Social media has a terrorism problem. From Twitter’s infamous 2015 proclamation that it
would never censor a terrorist, to Facebook’s long delay in adopting signature-based content
blacklisting, social media has become a critical, perhaps unintended, ally in helping terror
organizations throughout the globe to recruit, communicate, glorify, and promote. The

platforms themselves have been slow to respond, initially
rejecting calls to remove terrorists from their walled gardens.
Instead the social media giants took the easier route of closing
countless accounts of people EXPOSING, CRITICIZING, AND
WARNING about the methods, indoctrination, and dangers of
Islamic Terrorism!
SHOULD TERRORISTS GROUPS ACTUALLY BE SILENCED?
An even bigger question is whether we should be silencing
terrorists at all. Allowing them to communicate in the open, while
targeting their more secure channels offers a window to observe their activities, narratives,
and goals. Pushing this activity underground makes it more difficult to track. Moreover, it is
often far more effective to dampen their self-glorification and ideology by drowning out their
intolerant, bigoted hate speech than by playing whack-a-mole deleting it. Perhaps most
effective of all is to use the counterintelligence technique of creating a “wilderness of mirrors”
in which terrorists and their followers and would-be recruits are no longer able to know who or
what to trust, disrupting their information environment at a far deeper level, that has lasting
impacts, on the ability of the organization to harness the digital world.
Personally, I would prefer that there be NO censorship of the media - except for such things
as child pornography, death threats, and other things of this sort which are already criminal.
Let the terrorists broadcast their depraved ideology. Then it is much more obvious to counter.
And, let me and others criticize, expose, and warn people about the threats against them.
BUT, either allow freedom of speech on both sides (which is easier and not subject to the
opinions or ignorance of unelected Twitter executives), or properly target the TERRORISTS
and TERRORIST ORGANIZATIONS (which is more difficult because there always are idiots).
Disturbingly, social media has responded to threats from the U.S. government to take action
by suspending hundreds of thousands of user accounts, effectively censoring constitutionally
protected speech.

Last month, Gottheimer, Reed and Fitzpatrick penned letters to the CEOs of Facebook,
YouTube and Twitter about why they allow figures associated with foreign terrorist
organizations (FTOs) — Hamas and Hezbollah — to make accounts, post and accrue
substantial followings on their platforms.
After receiving responses from all of the companies over the past month, the lawmakers are
taking issue with Twitter in particular, which they say is not taking the issue seriously.
At a press conference on Tuesday, Rose, Reed and Gottheimer said they’re pushing the
company to take down the Hezbollah and Hamas content by Nov 1,2019. (And that should
include ARSA as well).
“Bring your policy in line with U.S. law,” Gottheimer
said. “And we’re bringing it to the attention of the
State Department and the Treasury [Department].”
Hamas and Hezbollah are two of the more than 60
groups currently on the State Department’s list of
FTOs. (ARSA needs to be added).
In the letter, the lawmakers pointed to Google —
which owns YouTube — and Facebook’s responses
as a level of commitment larger than that of Twitter.
“While other social media companies, including
Facebook and Google, have taken proactive
measures to address the presence of FTOs and
affiliated accounts and content on their platforms,
Twitter is refusing to take adequate action to stop
the spread of terror,” the four lawmakers wrote. Absolute hate permitted on Twitter

TWITTER’S DIRECTOR OF PUBLIC POLICY PUTS HIS FOOT IN HIS MOUTH
Social media platforms like Twitter are largely allowed to craft their own policies around how
to handle groups designated as “terrorist groups" by the U.S. government.
In a letter responding to the congressional inquiry last month, Twitter’s Director of Public
Policy Carlos Monje, Jr. explained that Twitter makes “exceptions” to its policies on terrorist
and extremist content for groups that are involved in “peaceful” resolution processes or that
“have been elected to public office, as is the case with parts of Hamas and Hezbollah,”
according to a letter made public on Tuesday.
However, as anyone with half a brain knows, Hamas, Hezbollah, or ARSA are not involved in
any kind of “peaceful” resolution, they all continually glorify violence, jihad, and a genocidal
annihilation of those they hate. And, re: those “elected to public office”…Would Twitter grant
accounts to Pol Pot, Osama bin-Laden, or Hitler if their respective populaces helped put them
in power? According to Monje, Twitter allows the group’s ‘political’ wings to maintain accounts,
though it does not allow accounts affiliated with their ‘military’ wings. Monje clearly was in
damage control mode and could not say anything intelligent or truthful.
So, in Twitterland where the ‘political’ arm of the terror group can dictate to kill all the Jews or
Buddhists, and the ‘military’ wing of the terrorist group will carry out the mayhem and violence,
somehow Twitter will put the blinders on and aid and abet the ‘political’ wing - and the attacks
and killings by the ‘military’ go on and on - for both are the same. TWITTER IS COMPLICIT IN
COUNTLESS ATTACKS AND MURDERS!
The push against Twitter comes amid a larger political backlash against social media
companies over how they handle extremist and terrorist content, or actually how they fail to
handle it, instead inserting their own bias and agenda, which is based on their own ignorance
and head-in-the-sand mentality.
“Social media companies need to be doing ... everything they can to stop this constant threat
of violent extremism, disinformation, terror and hate online that’s attacking our democracy,”
Gottheimer said at the press conference.

TWITTER IS VIOLATING THESE LAWS
There are many anti-terrorism / terrorist laws now. Here are a couple of the obvious ones that
social media companies are violating:
U.S. Code § 2339A: Providing material support to terrorists.
U.S. Code § 2339B: Providing material support or resources to designated foreign terrorist
organizations.
Whoever knowingly provides material support or resources to a foreign terrorist organization,
or attempts or conspires to do so, shall be fined under this title or imprisoned not more than
20 years, or both, and, if the death of any person results, shall be imprisoned for any term of
years or for life. To violate this paragraph, a person must have knowledge that the
organization is a designated terrorist organization (as defined in subsection (g)(6)), that the
organization has engaged or engages in terrorist activity (as defined in section 212(a)(3)(B) of
the Immigration and Nationality Act), or that the organization has engaged or engages in
terrorism (as defined in section 140(d)(2) of the Foreign Relations Authorization Act, Fiscal
Years 1988 and 1989).
Social media companies such as Facebook and Twitter are vulnerable to federal
criminal prosecution under 18 U.S.C. § 2339B, the material support to terrorism statute,
for providing a means for terrorists and their sympathizers to glorify and pursue their
violence on social media.
