1 Introduction
1.1 Scope and Purpose

This document provides guidance on the naming conventions required for electronic
documents uploaded to Orange County’s Fast Track Online Services
(FastTrack.OCFL.net). Registered users may upload new and revised electronic plans
using the correct links outlined in this guide. Fast Track document upload employs an
automatic file management system that organizes uploaded files based on the prefix
in the file name. Incorrectly named files will cause errors that may result in the
rejection of a permit application and require a re-upload of plans and project
documentation.

NOTE: If instructions described in this manual are not followed exactly, your
submittal will not be accepted. Please note once your files are uploaded, they will not
be immediately available to view until Orange County confirms their validity.

2 Document Upload Requirements


2.1 Plans/Drawings
Plans/Drawings are the files created by the engineer or architect that outline the structure or
development work to be completed. The plans/drawings represent the specifications of the
design and constitute the main document(s) being reviewed by Plans Examiners.

2.1.1 Plans Submittal Guidelines


1. If you applied for your permit in person, please wait until you receive the emailed
invitation to submit your electronic plans. If you started the permit application online,
you will upload your plans in Step 4 of the permit application process.
2. All files must be uploaded in .PDF format. A vector graphic file is highly preferred.
Vector format will allow the page to be scaled by any amount by reviewers without
degrading image quality.
NOTE: There are certain fonts that are not compatible with the ProjectDox system used
for reviewing plans. It is highly recommended the Times Roman Font be utilized.
3. Each file must contain only a single page.
4. Plans and drawings must be uploaded in landscape orientation.
5. Standard file sizes accepted: 8.5x11, 11x17, 24x36, 36x42.
NOTE: If submitting corrections or revisions, the new file must match the name of the
first file exactly or it will cause a deficiency.
6. Layered files are not accepted; please be sure to merge layers prior to uploading files.
7. Each sheet must contain a graphic scale. All plans must be drawn to scale.
8. Files must be named in accordance with Orange County Naming Convention
Standards, which are outlined below. (Section 3)
9. Each page must be named by Drawing Type and Description Code. The drawing type,
description and page number will become the file name in accordance with the
Electronic Plan & E-Project Document Upload Naming Convention Chart (page 9).
10. Plan files must be digitally signed and sealed according to Florida State statutes and
administrative codes using a third-party certification authority. (Please see Digital
Signature Guide for more information). *
* Orange County Permitting Services has implemented digital seal and signature requirements on electronic plans in order to
comply with Florida State statute requirements 471.025, 481.221 and Florida Administrative Code 61G15-23.003. Orange
County Government cannot approve plans attached to a permit application until we receive signed and sealed plans/drawings
utilizing a certificate authority in accordance with Florida State statutes and administrative code.
Helpful Tip: It is recommended you create a folder on your computer with a name matching
your permit application number, with an enclosed sub-folder for each version of the project
you submit to help with tracking revisions or corrections. The first subfolder should be
named “First Submittal.” When you have your completed Plans/Drawings and E-Project
Documentation saved with the correct name according to these conventions, place them
within the “First Submittal” folder and proceed to upload them to Fast Track.

When submitting corrections or revisions, name the new file exactly the same as the first
version and then place the new file into a new folder titled “Second Submittal.” You can then
upload that new file to Fast Track. For subsequent revisions, repeat the process. In this

manner, you will be able to track your versions while complying with the same-filename
requirement.

2.1.2 Corrections and Revisions Requirements


1. Before submitting your corrections, please be sure you have addressed all
deficiencies on the deficiency letter you receive that lists all deficiencies by
reviewing area. Revisions can be submitted at anytime after your permit has
been issued.
2. Each page being re-submitted must be named exactly the same as the first file and
must have the same dimensions as the original submision.
3. All guidelines from section 2.1.1 above are applicable to corrections and revisions.

2.1.3 Naming Conventions — Prefixes and File Name Explanation and Examples
Plans/Drawings must be uploaded with the correct prefixes and file names in sequential
order. The drawing type, description and page number will become the file name.

2.1.4 Prefix
The prefix will be comprised of the description code, a three-digit sequential number starting
with “001” and a hyphen. This number does not necessarily correlate to the sheet number in
the Plan/Drawing documents, it is simply the order in which you will upload your files. Your
files must be uploaded in sequence and must not skip numbers. A series of documents that
contain numbers out of sequence (001, 002, 004) will be considered to have a document
missing and will not be accepted.
Prefix examples:
• Electrical diagram, first document to be uploaded:
E001-01_ElectricalDiagram_Floor1.PDF (used for full example below)
• Civil Engineering plan, second document to be uploaded: C002-
• Landscape drawing, 10th document to be uploaded: L010-

2.1.4.1 Filename
The filename will be comprised of the Plan/Drawing sheet number and the applicable sheet
name. The sheet number should match the sheet number within the actual document. In the
example below, ‘01’ is the sheet number in the document and the ElectricalDiagram_Floor1
indicates the sheet name and what information is contained within the document.

2.1.4.2 Fully named file example
Once you have identified your prefix and filename, you are ready to create filenames that will
be accepted by the system and easily identifiable for Plans Examiners. Please review the full
example below.

The document is an electrical plan file, so we will refer to the chart in Section 3 and discover
electrical plans description code is “E”, so the prefix will begin with “E”. This is the first file in

our sequence, so the prefix becomes E001-. The plan is a diagram of the first floor of a multi-
level building and is labeled sheet E101 on the engineer’s file, so the filename becomes E001-
01_ElectricalDiagram_Floor1.PDF.

NOTE: It is preferable to not use spaces or special characters in filenames. To avoid possible
confusion and errors, it is suggested only hyphens and underscores are used with no blank
spaces or other special characters, as shown in the example above and in all examples
displayed on the chart below in Section 3.

2.2 E-Project Documentation


Documents required by the review process such as Product Approvals, Energy Calculations,
etc. that are not plans are considered to be “E-Project Documentation”.

Documents containing multiple pages must be uploaded as multi-page files, and the file
name should indicate what type of document it is based on naming conventions outlined
below. When uploading E-Project Documentation files, upload one type at a time; do not
combine different reports or product approvals or any part of another file together.

2.2.1 E-Project Documentation Submittal Guidelines


1. All files must be uploaded in .PDF format only. No other format will be accepted.
2. Each file may be a single-page or multi-page PDF document.
3. E-Project Documentation (not plans) must be saved and uploaded in portrait
orientation, and may contain multiple pages as necessary.
NOTE: Some Truss Engineering documents may have landscape pages, i.e. drawings
within them. This is acceptable as long as the cover page is portrait.
4. Documents must be submitted top-up. Documents submitted upside down will not be
accepted.
5. Files must be named in accordance with Orange County File Naming Convention
Standards, which are outlined in the chart. (Section 3)
6. File names must not exceed 40 characters.
7. All E-Project Documentation files should be uploaded to the first link titled
“Electronic Plans & Related Documentation” not the “Other Documents (Not Related
to Electronic Plans)” link.
NOTE: This second link should be used for documents not actually related to the
Electronic Plans Submittal, such as Page 2 of the application, NOC, Power of Attorney, etc.

Corrections and Revisions Requirements


1. Each Document being re-submitted must be named exactly the same as the original
submittal.
2. Orange County only accepts a complete Documentation File on re-submittals. Please
do not resubmit a replacement page or replacement pages. The entire file must be re-
uploaded to replace the original file.
3. All guidelines from section 2.2.1 above are applicable to corrections and revisions.

2.2.2 Naming Conventions — Prefix and File Name Explanation and Examples
All E-Project Documentation files must be uploaded with the prefix of ‘PD-’ in order to be
properly recognized and organized by the document management software.

The prefix should be followed with a descriptor for the type of information found in the file,
Examples: PD-ExteriorLightFixtureCutSheets.pdf, PD-Assemblies.pdf, PD-Penetrations.pdf,
PD-Comment_Response Letter.pdf, PD-ProductApproval.pdf, PD-TrussEngineering.pdf, etc.

Please see the Naming Convention Chart in Section 3 on the following page for full details and
more examples.

2.2.3 Mobile Home Building Permits — TieDowns


All Mobile Home E-Documentation shall be submitted as Project Documentation including
hand drawings. Please ensure your Prefix for each document begins with PD. Ensure your
file submissions are named according to the type of document it is, i.e. PD-Site Plan, PD-
Factory Blocking, PD-Factory Floor Plan.
