1. Introduction

1.1 Project Outline

UNOPS has been supporting Somalia in various capacities that range from infrastructure,
procurement, project management, HR, and advisory services since 1995. During this
time, UNOPS and its partners have been able to implement projects that have made a
positive change to the lives of people living in Somalia. These projects include;
 Development of a stipend payments delivery scheme for the Somali Security
Forces.
 Rehabilitation of water supply networks, boundary walls, and sanitation and
kitchen facilities at Mogadishu Prison.
 A 500-bed prison at Garowe in the Puntland region of the country.
 Mogadishu Prison and court complex
 The construction of an administrative headquarters building in Hargeisa,
Somaliland
With increased presence and responsibilities in the country more personnel is required in
the country, this has put pressure on the available office and accommodation spaces.
This new UNOPS offices and accommodation building aims at providing this extra
space, it is designed to be safe from overhead mortar and grenade attacks.
The structure is a two storey hybrid system of reinforced concrete frame and concrete
blocks loading bearing walls. In addition to the building RC roof slab, it also has a timber
truss system that supports solar panels and also acts as an Overhead Protection (OHP)
system.

1.2 Project Design Hazard Assessment

Envisaged hazards requiring mitigation by structural design provisions includes;
 Earthquake loading (Zone on Degree V on modified Mercalli scale,
Refer to Africa Seismic map appended); design critical for high-rise structures
 Wind loading: The maximum basic wind speeds for Somalia is 13m/s;
translating to a 3- second gust speed of approximately 42m/s for Class C
Structures.
 Blast Loading: UNDSS rates the current threat towards UN installations in
Somalia at max. 300kg of TNT NEQ value which would require specialized
design. The building is however inside a UN compound and is protected from
ground blast attacks. For protection against attacks emanating from above, an
Overhead Protection (OHP) system. The OHP system comprises of a timber
truss and purlin system with a 19mm ply wood approved UNDSS and IT5
gauge 26 roofing sheets, its purpose is not to withstand the blast load but to act
as trigger for the improvised explosive devices (IEDs) that can launched onto
the building and cause them to go off at some distance above the roof slab and
therefore avoiding direct impact on the reinforced concrete roof slab.

 Construction & Material Quality Hazards: Poor construction methodology

and substandard material use. The nominal design factors of safety deemed
adequate mitigation since construction quality control shall be provided
during supervision. Refer to the material and design loading characteristic
values, design loading and design strengths sections below.

1.3 Project Security Assessment

The new building will be located inside an existing UN compound and is protected from
ground blast attacks by use of Reinforced concrete walls and Hesco barriers. It will be
protected from attacks emanating from above by a system of Overhead Protection (OHP)
that comprises of Timber trusses with 19mm Plywood ceiling and gauge 26 IT5 roofing
sheets on a reinforced concrete roof slab. The OHP system purpose is not to withstand the
blast load but to act a trigger for the improvised explosive devices (IED) that can
launched onto the building and cause them to go off at some distance (about 1.0m) above
the roof slab and therefore avoiding direct impact on the reinforced concrete roof slab.

The above references are used in a complementary manner. Where requirements of two
or more codes or standards are found to conflict, the more stringent of them is adopted for
the purpose of this project.

2.1.1 Design Objective

In order to serve its purpose, a structure must be designed to against collapse and be
serviceable in use. Structural calculations alone do not guarantee safe, serviceable and
durable structures; but equally important are the suitability of materials, quality control
and supervision of workmanship.

Shortcoming of limit state design is that a structure may become unsatisfactory through a
number of ways which have to be considered independently against defined limits of
satisfactory behaviour. Limit state design admits that there is an inherent variability in
loads, materials and methods of design and construction hence impossible to achieve
complete safety against any possible shortcomings. The aim of limit state design
therefore, is to provide acceptable probability that the structure will perform satisfactorily
during the intended design life through provision of sufficient margins of safety.
The two (2) main categories of limit state design includes;
 Ultimate Limit State (ULS for adequate safety provisions (Life Safety)
 Serviceability Limit State (SLS) for durability provisions (Normal
Occupancy)
In these designs for reinforced concrete, three (3) limit states are considered as generally
in practice;

Serviceability Limit State

Ultimate Limit State
Deflection Cracking
Provision of adequate Structure not to deflect so
Objective
Safety as to impair use
Load Design Ultimate Loads Design Service Loads Design Service
Consideration Loads
Performance Deflection not to exceed Crack width not
Structure not to fail
Limit specified limits to exceed o.3mm

2.1.2 Material & Loading Characteristic Values

A statistical approach can be applied to the variations within materials which occur in
practice. A normal or Gaussian distribution curve is assumed to represent the results of
the tests and a characteristic value can be chosen below which, no more than 5% of the
test results are expected to lie.

The characteristic Strength = Average Strength – 1.64 x Standard Deviation

Characteristic Loading should be similarly defined, as load within 5% probability of

being exceeded during the lifetime of the structure. However, it is not yet possible to
express loading in statistical terms, so the code uses load defined in Bs. 6399: Parts 1, 2
and 3.
2.1.3 Design Loading:

The design loading is given by the equation;

Design Load = Characteristic Load x Yr

Where, Yr is partial safety factor for loading. The factor takes into account the possibility
that the loads acting on the structure may be greater than the characteristic values. It also
takes into account the assumptions made in the method of analysis, and seriousness of
failure to meet the design criteria for a particular limit state. The table below shows the
ultimate load factors for the design ultimate limit state;

Partial safety factor to be applied to;

Dead Load Imposed Wind Load/
Load Seismic Load
Combination of Loads
When Effect of Load is;
Adverse Beneficial Adverse Beneficial
Dead & Imposed 1.4 1.0 1.6 0 -
Dead & Wind/Seismic 1.4 1.0 - - 1.4
Dead & Wind/Seismic 1.2 1.2 1.2 1.2 1.2
with Imposed
See section 2.4 on design load combinations.

2.1.4 Design Strengths:

The design strength is given by the equation;

Design Strength = Characteristic Strength / Ym

Where, Ym is a partial safety factor on the material strength. This factor takes into account
the variation in workmanship and quality control that may normally be expected to occur
in the manufacture of materials. The values of Ym to be used when designing for the
ultimate limit state are given below;

Values of Ym for the Ultimate Limit State

1. Reinforcement 1.05
2. Concrete
- Flexure or Axial Load 1.5

- Shear Strength without Shear Reinforcement 1.25

- Bond strength 1.4

- Others (e.g. Bearing Stress) ≥ 1.5

2.1.5 Design Life:

50 year design life envisaged for the structure

2.2 Structural System

2.2.1 Floor System

The building is two storey structure with 150mm reinforced concrete solid slab for the
roof and first floor slab.

2.2.2 Framing System

The structural framing system for transfer of vertical and lateral loads to the foundation

(ii) Load bearing masonry/unreinforced concrete walls.
(iii) In-situ reinforced concrete 150mm thick solid slabs.
(iv) In-situ reinforced concrete structural framing beams

2.2.3 Lateral Load Resistance

The lateral load on the structures is not significant bearing in the seismic of the site and
the height of the structures. Never the less, resistance of the buildings against lateral loads
will be provided by the masonry/unreinforced concrete walls and beams and columns
framing action.

All structural elements shall be effectively tied together in longitudinal, transverse and
vertical directions to provide a robust structure, in order to meet BS 8110 Code
requirements for robustness.

2.2.4 Roofing System

The roofing system is a 150mm solid slab supported on 450/300mm x 200mm reinforced
concrete beams. In addition, the structure will also have an OHP system comprising of
Timber trusses with 19mm Plywood ceiling and gauge 26 IT5 roofing sheets.

2.2.5 Foundations

Geotechnical investigation was not yet done by the time the design was being done, for
the purposes of design a minimum foundation safe bearing capacity of 150kN/m2 was
assumed basing on the foundation soil properties of past from previous project that was
done at the same site and Table 1 of BS 8004:1986 Code of practice for Foundations —
Presumed allowable bearing values under static loading. However, a proper geotechnical
investigation shall be done before construction can commence.
The foundation designed is reinforced concrete strip footing supporting the load bearing
masonry walls and pad footings under RC columns.

2.3.5 Seismic Loads

Seismic Design Assumption Logic: Somalia has neither a national design standard nor
guideline for Structural designs; hence adoption of Kenyan Earthquake code and other
International design codes of practice is deemed logical being that the countries are
neighbouring with physical conditions that correlate for particular regions.
The structure is a two storey masonry load bearing building, basing on Africa Seismic
Map (UNOCHA, Earthquake Risk in Africa: Modified Mercalli Scale, 2007) and the
Kenya Code of Practice for Design of Buildings and other Structures in Relation to
Earthquakes;
The corresponding earthquake intensity for Mogadishu (project Location) is between
zone I – Instrumental and Zone V - Rather-Strong based on Africa Seismic Map
(UNOCHA and Zone V based on the Kenyan Earthquake code. Guided by Table 1 of
Kenyan Code these Structures do not require rigorous seismic design.
However a design check to BS EN 1998-1:2004 (Eurocode 8) was done.

2.4 Load Combinations

Earthquake Intensity Zones in Africa Tanzania

This map shows earthquake intensity zones in accordance with

the 1956 version of the Modified Mercalli Scale (MM), describing Seychelles
the effects of an earthquake on the surface of the earth and
integrating numerous parameters such as ground acceleration, Comoros
duration of an earthquake, and subsoil effects. It also includes
historical earthquake reports. Angola
Malawi
Mozambique
The Zones indicate where there is a probability of 20 percent that Zambia
degrees of intensity shown on the map will be exceeded in 50
years.This probability figure varies with time; i.e., it is lower for
shorter periods and higher for longer periods.
Madagascar
Zimbabwe
Islands and countries too small to be easily visible are
represented by boxes giving an approximate level of equivalent
risk based on data from Munich Reinsurance Company's NATHAN
system. Botswana

INTRODUCTIONS

This calculation sets out to do a detailed design of the Proposed New UNOPS offices and
BS 5268 ‐ accommodation at Mogadishu International Airport. The structure is a two storey hybrid system of
2:1996 reinforced concrete frame and concrete blocks loading bearing walls. The building has an RC roof slab
and timber truss system that supports solar panels and also acts as an Overhead Protection (OHP) system.
The OHP system is a timber truss and purlin system with a 19mm ply wood approved UNDSS and IT5
BS 5628 ‐ roofing sheets, it is designed to detonate the improvised explosive devices (IEDs) that might be launched
1:1992 into the UNOPS compound and minimise the damage on the reinforced concrete roof slab. It is however
not designed to withstand the detonation by its self.
The RC parts are designed to BS 8110: Parts 1:1997 - Structural use of concrete - Code of practice for
design and construction. Gravity loading to BS 6399 Loading for buildings, Wind load o CP 3: Chapter
V-2:1972 Code of Basic data for the design of buildings - Chapter V: Loading - Part 2: Wind Loads.
Timber to BS 5268 Structural Use of Timber - Part 2 Code of Practice for Permissible Stress Design, Materials
and Workmanship. Masonry to BS 5628: Part 1: 1992 Code for Practice for use of Masonry. Structural use of
Unreinforced Masonry
