Hand Gloves for Disabled Person

(Deaf, Mute, Blind)

Background of Study
Sign language is the only way of disabled people (deaf and mute) to communicate to average or another
person, its serve as the voice of the mute. We design a hand glove that will make the deaf people more
understandable than a hand gesture. An LCD the words that deaf want to say to other people.
The condition we add a sensor that can detect the possible obstacle that can be harmful or dangerous to
blind people, then the human temperature that read temperature and it will buzz or alarm if the
temperature is higher than the avaerage body temperature and also heart rate of that person. It will display
in the LCD the heart rate and the temperature of that person.
Through this device you don’t only understand what they are saying, you also monitor their body
temperature and heart rate because not all the time that they can inform you immediately what is
happening to their body or if they are not feeling well for the reasons that they can’t speak or its hard
sometimes to understand them.
There are 28 keypads that the person can press and the letters will display in the LCD. The letter is from
A-Z. They can create words that will display on the LCD , and people can read and easy to understand .

Statement of the problem

In order to understand quickly and communicate appropriately with the person with a disability (deaf and
mute). Communication is the only medium so that they can convey the message to others. However
sometimes cannot be understand well with the deaf and mute person and they cannot able to stand in the
race with a normal person. As we know that communication for a person who cannot hear is visual, not
auditory. Usually, mute people use sign language for communication but they difficulty in communicating
with others, especially who do not understand sign language.
And also blind people can avoid a dangerous obstacle that blocking their way.

Objectives
Among various ideas, but we selected a project that will help a group of people whom one unable to listen
and speak like an ordinary people. This project helps those people to communicate with the ordinary
people.
This project is not just only a specific approach but also introduces a prototype that be applied in reality.
It is tough for ordinary people to understand what deaf and mute people want to say, the blind want to see,
and it is hard for them to express what they feel if they do not understand what they are saying and only a
few people can understand hand gesture. For their deafness and blindness, they are mostly ignored in our
society. However, we believe they can contribute to our society.
We try to make alternatives or way to solve this problem for deaf and mute and for the blind easily to
detect or to be aware of any obstacles.
Our project is to display in the LCD the corresponding letters of each key they press to form words.
This device will be compact and portable.
We have also a rechargeable battery as an energy source.

SIGNIFICANCE OF STUDY
The main aim of this project is to develop an effective system and solution which can help those people
having speech disability to have regular conversations in their daily lives which can give voice to
voiceless person due to being mute they can’t speak what they are trying to say, they will just press the
keypad and the words they composed upon pressing the keypad it will display in the 16x2 LCD ,then this
can make the deaf people quickly to be understood by other people by looking at the LCD screen of the
gloves they can see what that deaf person trying to say without talking to each other because due to being
deaf they can’t hear what people say they can't understand each other so buy looking on the 16x2 LCD
will be understandable to other people , it means that using this Glove by the deaf and mute a person it
enables them to communicate with others which also helps to bridge the gap between person with
disability and rational person. Then also it can be useful to blind person because with this Glove blind
person will be more aware of the obstacles they might encounter in their way so that blind persons can
walk safely ,because the gloves will just buzz if there's an obstacle blocking their way and in addition to
its features it can monitor and read heart rate and their body temperature; it’s also their warning that if
they have fever the buzzer will also buzz if their temperature is higher than an average body temperature.
Moreover also the Problems faced by this PWD person (deaf, mute, blind) regarding employment can be
overcome and can be helpful to them by this method.
SCOPE of limitation

In this system, Speechless people will be able to communicate with ordinary people and with the
Speechless people as well as deaf people.

This system consists of a glove that can be worn by a deaf/dumb person to facilitate
communication with other people. The system displays the letter in the LCD which is being programmed
by the Arduino. One of the main goals is to identify 26 alphabets in the keypad and display text on the
LCD. Deaf and a mute person can text or type their message using the keypad. It also aims to set an
interface between the Deaf or Dumb and ordinary people to improve the communication capabilities so
that they can communicate handily with others. The keypad have indicating letters that if you press will
display in the 16x2 LCD that is programmed with the help of Arduino. This system will simplify the
communication of deaf or dumb people with people able to regular communications without the need of a
human translator.

This system also has Heart rate reader or sensors . Also it has a human body reader that
Temperature will display on the LCD. With the development of technology, in this project, we can
digitally sense body temperature and heart rate using Arduino. Mainly Arduino is used because it can
sense the environment by receiving input from a variety of sensors and can affect it surroundings. And we
used an Arduino programming language. It has a sensor for the sense of body temperature and it has a
buzzer that will buzz if the body temperature is higher than the average body temperature.

Lastly, this system also is having an ultrasonic sensor to obtain real-time information of distance
between sensor and obstacles. This information is processed using a distance and will alert the user that if
there will be an obstacle, the buzzer will buzz.

The project is careful to not expose the user to any current from the circuit.

CONCEPTUAL LITERATURE
The main aim of this paper is to break the communication barrier between normal people, deaf and mute community
additional with blind people. This project aims to lower the communication gap between the deaf or mute community and
the normal world. With this project the deaf or mute people can use the gloves to type a letter to form a word that will
display in the LCD so that normal people can easily understand what is displayed on the LCD. The system will use an
Arduino to process the information given by keypad in the gloves and display the corresponding letters in the Keypad to
the Lcd which the person can form a word by pressing the keypad with corresponding letters, not only the information
given by the keypad will display in the LCD but also the heart rate using heart rate reader sensor and human body
temperature sensor it will display in the LCD the body temperature of the person and it has a buzzer that will buzz every
time that the body temperature of that person exceeds the normal body temperature. This glove is not only for the deaf and
mute person but also for the blind person, it has an obstacle sensor that will also buzz if there’s an obstacle near to that
person or there will be obstacle blocking the way. The letters that the keypad provided can play a significant role in
breaking communication barriers between normal, deaf and mute people and the information provided by the heart rate
reader, human body temperature sensor and the obstacle sensor will serve as health awareness and safety awareness to
PWD persons like deaf ,mute and blind persons.

RELATED READINGS
The study provide a critical role in aiding the breaking of communication barrier between the normal , the mute and deaf
people.
The Policies and Guidelines for Special Education, as contained in DECS Order No. 117, s. 1987, identified persons who
have sensory impairment as special education clientele. This bill seeks to concertize the constitutional mandate which
provides that the State shall “promote the right of all citizens to quality education . . . and to make such education
accessible to all.” It should be recognized that deaf-mute and blind children have different needs compared to their
physically able peers which merit careful attention. The Congressional Commission on Education (EDCOM) in its report
prepared in 1991-92 has revealed the inadequacy of programs and the poor access to special education (SPED) brought
about by the limited number of special schools and SPED center in the country. In light of the foregoing, this bill is
relevant for it addresses the problem of limited SPED facilities. This bill aims to establish Municipal Special Education
Centers for deaf-mute and blind children to ensure accessibility of the latter to such institutions in every municipality.
Early passage of this bill is therefore earnestly solicited.
A news item in the Philippine Daily Inquirer last week told the story of a deaf couple, Robelyn Arcangel and Emmanuel
Bernardino, both graduates of De La Salle-College of Saint Benilde’s School of Deaf Education, who were mocked and
driven away by a security guard in Farmers Plaza, a mall in Cubao, Quezon City.
Despite saying through gestures that they were deaf and could not hear what the guard was saying, they were still shooed
away and disrespected. Eventually, they were able to enter through another gate and report the incident to the management
of the mall. The guard was told to apologize. The management later on also publicly apologized.
However, such lack of respect and discrimination against deaf people and other PWDs happens every day and are often
overlooked by both government and society.
In 2016, for instance, the Land Transportation Franchising and Regulatory Board (LTFRB) had to urge public-utility
vehicle drivers and conductors to treat PWDs better, after getting a complaint against a bus conductor who abused two
deaf-mute passengers.
The deaf passengers approached the conductor holding out a sheet of paper with “Where is Taft?” written on it, their PWD
IDs and their payment. The conductor, according to the well-meaning
passenger who later wrote to the LTFRB, disregarded their IDs, took the money and asked the deaf passengers to alight in
Pasong Tamo, when they were clearly supposed to get off in Taft Avenue.
If there was no good Samaritan who posted about the incident on social media and shared photos of the bus plate number
online and written a complaint to the LTFRB, would any action have been taken against the bus operator, driver and
conductor?
If the video of the incident with the rude Farmers Plaza security guard had not been posted on social media (and gone
viral) and if the story had not been picked up by a national newspaper, would the mall even apologize or do something
about the outrageous discrimination suffered by the deaf couple?
In Arcangel’s Facebook post on May 28, she wrote that they didn’t post the video to sow divisions among netizens, “but to
make us all realize and to be aware about the special needs of People with Disabilities.”
“We both [me and my boyfriend] think that the main issue here is not only the attitude of the security guard but the lack of
awareness of some people regarding PWDs. Lack of awareness and sensitivity leads toward discrimination and improper
treatment of PWDs,” she said.
Another issue, this paper believes, also has to do with our laws that grant equal opportunities for PWDs but are not fully
enforced, nor are they widely practiced and accepted. The government must ensure that the needs and rights of PWDs are
met and respected. There must be stricter enforcement of the PWDs Magna Carta provisions (Republic Act 7277 with
further amendments in RAs 9442 and 10524). Government agencies must investigate all cases of discrimination against
PWDs in employment, education, transport and public services.
But Arcangel is right. Ultimately, deaf people face discrimination because of people’s continued lack of understanding and
acceptance of the Deaf community and its values, causing them to be ignored, bullied, excluded and discriminated against,
treated as “others” in schools, workplaces and society. We need to change this. We need to stop their marginalization and
the marginalization of all PWDs. Because it’s not just in the movies but in real life where they can contribute greatly to
making us and our society so much better, if we give them a chance.
In this system it can prevent the gap between normal, deaf and mute people miss understand each other, prevent having
communication barrier. It also the solution for the blind people always harmed by many obstacles that blocking their way
and a big help having health risk problem because by this system you can monitor the human body temperature and their
heart rate even without asking them.
RELATED LITERATURE
Creating this system to help those people having speech disability to have normal conversations in their daily lives blind
people to be aware of obstacle they will encounter and the deaf people could understand what others talking.
Sign language is being the only communication means for Hearing impaired People community hampers their
interaction with the normal people who lack the knowledge of sign language
While many of them can communicate with each other through sign language, there's a linguistic wall between them and
people who can speak and write but don't know signs.

Sign language is a useful tool to ease the communication between the deaf and the mute community and the normal
people. Yet there is a communication barrier between these communities with normal people.

According to the statistics given by the World Health Organization, about 285 million people in the world are
blind,300 million are deaf, 1 million are dumb and many more suffering from one or more physical disabilities .
The developments in Science and Technology have reached to great heights in making the Human Life easier and
comfortable within a short span of time. During the last few decades, we have come across various technologies that have
made our life so easier and comfortable that we even do not have to move our body to do a task. But always running in the
race to be ahead of everyone we have forgotten that we still have a section of our population called the physically disabled
people who are deprived of the advancements of Science and Technology because it has not given them that comfort that
is required by them to feel that they too are the part of the society and they too can walk hand in hand with others.
Communication being a fundamental aspect of human life is very much difficult for the people who are Deaf and
mute and safety its always been so hard for those blind people
This system is going to concentrate on the above mentioned fact and tries to develop a new instrument which can
help differently disabled people (Deaf,Dumb and Blind) to communicate easily in the living world with other normal
persons and do activities without being harm by obstacle.
This paper has the potential of minimizing this communication barrier by making this Gloves for the deaf mute and blind
person .
It is very useful also to blind person because with this Glove blind person will be more aware to the obstacle they
might encounter in their way so that blind persons can walk safely ,because the gloves will just buzz if there's an obstacle
blocking their way and in addition to its feature it can monitor and read heart rate and their body temperature its also their
warning that if they have fever the buzzer will also buz if their temperature is higher than a normal body temperature .
And also the Problems faced by this PWD person(deaf, mute, blind) regarding employment can be overcome and can be
helpful to them by this method.

DESIGN PROCESS
PRELIMINARY PROCEDURES

We have come up to this project because in our daily lives we have encountered so many hard situations along with the
PWD persons especially deaf mute and blind people. We have seen a lot of blind people need someone to assist them
walking or give them a hand but what if they don’t have someone to assist them? They cant do what they need and want to
do because they might afraid they will bump to something and can hurt themselves .So we proposed this project to aid
them in order to lighten their burden to be able to do things on their own. We have also seen a lot of difficult situation
with the deaf and mute people because they are hard to understand, especially to those people who don’t know sign
language they are ignored by some people because it is hard for them to communicate with this kind of people. We have
seen a lot in the public transportation like jeepneeys a lot of deaf and mute people miss understood by many they have the
a hard times getting a ride and saying where will they will stop by because jeepney drivers have difficulty to understand
them. So by proposing this project it can be a very big help to them to live life like us normal people.
