RECOMMENDATION

This recommendation is about R.A 9003 the Ecological solid waste management Act
of 2000. It was addressed by CENRO in terms of informing the people in our assigned
place and giving them leaflets about proper waste management in their brgy. The
following are proposals that should undergo in implementing, planning and strategies
to overcome improper solid waste management or to insure optimal waste disposal.
First of all, People must be aware about ways on how to minimize their trash or garbage
in their respective houses or in their place. Also, having solid waste management plans
in which it provides an outline of sources of wastes and treatment options wherein those
waste should be manage properly and segregated according to its materials if it is
biodegradable and non-biodegradable that is collected by the garbage truck collector.
As well as the National, local or regional places must conduct policy about this. We
also recommend to have waste minimization, waste sorting and composting that
emphasizes to decrease the amount of waste and avoiding producing waste. We also
encourage to recycle their garbage like those non-biodegradable including plastic
bottles, cups, cans and many more to be creative and artistic in making DIY recyclable
materials that is helpful and beneficial in achieving a sustainable environment. On the
other hand, Composting is essential and need for biodegradable such as food and
vegetable garbage and other. For instance, Applying three general methods such as
reduction, recycling and treatment or the 3r's reuse,reduce and recycle. Meanwhile,
they should have trash bins for their waste most especially in their house and must be
labelled differently in order to facilitate the users to dispose their waste in the corrective
way. People should be taught how to follow and be responsible enough as citizens to
care about our environment or in our sorroundingssurroundings because this is also for
our own sake for us to feel clean and away from diseases. In general, the aims or
purpose is to minimize consumption of waste. It implies to have betterment in your
town, community or even in our society concerning with proper disposals of waste and
as it was design by the law.

Implementattion

Ecological solid waste management act of 2000 describes solid waste management with the
control of generation, storage, collection, transfer and transport, processing and disposal of solid
waste. So in our done activity in Barangay Pinagkawitan Lipa City. We gave some papers or
printed papers to guide some people in Pinagkawitan to be aware on their surroundings. We
walked on the street and face the reality of being a good and well-mannered citizens. Because we
all know that by the help of this program, we can help and save our environment in suffering bad
results of bad habit of some people living in a particular place. We started at 8 o'clock in the
morning and we have a group of members to spread some papers to save our place. We go to
some house and talk to them, we talked some importance of segregation of garbages and
maintain the cleanliness of surroundings. Because having a clean and nice environment helps us
to save especially our lives in some desease and also save from flashfloods and etc. So being a
good and disciplined citizen is the best way to care or surroundings. Hahahahaha

Recycling and waste management should be implemented as a resource management system,


not a waste management system. As recycling programs began to be implemented in the 1970s
and 1980s they were thought of as part of the solid waste collection system. Recycling programs
were expected to cover their costs in a manner similar to waste collection programs: through
user fees or local taxes. This often resulted in recycling program costs and revenues incorporated
into the overall waste collection system, even when the increase in recycling resulted in a
reduction in overall system costs, especially where disposal costs were high. Today the approach
that is considered a “best practice” is to view recyclables as commodities that are managed
under a resource management system consistent with management frameworks such as
“sustainable materials management” and “zero waste”.

Analysis

Ecological Solid Waste Management Act of 2000 a landmark environmental legislation in the
Philippines. The law was crafted in response to the looming garbage problems in the country. RA
9003 declares the policy of the state in adopting a systematic, comprehensive and ecological solid
waste management program that ensures the protection of public health and the environment
and the proper segregation, collection, transport, storage, treatment and disposal of solid waste
through the formulation and adoption of best environmental practices. Moreover, it illustrates
the potentials and benefits of recycling not only in addressing waste management problems but
also in alleviating poverty.

RA 9003 was passed by the Philippine Congress on December 20, 2000 and was subsequently
approved by the Office of the President on January 26, 2001. It contains seven 7 chapters
sub-divided into 66 sections setting out policy direction for an effective solid waste management
program in the country.

According to Bernardo (2008), The experiences and practices of household waste management of
people in a barangay are documented. The data were gathered through an interview with
household members using open-ended questions. Interviews were also conducted with garbage
collectors as well as scavengers. Results showed that the households generated an average of 3.2
kg of solid waste per day0. The types of wastes commonly generated are food/kitchen wastes,
papers, PET bottles, metals, and cans, boxes/cartons, glass bottles, cellophane/plastics, and
yard/garden wastes. The respondents segregate their wastes into PET bottles, glass bottles, and
other waste. No respondents perform composting. It is worth noting, however, that burning of
waste is not done by the respondents. The households rely on garbage collection by the
government. Collection is done twice daily, except Sundays, and household members bring their
garbage when the garbage truck arrives. However, there are those who dump their garbage in
non-designated pick-up points, usually in a corner of the street. The dumped garbage becomes a
breeding ground for disease-causing organisms. Some household respondents said that it is
possible that the dumping in certain areas caused the dengue fever suffered by some of their
family members. Mothers and household helpers are responsible for household waste
management. Scavengers generally look for recyclable items in the dumped garbage. All of them
said that it is their only source of income, which is generally not enough for their meals. Most of
the respondents said that garbage collection and disposal is the responsibility of the government.
The results of the study showed that RA 9003, also known as the Ecological Solid Waste
Management Act of 2000.

According to World Health Oragjization, In technical note, the term ‘solid waste’ is used to
include all non-liquid wastes generated by human activity and a range of solid waste material
resulting from the disaster, such as general domestic garbage such as food waste, ash and
packaging materials; human faeces disposed of in garbage; emergency waste such as plastic
water bottles and packaging from other emergency supplies; rubble resulting from the disaster;
mud and slurry deposited by the natural disaster; and allen trees and rocks obstructing transport
and communications. Other specialist wastes, such as medical waste from hospitals and toxic
waste from industry, will also need to be dealt with urgently, but they are not covered by this
technical note.

Abstract

The Solid waste processing and disposal is a complex task involving environmental, social, and
economic issues. Strong systematic frameworks can only facilitate the planning, implementation,
and maintenance of sustainable municipal waste processing and disposal systems. The
framework helps to define the key considerations for system planning and design, steps for
performance and monitoring, and approaches for facilitating continual system improvements. A
conceptual framework for their municipality or town interms of solid waste processing and
disposal has been developed in this case study by knowing the problems, providing strategies and
for determination of the management approach that would be necessary for the improvement of
the present situation of solid waste management system in their barangays. This framework has
been established after practical case studies to exemplify how far it is applicable as a systems
management tool for complex waste management system, and address the obstacles typically
faced by the waste processing plants in India. The benefits of this conceptual framework include
the integration of processing and disposal of waste with its collection and transportation
