He said the proposal would enhnce

Villafuerte added that the Comcles

"This condition cannot be allowed
to continue unabated becaule the
political and economic stability of our
country is paramount," he said.
He filed House Bill No. 3896 for a
hybrid election system.

attempts to manipulate the electronic
transmission and canvassing of
election results can always be checked
and audited against the one truc
count made at each and every polling
precinct across'the country. The gd
old rnanual counting of the votes
will €ffectively serve as the bulwart
against the ever real and present
danger of automated manipularion of
election results."
To adoFt a combination of the
manusl and automated processes could
enhanc€ the transparensy, suditabilify
and credibility of the elections, and
ensure full tanspaxency and ordcrly
balloting and counting fiom 2022
onwards, he cited.
"This bill seeks to overhaul the
pres€nt automated election systcm
by repealing the existing autoinaled
election laws and replacing.them with. ,
