engagement
Give your feedback at an in per-
son public meeting in Castlegar on
October 30 or online.
Over the past year, government
has updated legislation to revital-
ize the Agricultural Land Reserve
(ALR) and Agricultural Land Com-
mission (ALC). These legislative
changes aim to further encourage
farming and ranching in British
Columbia and strengthen the inde-
pendence of the ALC so it can bet-
ter fulfill its mandate of encouraging
farming and protecting farmland.
The Ministry of Agriculture is
responsible for the production, mar-
keting, processing and merchandis-
ing of agricultural products and food
and through its legislation protects
4.6 million hectares of farmland in
British Columbia. Because of these
responsibilities, the ministry would
like to ask for your opinions and
ideas about how to better support
farmers, encourage farming and
keep farmland available for farming.
We need to hear from British
Columbians on how best to move
forward by asking for your insight
and opinions on how we can best:
• Support farmers and ranch-
ers in the ALR to expand and
diversify their businesses
• Help new or young farmers
become established on the
land and in business
• Ensure there is flexibility for
residential options while pri-
oritizing agriculture in the
ALR
Solutions to these challenges are
needed now more than ever as farm-
ers face increased risks and unpre-
dictability related to climate change,
rising land prices and pressure to
use farm land for non-farm uses.

Richard (Dick) McMillan

It is with great sadness that the family of Dick
McMillan announce the sudden passing of a
dear brother, uncle and friend in Warfield on
October 1, 2019 at the age of 76.
Dick was born in Geraldton, Ontario on No-
vember 5, 1942 but his family moved to the
Kootenays at an early age. After graduating from
Salmo Secondary, he was hired on at Cominco,
Trail and worked there until his retirement.
Dick was predeceased by his parents Ralph
and Jean McMillan of Salmo. He is survived by
his sisters Doris (Ray) Dimock of Salmo and
Betty (Colin) Radcliffe of Nelson, one brother
Dave McMillan of Trail and numerous nieces,
nephews and cousins.
Dick was involved in many community
organizations and activities and always put
others ahead of himself. He will be missed.
A funeral service will be held at the Salvation
Army Church in Trail, October 26 at 11 am.
Funeral arrangements are under the care of
Alternatives Funeral and Cremation Services.

Three main outcomes of the summit and convergence
are: building citizen power; creating a unified message;

communities, by government).
This event is being organized by volunteers from a
number of groups in southern BC, including people from
the Boundary Forest Watershed Stewardship Society,
Peachland Watershed Protection Alliance, BC Coalition
for Forestry Reform, Kootenay Water is Life, Ymir Com-
munity Watershed Society, Public and Private Workers
of Canada, West Kootenay Ecosociety, as well as other
concerned and dedicated individuals. The event will be
funded by attendance revenues and sponsors.

The Selkirk College pilot proj-
ect is one aspect of a broader pro-

increased the number of childcare
spaces, reduced costs to parents and
increased incentives for those who
choose a career in the sector by add-
ing more support for post-secondary
training and upping the wages.
Whitehead graduated from the Sel-
kirk College ECCE Program in 1998,
earned a Bachelor of Arts in Child &
Youth Care from the University of
Victoria and entered the field where
she soon became a involved in lead-
ership on the provincial stage. She
began as an instructor at Selkirk
College in 2008 where her contin-
ued leadership locally and beyond
has been vital to the success of the
program and the sector as a whole.
Whitehead says the emphasis cur-
rently being placed on ECE in Brit-
ish Columbia will make a difference
for children, families and those who
choose it as a career.

The effort to make Selkirk Col-
lege more environmentally sus-
tainable is working, according to
an organization that engages a full
spectrum of post-secondary insti-
tutions from across North Amer-
ica and around the world.
For the second time, Selkirk
College has earned a STARS silver
Assessment & Rating System)
measures and encourages sustain-
ability in all aspects of higher education from academics to
operations to engagement and innovation.
“Environmental sustainability is one of the Selkirk Col-
lege’s five fundamental commitments as stated in our newly
released strategic plan, ” says Laura Nessman, the college’s
sustainability coordinator. “We are committed to imple-
menting practices that promote a healthy natural envi-
ronment and climate change mitigation in our teaching
practices, administration, programming, facilities and oper-
ations, funding allocations and applied research priorities.”
Selkirk College is committed to developing and support-
ing college-wide and regional solutions to environmental
remediation, cleaner transportation, lowered emissions and
waste reduction. Some examples include constructing new
buildings to target LEED Gold or better building standards,
working to green fleet vehicles, running waste reduction and
diversion programs and continually striving to reduce energy
consumption and shift our reliance away from non-renew-
able energy sources. Selkirk College is currently installing a
100 kilowatt grid-tied solar project on the Castlegar Campus.
With more than 800 participants in 30 countries, the
STARS program is the most widely recognized framework in
the world for publicly reporting comprehensive information
related to a college or university’s sustainability performance.
Participants report achievements in five overall areas: aca-
demics, engagement, operations, planning and administra-
tion and innovation and leadership.
“STARS was developed by the campus sustainability com-
munity to provide high standards for recognizing campus sus-
tainability efforts,” said AASHE Executive Director Meghan
Fay Zahniser. “Selkirk College has demonstrated a substantial
commitment to sustainability by achieving a STARS Silver
Rating and is to be congratulated for their efforts.”
Completing the report helped identify those areas in
which the college is thriving in terms of sustainability, as
well as those areas that need further attention.
“We will be using the findings from the STARS report to
guide our ongoing work towards sustainability,” says Ness-
man. “The report contributes to an ongoing multi-campus
effort to learn about, evaluate and report on our sustainabil-
ity achievements. STARS has been an effective process for
identifying areas in which Selkirk College sustainability ini-
tiatives are thriving and areas that require further attention.”

dor. The inaugural Sports Ambas-
sador will be selected by a jury and
announced at the City of Nelson’s
Annual Reception on December 9,
2019. The 2020 Sports Ambassador
will receive a $1,000 honorarium.
The Sports Ambassador designa-
