INTRODUCTION

Solid waste are garbage arising from animal and human (industrial,
residential or commercial) activities that are discarded as unwanted and
useless. If left unattended they may damage the surrounding environment

and may create disease and invite nasty pests, like rats.

Governments around the world had done numerous activities to solve


or at least mediate the problem. The most common movement towards
solving the problem is the organization World Bank.

World Bank finances and advises on solid waste management projects


using a diverse suite of products and services, including traditional loans,
results-based financing, development policy financing, and technical
advisory. World Bank-financed waste management projects address the
entire lifecycle of waste—from generation to collection and transportation,
and finally treatment and disposal

The Philippines is also trying to solve the problems that comes from
improper disposal of solid waste. In the year 2000 congress passed RA 9003,
and was approved by the president in 2001. RA 9003 is an act providing for
an ecological solid waste management program. With this act regulations
and standards were set to minimize the effects of solid waste and to give
procedures on how to solve such problems. This act was absorbed and was
followed by all government units in the nation. Businesses were supposed to
follow the rules set in the law or else they will be penalized or in a worse case

scenario shut down.

Although the act was impressive and it provides excellent solutions, the
problem was how to maintain its strict implementation and how to monitor
businesses that produce solid waste. Thus, this was the job left to the local
Government units. Each municipality would have their own style and
procedures to implement the law.

The city of Sorsogon is one such city, Being the only city in the province
of Sorsogon, it houses numerous business establishment all of which
produce solid waste. On December 2014 the municipal government enacted
the “no segregation, no collection” policy on garbage. This was done in
consideration of the increasing amount of trash that are being left to rot. This
policy entails the proper segregation of garbage as well knowledge on the
effects of not segregating trash, although the implementation was not that
strict since it took such a long time for the people to be able to properly

segregate their garbage at the barangay level.


In September 2016 the Asian Development Bank produced a
“Integrated Solid Waste Plan” for Sorsogon City. The plan detailed the
appropriate steps that the LGU can take to further improve their cause on
solving the solid waste problem, an example is minimizing waste through
IRR’s strict implementation on recycling, organic composting for
biodegradable products and many more. Through this it is expected that the
city of Sorsogon would improve and gain a considerable lead in solving their
solid waste problem.

For this study however, the researchers would like to see how well these
laws are being implemented especially how businesses here in Sorsogon
perform in managing their solid waste. Through this study we can give insight
and clarity to the difference between the theoretical and practical application
of these laws and policies.

OBJECTIVES OF THE STUDY

This research study generally aims to identify and assess the extent of
project implementation of ecological solid waste management practices
being done by the Central Business Units in Sorsogon City. Specifically, this
research is aimed to determine the existing strategies of solid waste
management of all the hotels in Sorsogon City that are significantly effective
in terms of a) waste segregation; b) reuse and recycling of marketable
materials; c) collection and transport; d) recovery of materials; e) disposal
management; f) information education and communication campaign; g)
enforcements; and h) program management that can be replicate, practiced
and adapted by other business establishments.

SIGNIFICANCE OF THE STUDY

The findings and recommendations of this study will redound to the benefit
of the following:
Local Government. The result of the study may be used as basis for creating
programs and projects with regards of proper ecological solid waste
management.
Business Establishments. The information presented in this study may be
helpful to in creating policies and measures in the proper solid waste
management generated out of their business.
Academic Community. This comprises colleges and universities, and other
business establishments either industrial or agricultural as this study will
provide them with studies and information about the effective
implementation and practices of managing their solid waste.
Future Researchers. The ideas presented can be used as reference data in
conducting new researches or testing the validity of other related findings.
This study can also serve as their cross-reference that will give them a
background or an overview on the importance of solid waste management.
SCOPE AND DELIMITATIONS

The descriptive method was utilized in this study. The main tool for
data gathering for this research investigation is with the use of a survey
questionnaire that is designed to assess and identify the solid waste
management practices of all the hotels that are covered within the territorial
jurisdiction of Bgy. Pangpang going to Bgy. Bibincahan and the rest of Bgy.
Sirangan. The respondents for this study amounted to twelve (12) Hotels
within the selected area.

DEFINITION OF TERMS
