1. Introduction to the organization: Assam Urban Water Supply & Sewerage Board
The Assam Urban Water Supply and Sewerage Board (AUWSSB) Act, 1985 has received the
assent of the President of India on the 25th day of December 1986 in exercise of the powers
confirmed by sub-section of Assam and is pleased to declare that the Assam Urban Water
Supply and Sewerage Board Act 1985 shall be deemed to have come into force in the whole
state of Assam with effect from 11th day of May 1988. [Notification no: 167/85/ Pt-III /19
dtd.03.04.1989]. This act has come into force in the whole State of Assam from the above-
mentioned date. Keeping this in view, Assam Urban Water Supply and Sewerage Board is
mandated with the development, maintenance and regulation of the Water Supply, Sewerage
and sewage disposal work. AUWSSB has taken up 59 Urban Water Supply Schemes for
supplying of treated drinking water to 50 towns of Assam towards fulfilling its mandate of
assuring adequate and uninterrupted water supply at the household level in these towns.
The AUWSSB is engaged to administer and implement Urban Water Supply and Sewerage
Projects in the Urban Local Bodies in the state, which is under the Administrative control of the
Urban Development Department, Govt. of Assam. As per the administrative setup, the Managing
Director of the Board is the overall in-charge for implementation of the projects. There are six
Divisions headed by the Executive Engineer under the guidance of the Chief Engineer of the
Board.
Assam is the first state in India to develop a vision to achieve the Sustainable Development
Goals (SDGs). The SDG Goal 6 "Ensure availability and sustainable management of water and
sanitation for all” requires a renewed focus on ensuring that water supply and sewerage are
managed sustainably. In addition, Goal 13 "Take urgent action to combat climate change and
its impacts” is of key significance given the high projected impacts of Climate Change on water
resources and water resource management. Further, issues related to deteriorating quality and
quantity of source water, operation and maintenance standards, and weak cost recovery are
some of the major constraints identified in the water distribution system. Climate change and
environmental degradation may pose further threats to the water supply. In view of this, there is
a requirement for the development of a sustainable water management framework, based on
projections of present and future urban water demands and a sound understanding of supply.
Giving these goals and the issues being faced in water supply and demand management, the
AUWSSB is embarking on implementing a climate resilient IT based water management regime.
This will require a thorough understanding of supply risks, combined with socio-economic
modelling, advances information and communication technology supplemented with Geospatial
Analytics which can provide a smart solution towards institutionalization and enforcement of
various schemes and programmes for Urban Water Management.
The main objective of this activity is to prepare a GIS-based Smart Water Management System
(SWMS) with the specific objectives as below:
A thorough understanding of the natural water supply, assessment of watersheds and
impact of climate vulnerability of water supply

3. Scope of Work
AUSSB invites Request for Proposal for Geo-Smart Data based Re-engineering for Urban Water
Management for the State of Assam.
The scope of work for the proposed system is as follows:
3.1. Mapping of the existing Urban Water Source/Infrastructure and Scenario Assessment
Bidder has to do a detailed mapping (including design) of urban water infrastructure from the
supply side that will include mapping/inventory of water sources like natural reservoirs, man
made reservoir, aquifers etc. In addition, bidder is expected to prepare and submit an analysis
report of the rainfall pattern, runoff/recharge/evapotranspiration at these sources. Bidder has to
demonstrate issues like land use change, degradation of catchments and other factors that
might affect the supply side negatively.
3.3. Climate Resilient Water Balance Analysis (supply side water balance analysis)
The bidder is expected to submit a detailed analysis report based on current status and trends in
water resource availability in the project area over a short, medium and long-term time along
with uncertainties/threats in water availability due the negative climatic impact.
3.5. Creation of a Geospatial Database for Urban Water Supply and Consumer Data
Management:
The bidder is expected to do the inventory of all the water assets and map them on a GIS
platform. The bidder is also expected to provide a GIS-based solution for preventive
maintenance, asset replacement, non-revenue water loss, operation and maintenance costs
reduction, improvement in cost recovery, and measures for better water conservation and

management practices. All the data related to the water assets has to be collected afresh from
the field using relevant meters and sensors. The bidder also has to prepare a detailed consumer
database in a GIS domain based on a consumer survey information on 500 sample points
including – residential, commercial, industrial consumption of daily water, technical specifications
of meters, and revenue information. Carry out a climate vulnerability analysis of the water assets
and infrastructure.
3.6. GIS-based smart framework for Water Quality and leakage assessment in the water
distribution system
The bidder has to develop and deploy a sensor based water quality and leakages monitoring
system. This system should have complete geospatially explicit information on water quality and
leakages.
3.7. Development of GIS and IoT enabled Spatial Decision Support System
The bidder needs to prepare a GIS and IoT enabled SMART (specific, measurable, achievable,
relevant, and time-bound) interactive dashboard with Spatial Decision Support System for urban
water planning that can help in mitigating the gap between demand and supply of water and can
also assist water utility managers and officials in their water conservation efforts. The system
should also measure the carbon intensity of water management.
The Spatial Decision Support System should have a reliable, user-friendly interactive web and
mobile interface integrated with multiple technologies like Geographical Information System,
Remote Sensing, Global Positioning System (GPS), hydrological modeling and soft computing
tools.
3.8. Scenarios and Gap Analysis between demand and supply of water (Preparation of water
audit system)
Submit scenario and gap analysis report for - amount of water earmarked; the amount of water
delivered and; the amount of water loss.
3.11. Communication Campaign for the end user (water user) and monitoring the impact of the
communication campaign
Bidder is expected to develop a communication campaign focusing on resource security, water
conservation and dashboard familiarization. Also, bidder has to develop a framework to monitor
the impact of the communication campaign among the water users both at the distribution
network and for the users of the water ATMs.

4. Deliverables
Expected deliverables of the system are as follows:
An assessment report on climate change impact on supply and demand sides along with
climate adaptation strategies
An assessment report on the status and threats to the catchment(s) and reservoir(s)
because of degradation etc.
A comprehensive geospatial database with details of the available sources for the supply
of water.
A comprehensive geospatial database with details of assets and works, pipelines,
sewerage collection system, wastewater treatment and re-use potential areas, consumer
network, and smart water meter network.
An interactive dashboard for users and utility managers to facilitate the assessment of
water utilization; water consumption in residential, commercial and industrial areas; tariff
plans and billing estimation system.
Web-based - Integrated Urban Water Decision Support System with a solution for urban
water demand and supply management, monitoring of leakages and contaminations in
the supply network; a mobile app with customer service tool for capturing customer
requests and redressal of online complains with auto escalation.
Stakeholder engagement research
Communication strategy and material for outreach.
5. Bidding system
This bid is invited in Two Bid System. Part A- Technical Bid & Part B- Financial Bid.

* The minimum technical score required for qualification is 60. The Selection will be on
QCBS, with ratio of 80:20 for technical and financial respectively.
a) Evaluation of Financial Bid: In the second stage the financial bid evaluation of the
qualified vendors shall be carried out by assigning a financial score to each financial
proposal. The total cost indicated in the financial proposal should be considered for
the purpose of financial evaluation.
b) Combined Scores: Proposals should finally be ranked according to their combined
technical and financial scores, based on the respective weightage of 80:20 for
Technical and Financial Bid. The successful applicant shall be the applicant having
the highest combined score. In the event of two or more proposals having the same
scores in the final ranking, the proposal with the highest technical score will be
ranked first. Scoring procedure explained in Section 20 of this RFP document.

9. Application system
The Applicant eligible for participating in the qualification process shall be any one of
the following two categories:
Category 1: Single Business Entity.
Category 2: A consortium of Business Entities (hereinafter referred to as
“Consortium”)
The term Applicant would hereinafter apply to both the above-mentioned categories.
a) For the purpose of this RFP, a Business Entity shall mean a company
incorporated in India under the provisions of the Companies Act, 2013 or under LLP
Act, recognised under DIPP (GoI) or under the equivalent law in case of a foreign
Company. Copy of such Registration Certificate should be submitted along with the
Application.

c) The Applicant should submit a NOC from all consortium parties authorizing the
signatory of the Application to commit as the Lead Applicant.
A copy of the MoU signed by all members should be submitted with the Application.
The MoU entered into between the members of the Consortium should contain the
above requirements, failing which the Application shall be considered non-
responsive.

g) An Applicant or member of Consortium should have, during the last three years,
neither failed to perform on any agreement, as evidenced by imposition of a penalty or
a judicial pronouncement or arbitration award against the Applicant or member of
Consortium, nor been expelled from any project or agreement nor have had any
agreement terminated for breach by such Applicant or member of Consortium.
h) While submitting an Application, the Applicant should attach clearly marked and
referenced continuation sheets. In the event that the space provided in the specified
forms in the Appendices is insufficient, Applicants may format the specified forms by
making due provision for incorporation of the requested information.
a) The Applicant would provide all the information in terms of this RFP Document.
Only those Applications shall be evaluated that are received in the required format
and complete in all respects.
b) The Applicant shall submit a digitally signed, and complete Proposal comprising
the documents and forms in accordance with the Table in Clause e below. The
submission shall be done electronically by uploading to: https://assambids.gov.in

b) AUWSSB reserves the right to utilize the services of consultant/s or advisor/s, to assist in
the examination, evaluation, and comparison of Applications.
Proposals must remain valid for 120 days after the submission date.
Consultants must upload scanned copies of all original documents along with
duly filled up prescribed formats of Pre-qualification criteria, Technical
Proposal and Financial Proposal.
N.B.:-
1. Original proposals (in three separate envelopes) sealed in one packet should be
submitted to Managing Director, Assam Urban Water Supply and Sewerage
Board, Amritpur Path, Ganeshguri, Guwahati – 781006, by 18/9/2019, 1200hrs.

2. Scanned copies of non-refundable processing fee & Earnest Money Deposit will
have to be uploaded with the proposal. Original copies of the same are to be
submitted to the Managing Director, Assam Urban Water Supply and Sewerage
Board, Amritpur Path, Ganeshguri, Guwahati – 781006, along with the hard-
copies of the proposal.
D. Security Deposit
The contract will be awarded after the bidding process is complete. The
Client will promptly notify other consultants that they were unsuccessful and
return their EMD upon submission of formal request from the unsuccessful
bidders.
On award of the consultancy, the selected Consultant should be required to
enter into an agreement with Client for the successful completion of the
Consultancy as per the Terms and Reference of the project. Refer Appendix
5.

the Consortium, all acts, deeds and things as may be necessary in connection with the

connection the Consortium’s bid for the Project.

Proposals will be finally ranked in accordance with their combined technical (Ts) and
financial (Fs):
S = [Ts x Tw] + [Fs x Fw]; where S is the combined score, and Tw and Fw are weights
assigned to Technical Proposal (80%) and Financial Proposal (20%) that will be 0.80:0.20.
The Applicant achieving the highest combined technical and financial score will be
considered to be the successful Applicant and will be issued the work order.

20. Disclaimer
The information contained in this Request for Proposal (“RFP”) document or subsequently
provided to Applicant/s, whether verbally or in documentary form by Assam Urban Water
Supply and Sewerage Board (AUWSSB) is provided to Applicant(s) on the terms and
conditions set out in this RFP Document and any other terms and conditions subject to which
such information is provided.
This RFP Document is not an agreement and is neither an offer nor an invitation by the
AUWSSB to any other party. The purpose of this RFP Document is to provide interested
parties with information to assist the formulation of their Application for Shortlisting pursuant to
this RFP Document. This RFP Document includes statements, which reflect various
assumptions and assessments arrived at by AUWSSB in relation to the Project. Such
assumptions and statements, in this RFP Document do not imply to contain all the information
that each Applicant may require. This RFP Document may not be appropriate for all persons,
and it is not possible for AUWSSB to consider the investment objectives, financial situation
and particular needs of each party who reads or uses this RFP Document. The assumptions,

The AUWSSB may in their absolute discretion, but without being under any obligation to do
so, update, amend or supplement the information in this RFP Document.
