Philippine Clean Air Act of 1999 (Republic Act No.

8749) – designed to protect and preserve the


environment and ensure the sustainable development of its natural resources.

Incentives for Regional Headquarters of Foreign Multinationals (Republic Act No. 8756) – The measure
grants a host of incentives to multinational firms establishing their regional hubs in the country. It also
provides a tax- and duty-free operating environment for them, and multiple entry visas to expatriates
and their families, as well as a flat income tax rate of 15%.

Retail Trade Liberalization Act (Republic Act No. 8762) – The bill dismantles 40 years of state
protectionism over the country's retail trade industry and opens the sector to big foreign players. With
the retail trade liberalization, well-known foreign players like France's Carrefour and Casino Group as well
as the U.S.' Wal-Mart and JC Penney are already in the process of negotiating with local partners.

New General Banking Act (Republic Act No. 8791) – The measure opens up the local banking industry to
foreign players after almost 50 years of having it exclusively reserved and protected for Filipino nationals.
With the industry's liberalization, at least 10 foreign banks have already established their presence in the
Philippines.

Electronic Commerce Act of 2000 (Republic Act No. 8792) – Outlaws computer hacking and provides
opportunities for new businesses emerging from the Internet-driven New Economy.

New Securities Act (Republic Act No. 8799) – This law liberalizes the securities market by shifting policy
from merit regulation to full disclosure. With its strengthened provisions against fraud, the measure is
expected to pave the way for the full development of the Philippine equities and securities market.

The administration of President Gloria Macapagal-Arroyo strongly supported the human resource
capacity building in science and technology by initiating and providing substantial funds for the massive
production of high level manpower in science and technology (S&T) through MS and Ph.D. scholarships.
This aspect on capacity building was much higher as compared to the previous administration. There are
three major programs currently implemented by DOST, to wit: the Accelerated Science and Technology
Human Resource Development Program (ASTHRDP); the Engineering Research and Development for
Technology (ERDT); and Capacity Building in Science and Mathematics Education (CB in SME)

THE ELECTRONIC PROCUREMENT SYSTEM

- one initiative of government to improve and modernize government's procurement services. It involves
the creation and operation of a central portal for government procurement, bidding and supplier
information requirements, and the increasing use of the portal among government agencies.The EPS is
expected to attain transparency in public procurement activities.

THE STRONG REPUBLIC NAUTICAL HIGHWAY

The Strong Republic Nautical Highway is one of President Gloria Macapagal Arroyo's major legacies to
the nation. The nautical highway will provide the backbone for the development of tourism and
agricultural industries, by enhancing the accessibility of unique tourist destinations west of the
Philippines.

FILIPINNOVATION

The first National Innovation Summit in 2007 took place, which is the National Innovation Strategy called
"Filipinnovation" was presented to President GMA.This is to help increase the productivity in Science and
Technology Innovation.And help benefit the poor people. Moreover, the term Filipinnovation was coined
term used in helping the Philippines to become an Innovative Hub in Asia.

Here are some of the Republic Acts during her term:

RA 9107

- it was created to manage, operate and maintain the Philippine Science Heritage Center, the country's
main respiratory of the contributions, achievements and accomplishments of Filipino Scientists.

RA 9367

- also known as the Biofuel Act. This act promotes the development and usage of biofuels in the country.
This is an alternative to gasoline in producing energy into cheaper price. It also benefits environment for
it does not emit as harmful gas as regular fuels.

RA 7687

- otherwise known as the "Scholar Act" provides opportunities to poor but deserving graduating high
school students to pursue careers in science and technology.Sustaining Undergraduate S&T Scholarships
and Support to Disadvantaged Youth
Republic 7687, otherwise known as the "Scholarship Act of 1994," provides opportunities to poor but
deserving graduating high school students to pursue careers in science and technology. From 2001 to
2009, the program supports an annual average of 8,300 scholars and has produced 15,662 graduates in
the fields of science, mathematics and engineering. One significant contribution of the program to the
recipients of the scholarship is improving the quality of life of the family of the scholar-graduate

RA 10055

- also known as Technology Transfer Act of 2009, became a major achievement because of the law's
depiction of harmonizing all technology transfer activities in the country and expediting the
commercialization of government funded research.

PRESYONG TAMA, GAMOT PAMPAMILYA PROGRAM

The program involved the importation of widely recognized, off-patent branded medicines which are
usually prescribed for the most common ailments and diseases. These medicines shall be made available
to Filipino consumers at very affordable prices.

Educational Software Development

To help address the challenges in Philippine science and math education, the SEI and ASTI, both attached
agencies of the DOST have developed and implemented the first Interactive Science and Mathematics
Courseware for Elementary-Level Schools. This courseware is aligned to the current curriculum, and
serves as supplementary educational materials for teaching science and mathematics subjects. From
2004-2007, a total of 7,682 copies have been distributed free to the various public/private schools,
individuals and offices. This can also be downloaded from SEI website free of charge which can be readily
used by schools and individuals with computers. Continuing efforts are currently being done to develop
courseware in English and Filipino with Integration of Mathematics Science Content both in elementary
and secondary levels. It is important to note, that no other agency has started this endeavor except SEI
during the GMA administration.

Specialized Training Programs

E-Training for Science and Mathematics Teachers

In 2006 and 2007, the project E-Training for Science and Mathematics Teachers has benefited a total of
415 and 401 teachers in 13 e-learning institutions nationwide. This training was designed to upgrade the
competence of both public and private science and mathematics teachers in the elementary and
secondary levels using modern and available electronic technology. The training program was designed
to provide training opportunities for teachers who are not able to attend trainings where physical
presence is required.
Science Education Network

One of the important strategies developed in the last three years (2007-2009) which is aimed at
producing the number and quality needed for leadership in graduate education for science and
mathematics is the formulation of the Visayas-Mindanao Science Education Consortium.
