INTRODUCTION
According to Donald A (2019) Contract bidding is one of the main activities carried out by
contractors in an institution and the terms of the contract designed by the Management,
in order to gain more competitive advantage from the contractors the development of the
proposed system is a step forward to the management.
Contract bidding is when two or more organizations, parties which are well-known,
identified and fully registered in agreement (Writing file) to fulfill all terms and condition
often competition of setting a price one is willing to pay for something either contract.
Continuous quest for a man to improve his well-being through reaction to problems and
challenges posed by his environment, tools upon tools have been designed by intellectual
human being to help him conquer these problems and challenges of contract bidding.
The entry of Technology (Computer system) into the scene could not have been for any
other reason except to improve efficiency and procrastination time, provision of more
reliable and accurate output (Result). There is no doubt that technology in modern society
had led to accuracy, availability and Management of this Web Information System, this
also led to the idea of developing a web based contract bidding information system for
Abdu Gusau Polytechnic, Talata Mafara. Man has moved from primitive stone ages to
industrial age and of recent to information technology age.
The web based information system is the fundamental and the bedrock for information
technology (IT) age, the project is aimed at solving problems related to contract bidding
information system in Abdu Gusau polytechnic, Talata Mafara in which this is developed
to keep information of the highest bidder (Awardees) based on contract, the system is
design with the interface to accept data and allow user to view, delete, modify information
and produce the highest bidder as the result, it has it front end developed using
PHP,HTML and the back end developed using MYSQL. According to history, the
advancement in computer and information technology has brought about more new
applications and approaches in contract bidding system to manual papers type. Manual
contract bidding system is method keeping the records on paper. This has been a method
employed in organizations since before the advent of computer and the subsequent
development in technology application. Manual contract bidding system poses several
challenges that are not healthy for business. The proposal automated contract bidding

system would be an easy way of data manipulation the role of computer can never be
over emphasized in keeping track of data. Automated contract bidding system will not
only save companies lots of money but also yields efficiency and ease of transaction and
time utilization. By this, contract bidding system are automatically distributed to manage
bidding of contract, ease transaction and inventories under controlled user access.
STATEMENTE OF THE PROBLEM
From the research and observation it is obvious that manual filling of information system
in Abdu Gusau Polytechnic, Talata Mafara has many problems associated with it which
includes:
The manual contract bidding system lack standard and good record keeping structure.

1. Lack of comprehensive database for recording the records


2. Time wasted when processing information of contract Because all information
needed must be reliable
3. Manually written of contract may be subjected to physical damage,

AIM AND OBJECTIVES OF THE STUDY


The aim of this project is to design a web base contract bidding system.
The followings are the objectives of this project
i. To quicken the search for a particular contract information.
ii. To improve record keeping.
iv. To improve the proffer handling of contract.
v. To maintain contract management information system for forecasting and decision
making.
SCOPE OF THE STUDY
The project is concerned with the designed and development of a web based contract
bidding system in Abdu Gusau Polytechnic, Talata Mafara.
It covers all the information needed to only the design and development of a web Based
information system to enable contract bidding only.
SIGNIFICANCE OF THE STUDY
The significance of this research work is to demonstrate how the needs of Abdu Gusau
polytechnic, Talata Mafara could be met efficiently and effectively through the application.

To make report and contract audition easy and accountable
Annual report writing will be easy since the system have a way of searching all the
contract produced with name and identification number of the contract
LITERATURE REVIEW

Contract bidding is the process of submitting a proposal (tender) to undertake or manage


the undertaking of a construction project Rosenshine, M.(2011), the process start with a
cost estimate from blue prints and material take offs, sometimes contracts submits lower
tenders to win the contract and the work. The tender is treated as an offer to do the work
for a certain amount of money (firm price), or a certain amount of profit (cost
reimbursement or cost plus). The tender which is submitted by the competing firms, is
generally based on a bill of quantities, a bill of approximate quantities or other
specifications which enable the tenders to attain higher level of accuracy.

CONTRACT BIDDING SYSTEM


Contract bidding system is the of estimate of the total cost to complete a specific job.
Used in various forms of business, such a contract is delivered to the person or business
requesting completion of the work Skitmore, R.M, (2010) in some cases, cost proposals
will be collected from various bidders with one or more of them being chosen to complete
the job. This is an invitation to bid on a specific job. The RFP will often clarify details of
the work to be completed. These specifics could include work timelines or deadlines,
location of the job, and any other details that could the suppliers.
BIDDING SYSTEM
A bidding system is the set of agreements and understandings assigned to calls and
sequences of calls used by a partnership, and include a full description of the meaning of
each treatment and convention. Lange,J.E,(2013)The purpose of bidding is for
partnership to ascertain which contract, whether made or defeated and whether bid by
them or by their opponents, would give the partnership their best scoring result. Each
bidding system ascribes a meaning to every possible call by each member of a
partnership, and presents a codified language which allows the players to exchange
information about their card holdings. Bidding system can be classified into two broad
categories: natural systems, and artificial system. In natural system, most bids(especially

in the early phase of the bidding) denote length in the suit bid. In artificial systems, the
bids are more highly codified, so that for example a bid may not be related to holding in
the club suit.
COMPUTERIZED SYSTEM
According to mosses D (2001) A system that includes software, hardware, application
software, operating system software, supporting documentation, e.g. automated
laboratory systems, control systems, manufacturing, clinical, or compliance monitoring
database systems, etc
According to Pater Mark (2001) a computerized system is a computer system with a
purpose. When we talk about a computer system, we are simply referring to the hardware
and the software that comprise the computer system. But when we talk about a
computerized system, we are referring to a function (process or operation) integrated with
a computer system and performed by trained people.
COMPUTERIZED BIDDING SYSTYEM
According to Abraham P (2012) the computerized bidding system is the system that
changes the manual operations activities of an organizations Woodward, with the use of
computer software package related to special task. So that contract bidding system can
be faster and easy in processing. Bidding system in contract bridge is the set of
agreements and understandings assigned to calls and sequences of calls used by a
partnership, and includes a full description of the meaning of each treatment and
convention.

RESEARCH METHODOLOGY
Data collection is a terms used to describe a process of preparing and collecting data for
example, as part of a process improvement or similar project. The purpose of data
collection is to obtain information to keep on record, to make decision about important
issues to pass information onto other. Primarily, data are collected to provide information
regarding a specific topic, the method used to collect data in this research is the interview
method.

Interview Method

This process is done or carryout face to face conversation with the director of works in
Abdu Gusau Polytechnic Talata, Mafara in this process questions where asked and
answer. From the interview the procedure and process of contract bidding were
explained. The researcher ask him how contract bidding system is been done in the
polytechnic. From his explanation he said what they do, after keeping all records and the
result on contract bidding manually on written file in an office, any record concerning any
bidder if needed is accessed from the written file in the office.

Secondly he said they also place advert on media for every interesting bidder with date
and time for bidding the bidder need to apply and submit quotation to the directors of
works. When it is time the management invites the contractors for bidding, after bidding
the management accesses the bidders and pick from the assessment result. Who is the
best contractor, the best is known form the past record of the contractor and his/her
quotation. The best out of the contractors is then awarded the contract.

Findings

Some of the problems identified in the present system include;

1. There are no adequate security measures employed in any manual system of


data processing and storage. As a result of this, some confidential files and
document could consciously or unconsciously be exposed and these files are
not properly checked and restricted.
2. The speed of processing data manually is low and prone to errors.
3. Slow and inefficient database system which lacks cohesion and consistency.
4. The lacks of a central database that is directly accessible by management in
its decision making procedure.
SUMMARY
The research work has reviewed literature uncontract bidding system and method
of designed contract bidding system software for organization.
The problem of the existing system gas been simplify in a way that it could be
easily understood by anyone who cares to know, and a software package is designed to

improve solving the problem of contract bidding system. The methodology use is interview
from Abdu Gusau Polytechnic that it held by director of works. In this research work I
achieve a lot and interesting cause it make me realized that online contract bidding helps
a lot and minimize the error in keeping record and limited the level of risk of life. The
limitation of this research is that the research conduct a research work that is restrict only
to computerized contract bidding for organization, school e.t.c only,
CONCLUSION
In conclusion the designed and implementation of computerized contract bidding
is achieved with a standardized and structural database.
Therefore the use of web based information system for contract bidding is very
important and will be an added advantage bringing ease of work in Construction
Company.
RECOMMENDATION
Based on the analysis and the result after development of the new system, the following
recommendations were made.
i. The institution should ensure that the new system is put in place for use so as
to be familiar with the new technology.
ii. There is need for regular maintenance of the system and it is subjected to
review for another conclusion of new functionalities that are not yet in the
system
iii. The institution should enable the system to developed to their own system so
as the system can used as a flat form for any contract bidding in the institution.
This is my recommendation for the future researcher;
 The future researcher should ensure that in the program there will be a place where
the profile of the contractors can be view to know about their past record.
 The future researcher should go beyond my own limitation
 The future researcher should promote and upgrade my effort.
