1. SCOPE0B

This Construction Specification covers the minimum requirements of pressure test to be


carried out on piping systems in NGL 3100 Plant.

5. Order of Precedence
In the case of conflict between documents relating in the inquiry or order, the following
priority of documents shall apply:

(1) Purchase Order and variations thereto


(2) Material Requisition
(3) Data sheets or Duty Specification and drawings.
(4) Project Specifications.
(5) IPS & International Standards

In case of conflict between data sheets and specifications/Standards, Vendor shall inform the
EPC Contractor for resolution. No action can be taken prior to EPC Contractor’s approval.

6. General

OWNER/EPC CONTRACTOR intends to accomplish a grass root NGL Plant (NGL-3100)


with associated product and injection pipelines for treatment of associated gases of north
Dezful oil fields consisting of Cheshmeh-Khosh, West Paidar Asmari, West Paydar U

D1 Bangestan, Dehloran, Danan, and Azar oil fields.

The purpose of designing NGL Plant (NGL-3100) is for optimum recovery of C2+, and plant

will be located at Cheshmeh-Khosh area in Ilam province.

9. Shop Pressure Testing


9.1. All flanged pipe spools even those within scope of equipment manufacturer with a test
pressure specified in the line classification lists shall be shop pressure tested.

10. Field Pressure Testing


10.1. All piping with a test pressure specified on the line list shall be pressure tested after
clarified NDT reports, punch lists and erection at site. This shall include all piping with an
operating pressure greater than 1 bar (g) systems.

10.2. Where the pressure test is not applicable for Air, Nitrogen and vent lines, The

following requirements shall be applied.
10.2.1. Nitrogen lines shall be low pressure leak tested and then service tested. This
is necessary to reduce the risk of nitrogen accumulation in confined areas.

10.2.2. Air lines shall be service tested and if the service testing is at a pressure
greater than 3.5 bar (g) (approx. 50 psi g) a low pressure leak test shall be carried out
prior to service testing.

10.2.3. Vent lines shall be low pressure leak tested.

10.3. Before pressure test, Temporary Gaskets shall be used for flanged joints that are broken
for pressure test purposes. Afterwards these joints shall have the Original gasket (installed U U

after pressure testing) in order to be completed prior to commissioning.

11. General Testing Requirements

11.1. Pressure testing of the following piping shall be in accordance with ASME B31.3 test
procedures. The test pressure shall be held for a sufficient time to allow detection of any
leaks and for a minimum time of 1 hour.

11.1.1. Metallic piping including carbon steel, lined carbon steel, stainless steel,
corrosion resistant alloys and ductile iron but excluding copper shall normally be
tested at 1.5 x the design pressure.

11.1.2. For a design temperature above the test temperature, the minimum hydro
test pressure shall be calculated in accordance with 345.4.2 (b) of ASME B31.3.
However, if this produces stress exceeding 90% of the specified yield/proof stress,
the test pressure shall be reduced so that the stress equals 90% of the yield/proof
stress.

11.2. Hydrostatic testing of piping with vessels as a system shall be done according to
ASME B31.3 para. 345.4.3.

11.3. Pressure testing of the following pipeline constructions shall be in accordance with
either ASME B31.4 “Pipeline Transportation Systems for Liquid Hydrocarbons and other
Liquids” or ASME B31.8 “Gas Transmission and Distribution Piping System”.

11.4. Pipelines designed to ASME B31.4 where the operating pressure results in a hoop
stress of greater than 20% of the specified minimum yield strength, shall be subject to

a hydrostatic proof test. Test pressure shall not be less than 1.25 times the design pressure.
Test duration shall not be less than 4 hours.

Where operating pressure results in a hoop stress of less than 20% of the specified
minimum yield strength, details of required hydrostatic or pneumatic leak test is given in
ASME B31.4 Para. 437.4.3.

11.5. Pipelines designed to ASME B31.8 where the operating pressure results in a hoop
stress greater than 30% of the specified minimum yield strength shall be hydrostatically
tested or tested with air or gas. The type of test and the test pressure is dependent on
Location Class as defined in ASME B31.8 Para. 841.3.2. Test duration shall be a minimum
of 2 hours.
For test requirements for pipelines where the operating pressure results in a hoop stress of
less than 30% of minimum specified yield strength, refer to ASME B31.8 paras. 841.3.3,
841.3.4 and 841.3.5.

11.6. Pressure testing should be carried out on complete systems whenever practicable.

11.7. Testing shall be performed on all interconnected lines able to contain the same test
pressure in preference to testing individual lines or single components of a system.
Breaking joints to insert blanks for hydrostatic testing shall be avoided whenever possible.

11.8. As far as is practical closed valves shall not be used as system limits. Where it is
necessary for a closed valve to be a system limit the test pressure shall not exceed that
used in its seat test (normally 10% higher than the ambient temperature rating).
If the system test pressure is to be higher, the valve shall be opened and blanked or
removed to allow blanking of the adjacent flange.
11.9. Hydrostatic pressure testing is the preferred method for all piping. Pneumatic testing
may be carried out on air and gas lines only with the agreement of OWNER. Before any
pneumatic testing is carried out the proposed line class and test pressure and safety
precautions shall be identified and authorization shall be obtained from OWNER. See
Paragraph 12 for pneumatic testing procedure:

11.10. Piping that is repaired or modified after a pressure test shall be retested unless in the

case of minor repairs or additions agreement is obtained from OWNER to waive this
requirement.

11.10.1. Retesting of the system is required if a repaired flanged spool is hydro


tested in the shop. Closing flanges should be inspected for leaks during
commissioning.

11.10.2. Where repaired sections require closing welds these shall either be re-
hydro tested or subjected to 100% radiography.

11.11. All joints, including welds, shall be left un-insulated, unpainted, unwrapped and U U

D1 exposed for examination during testing except that joints previously tested in accordance
with this specification, may be insulated or covered.

11.12. All underground pipe joints shall be left exposed for pressure testing.

11.13. All welded attachments such as pipe supports and hangers shall be made before
pressure testing.

11.14. Sewers and non pressure drains shall be filled with water to grade but no pressure other
than static head need be applied. Static head shall not be less than 1 meter column of
water.

11.15. Any test shall be done after internal cleaning and removing loose materials and weld
spatters.

11.16. A preliminary check shall be considered at no more than 2 barg for any test, in order to
locate any major leak.

11.17. No test shall be performed without witness of OWNER and/or TPA.

11.18. Construction contractor shall perform hydrostatic test according to all the requirements
of ASME B31.3 para. 345.4 and Eq. (24). Maximum test pressure depends on line
elevation in any point shall not exceed 90% of yield strength for the line respective to their
wall-thickness which are calculated based on ASME B31.3 para. 304.

12. Preparation For Field Pressure Testing, Leak Testing


And Service Testing Of Piping

12.1. Restrictions to flow such as orifice plates and mixing nozzles shall not be installed or
shall be removed. Where necessary items removed shall be replaced with temporary spool
pieces.

12.2. Valves within the system to be tested shall be in an open position, but not back seated
so the valve stem packing is tested. Control valves, shall be removed. Lines containing
check valves shall have the source of the pressure on the upstream side of the valve. If this
is not possible swing checks shall be blocked open or their flapper removed and ball and
piston checks shall have their internal parts removed. Should none of these be practical
the check valve shall be blocked off or completely removed.
12.3. Shut-off valves in instrument lead lines from process lines and equipment shall be
closed. Instruments shall be disconnected or vent and drain plugs removed to prevent any
build up of pressure in the instrument.

12.4. Equipment which is not to be pressure tested in the field shall be isolated from test
systems or removed and spool pieces used in their place.

12.5. In-line instruments, sight glasses, liquid view glasses, filters and similar equipment
whose maximum rated pressure is less than the test pressure shall be removed. Insert type
instruments such as special flow meters shall also be removed. Such equipment shall be
inspected during the commissioning test.

12.6. Expansion joints shall be removed from test systems. They shall be hydro tested in the

shop and shall be inspected for leaks during the commissioning test.

12.6.1. Piping with expansion joint shall be tested according to ASME B31.3 (2010) para.
345.3.3.

12.7. All hand operated valves within a test loop shall be temporarily tagged with large red
caution tags or a similar identification to avoid accidental operation during filling or
testing. These will help in identifying the test system.

12.8. Lines shall only be prepared for testing after clearance from the responsible
D1 CONTRACTOR’S representative confirming that all work on each system has been

completed.

12.9. Care shall be taken to ensure the following are not inadvertently subject to pressure
testing:
• Internally lined equipment where the test pressure could damage the lining.
• Rotating equipment, such as pumps, compressors, etc.
• Static equipment (e.g. vessels, heat exchangers) which may have
test pressure limits less than that of the line.
• Instruments, e.g. pressure gages
• Rupture discs
• Safety valves
• Filters / filter elements

13. Hydrostatic Testing Procedure


13.1. Hydro test media shall be water of the following purity:

13.1.1. Dematerialized water with chloride content of 1 ppm or less shall be used for
internally polished stainless steel piping.

13.1.2. Clean, fresh water shall be used in all other cases and for austenitic stainless steel
the water shall contain no more than 30 ppm chlorides.

13.1.3. Testing of chlorides content shall be done under OWNER supervision and sea U U

water shall not be used.

13.2. The water entering test systems shall meet the following minimum temperature
requirements. The test pressure shall be applied when the items to be tested are at the same
temperature:

13.2.1. Plastic piping, minimum temperature: 15ºC

13.2.2. Metallic and plastic lined carbon steel, minimum temperature: 5ºC

13.3. Piping and equipment shall be thoroughly vented of air during the introduction of the
test water.

13.4. Test pressure readings may be taken at a low point in the system provided that the
static head is subtracted from the minimum hydro test pressure to give the required
reading.

13.5. Immediately after pressure testing all piping and equipment shall be thoroughly
drained of water and completely dried by air with minimum temperature of 50ºC.
Particular care shall be given to the draining and drying of austenitic stainless steel items
to ensure that no pockets of water are allowed to remain. Where for any reason it would
not be possible to completely drain and dry piping and equipment

14. Low Pressure Leak Testing And Service Testing Procedures

14.1. Leak testing and service testing shall be carried out under the following circumstances:

14.1.1. After erection, when neither hydrostatic nor pneumatic testing are practical as per
Para 10.2.

14.1.2. After hydrostatic or pneumatic pressure testing to ensure a leak tight system on the

• Toxic liquids or gases


• Flammable liquids or gases
• Strong acid systems
• Refrigeration systems

14.2. The maximum pressure used for leak testing shall be 3.5 bar (g).

14.3. Service testing shall be restricted to lines with an operating pressure of 9.0 bar (g) or
less and shall not be carried out above 9.0 bar (g).

14.4. The test media shall be air or nitrogen as appropriate. When using nitrogen
precautions shall be taken to prevent any build up in confined areas owing to leakage.

14.5. Leak testing and service testing shall be carried out on designated lines to test all site
joints i.e. flanged, screwed.

14.6. A bubble solution shall be applied to joints to be tested to help in the location of any
leaks. Household soap or detergents are not permitted as substitutes for bubble testing
solutions. The bubble solution shall form a film that does not break away from the area to
be tested and bubbles formed shall not break rapidly. The solution shall be compatible with
the temperature of the test conditions.

14.7. All flanged joints in the test shall have masking tape applied across them and a pin
hole made to aid in the detection of leakage.

14.8. The surface areas to be tested shall be free of oil, grease, paint or any contaminants that
might mask a leak. Components shall be dry before leak testing; this may involve drying
components if liquids are used to clean the component or if a hydrostatic test has been
carried out previously.

14.9. The bubble solution shall be applied to the surface to be tested by spraying or brushing
the solution over the examination area. The number of bubbles produced in the solution
during application shall be minimized to reduce the problem of masking bubbles caused by
leakage.

14.10. Before examination the test pressure shall be held for a minimum of 15 minutes.

14.11. The presence of continuous bubble growth on the surface of the material indicates
leakage in the region under examination.

14.12. When leakage is observed the leaks shall be marked. The component shall then be
depressurized and the appropriate measures taken to seal the leak. The affected areas shall
be retested after the necessary action has been taken.

14.13. After testing masking tape shall be removed and bubble solution cleaned away.

15. Test Equipment And Records


15.1. Instruments and gauges used for testing shall be checked against a dead weight tester
or calibrated master gauge on a periodic basis not greater than one month. They shall also
be calibrated within three months before the test date by a certified testing laboratory.
Instruments and gauges used for testing shall have a range of about double, but not less
than 1.5 times the test pressure.

15.2. Records shall be made of each piping installation tested. These records shall include:
• Date of test
• Identification of piping tested
• Type of test
• Test fluid
• Test pressure
• Test temperature
• Certification by examiner

15.3. Any alternative testing schedule for pipe work shall be subject to OWNER approval
prior to any test work being undertaken.

16. Line Flushing And Blowing


16.1. Line flushing or blowing shall be carried out upon completion of the piping pressure
test to remove any construction debris from the piping systems.

17. Pneumatic Testing Procedure


17.1. Equipment and Materials

17.1.1. All pressure gauges, temperature measuring devices, recording instruments,


valves, pipe work and hoses for each test shall be provided at site.

17.1.2. Each test assembly shall be instrumented to provide a permanent record of internal
pressure and metal temperature (on a combined chart) for the duration of the test.

17.1.3. Pressure gauges and recorders shall be chosen such that the required test pressure
is within the middle second-third of the reading range.

17.1.4. A valid certificate of calibration shall be available for every gauge and instrument

17.1.5. Each test assembly shall be equipped with a relief valve (or relief valve
supplemented by a bursting disc), set at a pressure not exceeding 1.1 times the
required test pressure. This shall be sized to suit the higher of the delivery rate of the
compressed air source and the pressure increase which may occur due to a rise in
temperature of 1°C per minute.

17.1.6. An oil-free air compressor capable of providing clean, dry compressed air with
capacity and pressure to suit the requirements of the test. Alternatively, clean
nitrogen may be used, provided that it can be supplied to the test assembly at
ambient temperature or above.

17.1.7. A globe valve for depressurizing the assembly after test is required. This shall be
of suitable design and materials to withstand low temperatures generated by
depressurization and shall be fitted with a vent silencer, as necessary to meet plant
noise limits.

17.1.8. Soapy water for detection of leaks of welds and connections shall be prepared in
clean containers, using fresh water and an approved detergent. The maximum
chloride content of the solution shall be 15 ppm.

17.2. Documentation

D1 17.2.1. Approved pneumatic testing procedure which fully describes the methods,

equipment and precautions to be used. The procedure document shall include the
proposed format for the authorization form and the pneumatic test certificate.

17.2.2. For each test assembly, authorization form which lists all pipe lengths and joints

shall be prepared. These shall be marked on a drawing which accompanies the form.
The Contractor shall verify that the following tests have been undertaken and have
been accepted.

• 100% shop hydrostatic testing of each pipe length at a pressure equal to or exceeding 1.5
times the maximum design pressure for the spool (shop certificate issued by the
Pipe Supplier)
• 100% radiographic examination of circumferential butt welds made by the pipe Supplier
(for "jointers")
• 100% radiographic examination of all other butt welds (including "field" welds)
• 100% magnetic particle (or dye penetrant, as appropriate) examination of all attachment
welds.

17.2.3. The appropriate test certificates and NDE reports shall be cross-referenced on the
authorization form. The Contractor shall sign the latter form to confirm that the
check has been made. For each test assembly, the Contractor shall enter the serial
numbers and calibration certificate numbers of all pressure gauges, temperature
instruments and recorders on the authorization form.

The authorization form shall additionally contain the following information for each line:
• Line Number(s)
• Maximum operating pressure and temperature
• Maximum design pressure and temperature
• Required test pressure

The completed authorization from shall be submitted to the OWNER for review and
approval. The pneumatic test on any test assembly may not proceed until the Contractor is
in possession of the authorization form for that assembly, signed by the OWNER QC
engineer and QA representative.

17.3. Test Assembly

17.3.1. Test assembly shall inspect to verify the following:

• Fabrication work is complete and the test assembly is completely and adequately
supported.
• All necessary end caps, blind flanges and plugs are correctly fitted and bolted.
• Pressure temperature recorder and pressure gauges are fitted at appropriate locations, where
they can be seen and read easily, remote from the test assembly. Metal temperature shall be
monitored at each pressure gauge location and also at the vent connection.
• All welds are clean and free from paint, grease, scale or any obstructions which could
prevent them from being easily seen. The only exceptions shall be those longitudinal welds
which have been made by the pipe Manufacturer and have been already pressure tested
prior to dispatch from his works.
• All necessary piping and valves are correctly fitted between the air source and the test
assembly, ant that depressurizing and relief facilities are in place.
• The test assembly is clean and dry, internally.

The Contractor shall verify that the area around the test assembly, to a minimum distance of
100 m from any part subjected to the test pressure, is suitably delimited by red and white
barrier tapes. The Contractor shall verify that all unauthorized personnel are excluded from
that area, before the test is commenced. In this respect, the test should preferably be carried
out at a time when a minimum of construction or operating personnel are present (e.g.
weekends, etc.).

17.4. Test Procedure

17.4.1. Testing shall not take place in rain or if the ambient temperature is below 5°C. If
possible, testing should not be undertaken when the weather conditions may give
rise to large temperature fluctuations in a short time. The schedule for testing shall
preferably be arranged accordingly, particularly for large test assemblies.

17.4.2. After evacuation of all personnel from the test area, air shall be slowly admitted to
the test assembly until the pressure attains the lesser of one-half of the required test
pressure or 1.5 barg.

17.4.3. All joints, flanges and welds shall be tested by applying the soapy water. Flanged
joints and any weld areas which may be difficult to inspect may be tested by
wrapping with a suitable adhesive tape and applying the soap solution to a pin-hole
in the tape. The tape shall not be pressed down on to the weld.

17.4.4. The test assembly shall be held at this preliminary pressure for sufficient time to
permit a thorough inspection of all joints, flanges and welds to determine the
location of any leaks. If any leaks are found, the test shall be aborted and the leaks
repaired before recommencing the test. The test assembly shall not be subjected to
any shock loading, such as a hammer testing.

17.4.5. If no leaks are found at this stage, the pressure shall be slowly increased in
increments of approximately 1 bar. The pressure shall be held for sufficient time at
each stage to permit piping strains to equalize.

17.4.6. When the required test pressure is attained, the test assembly shall be isolated
from the air source (but not from the relief valve) and the pressure shall be held for
20 minutes to observe any fall in pressure indicative of a major leak. Consideration
shall be given to the effects of ambient/metal temperature changes during this period.
Personnel shall not approach the test assembly at this stage or during pressurization.
Monitoring of pressure and temperature shall be made from a remote location.

17.4.7. If no leaks are indicated at the test pressure, the pressure within the test assembly
shall be slowly released, down to the atmospheric pressure.

17.4.8. Pressure shall be released by means of a suitable valve. Pressure release shall not
be achieved by loosening of flange bolts or plugs or via a line ball valve or gate
valve. Care shall be taken to avoid metal temperatures falling below 0°C,
particularly near the vent connection during depressurizing.

17.5. Repairs

17.5.1. If any leaks are found in a welded joint, they shall be repaired (after
depressurization) using an approved weld repair procedure and proved acceptable by
radiographic testing prior to repeating the pneumatic test.

17.5.2. Any leaks at flanged joints shall be investigated prior to remedial action. Care
shall be taken not to apply excessive torque to bolting to achieve a leak-tight seal.

17.6. Certification

17.6.1. After successful test, a test certificate for each test assembly shall be provided.
The appropriate authorization form and the permanent pressure/temperature
recordings shall be attached to each test certificate. Any previous leaks and their
causes shall be noted upon the final test certificate. The Contractor shall report any
undue flexing, distortion or banging which may have occurred during testing.

Completed test certificates shall be incorporated into the final documentation for
submission to the OWNER.
