5.2.

1 Qualifications of Supervision Team


Team leader (Chief Resident Engineer), BASED IN RTDA OFFICE.
The Team Leader shall have a BS degree in Civil/Highway Engineering with a minimum of fifteen
(15) years' experience in road design and construction/supervision with five (5) years of experience
as team leader on road construction projects. He/she shall have extensive supervision experience of
rural road rehabilitation and upgrading and maintenance works. He/she will also be familiar with
engineering contract procedures and with contract administration. International experience in Design,
Build and Maintain, OPRC contracts is required. S/He should have proven ability to manage and
administer a project of this nature. Fluency in both written and spoken English and ability to
communicate freely and easily is essential.

Resident Roads Engineers (Three):

They shall have a BS degree in Civil/Highway Engineering and act as Deputy Team Leader for the
specific districts. They shall have a minimum of ten (10) years of general experience, with at least
five (5) years in road rehabilitation and maintenance works. They shall have supervision experience
of rural roads construction/rehabilitation and maintenance. Familiarity with engineering contract
procedures and with contract administration including OPRC is an advantage. Experience in labor
intensive works practices is desirable.

Geotechnical/Materials Engineer:
S/He shall have a BS degree in Civil Engineering, Geotechnical or Geology with a minimum of six
(6) years' post-qualification experience and shall have handled at least 2 similar road material
engineering assignments within the last four (4) years at the same position or similar, a proving
certificate and a copy of ID or passport.
S/He should have knowledge of materials/gravel pavement design and with experience of unpaved
road construction and maintenance. Fluency in both written and spoken English is essential.

Hydrology, Hydraulics and Drainage Specialist:


The Hydraulics and Drainage Specialist shall be a qualified professional engineer with a BS/graduate
degree in Civil Engineering or water resource management and with specialization or Masters in
Hydraulics or related areas. This professional shall have a minimum of 6 years of proven experience in
hydrological assessment in slide prone areas and marshlands, as well as experience in hydrological
design of slide protection structures and drainage structures in marshlands, storm water- runoff drainage
and systems. S/He shall be conversant with estimating flood discharge together with designing and
checking vent way requirements for drains, culverts and bridges. Experience in designing drainage
structure commonly used in roads is required. S/He shall be conversant with Microsoft Office
Word/Excel and be fluent in both written and spoken English.

Road Maintenance Engineer:


Should have a BS degree in Civil Engineering or related field, with general experience of ten (10)
years, and a minimum of five (5) years' experience in road maintenance for gravel and low volume
seals. Experience in road asset management and Performance based road maintenance of rural roads
under local governments using labor-based Technology and the participation in one project related
to OPRC / PPP / DBOMT / DBT type of contract will be an advantage. Proficiency in written and
spoken English and Kinyarwanda is a requirement.

Environmental Specialist:
The Environmental specialist shall be a qualified professional with an academic degree in
Environmental Management and Social Science Management, Geography, Anthropology, Sociology,
Environmental Science or a closely related discipline. This professional shall have a minimum of 5
years' experience working on environmental management and be able to demonstrate a sound
knowledge of environmental and social issues (such as evaluating environmental management plan
(EMP) or Environmental Impact Assessment (EIA), initiatives and impact assessment and mitigation
measures in developing and tropical countries. The specialist shall have proven experience in impact
assessment management within the road sector in developing countries, and familiar with the World
Bank's policies and requirements on environment and social safeguards including ESHS. Fluency in
both written and spoken English and ability to communicate ideas freely is essential. Knowledge of
French and Kinyarwanda is an advantage.

Social safeguards specialist:


The Sociologist shall be a qualified professional with a BS degree in Social Science Management,
Geography, Anthropology, Sociology, Environmental Science or a closely related discipline. This
professional shall have a minimum of ten (10)years' experience working on social management and
be able to demonstrate a sound knowledge of social issues (Social impact Assessment (SIA), and
Social Management Plan (SMP), Resettlement Action Plan (RAP), and Sexual Exploitation and
Abuse Response and Action Plan (PRAP)), initiatives and impact assessment and mitigation
measures in developing and tropical countries. The specialist shall have proven experience in impact
assessment management within the road sector in developing countries, and familiar with the World
Bank's policies and requirements on environment and social safeguards including ESHS. Fluency in
both written and spoken English and ability to communicate ideas freely is essential. Knowledge of
French and Kinyarwanda would be an advantage.
It is important to note that the client will hire a social and Environment safe guard's officer for each
district to ensure compliance to social and environmental safeguards;
All key personnel must possess minimum a graduate BS degree in their respective fields.
For the social safeguards specialist and environmental safeguards specialist, experience working on
the World Bank funded projects will be an added advantage.

5.3 SUPPORT STAFF


In addition to the key staff designated above, the Consultant shall determine the support and back-up
staff deemed necessary to assist with office and on-site surveys, design of the Roadside Amenities, etc.
and determine their needed input (staff-months) in the technical proposal and Financial Proposal
Remuneration for all other Support Staff e.g. Inspectors, Material Technologists, Technicians, Survey
Assistants and any other expenses required for functioning of the site supervision or backstopping

shall be priced using form FIN 3 and no adjustment can be sought during contract negotiations.
CVs for support staff shall be presented during contract negotiations.
