Climate Change Mitigation and Adaptation Program: Should it be prioritized first?

Our world’s climate is changing rapidly and drastically nowadays. Besides that, the earth's
climate changes and affects our lives emotionally, physically, and psychologically But before we
proceed on to the main topic, let us answer the question, "What is climate change?" Climate change is
the world's long-term seasonal changes. Such patterns of weather play an important role in forming
natural ecosystems, and the human economies and cultures that depend on them. For example, climate
change may affect how people, plants, and animals live, such as threats to food production and safety. As
the Earth's climate is complex and constantly changing through a natural cycle, the world is now
concerned about the changes that have been taking place today have been intensified and seriously
affected human life.

In line with this environmental issue, a data from the Climate change Commission (CCC) of the
Philippines shows that the government tried to cut spending and budget on climate change mitigation
and adaption programs. In a time when SOGIE Bill and Rice Tarrification Law is being forwarded to the
senate, the government of the Philippines prioritized more on these human-based law rather than the
environment-based programs. In order to deeply understand this kind of matter, let us discuss first what
are these bills, laws and programs being addressed.

Sexual Orientation and Gender Identity Expression (SOGIE) Equality Bill is a bill that seeks anti-
discrimination on the basis of sexual orientation, gender identity or expression, not infringement on
religious liberties or parental authority. While the Rice Tariffication Law is a regulation to provide
sustainable rice prices for consumers, combined with the goal of increasing palay/ rice farmers ' incomes
and also maintaining food safety for all, and protecting producers ' incomes and consumers ' needs. On
the other hand, Climate Change Mitigation and Adaptation programs are agendas that adheres an act on
minimizing and stabilizing ambient greenhouse gas emissions ("mitigation") relating to measures aimed
at delaying decreasing or preventing climate change— lowering C02 pollution by implementing
congestion charges or carbon sinks. And also adapting to climate change ("adaptation"), which
corresponds to measures aimed at reducing current climate change -flood protection and coastal
erosion. Let's presume all these legislation, regulations and initiatives are moved on to the senate, what
should the government first prioritize?

With this matter, the paper aims to address the government that Climate Change Mitigation and
Adaptation Programs must be prioritized first rather than those other bills and laws forwarded to the
senate. Supporting it with three main arguments about the impacts of Climate Change in the Philippines;
The poorest are hit hardest; ecosystems and species are at risk; and Philippines is a susceptible country
to climate change hazards.

The Poorest Are Hit Hardest. Climate change has a disproportionate impact on people in
developing countries, even though the vast majority of the carbon dioxide they have introduced into the
atmosphere comes from developed countries. According to CNBC's Carmin Chappell (2018), low-income
areas in both urban and rural areas will be adversely affected by climate change relative to other
communities, according to the report generated by a group of more than 300 government and private
sector experts to examine the climate change impacts on the country. Without rapid and effective action,
Philippines and other wealthy countries will position the world's most vulnerable people at higher risk of
drought and crop failure, famine, floods, and other extreme weather events, and dispute over ever
scarcer resources.
Ecosystems and Species Are at Risk. Unchecked climate change could have an effect on most
land eco-regions. Increasing global temperature means biodiversity will change; some animals will be
driven out of their environments (possibly to extinction) due to changing conditions, while others will
thrive. Secondary effects of climate change, such as decreased snow cover, rising sea levels, and changes
in weather, may impact not only human activities but the environment as well. Researchers reviewed the
literature on the impacts of climate change on biodiversity for the IPCC Fourth Assessment Report. With
very high confidence, Schneider et al. (2007) concluded that regional temperature trends had already
damaged biodiversity and habitats worldwide. They concluded that with high confidence, climate change
would lead to the loss of many animals and a reduction in habitat diversity.

Philippines is a susceptible country to climate change hazards. Our nation is in great danger of
climate change if the government does not give sufficient priority and not funding enough for the said
agenda. The Philippines is considered one of the most vulnerable countries to threats caused by climate
change (Global Peace Report, 2019). The study found that 47 percent of the country's population was
highly vulnerable to weather threats such as earthquakes, hurricanes, flooding, tropical cyclones and
drought. Hence, with just a glimpse of this claim, it's so surprising that we're number 1 on the list of
climate change dangers susceptibility.

Climate change is a very complex issue and it is affecting the whole world now. Research also
supports the fact that natural variation cannot clearly justify the transition. The latest scientific studies
have indicated that since the mid-20th century, the warming of the climate system is most likely due to
human activity; and thus, is due to the detected increase in greenhouse gas concentrations from human
activities, such as fossil fuel production and land-use change. Due to this, the government must take
action and prioritize more on the programs that will prevent and reduce the effects that climate change
brings. Policymakers need an objective source of information about the causes of climate change, its
potential social, economic and environmental consequences and the adaptation and mitigation options
to respond to it. With this kind of action, we will have a better place to live and a best gift to give for our
next generation. Therefore, let us work hand in hand together to protect and love the creation that God
has given to us as long as we can.
