0 Environmental Impacts and Control

The air emission, noise and disturbed areas are primarily identified as impacts to the
environment by the mine operations. Sediment loading from these mines to the nearest bodies
of water has also been identified as a source of water degradation to the water supplies.

1.1 Land resources


1.1.1 Impacts

Quarry operations highly affects land resources which is the nature of


quarry operations. However, precautionary measures are highly needed to
prevent land from destructive erosions.

Proper planning of all activities is highly necessary in order to attain the


desired quality of water that will be discharged in the nearest water body.
Identified impact to the land resources includes the clearing of the area for the
mobile crusher, drainage systems, access road, stockpiles and the operation of the
quarry.

1.1.2 Control Strategies

Fast growing trees shall be planted surrounding the quarry site to


minimize or eliminate erosion and help stabilized the ground.

1.2 Water Resources


1.2.1 Impact

Disturbances in the river during the preparation and operation periods are
likely to occur. When necessary water from the river will be used for washing
operations. Hence, there will be a very little impact on the competition of water
usage in the area and an alternative source of water from the Local Water System
is also available.

While a stockyard is provided as a temporary area for the extracted


materials before hauling and disposal, silt may flow to the adjacent water body
affecting water quality.

Another impact is oil leakages from the dredger and other mobile
equipment during quarrying of aggregates that may contaminate the river.

1.2.2 Control Strategies

 Establish proper storage of fuels, oil, and lubricants and safe system for proper
and careful refueling and maintenance works.
 Report a major spill to the DENR and local Coast Guard immediately.
1.3 Sewerage

A rest room with septic tank will be provided to handle the domestic waste of the
personnel who will work in the project site during operation. This should be aptly placed
at a higher ground where it cannot be flooded.

1.4 Solid Waste

Proper segregation and disposal of solid waste will be implemented. The


biodegradable materials are for decomposition into a series of compost pit for
agricultural purposes while non-biodegradable materials are to be disposed to the
municipal sanitary landfill area.

1.5 Noise

The potential sources of noise are from the operation of the custom-built dredger
and other quarry machineries. The noise pollution from these sources is prevalent
during the daytime only.

Trees will be planted around the perimeter of the quarry to act as sound barriers.
Good maintenance of the muffler of all mobile equipment also helps in reducing noise
pollution. Provision of appropriate Personal Protective Equipment (PPE) for operators
of noise-producing equipment is also a must.

1.6 Air Quality

1.6.1 Impacts

Minimal dust emission is expected from the operation that may affect air quality
particularly, exhaust emission from the mobile equipment and fugitive dust from roads
during hauling of materials.

1.6.2 Control Strategies

 Tree Planting
 Regular watering roads during hauling of materials
 Covering loaded haulers with tarpaulin
 Imposing speed limit for dump trucks

1.7 Conservation Values


3.7.1 Nature Issues

The extraction of raw aggregates may create an ecological imbalance due


to a gap or vacuum process along the riverbed. However, will be naturally
replaced with another cycle of sand and gravel during water turbulence,
materials from the upstream will be transported along the river beds and
eventually filed-up the quarried portion. This principle in layman’s term is
defined as “the natural replenishment capability of the river.”
1.7.2 Visual Aesthetics

The site processing area is almost barren of vegetable cover. However,


Vegetation is abundant at a higher terrain which was planted with trees. The land
has neither rare or unique plant species of historic and scientific values nor any
sighting of wild animals, and bird sanctuary.
1.7.3 Recreation and Education

Like all other rural areas, the favorite past time of the residents in both
barangays is watching their favorite shows or movies in their televisions. Others
indulge in drinking coco wine or tuba while others are playing basketball at a
nearby basketball court. Like most places in the country, the favorite amusement
on Sundays is cockfighting at the local sports arena. Women go to the public
market to sell vegetables and other farm products. Only few of the inhabitants
can be seen in churches. It is therefore appropriate that the proponent allocates
budget for education or moral and spiritual values and for skills training on
livelihood program in partnership with the local government unit.
1.7.4 Heritage and Cultural Values

The quarry operation has no significant effect to the indigenous people,


ancestral lands, heritage and culture. There is no existence of natural heritage or
ancestral lands over or in the proximity. There are no existing infrastructure,
military and ecological reservation, camp sites, scenic and tourist spots and other
values of heritage significance in the project site.

1.7.5 Social Issues


There are no issues involved in agricultural impact since the location has
neither small/medium/large scale agricultural farming nor aquatic farming.
There are few patches of vegetable plants and cornfields nearby but this can be
deliberated so that the livelihood of the farmers can be maintained.

The development of the proposed aggregate business will help the


community and will contribute to the growth of Barangay Tup – on, Medina and
the Province of Misamis Oriental in terms of employment, taxes and income
generated from the business and employees. The proponent is expected to
contribute in the improvement of the community through the following:

 Employing locals
 Sponsoring athletic activities
 Donating aggregate materials for road improvement and other structures
 Donate seedlings for tree planting project
 Other worthwhile or tangible project depending on the condition the
business
