PAC-E100S(Overcurrent and Earth Fault Relay)

1 Overview
PAC-E100S, Overcurrent & Earth Fault Relay is a microprocessor-based numerical protection
relay designed for the management and protection of a distribution feeder. PAC-E100S has the
protection elements of overcurrent (50/51), ground overcurrent (50N/51N), thermal
overload(49), undercurrent(37) and negative phase sequence overcurrent(46), auto-
reclosing(79), CB failure(50BF), cold load pickup, and inrush current detection. It has 4
standard IEC TC curves (normal inverse, very inverse, extremely inverse, long-time inverse),
7 standard ANSI TC curves and 2 KEPCO’s induction type TC curves (KEPCO normal inverse,
KEPCO very inverse). Also it provides the measurements of 3 phase currents, sequence current,
2nd harmonic current, frequency, CB trip counter, CB wear monitoring and control functions
for a circuit breaker.
PAC-E100S can be used for protection of motor because it has the protection elements of
thermal overload, undercurrent, and negative phase sequence overcurrent for motor.
Programmable logic is designed for the replacement of external wiring for the sequence logic.
The configurations of contact inputs/outputs and programmable LEDs are very easy by keypad
or configuration software, E3RSet. Programmable Logic is specially designed funtion for easy
maintenance and operation of PAC-E100S.

CB monitor, COM, contact input , contact output, LED, user logic, password.

3.2.1 PASSWORD
There is password for changing setting valus. The password has 4 digits numeric whose range
is ‘0’ to ‘9’. The factory settings of passwords are‘0000’.

If forget it after changing password, setting value is not changed

3.2.2 POWER SYSTEM

RATED FREQUENCY
Rated frequency should set to the same value as power system frequency because it is important
component that is used in metering and protection of PAC-E100S. If power system frequency
differs from setting frequency, the measured values swing seriously and cause error in operaing
characteristic of protection component. After the rated frequency setting is changed, the control
power of PAC-E100S should be OFF to ON in order to apply the changed value.

CT RATIO
PAC-E100S has 8 current inputs. The primary current are caculated as bellows
The phase current value = PHS CT RATIO*current input (A)
Ground current value = GND CT RATIO*current input(A)

3.3 Protection
Protection component setting of PAC-E100S is attained through SETTING/PROTECTIONn.
n means setting group. ‘**’ denote current setting group.

Each protection group consist of IOC1(50_1), IOC2(50_2), TOC(51), IOCG1 (50N_1), IOCG2
(50N_2), TOCG (51N), THERMAL (49), UC(37), NSOC(46), AREL(79), CBF(50BF), COLD
LD and INRUSH.

FUNCTION, BLOCK
All protection components have setting item, FUNCTION, BLOCK commonly.
During ‘FUNCTION’ is set to ‘DISABLE’, it’s protection does’t operate until ‘FUNCTION’
is set to ‘ENABLE’. But if ‘FUNCTION’ is set to ‘ENABLE and ‘BLOCK’ is set to any logic
condition, it’s protection is blocked only while ‘BLOCK’ logic input is logic ‘1’.

3.3.1 Phase/Ground Overcurrent(50_1, 50_2, 51, 50N_1, 50N_2, 51N)

Phase overcurrent protection consist of instantaneous/definite time phase overcurrent(50_1,
50_2) and 1 inverse time phase overcurrent(51). Ground overcurrent protection also consist of
2 instantaneous/definite time ground overcurrent(50N_1, 50N_2) and 1 inverse time ground
overcurrent (51N). If user combine the 3 components, it is possible to make 3-stage protection
sheme. The minimum operating time of instantaneous/definite time overcurrent is below
40msec. The supported characteristic curves of inverse time overcurrent are 4 IEC 60255-3, 6
ANSI/IEEE C37.112, and 2 KEPCO curves. The current input of ground overcurrent are
equipped with 3 phase CT residual connection. For detailed characteristic curve of inverse time
overcurrent, refer to Appendix A. Time characteristics curve.

3.3.4 Thermal Overload(49)

The thermal overload calculates the thermal from the maximum current among 3 phase current.
If the current value is greater than rated current(In)*K-FACTOR, the thermal accumulation is
increased by time constant -TIME CONT(τ). And if the current value is less than rated
current(In)*K-FACTOR, the thermal accumulation is decrease by time constant - TIME
CONST(τ). The alarm occurr after the accumulated thermal is reached alarm level setting. If
the accumulated thermal is greater than 100%, then the trip occurr. The accumulated thermal
can be viewed in measurement window and this value can be cleared through COMMAND
menu.
For the detailed feature, refer to Appendix A. Time characteristics curve.

3.3.5 Auto-reclosing(79)

Auto-reclosing has maximum 5 shots. Prepare condition/start condition of auto-reclosing can

set freely through EasyLogic.

After auto-reclosing function is set to ‘ENABLED’ and ’79 ACTIVE’ control LED of front is
ON, 79 operating sequence are as follows.

(1) Prepare condition : if preparation condition (PRE CON) is satisfied for prepare time (PRE
TIME) then 79 enter “79_READY” state.
(2) In “79_READY” state, 79 check start condition (START CON) and enter “79_IN_PROG”
state if satisfied. Start condition is for example overcurrent trip.
(3) In “79_IN_PROG” state, 79 start 1st delay timer(1ST DELAY) and command CB close
control(CB1_CLS_CTRL) after 1st delay timer is expired.
(4) CB close check : after CB close contact ouput is energized, 79 check CB closing status for
discriminating time (RECL TIME). If CB does not closed after discriminating timer (RECL
TIME) is expired, then 79 enter “79_FAIL” state. If CB closing is success, then 79 start reclaim
timer(RECL TIME) and check trip.
(5) If CB is not trip until reclaim timer(RECL TIME) is expired, then 79 complete it’s sequence
with “79_SUCCESS”. If CB is tripped during reclaim timer(RECL TIME) run, 79 enter next
delay(1ST DELAY) if any shot number are remained, else stop 79 sequence with
“79_SUCCESS”. Repeat from (3) to (5) until remained “SHOT NUM” is 0.

3.3.7 Cold Load Pick-up(COLD_LD)

When line, transformer or reactor is switched on, the inrush current is introduced. The inrush
current may lead relay to mal-operation. Cold load pickup is the control function which detects
the switch-off time, having operation/reset delay timer.
Cold load pickup is pickuped after all of 3 phase current value drop below setting value and
start OP DELAY timer. After OP DELAY timer has expired, ‘COLD_LD OP’ signal is actived
and maintained until at least 1 phase current value is greater than setting value and RST DELAY
timer has expired.
During Cold Load Pickup is operating, all overcurrent protection(50_1, 50_2, 51,
50N_1,50N_2,51N,46) pickup values are multiplied by OC PKP MUL setting value.

3.3.8 Inrush Current Detection(I2/I1)

When line, transformer or reactor is switched on, the inrush current is introduced. The inrush
current may lead relay to mal-operation. Inrush current is detected by 2nd harmonic current ratio
to fundamental current. If the fundamental current(I1f) is greater than minimum setting(MIN
I1)and the ratio of 2nd harmonic current(I2) to fundamental current is greater than setting(I2/I1),
then I2/I_OP’ signal is actived.
Through combining inrush detection with the ‘BLOCK’ setting of any protection, the selected
protection function can be blocked during inrush condition

3.4.2 Circuit breaker control

PAC-E100S supports direct CB Trip/Close control function (One CB).
Control functions of PAC-E100S also provide a local/remote selection for control location. As
for remote control, PAC-E100 communicates with an upper master system (SCADA) through
the rear RS485 port.
To control CB, a contact input should be allocated for CB STATUS input (CB_OPENED or
CB_CLOSED). If there are many contact inputs allocated for CB status, “Contact Input1” status
is the first priority for CB control.
In case no contact input is allocated for CB status, CB control function is not available and all
LEDs related to CB control (Local/Remote, Open/Close) are off.

Local / Remote (L/R) Control Position

To control the circuit breaker, the operator must get the appropriate right to control. The
Local/Remote button renders CB control right to the local operators on site or to the remote
operators in control center. Remote operator cannot control CB on the local mode, and vice
versa. Security check by password inhibits the random mode change.
To change the control position mode (Local to Remote and Remote to Local), press L/R button
and enter the password using arrow keys and ENT key. After correct password input, local and
remote control positions can be toggled.

CB OPEN / CLOSE
This function performs trip (open)/close control actions of CB. CB Open or Close button on
the front panel is activated only on the Local mode (“L” LED on). On the Remote mode, only
control command from SCADA through communication is accepted.
Before control command via front panel, Password enter are required first. After the correct
password enter, CB OPEN/CLOSE buttons are activated for 15 seconds.

SETTING/ SYSTEM/ CB CONTROL

Setting Item Range(Step) Unit Description
TRIP PULSE 0.1 ~ 5.0(0.1) sec CB trip pulse

3.4.3 Setting Group Control

PAC-E100S has 4 independent setting groups. Setting group control mode is selected by
function setting of contact input. Auto setting group changing depend on contact input setting.
If one of function of contact inputs is set to ‘SG_SEL0’ or ‘SG_SEL1’, then setting group can
be changed automatically according to status of allocated contacts inputs. (AUTO mode).
Otherwise setting group can be changed through keypad or communication.(MANUAL mode)

AUTO mode
- If one of contact inputs is set to ”SG SEL0”, then setting group change range are 1~2.
-If 2 contact inputs set to ”SG SEL0” and ”SG SEL1”respectively, then setting group change
range is 1~4.
- If only 1 contact input is set to ”SG SEL1”, then setting group changing function shall be
blocked.

3.4.4 Self-Diagnosis
There are 4 self-diagnosios items. The each diagnosis result can be viewed in
DISPLAY/STATUS/SELF DIAGNOSIS menu. If error is detected, the ‘ERR’ led of front

check the boundary value of each setting and the
checksum error of the total setting in non-volatile
memory.
A/D Converter Monitor A/D converter running counter and check the
A/D converter reference input.
Auto-Calibration Every time relay is calibrated, check the calibration
factor of each analog input and the checksum error of
the total calibration factor in non-volatile memory.

This is alarm function which is operated when at least 1 phase of 3 phase accumulated data of
CB wear monitor is reached alarm level(ALARM setting).
The user should set the breaker maintenance curve with 3 piont paired value of interrupted
current vs allowed operation. CB_MON_%x accumulated value are integrated every time
breaker open/close operation. The each phase interrupted current are captured at 1.5 cycle after
the trip conatact output is activated.
Because CB_MON_%x are saved non-volatile memory, the accumulated value are kept during
relay power off or ‘FUNCTION’ is disabled. The accumulated value can clear in ‘COMMAND’
menu in front panel or via communication.

7 Setting and Configuration Software

Operate status, setting and metering information are shown and changed through Setting software
of PAC-E100S.

7.1 Setting Software

Modification of settings or/and system configuration is generally performed using keypad buttons
in the LCD menu on front panel of PAC-E100S. But this job is handled item by item at one time.
So, this setting tool is used to facilitate a batch job. Refer to the figure of RS232 connection in
the previous section, and the ModBus protocol is used. All the data can be saved in files as project
concept and the specific setting values are downloaded to PAC-E100S just by opening the saved
project data file. Other functions include event data uploading & listing, fault data uploading, and
data printing.

: Certainly, COMport must be used 1 port of front or rear

because RS232C port located front and rear panel of PAC-
E100S is not communicate at the same time.

cycle before yellow vertical cursor. By moving the yellow cursor, the faulted value can be
displayed.

Harmonic component analysis

Figure 7-10 Harmonic component measuring

EvalTool has harmonic component analyzing function. The harmonic components of each
channel are measured by followed formula.

Ik = I k
* 100(%), I 1 ~ : 1st ~ n th harmonic _ rms
I n
I + I + ... + I
2 2 2
1 2 n

Delta time measuring

Figure 7-11 Delta time measuring

EvalTool has delta time measuring function. The T1 is yellow cursor time and T2 is green
cursor one ‘delta T’ equals the delta time between T1 and T2.
The yellow and green cursor can be viewed by clicking the left and right button of mouse.
