TRAINED IN DIFFERENT
MARINE ENVIRONMENTAL FIELDS

INTRODUCTION
During incidents and disasters, there is always the need for Local, Regional or International
experts, specialized people and trained cadres who could take accurate decisions and deal
with these incidents and disasters successfully. However, the main burden is usually put on
the shoulders of national and local cadres who have been trained as it is their commitment
to be ready to extend all their experience to assist their individual countries as well as the
entire Region as a whole.
Accordingly, MEMAC has prepared this publication which contains the names and contact
numbers of cadres who have been trained by MEMAC on different marine environmental
fields, including oil spill combating procedures and marine environment protection
techniques.
It should be taken into account that all the training courses are continuously updated even
if they come under the same title, but their contents are renewed in accordance with the
latest scientific, technological development available and lessons learnt from different
incidents occurred.
The publication does not contain only the cadres of ROPME Member States, but also
cadres from oil companies and the private sector in the Region.
MEMAC asked all of these cadres during the training courses they attended to
communicate with MEMAC office whenever they needed any updates with regard to
information, scientific data and technology as well as to their contact numbers.
From its side, MEMAC has always been ready to provide the Member States and other
relevant institutions and bodies with the latest necessary information and data in order to
keep the national cadres armed with updated knowledge and experience, as we consider
these cadres as the assets of our Member States.
It is also worth mentioning that so far 26 different courses have been conducted and 1431
cadres were trained during the period of 2002 till 2011, and a number of these cadres have
been involved in MEMAC’s programmes as Regional experts.
It is noticeable that from year to year, the number of the cadres participated is different as well as
the number of the training courses. This is due to the MEMAC programmes which are focused on
the need of the training type and level due to the Regional circumstances and the analysis of the
different types of incidents that occur regionally or internationally, besides the techniques and
technology development.
MEMAC has been convening its different skill of training courses since May 1984,
supporting Member States’ cadres for 27 years. However, during the last 10 years, MEMAC
concentrated on those selected training courses which were tailored to the Region and its
requirements. This policy resulted in:
- Forming excellent skills of national cadres who are now carrying out their tasks replacing
foreign experts.
- These trained cadres have established many companies in the last few years, covering different
oil spills and other related matters and providing services as private sectors.
- In the last decade, it was noticeable that the national cadres became active parts in attending and
participating in several Regional and International conferences and meetings.
- Several technical committees have been established regionally to deal with different
environmental subjects from the trained cadres.
- The trained cadres have widely expressed their concerns on environment issues in the local and
regional press, which in its turn has played a big role in environmental awareness amidst the
people of the area.
- Furthermore, the number of articles written by the trained cadres on different environmental
issues has tremendously increased for the last two decades.
