MEMORANDUM

SUBJECT : EXPLANATION LETTER

DATE : August 12, 2019

1. Reference: Memorandum from Station Commander with the subject

“Explanation”.

2. In connection to the above reference, the undersigned is directed to submit an

explanation as to why no disciplinary action shall be made against the undersigned for not
informing the Station Commander on the “Alleged Rape Incident” and also failed to report
the same to the higher office.

3. Hereunder are the facts to support my explanation:

a. That on August 11, 2019 2:00 AM, Personally Appeared to this station Shiellou M
Ruiz, 16 years old, grade 10 student and a resident of Purok 5, Sitio Caimito, Barangay
Miranda, Babak District, IGACOS together with her friends reported the alleged rape incident
transpired at Carmel Subdivision, Barangay Miranda, Babak District, IGACOS by the two
suspect Alias “Michael” and one unidentified male person. The reporter failed to remember
the house she was brought in but her friend Angel Bucad know the house of Alias Michael
located at Barangay Toril, Babak District, IGACOS.

b. That upon receiving the information, aiming to caught the perpetrator with our best
we give police assistance immediately. We proceed to the house of Shiellou Ruiz to tell the
mother of what happened and then proceed to the house of alias “Michael”. When we are in
the said area, Angel could not recognize anymore the house location. I tried to encourage
her to remember any landmark near the house but still yielded negative result.

4. The undersigned accidentally failed to inform you and the higher office because
my intension was to help the victim and to caught the suspect immediately with the given
information. I really accept my fault and I have no any ill motive not to inform you and the
higher office regarding this matter. Needless to mention that I am deeply committed to serve
and fulfill my duties with my best intentions.
