I hereby commit to comply and deliver all the above requirements in accordance with
the above-stated schedule.

Bidders must state here either “Comply” or “Not Comply” against each of the individual parameters of each
Specification stating the corresponding performance parameter of the equipment offered. Statements of
“Comply” or “Not Comply” must be supported by evidence in a Bidders Bid and cross-referenced to that
evidence. Evidence shall be in the form of manufacturer’s un-amended sales literature, unconditional
statements of specification and compliance issued by the manufacturer, samples, independent test data
etc., as appropriate. A statement that is not supported by evidence or is subsequently found to be
contradicted by the evidence presented will render the Bid under evaluation liable for rejection. A
statement either in the Bidders statement of compliance or the supporting evidence that is found to be
false either during Bid evaluation, post-qualification or the execution of the Contract may be regarded as
fraudulent and render the Bidder or supplier liable for prosecution subject to the provisions of ITB Clause
3.1.(a)(ii) and/or GCC Clause 2.1(a)(ii).
STATEMENT OF
ITEM MINIMUM SPECIFICATIONS
COMPLIANCE
4.1 The Cloud Service provider must have the capability to deploy DICT's
applications as a Highly Available solution across multiple datacenters in
the same country. The solution must also include Disaster Recovery
within the same country due to applicable laws and regulations. This
capability will be to prevent any single points of failure due to
geographical or natural disaster. Furthermore, DICT prefers its data to
be stored in countries near the Philippines thus the Cloud Service
Provider must have at least 4 (four) Availability Zones located in
countries that is a member state of the International
Telecommunications Union in Region 3.
8.1 The Cloud Service Provider must provide built-in audit logging
features that capture all API requests/changes to the
infrastructure for audit purposes. The DICT will have the ability to
determine the retention length for these audit logs
8.2 The Cloud Service Provider must be able to send notifications
when certain events happen at the object level (i.e.
addition/deletion operations).
9. INFRASTRUCTURE TEMPLATING FEATURES
23.1 The product must have load and unload capabilities as one
of the key database feature
23.2 The product must support Parallel Data Loading method and
also parallel bulk load utilities for initial loads and incremental
loads
23.3 The product must support readable and writeable external
tables with fully parallel operation
23.4 The product must have ability to import and export of large
data sets parallel from and to multiple data type viz. Fix Length,
Delimiter and XML data
23.5 The product must support for non-recoverable (or non-
logged) bulk load
23.6 The product must have ability to integrate structure data and
unstructured data in a single view to enable user explore data.
23.7 The product must support data connection via ODBC, JDBC,
OLEDB, Python API, Perl API
24. WORKLOAD MANAGEMENT
24.1 The product must have embedded workload management
capabilities to automatically balance the workload over the
available active nodes.
24.2 The product must have ability to reduce waste of resources
by limiting activities that exceed reasonable resource
consumption, assigning priority of some tasks, users or roles over
others.
24.3 The product must have ability to adjust the Query priority
dynamically at run time.
24.4 The product must have ability to manage workload in
multidimensional viz. connection management, user-based
resource queues and dynamic query prioritization.
24.5 The product must have ability to set memory quota.
24.6 The product must not require expensive DBA effort to
operate in mix workload. It must be able to be scripted.
25. SCALABILITY
The project plan shall be the basis for managing the project,
although it shall usually need to be modified along the way to
address changing business requirements and subject for DICT
approval. The bidder shall provide a project plan a detailed
account on the following components:
Human Resources: Includes the Training Plan referred to the
training of the project team members, which shall start by
matching skill sets versus requirements and identifying training
gaps, identify the training courses that shall be needed and
determining training schedules given the project requirements.
Change Management: Describes the procedures to request,
analyze, evaluate and approve or reject a change in the project
implementation plan that could impact the schedule, costs, scope
or quality of the deliverables
Risk Analysis: Addresses the procedures to identify and assess
risks that might impact on the project implementation
performance. Additionally, it contemplates the creation of
preventing, mitigation and contingency actions in case any of the
risks identified has negative impact on the project if it gets to
happen.
Scope: This plan contains all the procedures to ensure that the
work done complies with the scope defined for the project.
Quality: This document defines the quality assurance activities,
schedules, roles and responsibilities and resources that are
needed. The reports that shall need to be prepared and the
I/We undertake, if our bid is accepted, to deliver the items in accordance with the terms and conditions contained in the bid documents,
including the posting of the required performance security within ten (10) calendar days from receipt of the Notice of Award.

ENVELOPE 1: ELIGIBILITY AND TECHNICAL DOCUMENTS
ELIGIBILITY DOCUMENTS
i. Registration Certificate from the Securities and Exchange Commission (SEC) for
corporations, Department of Trade and Industry (DTI) for sole proprietorship, or
from Cooperative Development Authority CDA) for cooperatives.
ii. Valid and Current Business/Mayor’s Permit issued by the city or municipality where
the principal place of business of the prospective bidder is located OR the equivalent
document for Exclusive Economic Zones or Areas.
iii. Valid and Current Tax Clearance issued by Philippines’ Bureau of Internal Revenue
(BIR) Accounts Receivable Monitoring Division per Executive Order 398, Series of
2005.
iv. Copy of each of the following Audited Financial Statements for 2017 and 2016 (in
comparative format or separate reports):
a. Independent Auditor’s Report;
b. Balance Sheet (Statement of Financial Position); and
c. Income Statement (Statement of Comprehensive Income)
v. PhilGEPS Certificate of Registration and Membership in accordance with Section
8.5.2 of the IRR, except for foreign bidders participating in the procurement by a
Philippine Foreign Service Office or Post, which shall submit their eligibility
documents under Section 23.1 of the IRR, provided, that the winning bidder shall
register with the PhilGEPS in accordance with section 37.1.4 of the IRR.
vi. Statement of all its ongoing government and private contracts, including contracts
awarded but not yet started, if any, whether similar or not similar in nature and
complexity to the contract to be bid (Annex I)
viii. Duly signed Net Financial Contracting Capacity Computation (NFCC)* per Annex II,
in accordance with ITB Clause 5.5 or a committed Line of Credit equivalent to at
least ten percent (10%) of the ABC from a universal or commercial bank
ix. *NFCC = [(Current Assets minus Current Liabilities) (15)] minus the value of all
outstanding or uncompleted portions of the projects under ongoing contracts,
including awarded contracts yet to be started coinciding with the contract to be bid.
Notes:
● The values of the bidder’s current assets and current liabilities shall be based
on the data submitted to BIR through its Electronic Filing and Payment System.
● Value of all outstanding or uncompleted contracts refers those listed in Annex-
I.
● The detailed computation using the required formula must be shown as
provided above.
● The NFCC computation must at least be equal to the total ABC of the project.
CLASS “B” DOCUMENTS (FOR JOINT VENTURE)
For Joint Ventures, Bidder to submit either:
i. Copy of the JOINT VENTURE AGREEMENT (JVA) in case the joint venture is
already in existence, or
ii. Copy of Protocol / Undertaking of Agreement to Enter into Joint Venture signed
by all the potential join venture partners stating that they will enter into and
abide by the provisions of the JVA in the instance that the bid is successful.

The JVA or the Protocol/Undertaking of Agreement to Enter into Joint Venture
(Annex III) must include/specify the company/partner and the name of the
office designated as authorized representative of the Joint Venture.
1. Registration Certificate from the Securities and Exchange Commission (SEC) for
corporations or from Department of Trade and Industry (DTI) for sole
proprietorship, or from Cooperative Development Authority (CDA) for
cooperatives;
2. Valid and Current Business/Mayor’s Permit issued by the city or municipality
where the principal place of business of the prospective bidder is located OR the
equivalent document for Exclusive Economic Zones or Areas;
In cases of recently expired Mayor’s / Business Permits, said permit shall be submitted
together with the official receipt as proof that the bidder has applied for renewal with
the period prescribed by the concerned local government units, provided that the
renewed permit shall be submitted as a post-qualification requirement;
3. Valid and current Tax Clearance issued by Philippines’ Bureau of Internal
Revenue (BIR) Accounts Receivable Monitoring Division per Executive Order 398,
Series of 2005;
Each of the above statements must have stamped “received” by the Bureau of Internal
Revenue (BIR) or its duly accredited and authorized institutions.

Note: Bidder must ensure that all Class “A” Eligibility Documents are valid and current
at the time of submission of PHILGEPS Certificate of Registration and Membership
(Platinum Registration). In case any of the submitted Eligibility are not valid and current
at the time of submission of Platinum Registration, bidders are required to submit the
valid and current documents.
● In case the JV Partners opt to submit their Class “A” Documents, the Certificate
of PhilGEPS Registration (Platinum Membership) shall remain as post-
qualification requirement to be submitted in accordance with Section 34.2 of the
2016 Revised IRR of RA9184. “GPPB Circular 07-2017 dated 31 July 2017”.
For item (ii) to (iv) of the required eligibility documents, submission by any of
the Joint Venture partner constitutes compliance.
TECHNICAL DOCUMENTS
Bid security shall be issued in favor of the DEPARTMENT OF INFORMATION AND
COMMUNICATIONS TECHNOLOGY (DICT) valid at least one hundred twenty
(120) days after date of bid opening in any of the following forms:

The Manufacturer should certify that:
a. The Manufacturer has the capacity to provide nationwide onsite support and
should have a central support hotline and email.
b. The Manufacturer must have at least two parts depot within the country to
ensure sufficient number of spare parts.
c. The Manufacturer’s onsite support engineers must comply with the following

NC-II or Licensed Electronics Technician or Manufacturer’s Certified Technician.
d. On-site support shall be provided only by the manufacturer. Onsite support
engineers should have a valid manufacturer’s ID (same as the Brand or Desktop
delivered).
e. Onsite support Service Level should be provided the Next Business Day after
final remote diagnosis for delivered items within Metro Manila. At most 2
Business Days for outside Metro Manila.
