioned into two parts such as the project

objectives and the design objectives. This matter is presented for readers to perceive

why the study is conducted.

1.4.1 Project Objectives

The aim of the work elucidated in this paper is to establish a convenient planned

unit development that will not only attain economic and dynamic structures as well as the

improvement of the surrounding area and the people around the vicinity. The study

objectives include:

1.4.1.1 To provide an institution that would concentrate on a different kind of

teaching and learning.

1.4.1.2 To create an environment that is conducive to learning and to show

their great talents.

1.4.1.3 To provide each student with the skills necessary to become

affective, well rounded individuals and constructive, contributing

members of our society.

1.4.2 Design Objectives

The study is intended to provide an advanced approach in implementing design

applications that will result to an efficient planned unit development. The following

objectives include provident considerations and goals to be accomplished:

1.4.2.1 To design a school for the arts and music that are suitable for future

students of Sta.Rosa Laguna for comfortable studying.

1.4.2.2 To provide excellent educational and performing facilities and

amenities although out the encourages creativity, innovation, and

learning.

1.4.2.3 To utilize the given scenery, natural resources and landscape in the

design proper.

1.4.2.4 To construct more organized and functional structures distributing

better services for the future students.

1.4.2.5 To provide a design that is accessible to all and can accommodate

all of the students.

1.4.2.6 To ensure that every resource facility and amenity is available to the

students and convenient locations.

1.5 Statement of the Problem

The problems for this study included five major problems and three minor

problems which were structured to further offer insights to the major problem.

devices for future development?

for the arts and music that will attend the educational needs of

Sta.Rosa Laguna?

The only difference between a piece of architecture and image is that people can

move through architecture, meaning the element of time is the crucial difference. The

design should be timeless. Architect need to think positive, make the necessary beautiful

and solved the organization’s problems with good design.

It is for the young adults or students concern to promote the concept of eco-

friendly and it conserve and restore natural resources. Using this concept, students and

staff will comfort and get a better quality of life. It may reduce negative impacts from

building to the environment.

1.8 Scope and Limitation

The study focuses on the proposed School for Arts and Music which includes

physical, environmental, social and economic aspect of the project.

This study comprises the following:

The scopes of the development of the project are the following:

Delimitations

The proponent focused her study on the architectural aspects, but utilized vital

facts so that it supported the concept or as required. This study was limited on details

regarding engineering works such as detailed mechanical, electrical, structural, seismic

analysis on the reaction of the structure to earthquake, plumbing, sanitary designs, and

specifications writing of materials used unless supporting details were provided to

support the design concept.

1.9 Definition of Terms

The findings of this study were applied in a practical manner as a guide for

designing the proposed School of arts and music. Prior to a review of the literature

relevant to the research and design project, definitions are provided for several key

terms that are used throughout this thesis.

The following terms are conceptually or operationally defined to enhance the

understanding of the readers of this study.

Amenity. According to Webster, it is the pleasant or normally satisfactory aspects of a

location which contribute to its overall character and enjoyment of residents or

visitors.

Agricultural Zone. It is the regions of climate which can reliably grow certain crops

which depend on particular climate conditions to successfully mature and

produce.

Biophilic. It’s an approach to architecture that seek to connect building occupants more

closely to nature.

General Commercial Zone. Is to provide areas within the community that are primarily

retail and service business in character with related hotel, office, cultural,

institutional and public uses etc.

General Residential Zone. Is applied to land in areas where growth and housing

diversity is anticipated.

General Institutional Zone. An area delineated in the zoning ordinance that is used

primarily for government, religious, cultural, education, medical, civic residential

as well as supporting commercial activities and services, not including military

base/ camp facility.

Light Industrial Zone. Is to provide for wholesale and warehousing uses as well as

those industrial uses that include fabrication, manufacturing, assembly or

processing of materials that are in defined from and that do not in their

transformation create smoke, gas, odor, dust, noise, soot or lighting to a degree

that is offensive when measured at the property line of subject property.

Liquefaction. According to the US Geological Survey (USGS), “liquefaction takes place

when loosely packed, waterlogged sediments at or near the ground surface lose

their strength in response to strong ground shaking”.

Land Use. It is the human use of land. Land use involves the management and

modification of natural environment or wilderness into built environment such as

settlements and semi-natural habitats such as arable fields, pastures, and

managed woods.

NIPAS Act. It’s the classification and administration of all designated protected areas to

maintain essential ecological process and life-support system, to preserve

genetic diversity, to ensure sustainable use of resources found therein, and to

maintain their natural conditions to the greatest extent possible.

Phonetics. The study and classification of speech sound.

Zoning. It relates to the division of an area into zones, as to restrict the number and

types of buildings and their uses.
