EXECUTIVE ORDER NO. 2018-05

EXECUTIVE ORDER REORGANIZING THE BARANGAY COUNCIL FOR

PROTECTION OF CHILDREN (BCPC) FOR ITS ROLE, FUNCTION AND
APPROPRIATION.

WHEREAS, Article, 359 and 360 of Civil Code of the Philippines provides that the Government shall
establish Councils for Protection of Children;

WHEREAS, Article 87 of Presidential Decree (PD) 603, the Child Youth Welfare Code, states that
every Barangay Council shall encourage the organization of a Local Council for Children;

WHEREAS, the Executive Order No. 301 series 2000 of the Philippines authorizes the adaptation and
implementation of the Philippine National Strategic Framework for Plan Development for Children
2002-2025 for “Child 21”;

WHEREAS, DILG Memorandum Circular No. 2002-126 dated August 8, 2002, mandates the
compliance with the directive to the attainment of the goals and objectives of Child 21 and
ensures that Local Council for the Protection of Children (LCPC) at level is organized and
functional especially in the barangay;

NOW THEREFORE, I, RUBIROSA L. PABILONA, Punong Barangay of Barangay Tambunac, San

Enrique, Iloilo, by virtue of the power vested in me by law, do hereby order:

SECTION I. The Composition. The Barangay Council for the Protection of Children of Barangay
Tambunac, San Enrique, Iloilo is hereby organized and shall be composed of the following:

SECTION II. FUNCTIONS. The Barangay Council for the Protection of Children shall have the
following functions

1. Foster education of every child;

2. Take steps to prevent delinquency and assist parents of children with behavioral
problems so that they can get expect advice;

3. Adopt measure for the health of children;

4. Conduct capability building projects to increase knowledge and skills in handling

children’s problem;

5. Encourage the proper performance of the duties and responsibilities of parents,

and provide learning opportunities on the adequate rearing of the children and
positive parent-child relationship;

6. Promote wholesome entertainment in the community;

7. Prepare AWFP for Children and recommend appropriations to the Sanggunian;

8. Provide coordinated linkages with other agencies and institutions in the planning,
monitoring, and evaluations of plans for children;

9. Establish and maintain database on children in the barangay;

10. Advocate for the establishment and maintenance of playground and other
facilities necessary for children and youth development;

11. Advocate for the passage Barangay Resolution/ Ordinance responsive to child-
related issues and concerns and ensure the inclusion of children program in the
executive agenda;

12. Protect and assist children in need of special protection (i.e.: abandoned,
maltreated and dependents) refer cases filed against child abusers to proper
agencies and institutions;

13. Monitoring situational reports on children and prepare quarterly updates including
the implementation on children’s program and make recommendations in the
Municipal CPC for consideration and nationwide application; and

14. Perform other related functions as may be assigned;

SECTION III. All prior inconsistent orders and issuances are hereby repealed and/or modified
accordingly.

SECTION IV. Let copies of this Executive Order be furnished all concerned.

SECTION V. Effectivity of this order shall take effect immediately.
